Environmental Assessment Glenwood Wastewater Collection and Treatment Project, Preble County, Ohio Section 594 Ohio and North Dakota Environmental Infrastructure Program Final Environmental Assessment and Finding of No Significant Impact for the Glenwood Wastewater Collection and Treatment Project, Preble County, Ohio United States Army Corps of Engineers Louisville District March 2024 Environmental Assessment Glenwood Wastewater Collection and Treatment Project, Preble County, Ohio FINDING OF NO SIGNIFICANT IMPACT Glenwood Wastewater Collection and Treatment Project, Preble County, Ohio The U.S. Army Corps of Engineers, Louisville District (USACE) has conducted an Environmental Assessment (EA) in accordance with the National Environmental Policy Act of 1969, as amended, for the Glenwood Wastewater Collection and Treatment Project, which addresses the need for sanitary sewer services in the Glenwood community in Preble County, Ohio. The Final EA, incorporated herein by reference, evaluated various alternatives that would provide reliable sanitary sewer service to the community of Glenwood while removing failing septic systems from service in the study area. The Recommended Plan is to construct an extended aeration wastewater treatment plant (WWTP) and a gravity sewer system and includes: • Construction of a 25,359-foot gravity sewer collection system, • Construction of an extended aeration WWTP, • Construction of a 1000-foot-long access road, and • Construction of two pump stations. In addition to a “no action alternative”, five alternatives were evaluated. The alternatives included a gravity collection system with extended aeration treatment, a gravity collection system with lagoon treatment, a Septic Tank Effluent Pumping (STEP) sewer collection system with packed bed media treatment, a grinder sewer collection system with extended aeration treatment, and a grinder sewer collection system with lagoon treatment. Comparison of alternatives and selection of the Recom
