The Final EA, incorporated herein by reference, evaluated various alternatives that would provide reliable sanitary sewer service to the community of Glenwood while removing failing septic systems from service in the study area. The Recommended Plan is to construct an extended aeration wastewater treatment plant (WWTP) and a gravity sewer system and includes: • Construction of a 25,359-foot gravity sewer collection system, • Construction of an extended aeration WWTP, • Construction of a 1000-foot-long access road, and • Construction of two pump stations. In addition to a “no action alternative”, five alternatives were evaluated. The alternatives included a gravity collection system with extended aeration treatment, a gravity collection system with lagoon treatment, a Septic Tank Effluent Pumping (STEP) sewer collection system with packed bed media treatment, a grinder sewer collection system with extended aeration treatment, and a grinder sewer collection system with lagoon treatment. The Detailed Project Report, with Integrated Environmental Assessment (DPR/EA) dated July 2023, for the CAP Chickasaw Park, Louisville1 Kentucky Section 14 Emergency Stream bank Stabilization Project addresses potential environmental impacts associated with the stabilization of a section of the Ohio River streambank to protect Chickasaw Park in Louisville, Kentucky. The DPR/EA, incorporated herein by reference, evaluated various alternatives that would address emergency streambank erosion occurring on the bank of the Ohio River. The Recommended Plan is the least costly alternative compared to the cost of relocqting the threatened facility. The Recommended Plan includes the placement of a geosynthetic filter to prevent erosion and a riprap buttress to armor the eroded riverbank and resist slope failure. In addition to a "no action" alternative, three action alternatives were considered. The alternatives included: (1) aggregate filter with riprap buttress, (2) geotextile with six-inch marine mattress1 and (3) geotextile filter with riprap buttress (Recommended Plan). The final EA dated May 2023, evaluated alternatives to repair or replace a 90-year-old water tower in the Village of Fletcher that began leaking in 2021. There was an emergency repair to the leak, which required full containment and abatement due to the presence of lead paint. Additional areas of potential failure and multiple necessary exterior repairs were also noted due the state of disrepair, age, and type of water tower. To maintain compliance with drinking water regulations and address the problems associated with continued cost-prohibitive operation and maintenance, the Village of Fletcher began planning for how to address the water tower failures. The final EA, incorporated herein by reference, evaluated potential impacts of alternatives that would address the water tower needs for the Village of Fletcher. A variety of alternative actions were evaluated for their efficacy and affordability. Section594-Ohio and North Dakota Environmental Infrastructure Program Environmental Assessment and Finding of No Significant Impact for the Storm Sewer Improvements to the Village of Russells Point Project Logan County, Ohio United States Army Corps of Engineers Louisville District February 2023 FINDING OF NO SIGNIFICANT IMPACT (FONSI) Section 594 – Ohio and North Dakota Environmental Infrastructure Program Storm Sewer Improvements to the Village of Russells Point Project Logan County, Ohio The U.S. Army Corps of Engineers, Louisville District (USACE) has conducted an Environmental Assessment (EA) in accordance with the National Environmental Policy Act of 1969, as amended, for the Village of Russells Point Storm Sewer Improvements Project (Project) planned for the Village of Russells Point in Logan County, Ohio. The EA, dated February 2023, evaluated alternatives to improve the storm sewer collection system in order to reduce the infiltration of stormwater into the sanitary sewer system. The EA, incorporated herein by reference, evaluated potential impacts of alternatives that would increase the conveyance of stormwater to reduce ponding that occurs after rain events and to reduce infiltration of stormwater into the sanitary sewer system that serves the residents of Russells Point. Linear feet of 12-inch, 15-inch, 18-inch, and 24-inch gravity storm sewer lines was updated from the draft EA, released for public review, to reflect subsequent design refinements in the Project alignment. The analysis of environmental effects presented in the Final EA and this Finding of No Significant Impact is inclusive of these design refinements. The Recommended Plan is the least costly alternative compared to the cost of relocating the threatened facility. The Recommended Plan includes re-grading the bank to a stable condition and placing an engineered mix of stone and soil with native plantings of riparian vegetation on the bank. The original Olmsted construction plan called for an in-the-dry (ITD) construction using a four-phase cofferdam configuration; however, as a cost saving measure, planners changed the original plan to construct the dam using an in-the-wet (ITW) construction process.
