Abstract Advanced geodetic and astronomical tasks, such as precise positioning and navigation require forecasted Earth Orientation Parameters (EOP). The Second Earth Orientation Parameters Prediction Comparison Campaign (2nd EOP PCC) aims to compare various EOP forecast methods implemented by different institutes from all over the world. Here we focus on universal time (UT1-UTC) and Length-of-Day (LOD) predictions received in the period between September 1st, 2021 and May 29th, 2022. The forecasts are preliminarily evaluated against the EOP 14 C04 solution delivered by the International Earth Rotation and Reference System Service (IERS) by using the mean absolute error (MAE) as the prediction quality measure. Exemplarily, we compare forecasts from IERS delivered by U.S. Naval Observatory (USNO) and a selected campaign participant to assess the impact of both input data and computation methodology on predictions. We show that improper treatment of long-periodic ocean tides has severely degraded LOD forecasting until this issue has been brought to the attention of the participant during a meeting of the 2nd EOP PCC. We consider this as a good example for the benefit of the campaign to the overall scientific community by providing specific feedback to individual processing centres on deficits in their products, which lead to quick and effective adaptations. The lessons learned from this analysis could be applied to other EOP forecasting methods based on Effective Angular Momentum (EAM) predictions. Graphical Abstract

Precise positioning and navigation on the Earth's surface and in space require accurate earth orientation parameters (EOP) data and predictions. In the last few decades, EOP prediction has become a subject of increased attention within the international geodetic community, e.g., space agencies, satellite operators, researchers studying Earth rotation dynamics, and users of navigation systems. Due to this fact, many research centres from around the world have developed dedicated methods for the forecasting of EOP. An assessment of the various EOP prediction capabilities is currently being pursued in the frame of the Second Earth Orientation Parameters Prediction Comparison Campaign (2nd EOP PCC), which began in September 2021 and will be continued until the end of the year 2022. The new campaign was prepared by the EOP PCC Office run by Centrum Badań Kosmicznych Polskiej Akademii Nauk (CBK PAN) in Warsaw, Poland, in cooperation with GeoForschungsZentrum (GFZ) and under the auspices of the International Earth Rotation and Reference Systems Service (IERS). In this paper, we provide an overview of the 2nd EOP PCC five months after its start. We discuss the technical aspects and present statistics about the participants and valid prediction files received so far. Additionally, we present the results of preliminary comparisons of different reference solutions with respect to the official IERS 14 C04 EOP series. Root mean square values for different solutions for polar motion, length of day, and precession-nutation components show discrepancies at the level from 0.04 to 0.36 mas, from 0.01 to 0.10 ms, and from 0.01 to 0.18 mas, respectively. The results of the work on the improvement of programs and methods for the joint processing (combining) of measurement results of various types (radio-interferometry with extra-long bases, satellite laser ranging, measurements based on the results of receiving signals from global navigation satellite systems) at the Main Metrology Center of the State Service for Time, Frequency, and Earth's Rotation Parameters Evaluation are described. Methods of combining the results of various measurements at the measurement levels and time series level are considered. The accuracy of determining universal time was improved by the post-correlation- processing of measurement results obtained from new 13-meter antennas of a two-element radio interferometer at the colocation assemblies of the Institute of Applied Astronomy of the Russian Academy of Sciences. The accuracy of determining the combined values of the Earth's rotation parameters was increased due to the following: improvement in the accuracy of the individual series obtained by processing various measurements determined by different data processing and analysis centers and improvement of combination algorithms. Abstract Within the analysis of space geodetic observations, errors of the applied subdaily Earth rotation model can induce systematic effects in different estimated parameters. In this paper, we focus on the impact of the subdaily Universal Time (UT1) model on the celestial pole offsets (CPO) estimated from very long baseline interferometry (VLBI) observations. We provide a mechanism that describes the error propagation from the subdaily UT1 into the daily CPO. In typical 24-h VLBI sessions the observed quasars are well distributed over the sky. But the observations, if looked at from the Earth-fixed frame, are not homogeneously distributed. The amount of observations performed in different terrestrial directions shows an irregularity which can be roughly compared to the case where the observations are collected in only one Earth-fixed direction. This peculiarity leads to artefacts in VLBI solutions, producing a correlation between the subdaily variations in UT1 and the position of the celestial pole. As a result errors in diurnal terms of the subdaily UT1 model are partly compensated by the estimated CPO. We compute for each 24-h VLBI session from 1990 until 2011 the theoretical response of the CPO to an error in the subdaily UT1 by setting up a least-squares adjustment model and using as input the coordinates of the observed quasars and observation epochs. Then real observed response of the estimated CPO derived from the VLBI session solutions is compared to the predicted one. A very good agreement between the CPO values estimated from VLBI and the predicted values was achieved. The presented model of error propagation from the subdaily UT1 into the daily CPO allows to predict and explain the behaviour of CPO estimates of VLBI solutions computed with different subdaily Earth rotation models, what can be helpful for testing the accuracy of different subdaily tidal models.
