Abstract

African countries' political arena is witnessing major changes due to the involvement of new political actors in the public policy making process (donors, political parties, civil society). In the past, the formulation of policies was a reflection of the central authority's will. Nowadays, governments are confronted with more resistance when adopting reforms. This paper laborates a model that describes the policy process in African countries and shows how new actors can influence the designing of the reform to their advantage. The model predicts that government success or failure in designing a reform according to its will is a function of the adoption pattern chosen and the ability of the opponents to the reform to influence the opinion of key actors in charge of the decision. Predictions of the model are confirmed by the analysis of the recently adopted contract teacher policy. It is a teacher recruitment reform that was highly contested, but spread in Francophone African countries in the last decade, under various formulations., La scène politique des pays africains est marquée depuis quelques années par l'apparition de nouveaux acteurs politiques (bailleurs de fonds, partis politiques, société civile). Si avant les dirigeants pouvaient définir les politiques publiques en ne tenant compte que de leurs intérêts propres, cette tâche est désormais plus compliquée car il faut prendre en compte de nouveaux intérêts. Le présent travail propose un modèle décrivant le processus de décision des politiques publiques et montre comment les nouveaux acteurs peuvent influencer la formulation des réformes à leur avantage. Le modèle stipule que le succès ou l'échec dans l'élaboration d'une réforme en lien avec l'objectif initialement visé par le gouvernement, dépendent d'une part du choix de la façon dont cette réforme sera adoptée et d'autre part, de la capacité des acteurs opposés à la réforme à influencer les opinions des acteurs clés impliqués dans la décision finale. Ce modèle est ensuite employé pour expliquer les différences de la politique des enseignants contractuels en Afrique francophone.

07060; International audience; SCHOOL CURRICULA REFORMS IN PRIMARY SCHOOLS IN AFRICA: MYTH VS. REALITY - This paper proposes a critical analysis of the introduction and implementation of new school curricula in Africa based on the example of the skills based approach (SBA). In many countries, the SBA has been chosen as the most appropriate and relevant method to change their school curriculum and improve education quality. We analyse the implementation of those new curricula based on the SBA in primary schools in Mauritania. The results show that the main problems affecting pupils' achievement lie rather in the effective implementation of curricula in the classrooms than in their contents. Additional analyses show that this result is confirmed in other African countries. As a background analysis, we present the origins of SBA, define its purposes and assess its limits from a pedagogical point of view. The weaknesses of this approach in taking into account the needs and the realities of African educational systems are stressed. These various elements lead to the conclusion that if curriculum reforms are often necessary in African countries, this can not be a cure for education quality issues.; Cet article propose une analyse critique de la mise en place de nouveaux programmes scolaires en Afrique à travers l'exemple de l'approche par les compétences (APC). De nombreux pays ont choisi cette approche pour l'élaboration de nouveaux programmes scolaires et elle est présentée comme un facteur déterminant de l'amélioration de la qualité de l'éducation. Nous analysons la mise en œuvre de nouveaux programmes selon l'APC à l'école fondamentale en Mauritanie. Les résultats montrent que les principaux problèmes en matière d'acquisitions se situent d'abord dans l'application effective des programmes dans les salles de classe plutôt que dans leur contenu. Des analyses complémentaires tendent à montrer que ce constat peut s'étendre à d'autres pays africains. Nous présentons ensuite les origines de l'APC, ses ambitions mais aussi ses limites sur le plan pédagogique. Nous pointons ainsi les insuffisances de cette approche quant à sa capacité à prendre en compte les réalités et les besoins des systèmes éducatifs africains. Ces différents éléments nous amènent à conclure que si la réforme des programmes scolaires dans les pays africains est souvent nécessaire, elle ne constitue assurément pas une panacée pour les problèmes de qualité de l'éducation.

Abstract

Movement towards universal education is today at the origin of one of the most significant trend for job creation in sub-Saharan Africa. Following the economic adjustment period and the marked will of the communities to act on the educational sector, alternate status of teachers emerged. These new badly trained teachers, often largely less remunerated compared to civil servants, can gather nowadays in certain countries, the majority of the national teaching staff. This text aims at monitoring various elements on the teaching effectiveness, seemingly satisfactory insofar as they work at low grades in primary school, that on their remuneration and employment conditions which seem to be characterized by a certain convergence, in the long term, with local civil servants, At last depending that they are recognized as contractual by the central State; but certainly will however certainly remain precarious for teachers hired by local communities., La marche vers l'éducation universelle est certainement à l'origine d'un des mouvements de création d'emploi les plus significatifs en Afrique subsaharienne. Suite aux politiques d'ajustement, mais aussi à la volonté affirmée des communautés d'agir sur le secteur éducatif, des statuts alternatifs d'enseignants ont émergé. Ces nouveaux enseignants souvent "moins formés" et souvent mal rémunérés par rapport aux fonctionnaires peuvent dans certains pays rassembler la majorité du corps enseignant. Ce texte vise à rassembler divers éléments tant sur l'efficacité pédagogique des enseignants, en apparence satisfaisante dans la mesure où ils oeuvrent dans les classes initiales des apprentissages fondamentaux, que sur leurs modes d'emploi et de rémunération qui semblent se caractériser par une certaine convergence, à terme, avec les statuts de fonctionnaire, ceci pour les contractuels de l'Etat, mais certainement restera assez précaire pour les maîtres des communautés locales.

The communication is centered on the links between media crisis and concentration, and especially in the case of the daily press. Firstly, we observe the dynamics of the press in France and Switzerland. Especially, we highlight the dramatic crisis of the French information press. Then, we examine how concentration has evolved, in the sector of daily newspapers at a national level both in France and Switzerland. Our objective is to answer the following question: is there an increase of concentration in the press and especially in the Swiss daily press compared to the French one?

Abstract

International audience; Advective heat transported by water percolating into discontinuities in frozen ground can rapidly increase temperatures at depth because it provides a thermal shortcut between the atmosphere and the subsurface. Here, we develop a conceptual model that incorporates the main heat-exchange processes in a rock cleft. Laboratory experiments and numerical simulations based on the model indicate that latent heat release due to initial ice aggradation can rapidly warm cold bedrock and precondition it for later thermal erosion of cleft ice by advected sensible heat. The timing and duration of water percolation both affect the ice-level change if initial aggradation and subsequent erosion are of the same order of magnitude. The surplus advected heat is absorbed by cleft ice loss and runoff from the cleft so that this energy is not directly detectable in ground temperature records. Our findings suggest that thawing-related rockfall is possible even in cold permafrost if meltwater production and flow characteristics change significantly. Advective warming could rapidly affect failure planes beneath large rock masses and failure events could therefore differ greatly from common magnitude reaction-time relations.

Abstract

Due to their spatial complexity and dynamic nature, floodplains provide a wide range of ecosystem functions. However, because of flow regulation, many riverine floodplains have lost their characteristic heterogeneity. Restoration of floodplain habitats and the rehabilitation of key ecosystem functions, many of them linked to organic carbon (C) dynamics in riparian soils, has therefore become a major goal of environmental policy. The fundamental understanding of the factors that drive the processes involved in C cycling in heterogeneous and dynamic systems such as floodplains is however only fragmentary. We quantified soil organic C pools (microbial C and water extractable organic C) and fluxes (soil respiration and net methane production) in functional process zones of adjacent channelized and widened sections of the Thur River, NE Switzerland, on a seasonal basis. The objective was to assess how spatial heterogeneity and temporal variability of these pools and fluxes relate to physicochemical soil properties on one hand, and to soil environmental conditions and flood disturbance on the other hand. Overall, factors related to seasonality and flooding (temperature, water content, organic matter input) affected soil C dynamics more than soil properties did. Coarse-textured soils on gravel bars in the restored section were characterized by low base-levels of organic C pools due to low TOC contents. However, frequent disturbance by flood pulses led to high heterogeneity with temporarily and locally increased C pools and soil respiration. By contrast, in stable riparian forests, the finer texture of the soils and corresponding higher TOC contents and water retention capacity led to high base-levels of C pools. Spatial heterogeneity was low, but major floods and seasonal differences in temperature had additional impacts on both pools and fluxes. Soil properties and base levels of C pools in the dam foreland of the channelized section were similar to the gravel bars of the restored section. By contrast, spatial heterogeneity, seasonal effects and flood disturbance were similar to the forests, except for indications of high CH4 production that are explained by long travel times of infiltrating water favoring reducing conditions. Overall, the restored section exhibited both a larger range and a higher heterogeneity of organic C pools and fluxes as well as a higher plant biodiversity than the channelized section. This suggests that restoration has indeed led to an increase in functional diversity.

Abstract

1001; To enhance primary enrolment rates, many African countries have launched large teacher recruitment programmes in recent years. Given tight budgetary constraints, teachers are no longer employed in civil service positions, but on the basis of (fixed term) contracts typically implying considerably lower salaries and a sharply reduced amount of professional training. We analyse the effect of this change on educational quality in Niger, Togo and Mali, on the basis of very informative data, which are comparable across these countries. We use a variety of estimation techniques, including a non-parametric estimation of quantile treatment effects. Our results demonstrate that contract teachers tend to reduce inequalities in student outcomes. Overall, the effects are positive in Mali, somewhat mixed in Togo and negative in Niger. This ordering is consistent with theoretical expectations related to the manner in which contract teacher programmes were implemented differently in each of the three countries under study.

Abstract

Despite significant improvement in the results of pancreatoduodenecomy over recent years, the Whipple procedure and its main modifications still has a poor reputation. Based on the principles of evidence-based medicine, we reviewed the current status of pancreatoduodenectomy for pancreatic cancer and chronic pancreatitis. Mortality of pancreatoduodenectomy has declined to less than 5% for chronic pancreatitis and to 3-5% for pancreatic cancer. In contrast, overall morbidity remains high, ranging from 20% to 70%. Delayed gastric emptying accounts for almost 50% of all complications. Major relief of pain is achieved in 70% to 100% of patients with chronic pancreatitis. Overall 5-year survival for patients with pancreatic cancer remains poor, ranging from 5% to 15%, with a median survival of 13 to 17 months. Mortality ad morbidity are not related to the type of pancreatoduodenectomy, however patients with pancreatic cancer tend to have a higher risk for complications. Extended lymph node dissection and portal vein resection can be performed with similar mortality and morbidity compared with standard procedures, however without any survival benefit in the long-term course.

Abstract

Complications of combined glaucoma and cataract surgery are frequent. It is why prevention is necessary, based on rightness of the operative indication, the most appropriate technique and the quality of the execution, main topics reviewed in this paper. When prevention has not been sufficient and complications occur, it is necessary to recognize their causes. Complications may occur early or late, may not induce any clinical consequence or on the contrary induce serious ones. The most frequent complications and their treatment are reported. A technique of surgical revision, useful either in case of filtration failure or in case of severe hypotony, is proposed and discussed according to the most recent data in the literature.
