We processed impact scores and mechanisms provided by experts during online survey, workshops, and review and validation processes. Abstract

The article discusses the Targeted Social Assistance Scheme (TSA) in the Kyrgyz Republic. It is stated that legislation on social production was adopted in 1998 which includes the law of Kyrgyzstan "On State Allowances in the Republic of Kyrgyzstan." To be eligible for TSA, families should have an average per capita aggregate family income below the guaranteed minimum level of consumption (GMLC). The author shares that in comparison to social payments, TSA is less than any other social transfer.

It is stated that the number of poor people who get an income from employment is less than those with other sources of income. It is noted that the sectors of agriculture, health and education have a wage rate lower than the subsistence minimum. It shares that the government is working on a social mobilization program for poverty reduction .

Abstract

The article discusses the levels of poverty measures and the Targeted Social Assistance (TSA) scheme in the Kyrgyz Republic. It is stated that the Law of Minimum Consumer Basket (MCB) is the basis for the determination of wage rate, pensions and social benefits. It is noted that the poverty line used in the statistics of Kyrgyzstan is lower than the consumer expenditure data. The Extreme Poverty Line (EPL) is calculated based on the minimal nutrition required to support life.

Abstract

Manufacturing Value Added (MVA) is the key indicator of a country's industrial production. In order to facilitate international comparisons it is published in UNIDO's International Yearbook of Industrial Statistics for a large set of countries. Because of a time-gap of at least one year between the latest year for which data are available and the year for which MVA data must be reported in the Yearbook, nowcasting methods are used to fill in the missing data up to the current year. We propose a parsimonious methodology that exploits the relationship between MVA and GDP to produce reliable nowcasts of MVA. [ABSTRACT FROM AUTHOR]

The article offers conclusion on the Targeted Social Assistance (TSA) scheme in the Krygyz Republic. It is stated that to deal with poverty incidence, the republic should consider several options including re-orientation with social policies, emphasizing social protection for poverty alleviation and promoting the role of society in social protection establishment. It shares that decentralizing payment of TSA under a one-window may help in easing administrative complications.
