South Lanarkshire and Perth and Kinross Councils in Scotland were selected by the UK government to undertake trial Best Value reviews of their local planning service. This initiative was designed to establish the most appropriate approach to applying Best Value to local planning. It was found that managerial commitment plays a vital role in the successful introduction of continuous improvement. Local planning services must be evaluated to continually identify their worth and relevance as rapid change takes place in the structure of local government.
