The object of the research is the issues related to the creation of science parks in Ukraine at a new level in the process of its post-war reconstruction. In this paper, the main focus is on the analysis of the very concept of «science park» and the experience of some international ones, which are most suitable for the domestic plans for the transformation of the Ukrainian economy and its social infrastructure. Also researched the initiative of the Kharkiv city government to create the so-called «science quarter», which would absorb all the best that exists in the world in the field of science parks, and would have its own «highlight». As a result of this study, it was established that the creation and functioning of science parks is an important component of the modern world economy, which should be given serious attention in the process of post-war transformation of the Ukrainian economy. Moreover, the process of developing a strategy for the construction of such science parks should be started now, without waiting for the end of the war. A good example of this is the start of work on the project to create a science park in Kharkiv called «Science Quarter» as part of the development of a city recovery plan with the help of specialists from various international organizations, universities, banks and funds. The article analyses the activities of some similar science parks in Poland, which can be used as a guide in this process, and provides recommendations for the improvement and enhancement of certain basic elements of the future Kharkiv science park. As a result, it was concluded that thanks to the hard work of the city authorities with the support of international institutions, active work is being done to develop a city reconstruction strategy at a fundamentally new level in Kharkiv, within which a significant place is given to the implementation of the «Science Quarter» project. The success of the latter will depend not only on the experienced team of specialists implementing this project and the receipt of the necessary funding, but also, first of all, on the success of our defenders in repelling Russian aggression. This study evaluates the influence of logistics communications on the investment activity of enterprises in the context of capital movement. The issue of developing an effective toolkit for performing such an assessment was resolved. The grouping of types of logistic communications used for the movement of capital was carried out according to a number of characteristics. A model for evaluating logistic communications, which are used for the movement of capital, has been developed. Modeling of the process of determining the investment potential of companies was carried out. A method for assessing the influence of logistic communications on the investment activity of enterprises is proposed. An evaluation of logistic communications, which are used for the movement of capital, was carried out for a sample of enterprises. It was established that the average values of the integral level of the properties of the information transmitted by these communications are: for completeness – 0.302; for accuracy – 0.313; for relevance – 0.348; in this case, for all the listed properties – 0.032. At the same time, with an increase in the specified level, the realization of the investment potential of enterprises increases and their investment activity increases. The peculiarity of the developed toolkit is that its application makes it possible to obtain accurate and comprehensive results of evaluating the impact of logistics communications on the investment activity of enterprises in the context of capital movement. The proposed toolkit could be used by enterprises of all types of economic activity when assessing their existing investment potential and when designing logistic communications, which are used to transmit the information necessary to realize the specified potential. The aim of the scientific article is to develop a dialectic approach to the formation of the theoretical bases of strategic controlling in the system of enterprise crisis management under modern permanent economic conditions. As a result of the research, using the dialectical approach, the concepts “strategy”, “controlling” and “strategic controlling” are analyzed; the author’s definition of these concepts are given. There carried out a decomposition analysis of the concept “strategic controlling in the system of enterprise crisis management” in the modern economic thought. It is noted that the concept should be used to mean the method for managing an enterprise by attracting all the necessary resources of the enterprise to ensure its effective functioning and increasing its competitiveness in the long term, which is formed on the basis of the information base to identify causal relationships, taking into account the occurrence of crisis phenomena caused by internal and external factors. Thus, the implementation of strategic controlling in the system of crisis management of an enterprise within the framework of the situational mechanism should be overseen in the process of monitoring activities of the enterprise, allowing for real-time controlling of changes in indicators over time and forming an information base for making management decisions to adjust the trajectory of achieving the planned indicators.
