The article is devoted to the problem of formation and development of corporate culture as the main factor of the successful functioning of medical organization in terms of optimization of activity of the health system. Discusses the importance and main directions of development of corporate culture for personal and organizational development. The authors identified features of the corporate culture of healthcare organizations, the approaches, showing the sequence and contents of the main practical activities on the formation, maintenance and development of corporate culture. Emphasized the need for further research and introduction of corporate culture and cultural values in health care organizations. Purpose/ objectives: to Study and evaluate the corporate culture of healthcare organizations to improve institutional management and increase of efficiency activity of medical organizations. Materials and methods: For data collection methods were used: direct observation, interviews, questionnaires. In conducting this study used data from official sources, a literature review, a systematic approach, comparative analysis, historical, sociological, statistical research methods. The results of the study indicate the need for concept development, tools implementation and development of corporate culture in the practice of the medical organizations.Conclusions/Significance: Corporate culture – the system of collectively shared values, symbols, beliefs, standards of behaviour employees of the organization that contributes to the originality and uniqueness of the activities of medical organizations that promote the identification of employees with the organization; Corporate culture is formed with the influence of factors external and internal environment of the organization, solving problems, external adaptation and internal integration in the environment; Generated and promoted by the corporate culture is an important management tool, creates strong competitive advantage, increases the social responsibility of medical institutions to the society and patients, improves the quality of medical activities; The presence of the corporate culture of the organization, a coherent system of values and behavior models allows us to improve policy development processes, internal communication, unity and team cohesion, to create a single vector of development of human resources to reduce employee turnover in your organization; Medical organizations need the formation of the concept, mechanisms of implementation and development of corporate culture in practice activities; The system of continuous professional education of managerial staff of health must ensure the implementation of educational programs in the field of formation and development of the corporate culture of healthcare organizations.

The аrticle is devoted to the problem of management training in the system of continuous professional education in the conditions of reforming and modernization of the health system. The article provides an analysis of the system of professional education management human resources for health, level of training of heads of medical organizations. Defined problems whose solution contributes to the improvement of the model of continuous professional education management human resources for health.

The article considers modern problems of management training of health described the long experience of the Department of international health, Russian medical Academy of postgraduate education in the field of additional professional education of managers of medical organizations using methods of activating the learning process. The basis of realization of programs of management training was competencybased approach, involving the assessment and development of professional competencies of heads of health organizations on a modern methodological basis, aimed at improving the efficient use of labor and human resources of the organization.

One of the most important problems of the world community in the 21st century is global warming. To solve this problem, the Paris Climate Agreement was adopted in 2015. As part of the implementation of the Paris Agreement, on December 11, 2019, the European Union (EU) adopted the European Green Deal (EGD), which provides for achieving net zero greenhouse gas emissions by 2050. On July 14, 2021, the EU adopted the climate program Fit for 55, aimed at implementing the EGD. On March 8, 2022, the EU adopted an ambitious strategy to stop importing fossil fuels from Russia and transit to renewable energy sources (REPowerEU). This article aims to assess the modern EU climate policy. The object of the study is the modern climate policy of the EU. The subject of the study is the impact of EU climate policy on the EU’s long-term competitive position in the global economy. The research methodology includes systemic, economic, institutional and logical analysis, induction, deduction and synthesis. Based on the analysis, the author concludes that the modern climate policy of the EU is a logical continuation of the implementation of the Marshall Plan to establish US domination over European countries with the aim of deindustrializing them. As a result of the implementation of this counterproductive policy, which is contrary to the national interests of the member states, the EU is experiencing stagflation, quickly losing its competitive position in the global economy. In this new reality, the EU faces the challenge of reviewing and adjusting climate policy in the region.

The studies of extremist discourse in cyberspace use set scientific methods to protect traditional spiritual values, such as state sovereignty, human rights and freedoms, historical and cultural heritage. The experience of the member States of the Shanghai Cooperation Organization (SCO) on the implementation of regional international agreements aimed at combating extremism should be applied in the organization of countering extremist crimes committed using digital technologies.Aim . To characterize approaches to combating extremism in cyberspace within the SCO and to determine the methodology for assessing the degree of public danger of manifestations of extremism.Methods. The study on extremism in SCO apply a comparative legal method when posing the problem of criminalization of extremist practices and use discourse analysis of the extremism in cyberspace problem for assessing the public danger of radical ideology.Results. Three groups of methods are used in the fight against extremism: methods of legal regulation, methods of studying and assessing the public danger of extremist materials and methods of scientific research of extremism. Prohibitive legal regulation in cyberspace is applied to media content that, according to the conclusion of linguistic expertise, contains signs of extremist materials. The doctrinal basis for the legal assessment of the linguistic expertise of extremist materials is the socio-legal research conducted in the SCO member states.Conclusions. The propaganda of extremism in cyberspace qualifies as an abuse of freedom of speech, since extremist ideology leads to terrorism. The SCO consensus on the need to combat extremism is based on a scientific methods system for radical ideology research, among which discourse analysis and narrative dialogue research will play an increasing role with the digital transformation.

National security in the media sphere is becoming a multifaceted task related to the implementation of Russia’s cultural sovereignty in the context of digital transformation. Strategic planning for the development of the national media space involves domestic political and diplomatic decisions of a conceptual nature that can ensure the unity of the international information space while countering threats: (1) propaganda of violent extremism, (2) popularization of destructive ideology, (3) reduction of cultural capital level of the party in power and opposition. Operational plans for ensuring media security quite often follow the logic of situational response to threats posed by enemies and implement protective measures in relation to the media space at the national level. In methodological terms, the media security of the state is characterized by systemic practices of ensuring information security (in formal legal analysis), and analysis of threats to cognitive and noospheric security (in the natural science study of communication processes). The research methodology involves the use of the method of participant observation inherent in noxology to classify threats emanating from the mass media. Among the main objectives of the article: analysis of modern Russian political and legal documents aimed at ensuring media security and countering extremism, characterizing the Russian policy of securitization of social problems in the media sphere, delimiting legal political struggle from criminal (extremist and destructive) practices of political communication. The objectives of the study include the analysis of foreign experience in ensuring national media security in the context of digitalization and the growing threat of violent extremism. The logic of competition in the digital cultural space practically excludes the use of secrecy, censorship and forcing the audience to watch propaganda in the process of ensuring media security. Public relations in the media sphere involves the choice of media content by the audience of the global information space, which means that the protection of national spiritual and moral values is implemented in the liberal paradigm and demands open dialogue between the party in power and the opposition on topical issues of national security.

Cystic fibrosis (CF) is one of the most common genetic disorders; resulting in a wide variety of complications, including respiratory infections. Such infections are often ineffectively treated within the framework of a classical paradigm of the infectious process. However, little attention is paid to the unique microecological conditions that are formed in CF respiratory tract. This study aimed to exploring the microecological conditions and to finding out how they may influence the pathogenesis of CF infections. These conditions emerge under the influence of local disruptions in the respiratory functions; inflammatory processes, and complicated relations of the individual microorganisms between each other and between the human bodies as their ecological substrates. As a result, microorganisms that are usually safe for the healthy people become extremely dangerous for CF patients; having adapted to a new ecological niche and having got definite resource advantage, which is attributed to the respiratory tract tissue destruction. Additionally, it is still unknown; how do the anaerobic microbes contribute to CF infections, and whether they collaborate with the traditional CF pathogens or compete with them. In this article, we are analyzing CF respiratory infections from the ecological perspective and proposing in our opinion a more comprehensive picture of their pathogenesis.

Chronic infections; emerging as complications of some primary diseases, can hardly be considered as classical infectious processes. Such infections may be caused by the non- traditional pathogenic bacteria; as in the cases of cystic fibrosis; chronic obstructive pulmonary disease (COPD), inflammatory bowel diseases, etc. Emergence of these complications is caused by several disorders in the ecosystem; constituting the human body and its microbiota. It is reasonable to extrapolate some ecological principles of the bacterial community's assembly in the humans; as there is a wide variety of factors affecting this, which can be considered as ecological ones. The human microbiota is formed during changes of the different bacterial succession types; under the influence of stochastic and deterministic ecological processes, in addition to different types of the selection pressure. During certain diseases, such as COPD, the normal course of the bacterial community's formation is disrupted. It is associated with anatomical and physiological defects, which cause changes in the properties of the ecological niche; occupied by the communities (i.e., airways in the case of COPD). Altered niches can be occupied by the virulent microorganisms, which get resource advantage and form new stable community. The severity of such chronic infections is correlated with biological diversity in the communities, which tends to decrease in the more severe cases and in the exacerbations. The aim of this study was to create an ecological model of the chronic infections; through synthesizing the ecological and medical knowledge. This model, such as the COPD; may establish new approach to the chronic infections etiopathogenesis, which enables to get better understanding of the clinical course in these diseases and to propose more effective therapies in the future.

Introduction. Russia is in the process of establishing a new urban planning regulation using information and communication technologies to achieve sustainable development of territories. The relevant questions are: 1) improving education; 2) qualifications of all participants in urban development activities. The paper presents proposals for the formation of scientific foundations for the creation of a system to support the adoption of urban planning decisions in terms of personnel training.Materials and methods. The comparative analysis of international and Russian regulatory and legal documentation, a scientific and practical review of the system of interdisciplinary urban planning education (architecture, construction, sociology, economics, ecology, ecology, culture, geoinformatics, geocartography) were carried out.Results. The analysis of the situation in education in the direction of urban development in Russia is carried out. Approaches to the systematic improvement of education in the areas of “Urban Planning”, “Architecture” and “Construction” are proposed. A model of the structural organization of components and types of settlement objects (briefly Model) is presented. The Model is the scientific basis for creating a Decision Support System (DSS) for urban planning.Conclusions. It seems that the scientific school of urban planning should be based on the Model, a methodology of urban planning regulation using information and communication technologies. Such a scientific school of urban planning will contribute to the interconnection of all participants in urban planning activities. The direction of “Urban planning” in the Model provides the organization of a systemic relationship of participants in a variety of areas in education. The “model” takes into account all the variety of tasks of conceptual forecasting, planning, design of various urban types of the territory (all types of urban transformations in the territory), spatial planning solutions of buildings, structures, processes of creation and operation of buildings, structures on a single methodological basis.

Digital transformation affects all social spheres bringing to life interactive technologies and virtual reality. Since the virtual (digital) space depends on the digital and creative solutions that form its technological base, insofar the legal regime of copying creative solutions affects both the freedom of creativity necessary for sustainable development and public control which is significant for maintaining the manageability of sovereign states and integrational unions.Aim. Improving the legal regime for the protection of interactive works to create a universal and harmonious information space where the rights of authors and the economic interests of software developers are protected, as well as digital sovereignty is guaranteed.Tasks. The concept development for legal protection of interactive works and the political and legal modeling of the digital (information) space presuppose the implementation of international agreements in the field of intellectual rights, as well as solution of several tasks to formalize the results of the creative activity that are perceived through digital technologies.Methods. Political and legal modeling of the digital space is carried out by introducing terminological certainty and creating a system of the interactive works protection. Such legal construction should provide effective public control while preserving creative freedom in digital space.Results. The protection of the copyright and moral rights of the authors of interactive works differs significantly from the legal protection of audiovisual artworks and literature. While the form of objective expression in computer programs may be similar to a literary artwork, their perception by the target audience is fundamentally different in that it models a virtual (digital) space, which the state administration seeks to control in recent years.Conclusion. The state administration’s tendency to digital sovereignty makes sense only if the target audience demonstrates high demand for interactive artworks published under the state jurisdiction. Since the information space is universal, the digital sovereignty of the state is inextricably linked with participation in integration unions that ensure the p roper quality of the results of creative work and create the digital space that is necessary under digital transformation for the interactive art development and the prosperity of creative corporations.

It is shown that, as the result of developing alkali liquid metal coolants, including sodium, eutectic sodium-potassium alloy, lithium and cesium, the scientific basis has been established for their application in nuclear power. The paper presents data from investigations of thermophysical, neutronic and physicochemical properties and characteristics of various alkali liquid metal coolants, the content of solid-phase and dissolved impurities in coolants, mass transport of impurities in circulation circuits with alkali liquid metal coolants, development of systems for removal of impurities, and control of the content of impurities in alkali liquid metal coolants. Alkali liquid metal coolants are considered as a part of a system that includes a structural material in contact with the coolant, and a gas space that compensates for the thermal expansion of the coolant. The state of the system is defined by the physicochemical properties of the system’s components. And the coolant and the structural materials also represent subsystems consisting of a base material, a coolant and impurities contained both in the material and in the coolant. It has been shown that each alkali liquid metal coolant has its own set of impurities that define its technology. It depends on the physicochemical properties of the solution of the structural material impurities and components in the coolant. Objectives have been formulated for investigating further alkali liquid metal coolants, as stemming from the need to improve the efficiency, environmental friendliness, reliability and safety, and for extending the life of nuclear power plants in operation or under design. Alkali liquid metals are promising candidate materials for being used in thermonuclear power not only as the coolant but also as the tritium breeding medium. These include, first of all, lithium and its eutectic alloy with lead (17 at. % of lithium). The possibility for using lithium or a lithium-lead alloy as a coolant in the blanket of the international thermonuclear power reactor is compared.

Objective: Aneurysms of the celiac artery and its visceral branches are more often an incidental finding and can lead to serious complications. Many difficulties arise in matters of their treatment due to the rarity of occurrence. Case presentation: This report describes the rare case of saccular celiac artery aneurysm in patient with severe cardiac comorbidities including history of cardiac surgeries. Celiac artery aneurysm was treated using the endovascular coiling procedure. We had coil dislocation during procedure, and 2nd attempt of coil embolization of aneurysm was successful. The dislocation into femoral artery was treated successfully. Immediate and 1st month follow-up data showed no evidence of recanalization and aneurysm enlargement and computed tomography angiography chowed correct position of coil. Conclusion: Coil embolization is a safe and effective method for the treatment of celiac artery aneurysm in patients with severe comorbid conditions. One should be also prepared for possible technical difficulties that were overcome successfully and thus making minimal invasive approach in such patients effective.

The article defines and analyzes the features, factors, and directions of transformation of the model of regional monetary and financial integration of the countries of the Eurasian Economic Union (EAEU). The aim of the study is to develop and systematize a set of measures to develop the investment direction of integration cooperation between the EAEU countries, reduce their dependence on the highly volatile international economic and financial environment and neutralize the negative impacts of Western sanctions for national economies. The objectives of the study are as follows: analysis of trends and problems of the investment process in the economies of the EAEU countries for 2013–2021, substantiation of proposals and recommendations for optimizing the model of integration financial and economic cooperation of the EAEU countries based on increasing the regulatory role of the state and regional financial institutions in attracting investments. The research methodology includes the analysis of the EAEU legal framework, statistical information, official reports of state bodies of the EAEU countries and the Eurasian Economic Commission, regional development institutions, scientific monographs and publications of Russian and foreign economists, and periodicals. Based on the methods of econometric analysis, the expediency of introducing into circulation a monetary unit of collective use of the EAEU countries independent of the US dollar and euro for mutual settlements is substantiated. The authors conclude that it is necessary to supplement and, in some cases, substitute the predominantly market-oriented model of Eurasian financial and economic integration with a regulatory investment model of regionalization with an increased role of national and regional management institutions in promoting integration processes.

Crime control at the sea involves public activities to create a modern security system in seaports, at the territorial sea and the adjacent zone throughout the sea corridors, as well as in the open sea on sea routes with intensive shipping.Aim. Impact assessment of digital transformation on maritime crime control.Tasks. Firstly, to characterize the impact of digital technologies on the nature of pirate attacks and other maritime offenses, which are actual threats to the maritime infrastructure. Secondly, to analyze the impact of modern measures to combat maritime crime on the economy of seaports, shipping companies and other maritime business entities. Thirdly, to demonstrate the role of the seaport administration and private military companies in the fight against offenses at sea.Methods. The study is carried out by formal legal and comparative legal methodology using a review-analytical approach.Results. Data analysis shows that the administrations of seaports are interested in optimizing security costs by creating a convenient digital management system for the coastal infrastructure. Security systems and logistics solutions depend on the effectiveness of digital technologies implemented in the interests of ensuring the safety of navigation. The Convention for the Safety of Human Life at Sea (SOLAS-74/88), supplemented by the International Ship and Port Facility Security Code (ISPS) in 2004, provides for a universal maritime security system, however, the implementation of these standards in a number of regions of the World Ocean is not enough to neutralize coastal criminal threats.Conclusion. In the context of digitalization, measures to combat crime at sea lead to significant costs, as they require complex technological infrastructure on ships and in ports. The norms of the law of the sea aimed at combating piracy and smuggling should be implemented at the national level, taking into account the socio-economic features of the maritime infrastructure development. Since negative economic trends entail an increase in criminal activity, the economic interests of commercial shipping entities should not be sacrificed in the fight against piracy and smuggling.

261,435,768 COVID-19 infections were detected worldwide, of them 5,207,634 deaths were registered. Identifying markers of the patient severity early in the course of the disease can facilitate the assessment of the risk of adverse outcome.The objective: To compare values of laboratory parameters and their changes during treatment of patients with a complicated course of COVID-19 infection.Subjects and Methods. 56 patients were included in the study, all of them were hospitalized to COVID Hospital of the Clinic of Bashkir State Medical University, Russian Ministry of Health, from September 30, 2021 to November 15, 2021, and their complicated course of the disease necessitated transfer to the intensive care unit (ICU). The laboratory evaluation included the following: a general blood and urine counts, blood chemistry including urea and creatinine, liver transaminases, and blood coagulogram (prothrombin time (PTT), prothrombin index (PTI), thrombin time, fibrinogen, and blood clotting time).Results. In the group of patients with a fatal outcome on the day of transfer to ICU, lymphocytopenia, eosinopenia, elevated values of creatinine, total bilirubin, transaminases, C-reactive protein, D-dimer, and ferritin were noted. Also on this day, microscopic hematuria, proteinuria and cylindruria were detected in the urine tests of most patients in this group during treatment.Conclusion. Critical deviations in the results of hematological and biochemical tests were revealed. Particular attention should be paid to such parameters as the level of erythrocytes, lymphocytes, eosinophils, glucose, urea, creatinine, total bilirubin, aspartate aminotransferase, alanine aminotransferase, creatine kinase, C-reactive protein, D-dimer, and ferritin.

One of the most important trends in the development of the world economy is the implementation of ESG principles into the activities of its subjects. The article indicates that in modern conditions consideration of ESG principles in the activities of companies and banks is necessary for the sustainable long-term growth of their value, reduction of economic, environmental and other risks of their activities, promoting the sustainable development of national economies and the world economy as a whole. The article aims to investigate the trends and perspectives of the implementation of ESG principles in the Russian economy. The research methodology includes structuring, comparison, generalization, systemic, economic, institutional and logical analysis, SWOT analysis, induction, deduction and synthesis. Based on the research, the author concludes that the necessary conditions for the successful implementation of ESG principles in the Russian economy are the analysis, assessment and consideration of trends, features and perspectives of the development of the Russian and world economy, legal regulation of the implementation of ESG principles in Russia and abroad, consideration of national interests and features of Russia, clarification, correct application of the conceptual and methodological apparatus, analysis of strengths, weaknesses, opportunities and threats associated with the implementation of these principles (SWOT analysis), and the use of accumulated world experience.

In the context of deepening international integration in the Eurasian space, the study of the legal protection of migrant workers is fundamental issue for both ensuring socio-economic fairness and gradual transformation of the state sovereignty into the institutional basis of supranational constitutionalism, which guarantees the protection of fundamental human rights and freedoms.Aim. Improving the legal regulation of labor migration at the international, supranational and state levels through the harmonization of migration legislation in the Eurasian region.Tasks. Identification of conflicts and inaccuracies in the legal regulation of labor migration, as well as the development of recommendations for implementation of international agreements on the organized recruitment of workers between the receiving countries and countries of origin of migrants.Methods. A comparative legal analysis of international, supranational and state migration law in the process of research is supplemented by a discursive analysis of scientific literature on labor migration issues.Results. Protecting the socio-economic rights of migrant workers is the main task of host states, where migrants can become ether a criminogenic factor or a constructive social element. It is rational to organize national regulation of labor migration in integration associations of states, such as the EAEU, on the principles of national treatment for migrant workers. International agreements on the organized recruitment of workers between receiving countries and countries of origin of migrants should ensure the adaptation of migrants to the legal regime of the host country, the participation of migrants in the functioning of civil society institutions, and the monitoring of migration processes.Conclusion. Labor migration strengthens integration unions, creating strong social ties and developing civil society institutions within the boundaries of integration associations. Since state sovereignty is inextricably linked with the protection of the interests of fellow citizens, insofar as in the process of regulating labor migration, all states participating in regional integration are called upon not only to protect the rights of migrant workers, but also to provide all conditions for migrants to fulfill their obligations to civil society.

This study examines the accessory wodginite and the discovery of titanium-bearing wodginite and Fe and Ti-bearing wodginite in lithium-fluorine granites from the Abu Dabbab and Nuweibi massifs in Eastern Egypt. The wodginite group’s mineral association includes tantalum-bearing cassiterite and tin-bearing tantalum–niobate minerals: tantalite-(Mn), columbite-(Mn), and microlite. Three forms of wodginite crystallization were identified: (1) rims around columbite-(Mn) and tantalite-(Mn) varying from 1.5 to 21.9 μm in thickness, (2) micro-inclusions in cassiterite ranging from 5.4 to 27.0 μm in size, and (3) autonomous crystals measuring 3–124 μm in length. Wodginite in the Nuweibi massif is mainly found in porphyritic granite of late-stage porphyry intrusion. It has a similar composition to the worldwide wodginite of rare-metal granites, but exhibits a lower content of TiO2 (average 0.54%) and is a mineral indicator of rich tantalum ore deposits. In contrast, wodginite in the Abu Dabbab massif is replaced by titanium-bearing wodginite (Ti/(Sn + BTa + Ti + Fe3+) = 0.23) and is associated with Fe and Ti-bearing wodginite. Wodginite and Ti-bearing wodginite are maximally enriched in manganese (Mn/(Mn + Fe2+ +Ca) = 0.95), expressed in all intrusive phases of the massif, and are mineral indicators of tantalum-bearing granites with associated cassiterite-quartz mineralization.

N-butyl-N-methyl-1-phenylpyrrole[1,2-a] pyrazine-3-carboxamide (GML-3) is a potential candidate for combination drug therapy due to its anxiolytic and antidepressant activity. The anxiolytic activity of GML-3 is comparable to diazepam. The antidepressant activity of GML-3 is comparable to amitriptyline. GML-3 is an 18 kDa mitochondrial translocator protein (TSPO) ligand and is devoid of most of the side effects of diazepam, which makes the research on the creation of drugs based on it promising. However, its low water solubility and tendency to agglomerate prevented its release. This research aimed to study the effect of dry grinding, the rapid expansion of a supercritical solution (RESS), and the eutectic mixture (composite) of GML-3 with polyvinylpyrrolidone (PVP) on the particle size, dissolution rate, and lattice retention of GML-3. The use of supercritical CO2 in the RESS method was promising in terms of particle size reduction, resulting in a reduction in the particle size of GML-3 to 20–40 nm with a 430-fold increase in dissolution rate. However, in addition to particle size reduction after RESS, GML-3 began to show signs of a polymorphism phenomenon, which was also studied in this article. It was found that coarse grinding reduced particle size by a factor of 2 but did not significantly affect solubility or crystal structure. Co-milling with the polymer made it possible to level the effect of the appearance of a residual electrostatic charge on the particles, as in the case of grinding, and the increased solubility in the resulting mechanical mixtures of GML-3 with the polymer may also indicate the dissolving properties of polymers (an increase in 400–800 times). The best result in terms of GML-3 solubility was demonstrated by the resulting GML-3:PVP composite at a ratio of 1:4, which made it possible to achieve a solubility of about 80% active pharmaceutical ingredient (API) within an hour with an increase in the dissolution rate by 1600 times. Thus, the creation of composites is the most effective method for improving the solubility of GML-3, superior to micronization.

The study of phase formation in the U-Te-O systems with mono and divalent cations under high-temperature high-pressure (HT/HP) conditions has resulted in four new inorganic compounds: K2 [(UO2) (Te2O7)], Mg [(UO2) (TeO3)2], Sr [(UO2) (TeO3)2] and Sr [(UO2) (TeO5)]. Tellurium occurs as TeIV, TeV, and TeVI in these phases which demonstrate the high chemical flexibility of the system. Uranium VI) adopts a variety of coordinations, namely, UO6 in K2 [(UO2) (Te2O7), UO7 in Mg [(UO2) (TeO3)2] and Sr [(UO2) (TeO3)2], and UO8 in Sr [(UO2) (TeO5)]. The structure of K2 [(UO2) (Te2O7)] is featured with one dimensional (1D) [Te2O7]4- chains along the c-axis. The Te2O7 chains are further linked by UO6 polyhedra, forming the 3D [(UO2) (Te2O7)]2- anionic frameworks. In Mg [(UO2) (TeO3)2], TeO4 disphenoids share common corners with each other resulting in infinite 1D chains of [(TeO3)2]4- propagating along the a-axis. These chains link the uranyl bipyramids by edge sharing along two edges of the disphenoids, resulting in the 2D layered structure of [(UO2) (Te2O6)]2-. The structure of Sr [(UO2) (TeO3)2] is based on 1D chains of [(UO2) (TeO3)2]∞2− propagating into the c-axis. These chains are formed by edge-sharing uranyl bipyramids which are additionally fused together by two TeO4 disphenoids, which also share two edges. The 3D framework structure of Sr [(UO2) (TeO5)] is composed of 1D [TeO5]4− chains sharing edges with UO7 bipyramids. Three tunnels based on 6-Membered rings (MRs) are propagating along [001] [010] and [100] directions. The HT/HP synthetic conditions for the preparation of single crystalline samples and their structural aspects are discussed in this work.

The paper studies the structure, optical and operational properties of a silicone film deposited on the surface of quartz glass as a result of the action of laser radiation on volatile substances released from a silicone rubber sample in a closed volume. The research was carried out within the framework of the laser multiparameter method and using an original setup, which includes a solid-state neodymium laser with a wavelength of 1064 nm, and laser pulse parameters: energy of 105 mJ, a duration of 11–14 ns, a repetition rate of 10 Hz. A sealed test-cuvette is placed at the output of the laser. A silicone rubber sample is placed inside the test-cuvette. When laser radiation passes through the test-cuvette, volatile substances that are released from the sample over time interact with the laser radiation and create deposition zones on the optical elements of the test-cuvette, which affect the optical characteristics of these optical elements. The topology of the deposition zones was studied using a profilometer. The structural composition of the original silicone rubber and the deposition zone was determined using a scanning electron microscope. The main results show the dependences of the coefficients of the area and attenuation of the deposition zone on the temperature and the number of laser pulses. The elemental composition, color, resistance to the action of the solvent, and the thickness of the deposition zones have been investigated. It was found that with an increase in the temperature and the number of laser pulses, the area and attenuation coefficients of the deposition zones increase, the color does not change, and the resistance to the action of the solvent increases. With an increase in temperature, the deposition zone, initially consisting of micro-fragments, becomes continuous, and with an increase in the number of laser pulses, its thickness increases. The thickness of the deposition zone is unevenly distributed along its diameter. The results obtained can be applied in the development of silicone-containing biochips for health diagnostics and therapy.

Currently, the regulation of investment flows is an integral part of managing the socio-economic development of the region. At the same time, the investment potential of any Russian region is determined by the effectiveness of the implementation by regional territorial authorities of their social, economic, environmental policies for the development of the Russian region. The analysis of investment opportunities of Russian regions is one of the tools of the monitoring component of the mechanism for managing the investment potential of the studied Russian regions of the Southern Federal District. In this regard, one of the most urgent problems of managing sustainable socio-economic development of the studied Russian regions is the problem of assessing the sustainability of the investment potential of the regions of the analyzed macro-region. The purpose of this publication is to consider the problems of forming a regional mechanism for managing the totality of investment resources of the Southern Federal District. Methodological approaches to the analysis of investment opportunities of Russian regions and the analysis of the criterion indicator of the sustainability of the potential of investment resources of the regions of the analyzed macro-region have been studied. In order to achieve the goal, the problems of formation and functioning of the mechanism for managing the regional potential of investment resources, the analysis of regional investment opportunities and the criterion for the stability of the investment potential of the analyzed regions of the macro region and methods of its calculation have been analyzed. The methodological basis of the study includes a systematic method, methods of statistical analysis, expert methods. The theoretical and methodological basis of the study was the work of domestic and foreign authors in the field of assessing the investment potential of the region, its management. The result of the conducted research is a methodology for assessing the criterion of sustainability of the potential of investment resources of the Russian regions of the studied federal district. The proposed methodology allows regional authorities to assess the sustainability of the potential of investment resources of the Russian regions of the Southern Federal District, to predict the amount of investments in fixed assets of economic entities of the analyzed regions, their labor, financial, innovation, production, infrastructure, consumer potential. In particular, the proposed methodological approach makes it possible to form a system of measures to increase the potential of investment resources, both in the regions of the Southern Federal District of Russia in particular, and in the Federal District as a whole.

A review of scientific articles published over the past 15 years in leading foreign scientific journals on international law demonstrates the gradual improvement of legal means for the settlement of maritime disputes between the states.Aim. Identification of the features for application of the law of the sea norms targeted on the resolution of maritime disputes that develop in the modern international system.Tasks. Development of the classification of maritime disputes, analysis of the jurisdiction of the judicial authorities competent to resolve maritime disputes, characterization of the provisions of international agreements and customs of the law of the sea in the resolution of maritime disputes by the International Court of Justice of the United Nations (ICJ), the International Tribunal for the Law of the Sea (ITLOS) and the Permanent Court of Arbitration in The Hague (PCA).Methods. Discourse analysis of the most authoritative publications on the issue of resolving maritime disputes, a formal legal analysis of the norms and customs of maritime law, as well as a comparative legal study of judicial and arbitration practice in resolving interstate maritime disputes. Law enforcement practice on maritime disputes allows to characterize the subject of modern interstate maritime disputes; critically assess the fairness of decisions of international courts; to analyze the problems of enforceability of judicial and arbitral awards in the framework of the procedures for the settlement of maritime disputes provided for in the 1982 UN Convention on the Law of the Sea.Results. Reasonable decisions of the International Court of Justice, the International Tribunal for the Law of the Sea and the Permanent Court of Arbitration in The Hague are usually implemented by the states parties to the 1982 UN Convention on the Law of the Sea. Protection of the marine environment as well as prompt release of ships and crews from arrest have become a modern legal reality due to the effectiveness of the legal mechanism for resolving interstate maritime disputes. Territorial maritime disputes cause significant difficulties at all stages of their resolution, which is due to their political nature and the efforts of states to protect their national interests.Conclusion. The resolution of maritime territorial disputes requires more flexibility from the parties, an international agreement between the parties to the dispute on the procedure for its consideration, as well as the use of conciliation procedures to work out a compromise solution to the dispute.

This work aimed to develop and characterize a water-soluble, high-release active pharmaceutical ingredient (API) composite based on the practically water-insoluble API N-butyl-N-methyl-1-phenylpyrrolo[1,2-a]pyrazine-3-carboxamide (GML-3), a substance with antidepressant and anxiolytic action. This allows to ensure the bioavailability of the medicinal product of combined action. Composites obtained by the method of creating amorphous solid dispersions, where polyvinylpyrrolidone (PVP) or Soluplus® was used as a polymer, were studied for crystallinity, stability and the release of API from the composite into purified water. The resulting differential scanning calorimetry (DSC), powder X-ray diffractometry (PXRD), and dissolution test data indicate that the resulting composites are amorphous at 1:15 API: polymer ratios for PVP and 1:5 for Soluplus®, which ensures the solubility of GML-3 in purified water and maintaining the supercritical state in solution.

Systematic review of articles on the problem of measuring political trust published in such authoritative scientific journals as “European Political Science Review”, “British Journal of Politics and International Relations”, “Parliamentary Affairs”, “Journal of Public Policy”, “Political Science Quarterly”, “Perspectives on Politics” and “International Journal of Public Opinion Research”, demonstrates considerable attention of scientists to the problem of political trust in a modern democracy and pursues as its goal the development of a methodological basis for political trust research. The methodology of the review on the problem of measuring political trust involves a comparative analysis of the results of studies in the field of assessing political trust. Among the main tasks of the article are: generalization of scientific approaches to political trust, development of methods for political trust measurements and its result interpretation, characterization of the crisis of trust in a modern democracy. The objectives of the study include identifying conceptual scientific works of Western scientists for the period 2011–2021, which allow tracing the modernization of ideas about the object of political trust, characterize the methods of measuring the level of political trust used in modern socio-political science, and reveal differences in the formation of moral and strategic trust. The differences in moral political trust, where trusting relationships are formed on the basis of the experience and personal interaction of subjects, and strategic trust, where political culture is formed and certain expectations that political leaders will make correct, rational decisions are based on fundamental ideas about the political an order where constant change forms personal and institutional ties. Measuring political trust, which is the basis of interaction between citizens and the state, is an issue of fundamental importance for characterizing the quality of democracy, and the rule of law is impossible without a high level of political trust.

One of the key areas in the formation of a single financial market within the Eurasian Economic Union (hereinafter, EAEU or Union) is the development of a single payment space (SPS) of the Union. In the context of growth and transformation of the risks of the payment and settlement infrastructure (PSI) of the global financial system (GFS) (sanctions, systemic, operational and other risks), the problem of effectively neutralizing their impact on the PSI of the EAEU countries is highly topical. The article clarifies the conceptual apparatus associated with the transformation of risks for the PSI of the GFS, and carries out their systematization. Sources of operational risk of the GFS’s PSI, including the threat of an increase in cybercrime, are analyzed. The authors assert that the main type of operational risk for the PSI of the GFS in the future will evidently be cyberattacks using trojans, ransomware viruses and phishing, as well as blocking user access to Internet sites using DDoS attacks. Nowadays, the number of DDoS attacks in Russia has been growing for several years in a row, and this growth may intensify in 2021 due to a number of factors set out in the article. It is indicated that, in Russia and other EAEU countries, growth in cybercrime is one of the main threats to the stable functioning of the national PSI as well as credit and financial systems in general. In this regard, the article substantiates the need to develop regional cooperation on cybersecurity issues within the EAEU using the experience of the European Union, where this issue is paid very serious attention. Besides, it is advisable to build up international cooperation between the countries of the world within the UN in order to enhance the cybersecurity of the GFS’s PSI and ensure the successful development of the SPS in the EAEU.

The paper investigates the parameters of the deposition zones as a result of laser radiation effect on the surface of an optical element. For the research, conditions have been created to simulate the inner space of a laser emitter, which contains various mounting elements. The possibilities of using mounting elements in the volume of sealed neodymium laser emitters during their operation have been determined. The authors developed a novel installation, which includes a YAG:Nd laser with a wavelength of 1064 nm, a laser pulse energy of 100 mJ, a laser pulse duration of 10-15 ns, a laser pulse repetition rate of 10 Hz, and a sealed test-cuvette with a mounting element inside it. When laser radiation passes through the space of the test-cuvette for 10 000 s, volatile substances released from the materials of the mounting element absorb the laser radiation and form a deposition zone on the optical elements of the test-cuvette. Optical, geometric, color parameters of these deposition zones and their resistance to the action of solvents are investigated. The work explored the ten mounting elements most frequently used for the manufacture of sealed neodymium laser emitters. It was determined that wires with fluoroplastic insulation, polyolefin heat-shrinkable tubing and indium foil do not create deposition zones on the surface of the optical elements of the test-cuvette. At the same time, it was found that wires with silicone and fluoropolymer insulation, tin-lead alloys (solders) with a tin content of 61 % with and without rosin, polyolefin heat-shrink tubing with an adhesive base and ceramic-polymer heat-conducting dielectric materials do create a deposition zone on the surface of the optical elements of the test-cuvette. Hence they cannot be used in the volume of sealed neodymium laser emitters during their operation. The results can be relevant for the development and manufacture of laser devices, as well as for assessing the possibility of placing mounting elements in the volume of sealed neodymium laser emitters.

Introduction. A review of research on modeling and calculating moisture contours shows that at this stage there is a developed formalized mathematical apparatus connecting physically reasonable parameters and hydro-physical properties of soils. However, to improve the efficiency of drip irrigation and fertigation, it is necessary to determine the effect of fertilizers dissolved in irrigation water on hydrophysic properties of soil, and on the basis of the findings to determine the effect of fertilizers on shapes and sizes of moisture contours. Materials and Methods. To investigate the effect of fertilizers on the dynamics of moisture contours, potassium monophosphate was used, because it has a “bad” mobility in soil and it is cost-efficient to be introduced into irrigation water. Potassium monophosphate effects on density, viscosity, osmotic pressure, moisture contact angle and surface tension of irrigation water. As a result, there are changes in soil water retention curve and its hydraulic conductivity function. Therefore, moisture contours are formed with small, but still significant differences. Results. A software tool has been developed that allows exploring the dynamics of the moisture contours of different soil types and texture with different porosity and with a previously known moisture distribution in depth. Discussion and Сonclusion. When potassium monophosphate or other nutrients are added to water, small changes of the formation of moisture contours are observed. The results obtained enable us to calculate irrigation norms at the design stage of the planning process of fertilizer distribution with irrigation water during drip irrigation for different concentrations.

Thermal lens spectrometry along with spectrophotometric titration were used to assess the composition of the complex of oxidized cytochrome c (ferricytochrome c) with 1,1′,2,2′-tetraoleyl cardiolipin, which plays a key role in the initiation of apoptosis. Spectrophotometric titration was carried out for micromolar concentrations at which the complex is mainly insoluble, to assess the residual concentration in the solution and to estimate the solubility of the complex. Thermal lens spectrometry was used as a method of molecular absorption spectroscopy, which has two advantages over conventional optical transmission spectroscopy: the higher sensitivity of absorbance measurements and the possibility of studying the light absorption by chromophores and heat transfer in complex systems, such as living cells or tissues. Thermal lens measurements were carried out at nanomolar concentrations, where the complex is mainly in solution, i.e., under the conditions of its direct measurements. From the thermal lens measurements, the ratios of cytochrome c and cardiolipin in the complex were 50 at pH 7.4; 30 at pH 6.8; and 10 at pH 5.5, which fit well to the spectrophotometric data. The molecular solubility of the complex at pH 6.8–7.4 was estimated as 30 µmol/L.

Li-F granites from the Kester deposit (Yana Plateau in Yakutia, Russia) are proved to be connected with a rare-metal complex of accessory minerals: montebrasite, columbite-(Mn), columbite-(Fe), tantalite-(Mn), Ta-bearing cassiterite, U-bearing microlite, W-bearing ixiolite, niobian ferberite, U–Hf-rich zircon, and Ta-bearing rutile. Accessory wodginite was discovered at depths of up to 150 m in association with tantalite-(Mn), columbite-(Mn), and cassiterite. According to the content of WO3 (1.23%–3.33%) and the values of Mn/(Mn + Fet) and Ta/(Ta + Nb), Yakut wodginite is an intermediate mineral between wodginite and a hypothetical mineral of the wodginite group—”wolframowodginite”. The discovery of tungsten-bearing wodginite at the Kester deposit confirms the widespread presence of tungstic and tungsten-bearing accessory minerals in Li-F granites in the Russian Far East. It also serves as an indicator of rare-metal tin-tantalum-bearing granites and pegmatites.

Introduction. The technological processes of the washing contaminations are largely determined by the nature of the surface being cleaned, the contamination type and the environment, in which the cleaning is carried out. The efficiency of the process depends on the contact of the detergent with the surface being washed. The wetting characteristic is a contact angle, which is a measure of the relative attraction of a liquid to a solid and to liquid itself. The physico-chemical activity of the washing medium determines the costs and, consequently, the optimal parameters of the washing process. In addition, it affects the increase in corrosion resistance. Therefore, it is relevant to determine the functional dependence of the contact wetting angle on the concentration of various combinations of surfactants. Materials and Methods.The determination of the contact wetting angle is based on the statistical processing of a photograph of a detergent drop on a horizontal surface by a specially created program that allows obtaining an array of data to describe the shape of a drop from which the contact wetting angle is calculated. The values of the contact wetting angle were measured when varying concentrations of such synthetic detergents as Labomid-203, MS-8, ML-51, etc. Multiplicative power functions connecting the magnitude of the contact wetting angle with surfactant concentrations were obtained. Results. The studies has shown that an increase in the concentration of potassium monoborate with Labomid-203 by 1 % leads to a decrease in the contact wetting angle by 0.54 %; potassium monoborate with MS-8 by 0.78 %; and potassium monoborate with ML-51 by 0.48 %, the function shows a decreasing return to an increase in concentration. Discussion and Conclusion. In all the considered cases, a decreasing return of the magnitude of the contact wetting angle to an increase in the concentration of surfactants was established, regardless of which combination of substances was used. That is, the investigated concentrations of surfactants exceeded the limit value when they gave an increasing return to the increase in their content in the washing solution. Thus, it can be concluded that for the considered combinations the percentage of surfactant is redundant.

Introduction. The exponential growth of measurement information caused by ongoing complication of technical and production facilities necessitates the development of improved or brand new information and measurement systems, including those performing adaptive automatic control functions. Automatic criteria-based selection and reduction of measurement information continuously supplied by multi-parameter sources characterizing the objects under study require algorithms ensuring reconfiguration of automatic control systems during operation. In comparison with automatic control systems based on time-division channelling, the considered adaptive systems provide timely information on the pre-emergency and emergency operation of a facility.Aim. To develop an algorithmic support for adaptive automatic control systems using asynchronous-cyclic and parallel-sequential operating algorithms, as well as to compare the proposed algorithms in terms of their, control reliability, compression ratio, operation speed and the error associated with multi-channelling.Materials and methods. The algorithms proposed for supporting the operation of adaptive systems were developed on the basis of queuing theory and simulation modelling using the MatLab/Simulink programming languages, C++.Results. The developed algorithmic support for automatic control systems based on asynchronous-cyclic analysis of deviations allows the amount of redundant information to be reduced by more than 4 times and the operation speed to be increased by 1.5 times. The developed algorithmic support for automatic control systems based on parallel-sequential analysis of deviations allows the error associated with multi-channelling to be reduced by 1.4 times, thereby bringing the control reliability of such systems closer to that of continuous-control systems. An analysis of the graphs of the error associated with multi-channelling showed that the automatic control systems based on parallel-sequential operational algorithms are invariant to the law of distribution of input quantities, compared to the systems based on asynchronous-cyclic operational algorithms.Conclusions. The proposed algorithmic support can significantly decrease the redundancy of information and improve the metrological characteristics of automatic control systems. The use of the developed algorithms in automatic control systems based on time-division channelling render their control reliability comparable with that of continuous-control systems.

Industrial wastewater contains pollutants that do not oxidize under the biological wastewater treatment conditions of populated areas. The treatment of wastewater containing persistent organic substances can be effective in its extraction. Using only water treatment separation methods does not provide sufficient efficiency. Significantly better results are obtained by combining the persistent organic pollutant coagulation method with subsequent separation processes. The disadvantage of coagulation is the need to use large doses of reagents and a large number of wastewater treatment processes. The objective of the research was to determine the possibility of reducing the doses of mineral coagulants and related reagents while maintaining sufficient efficiency in the treatment of contaminant water by countercurrent transfer of the solid phase of the sludge to the previous separation stages. . For the experimental investigation, a facility was used, which included a three-section block of sedimentation chambers, equipment for the manufacture and dosage of reagents, devices for pumping sludge and water sampling. The research was carried out in aqueous solutions of contaminants: persistent synthetic dyes used in the textile industry. The concentration of the dye solutions was assumed to be constant, equal to 150 mg / l. Three series of experiments were carried out with different conditions to dose the coagulant and return the hydroxyl mud. The results of the experiments were analyzed using the Langmuir adsorption equation and the graphical constructions of the equilibrium and the lines of work of the contaminant extraction process. Compared to the traditional single-stage coagulation scheme, which includes a single addition of reagents without reusing the sludge, the use of solid-phase countercurrent transfer coagulation schemes was found, based on the research results. of sludge conductors gives a significant reduction in the number of reagents consumed and, consequently, a decrease in the amount of sludge removed.

The article is devoted to the study of language compression, presented in one lexical unit at two different levels: graphic and semantic. The relevance of the study is due to the need to understand the basic social and political processes presented in the texts of modern virtual communication in order to identify the most important events at the present stage of development of society through linguistic analysis. The novelty of the study is that the analysis of hashtags in the English language is carried out for the first time from the perspective of the contraction process, examples of such linguistic facts are presented. Particular attention is paid to the processes of deciphering hashtags in the English language and the explication of the reduced lexical unit in the target language. It is emphasized that the principle of saving speech effort is most common in the texts of modern virtual communication. The question of the translingual aspect of the functioning of English-speaking hashtags that are subject to the process of contraction in speech is considered. Using statistical analysis, two main ideas have been proved regarding the linguistic nature of these language units: the contraction process is formative when they are created; the use of contracted hashtags in political texts seems to be a common and natural phenomenon in virtual discourse.

The combination of targeted transport and improvement of the release profile of the active pharmaceutical ingredient (API) is a current trend in the development of oral medicinal products (MP). A well-known way to implement this concept is to obtain floating gastroretentive delivery systems that provide a long stay of the dosage form (DF) on the surface of the stomach contents. The nomenclature of excipients (Es) of a polymeric nature used in the technology of obtaining floating drug delivery systems (FDDS) is discussed. Based on the data presented in research papers, the most widely used groups of polymers, their properties, and their purpose in various technological approaches to achieving buoyancy have been determined. In addition, ways to modify the release of APIs in these systems and the Es used for this are described. The current trends in the use of polymers in the technology of floating dosage forms (FDF) and generalized conclusions about the prospects of this direction are outlined.

Mooring observations in the eastern Eurasian Basin of the Arctic Ocean showed that mean 2013–2018 along-slope volume and heat (calculated relative to the freezing temperature) transports in the upper 800 m were 4.8 ± 0.1 Sv (1 Sv = 106 m3/s) and 34.8 ± 0.6 TW, respectively. Volume and heat transports within the Atlantic Water (AW) layer (∼150–800 m) in 2013–2018 lacked significant temporal shifts at annual and longer time scales: averaged over the two periods of mooring deployment in 2013–2015 and 2015–2018, volume transports were 3.1 ± 0.1 Sv, while AW heat transports were 31.3 ± 1.0 TW and 34.8 ± 0.8 TW. Moreover, the reconstructed AW volume transports over longer, 2003–2018, period of time showed strong interannual variations but lacked a statistically significant trend. However, we found a weak positive trend of 0.08 ± 0.07 Sv/year in the barotropic AW volume transport estimated using dynamic ocean topography (DOT) measurements in 2003–2014 – the longest period spanned by the DOT dataset. Vertical coherence of 2013–2018 transports in the halocline (70–140 m) and AW (∼150–800 m) layers was high, suggesting the essential role of the barotropic forcing in constraining along-slope transports. Quantitative estimates of transports and their variability discussed in this study help identify the role of atlantification in critical changes of the eastern Arctic Ocean.

A combinatorial model is proposed for determining the probability and information losses in an organizational and technical system (OTS) under destructive external influences. Mathematical expressions are obtained to determine the loss of information in the clusters of the control system. It is shown that the use of this model for a quantitative analysis of the probability of occurrence of events and information losses in the control system, under varying external influences on the dynamic OTS, makes it possible to carry out a quantitative analysis and synthesis of the structure of the control system that is resistant to destructive external influences. A decomposition of the probabilities of occurrence of events and the corresponding loss of information by the levels of the hierarchy of the analyzed air traffic control system is presented. The achieved result is due to the sensitivity of the model for determining information losses relative to changes in the structure of the system and destructive external influences, as well as the use of the mathematical apparatus in combinatorial analyses.

Integration justice is the result of supranational courts work in the framework of states’ regional economic unions. The resolution of disputes between states, supranational institutions and economic entities in the framework of the common market of South American countries (Mercosur) and the Andean community is of considerable interest in terms of comparative analysis of similar practices in the European Union and the Eurasian Economic Union. The international integration practice has shown that the legal force, binding nature and direct action of decisions of supranational courts are necessary to bring the national legal systems of the member states of integration associations to a harmonized rule of law.

The Vienna Convention on the Law of International Treaties of 1969 over the fi fty years of its existence has become a symbol of the international legal order where the rule of law enshrined in multilateral agreements is dominant. The obligation of international treaties provisions, however, is constantly in doubt, as in the context of globalization, developed states adhere to their international obligations not under the fear of political sanctions, such as retorts and reprisals, but because of the need to maintain high reputation and authority on the international political field. The rationality of international agreements implementation at the national level is often criticized for the reason that, firstly, certain international obligations have become obsolete, and, secondly, any contractual limitation of state sovereignty is intended to achieve economic and/or political goals. Obviously, a unilateral withdrawal of a state from an international treaty is possible only on previously agreed terms, but the usual practice of fulfilling international obligations demonstrates that the content of the principle of pactasunt servanda depends largely on the interpretation of international law, dictated by the doctrine of constitutional justice and legislative policy of sovereign power.

The implementation of digital technologies in to the political and legal institutions of modern society has a complex effect on the system of traditional social values. Despite the obvious threats posed by the depersonalization of labor and the competition between man and artificial intelligence for workplaces, technical progress in the modern world has no rational alternatives. The study of political and legal issues of e-democracy development by methods of discursive and meta-theoretical analysis aims to develop proposals for state regulation of the participation of civil society institutions in the political life under the rule of law. Obviously, digital technologies, on the one hand, contribute to the dehumanization of political communication, on the other hand, they make direct democracy procedures more accessible. The consequence of saving time and money in the process of conducting electronic voting can be a decrease in the level of trust between the political class and ordinary members of society who are subject to marginalization in the context of the digital divide. Humanistic principles require public authorities to protect the interests of the individual in the process of interaction with civil society institutions such as trade unions and professional associations, since digital inequality is expressed in the systemic economic discrimination of the precariat. Humanism in a representative democracy requires effective legal guarantees and should remain the main paradigm at the heart of political decisions taken in a democratic way.

Prime value for the European integration has a ratio of Christian values and the moral of the secular state. By means of diplomatic tools, the Moscow principality finds the imperial architecture necessary for completion of integration process of collecting of Russian lands to the uniform state.
