Abstract: Дослідивши шляхи реалізації європейськими інституціями положень Митного кодексу Європейського Союзу, автор зазначає, що на рівні судового та адміністративного правозастосування вони послідовно визнають вагоме значення рішень щодо зобов’язуючої інформації для забезпечення єдності у реалізації митної політики та заохочують декларантів до зазначення у документах, що подаються для митного оформлення, рішень щодо зобов’язуючої інформації, виданих не за їх заявою, але таких, що стосуються ідентичних та/або подібних (аналогічних) товарів до тих, які заявлені у митній декларації. Також, це засвідчується стрімким поступом Європейського Союзу до розширення сфери застосування рішень щодо зобов’язуючої інформації у рамках системи митного адміністрування за рахунок рішення щодо зобов’язуючої інформації щодо митної вартості, яке може визначати метод або критерії митної оцінки та їх застосування для визначення митної вартості товарів за певних обставин. Важливим визнається також інформаційно-технологічне забезпечення обігу рішень щодо зобов’язуючої інформації, що включає, зокрема, забезпечення доступу широкого загалу до відповідного законодавства та практики його застосування судами з питань, з яких приймаються ці рішення, яка у перспективі може бути розширена й іншими документами та відомостями, що можуть сприяти дотриманню вимог митного законодавства митними органами та декларантами, зокрема, самими рішеннями щодо зобов’язуючої інформації та інформацію про їх статус. Не менш значущим висновком за підсумками аналізу митного законодавства Європейського Союзу є те, що незважаючи на відсутність у законодавчих положеннях про ультра-активну дію рішення щодо зобов’язуючої інформації правила про обмеження цієї можливості конкретною кількістю товарів, європейськими підзаконними нормативно-правовими документами передбачено, що максимальна кількість товарів, які можуть бути розмитнені протягом періоду ультра-активної дії рішення щодо зобов’язуючої інформації із застосуванням його висновків, має вказуватись у відповідному договорі або визначається митним органом за підсумками консультацій із декларантом.

Abstract: We present the fourth Fermi Large Area Telescope catalog (4FGL) of gamma-ray sources. Based on the first eight years of science data from the Fermi Gamma-ray Space Telescope mission in the energy range from 50 MeV to 1 TeV, it is the deepest yet in this energy range. Relative to the 3FGL catalog, the 4FGL catalog has twice as much exposure as well as a number of analysis improvements, including an updated model for the Galactic diffuse gamma-ray emission, and two sets of light curves (one-year and two-month intervals). The 4FGL catalog includes 5064 sources above 4 sigma significance, for which we provide localization and spectral properties. Seventy-five sources are modeled explicitly as spatially extended, and overall, 358 sources are considered as identified based on angular extent, periodicity, or correlated variability observed at other wavelengths. For 1336 sources, we have not found plausible counterparts at other wavelengths. More than 3130 of the identified or associated sources are active galaxies of the blazar class, and 239 are pulsars.

Abstract: We report on the observations of gamma-ray burst (GRB) 190114C by the Fermi Gamma-ray Space Telescope and the Neil Gehrels Swift Observatory. The prompt gamma-ray emission was detected by the Fermi GRB Monitor (GBM), the Fermi Large Area Telescope (LAT), and the Swift Burst Alert Telescope (BAT) and the long-lived afterglow emission was subsequently observed by the GBM, LAT, Swift X-ray Telescope (XRT), and Swift UV Optical Telescope. The early-time observations reveal multiple emission components that evolve independently, with a delayed power-law component that exhibits significant spectral attenuation above 40 MeV in the first few seconds of the burst. This power-law component transitions to a harder spectrum that is consistent with the afterglow emission observed by the XRT at later times. This afterglow component is clearly identifiable in the GBM and BAT light curves as a slowly fading emission component on which the rest of the prompt emission is superimposed. As a result, we are able to observe the transition from internal-shock- to external-shock-dominated emission. We find that the temporal and spectral evolution of the broadband afterglow emission can be well modeled as synchrotron emission from a forward shock propagating into a wind-like circumstellar environment. We estimate the initial bulk Lorentz factor using the observed high-energy spectral cutoff. Considering the onset of the afterglow component, we constrain the deceleration radius at which this forward shock begins to radiate in order to estimate the maximum synchrotron energy as a function of time. We find that even in the LAT energy range, there exist high-energy photons that are in tension with the theoretical maximum energy that can be achieved through synchrotron emission from a shock. These violations of the maximum synchrotron energy are further compounded by the detection of very high-energy (VHE) emission above 300 GeV by MAGIC concurrent with our observations. We conclude that the observations of VHE photons from GRB 190114C necessitates either an additional emission mechanism at very high energies that is hidden in the synchrotron component in the LAT energy range, an acceleration mechanism that imparts energy to the particles at a rate that is faster than the electron synchrotron energy-loss rate, or revisions of the fundamental assumptions used in estimating the maximum photon energy attainable through the synchrotron process.

Abstract: The HAWC Collaboration released the 2HWC catalogue of TeV sources, in which 19 show no association with any known high-energy (HE; E ≳ 10 GeV) or very-high-energy (VHE; E ≳ 300 GeV) sources. This catalogue motivated follow-up studies by both the Major Atmospheric Gamma-ray Imaging Cherenkov (MAGIC) and Fermi-LAT (Large Area Telescope) observatories with the aim of investigating gamma-ray emission over a broad energy band. In this paper, we report the results from the first joint work between High Altitude Water Cherenkov (HAWC), MAGIC, and Fermi-LAT on three unassociated HAWC sources: 2HWC J2006+341, 2HWC J1907+084*, and 2HWC J1852+013*. Although no significant detection was found in the HE and VHE regimes, this investigation shows that a minimum 1° extension (at 95 per cent confidence level) and harder spectrum in the GeV than the one extrapolated from HAWC results are required in the case of 2HWC J1852+013*, whilst a simply minimum extension of 0.16° (at 95 per cent confidence level) can already explain the scenario proposed by HAWC for the remaining sources. Moreover, the hypothesis that these sources are pulsar wind nebulae is also investigated in detail.

10. Impact of assessment of fractional flow reserve and instantaneous wave-free ratio on clinical outcomes of percutaneous coronary intervention: a systematic review, meta-analysis and meta-regression analysis

Abstract: Aim. To conduct a systematic review and meta-analysis to compare clinical outcomes in patients with coronary artery disease (CAD) undergoing percutaneous coronary intervention (PCI) using conventional coronary angiography (CAG) or fractional flow reserve (FFR)-guided PCI. In addition, FFR-guided PCI and PCI guided with instantaneous wave-free ratio (iFR) were compared.Material and methods. PubMed, Google Scholar databases were searched for studies comparing clinical outcomes in patients with CAD undergoing CAG-guided or FFR/iFR-guided PCI. Dichotomous data analysis was presented as odds ratio (OR) with 95% confidence interval (CI). Adjusted hazard ratio (HR) values from studies with similar evaluation criteria were pooled for meta-analysis.Results. Six randomized controlled trials (RCTs) from 184 publications were selected for this systematic review and meta-analysis. A total of 2193 patients (mean age, 64,2 years, mean follow-up, 28,0 months) were included. Analysis of RCTs showed that CAG-guided and FFR-guided PCI did not have a significant difference in the incidence of major adverse cardiovascular events (MACE) (OR: 0,78; 95% CI: 0,61-1,00; p=0,05; I2=0%), all-cause death (OR: 0,86; 95% CI: 0,51-1,44; p=0,57; I2=0%) or emergency revascularization (OR: 0,69, 95% CI: 0,46-1,04, p=0,08, I2=0%). However, FFR-guided PCI was associated with a reduced risk of subsequent MI compared with CAG-guided PCI (OR: 0,70; 95% CI: 0,50-0,99; p=0,04; I2=0%). In addition to the results of previous RCTs, we conducted a metaanalysis of 3 observational studies. In total, the CAG-guided and FFR-guided PCI groups included 165012 and 11450 patients, respectively. A meta-analysis showed that FFR-guided PCI was associated with a reduced risk of all-cause mortality (HR: 0,74; 95% CI: 0,63-0,87; P=0,0003) and MI (HR: 0,75; 95% CI: 0,61-0,94; p=0,01). In addition, there was no significant difference between iFRand FFR-guided PCI in terms of MACE (OR: 0,97; 95% CI: 0,76-1,23; p=0,81), all-cause mortality (OR: 0,66; 95% CI: 0,40-1,10; p=0,11), MI (OR: 0,83; 95% CI: 0,56-1,24; p=0,37) or emergency repeated revascularization (OR: 1,16; 95% CI: 0,85-1,58; p=0,34).Conclusion. FFR-guided PCI is associated with a reduced risk of all-cause mortality and subsequent MI compared with CAG-guided PCI. At the same time, the iFR-guided PCI is not inferior to the FFR-guided method in terms of MACE rate.

Abstract: We explore whether an independent determination of the distance-redshift relation, and hence cosmological model parameters, can be obtained from the apparent correlations between two different waveband luminosities or fluxes, as has been claimed in recent works using the X-ray and ultraviolet luminosities and fluxes of quasars. We show that such an independent determination is possible only if the correlation between luminosities is obtained independent of the cosmological model, and measured fluxes and redshifts; for example, being based on sound theoretical models or unrelated observations. In particular, we show that if the correlation is determined empirically from two luminosities obtained from fluxes and redshifts, then the method suffers from circularity. In case, as claimed in recent works, the observed correlation between fluxes in very narrow redshift bins are used as proxy for the luminosity correlation, then we show that one is dealing with a pure tautology with no information on distances and cosmological model. We argue that the problem arises because of the incomplete treatment of the correlation and we use numerical methods with a joint X-ray and ultraviolet quasar data set to demonstrate this shortcoming., Comment: 6 pages, 2 figures, updated to version accepted to ApJL, typos and misformattings removed

Abstract: The discovery of the Fermi bubbles---a huge bilobular structure seen in GeV gamma-rays above and below the Galactic center---implies the presence of a large reservoir of high energy particles at $\sim 10 \, \text{kpc}$ from the disk. The absence of evidence for a strong shock coinciding with the edge of the bubbles, and constraints from multi-wavelength observations point towards stochastic acceleration by turbulence as a likely mechanism of acceleration. We have investigated the time-dependent acceleration of electrons in a large-scale outflow from the Galactic centre. For the first time, we present a detailed numerical solution of the particle kinetic equation that includes the acceleration, transport and relevant energy loss processes. We also take into account the addition of shock acceleration of electrons at the bubble's blast wave. Fitting to the observed spectrum and surface brightness distribution of the bubbles allows determining the transport coefficients, thereby shedding light on the origin of the Fermi bubbles., Comment: 14 pages, 11 figures; submitted to A&A

Abstract: GRB 131108A is a bright long Gamma-Ray Burst (GRB) detected by the Large Area Telescope and the Gamma-ray Burst Monitor on board the Fermi Gamma-ray Space Telescope. Dedicated temporal and spectral analyses reveal three $\gamma$-ray flares dominating above 100 MeV, which are not directly related to the prompt emission in the GBM band (10 keV - 10 MeV). The high-energy light curve of GRB 131108A (100 MeV - 10 GeV) shows an unusual evolution: a steep decay, followed by three flares with an underlying emission, and then a long-lasting decay phase. The detailed analysis of the $\gamma$-ray flares finds that the three flares are 6 - 20 times brighter than the underlying emission and are similar to each other. The fluence of each flare, (1.6 $\sim$ 2.0) $\times$ 10$^{-6}$ erg cm$^{-2}$, is comparable to that of emission during the steep decay phase, 1.7 $\times$ 10$^{-6}$ erg cm$^{-2}$. The total fluence from three $\gamma$-ray flares is 5.3 $\times$ 10$^{-6}$ erg cm$^{-2}$. The three $\gamma$-ray flares show properties similar to the usual X-ray flares that are sharp flux increases, occurring in $\sim$ 50\% of afterglows, in some cases well after the prompt emission. Also, the temporal and spectral indices during the early steep decay phase and the decaying phase of each flare show the consistency with a relation of the curvature effect ($\alpha$ = 2 + $\beta$), which is the first observational evidence of the high-latitude emission in the GeV energy band., Comment: ApJL, 10 pages, 3 figures, 2 tables

Abstract: THESEUS is a space mission concept aimed at exploiting Gamma-Ray Bursts for investigating the early Universe and at providing a substantial advancement of multi-messenger and time-domain astrophysics. These goals will be achieved through a unique combination of instruments allowing GRB and X-ray transient detection over a broad field of view (more than 1sr) with 0.5¿1 arcmin localization, an energy band extending from several MeV down to 0.3¿keV and high sensitivity to transient sources in the soft X-ray domain, as well as on-board prompt (few minutes) follow-up with a 0.7¿m class IR telescope with both imaging and spectroscopic capabilities. THESEUS will be perfectly suited for addressing the main open issues in cosmology such as, e.g., star formation rate and metallicity evolution of the inter-stellar and intra-galactic medium up to redshift 10, signatures of Pop III stars, sources and physics of re-ionization, and the faint end of the galaxy luminosity function. In addition, it will provide unprecedented capability to monitor the X-ray variable sky, thus detecting, localizing, and identifying the electromagnetic counterparts to sources of gravitational radiation, which may be routinely detected in the late ¿20s/early ¿30s by next generation facilities like aLIGO/ aVirgo, eLISA, KAGRA, and Einstein Telescope. Abstract: The results of a spectral classification of 257 M stars observed in the Cepheus region are given. Their equatorial coordinates, photographic stellar magnitudes, and spectral subtypes were determined. These stars are giants and supergiants, in all probability. None of them appear in a catalog of variable stars. It is assumed that variability might be detected in many of them upon further study. Fifty-two of the stars have been identified with infrared sources.

Abstract: International audience; To uniformly determine the properties of supernova remnants (SNRs) at high energies, we have developed the first systematic survey at energies from 1 to 100 GeV using data from the Fermi Large Area Telescope (LAT). Based on the spatial overlap of sources detected at GeV energies with SNRs known from radio surveys, we classify 30 sources as likely GeV SNRs. We also report 14 marginal associations and 245 flux upper limits. A mock catalog in which the positions of known remnants are scrambled in Galactic longitude allows us to determine an upper limit of 22% on the number of GeV candidates falsely identified as SNRs. We have also developed a method to estimate spectral and spatial systematic errors arising from the diffuse interstellar emission model, a key component of all Galactic Fermi LAT analyses. By studying remnants uniformly in aggregate, we measure the GeV properties common to these objects and provide a crucial context for the detailed modeling of individual SNRs. Combining our GeV results with multiwavelength (MW) data, including radio, X-ray, and TeV, we demonstrate the need for improvements to previously sufficient, simple models describing the GeV and radio emission from these objects. We model the GeV and MW emission from SNRs in aggregate to constrain their maximal contribution to observed Galactic cosmic rays.

Abstract: In 1992-2001 seventeen patients with juvenile nasopharyngeal angiofibromas (JNAs) were treated at Krasnoyarsk Territorial Clinical Hospital. The patients underwent a comprehensive diagnosis involving computed tomography (CT), magnetic resonance imaging (MRI), and angiography, followed by tumor vascular embolization. Later on JNAs were surgically removed in 14 patients, a course of radiation therapy was performed. In suspected JNA, the authors consider it necessary to concomitantly use CT, MRI, and angiography, which provides the most complete diagnostic picture of a pathological focus. X-ray endovascular occlusion considerably lowers blood loss, facilitates a complete angiofibroma removal, and affects the tolerability of radiation therapy in inoperable cases.

Abstract: The GOES M2-class solar flare, SOL2010-06-12T00:57, was modest in many respects yet exhibited remarkable acceleration of energetic particles. The flare produced an ~50 s impulsive burst of hard X- and \gamma-ray emission up to at least 400 MeV observed by the Fermi GBM and LAT experiments. The remarkably similar hard X-ray and high-energy \gamma-ray time profiles suggest that most of the particles were accelerated to energies >300 MeV with a delay of ~10 s from mildly relativistic electrons, but some reached these energies in as little as ~3 s. The \gamma-ray line fluence from this flare was about ten times higher than that typically observed from this modest GOES class of X-ray flare. Abstract: The paper is concerned with introduction under outpatient conditions of an instrumental diagnostic complex including, apart from routine electrocardiographic and x-ray examinations, more specialized techniques, namely phonocardiography and echocardiography. Based on examination of 273 patients with different heart diseases the authors worded indications for echocardiography with emphasis on the necessity of rejecting or confirming the diagnosis, of specifying the diagnosis upon the deciding on the surgical treatment, and so forth. The authors conclude that it is necessary to use the instrumental diagnostic complex under outpatient conditions. They stress, however, that its successful use completely depends on the number of outpatients. The present paper is of interest for physicians specialized in functional diagnosis made in- and outpatiently.

Abstract: Synthesis and content of DNA in the nuclei of differentiating cells of mouse skin epidermis was studied by using cytomorphometric, autoradiographic and cytophotometric methods. It has been shown that the cells of the keratinoid series divide only in the basal layer and contain 2-4c DNA. Keratinocytes of the thorny layer are mostly tetraploid, 2c cells are lacking. H4c and 8c cells comprise 12% of the population. In the keratinocytes of the granular layer DNA content is somewhat lower due to nuclei break down and conversion of cells into anucleate scale. Part of the melanocytes of the basal layer also contain 4c DNA. Highly specialized element of the basal layer Merkel and Langerhans cells are polyploid. Conclusion is drawn that DNA hyper-replication by multiplication of the whole genome is part of the development program of the population.

Abstract: This is the first of a series of papers dealing with transfer of radiation in dusty nebulae. The formulae for the general problem are presented. This paper discusses nebulae containing dust and hydrogen. Approximate solutions, accurate to within 50 percent, are obtained for spherical nebulae containing purely absorbing dust. Less accurate solutions are presented for the general case of scattering and absorbing dust. The results are presented in a form convenient for calculating the required number of ionizing photons, the fractional ionization of hydrogen, and the fractions of ionizing photons absorbed by dust and gas in terms of size, hydrogen density, dust albedo, and optical depth. Explicit relations between these quantities are obtained for uniform nebulae. Simple integrals are presented for calculating the above quantities for spherically symmetric nebulae with nonuniform gas and dust distribution.

Abstract: Some of the effects of primordial inhomogeneities on the production of H-2, He-3, and Li-7 are investigated. For the most part, temperature fluctuations have only small effects on the abundances. The density fluctuations are modeled by a unimodal distribution so that the Universe is characterized by the mean density and the relative amplitude of the density variations. It has been found that the constraint which H-2 production imposes on the mean mass density is eased somewhat by allowing for density inhomogeneities. However, unless the composition of the interstellar matter is atypical of most of the matter in the Universe, the mass density will be at least a factor of 3 below the critical density. For reasonable estimates of the pregalactic abundances, sufficient He-3 and Li-7 cannot be produced in the same model universe. Production of both Li-7 and H-2 requires large-amplitude primordial fluctuations, while sufficient He-3 and H-2 can be formed in very low-density, fairly homogeneous universes.

Abstract: The ionization structure of hydrogen and helium in dusty nebulae is discussed. The general equations for pure hydrogen nebulae are modified to include helium. An approximate analytic solution is presented for Stroemgren radii of hydrogen and helium in the absence of dust. It is shown that these results, with simple modifications, are also applicable to dusty nebulae where the effective absorption cross section of dust grains varies slowly with frequency in the 1000 to 200A range. No analytic solutions are possible if this cross section varies rapidly with frequency. In this case, however, simple coupled differential equations are derived. Approximate analytic expressions are presented for evaluation of the variation of the fraction of ionizing radiation absorbed by dust and the ratio of the volume emission measures of He II to H II regions with the spectrum of the ionizing source, helium abundance, and absorption properties of dust. The effects of dust on the He III zone are discussed. Results are restricted to spherically symmetric nebulae, but nonuniform gas and dust distributions and clumpiness can be taken into account.

Abstract: Possible mechanisms for producing the optical radiation from the Crab pulsar are proposed and discussed. There are severe difficulties in interpreting the radiation as being produced by an incoherent process, whether it be synchrotron radiation, inverse-Compton radiation or curvature radiation. It is proposed therefore that radiation in the optical part of the spectrum is coherent. In the polar cap model, a small bunch of electrons and positrons forms near each primary electron as a result of the pair-production cascade process. Ambient electric fields give rise to energy separation, as a result of which either the electrons or positrons will dominate the radiation from each bunch. The roll-off in the infrared is ascribed to synchrotron absorption by electrons and positrons located between the surface of the star and the force-balance radius. Various consequences of this model, which may be subjected to observational test, are discussed.

Abstract: The Fermi Gamma-ray Space Telescope observed the bright and long GRB090902B, lying at a redshift of z = 1.822. Together the Large Area Telescope (LAT) and the Gamma-ray Burst Monitor (GBM) cover the spectral range from 8 keV to >300 GeV is covered. Here we show that the prompt burst spectrum is consistent with emission from the jet photosphere combined with non-thermal emission described by a single power-law with photon index -1.9. The photosphere gives rise to a strong quasi-blackbody spectrum which is somewhat broader than a single Planck function and has a characteristic temperature of ~290keV. We derive the photospheric radius Rph = (1.1 \pm 0.3) x 10^12 Y^{1/4} cm and the bulk Lorentz factor of the flow, which is found to vary by a factor of two and has a maximal value of Gamma = 750 Y^{1/4}. Here Y is the ratio between the total fireball energy and the energy emitted in the gamma-rays. We find that during the first quarter of the prompt phase the photospheric emission dominates, which explains the delayed onset of the observed flux in the LAT compared to the GBM. We model the photospheric emission with a multi-color blackbody and its shape indicates that the photospheric radius increases at higher latitudes. We interpret the broad band emission as synchrotron emission at R ~ 4x10^15 cm. Our analysis emphasize the importance of having high temporal resolution when performing spectral analysis on GRBs, since there is strong spectral evolution., Accepted by ApJ Letters

Abstract: The observations of the exceptionally bright gamma-ray burst (GRB) 130427A by the Large Area Telescope aboard the Fermi Gamma-ray Space Telescope provide constraints on the nature of such unique astrophysical sources. GRB 130427A had the largest fluence, highest-energy photon (95 GeV), longest $\gamma$-ray duration (20 hours), and one of the largest isotropic energy releases ever observed from a GRB. Temporal and spectral analyses of GRB 130427A challenge the widely accepted model that the non-thermal high-energy emission in the afterglow phase of GRBs is synchrotron emission radiated by electrons accelerated at an external shock., Comment: 30 pages, 6 figures. Abstract: THESEUS is a space mission concept aimed at exploiting Gamma-Ray Bursts for investigating the early Universe and at providing a substantial advancement of multi-messenger and time-domain astrophysics. These goals will be achieved through a unique combination of instruments allowing GRBs and X-ray transients detection over a broad FOV (more than 1sr) with 0.5-1 arcmin localization, an energy band extending from several MeVs down to 0.3 keV and high sensitivity to transient sources in the soft X-ray domain, as well as on-board prompt (few minutes) follow-up with a 0.7 m class IR telescope with both imaging and spectroscopic capabilities. THESEUS will be perfectly suited for addressing the main open issues in cosmology such as, e.g., star formation rate and metallicity evolution of the inter-stellar and intra-galactic medium up to redshift ∼10, signatures of Pop III stars, sources and physics of re-ionization, and the faint end of the galaxy luminosity function. In addition, it will provide unprecedented capability to monitor the X-ray variable sky, thus detecting, localizing, and identifying the electromagnetic counterparts to sources of gravitational radiation, which may be routinely detected in the late '20s / early '30s by next generation facilities like aLIGO/ aVirgo, eLISA, KAGRA, and Einstein Telescope. THESEUS will also provide powerful synergies with the next generation of multi-wavelength observatories (e.g., LSST, ELT, SKA, CTA, ATHENA).

Abstract: The gamma-ray sky has been observed with unprecedented accuracy in the last decade by the Fermi -large area telescope (LAT), allowing us to resolve and understand the high-energy Universe. The nature of the remaining unresolved emission [unresolved gamma-ray background (UGRB)] below the LAT source detection threshold can be uncovered by characterizing the amplitude and angular scale of the UGRB fluctuation field. This Letter presents a measurement of the UGRB autocorrelation angular power spectrum based on eight years of Fermi-LAT Pass 8 data products. The analysis is designed to be robust against contamination from resolved sources and noise systematics. The sensitivity to subthreshold sources is greatly enhanced with respect to previous measurements. We find evidence (with ∼3.7σ significance) that the scenario in which two classes of sources contribute to the UGRB signal is favored over a single class. A double power law with exponential cutoff can explain the anisotropy energy spectrum well, with photon indices of the two populations being 2.55±0.23 and 1.86±0.15.

Abstract: The Fermi Large Area Telescope (LAT) Collaboration has recently released a catalog of 360 sources detected above 50 GeV (2FHL). This catalog was obtained using 80 months of data re-processed with Pass 8, the newest event-level analysis, which significantly improves the acceptance and angular resolution of the instrument. Most of the 2FHL sources at high Galactic latitude are blazars. Using detailed Monte Carlo simulations, we measure, for the first time, the source count distribution, dN/dS, of extragalactic γ-ray sources at E>50 GeV and find that it is compatible with a Euclidean distribution down to the lowest measured source flux in the 2FHL (∼8×10^{-12} ph cm^{-2} s^{-1}). We employ a one-point photon fluctuation analysis to constrain the behavior of dN/dS below the source detection threshold. Overall, the source count distribution is constrained over three decades in flux and found compatible with a broken power law with a break flux, S_{b}, in the range [8×10^{-12},1.5×10^{-11}] ph cm^{-2} s^{-1} and power-law indices below and above the break of α_{2}∈[1.60,1.75] and α_{1}=2.49±0.12, respectively. Integration of dN/dS shows that point sources account for at least 86_{-14}^{+16}% of the total extragalactic γ-ray background. The simple form of the derived source count distribution is consistent with a single population (i.e., blazars) dominating the source counts to the minimum flux explored by this analysis. We estimate the density of sources detectable in blind surveys that will be performed in the coming years by the Cherenkov Telescope Array.

Abstract: We have measured the gamma-ray emission spectrum of the Moon using the data collected by the Large Area Telescope onboard the Fermi satellite during its first seven years of operation, in the energy range from 30 MeV up to a few GeV. We have also studied the time evolution of the flux, finding a correlation with the solar activity. We have developed a full Monte Carlo simulation describing the interactions of cosmic rays with the lunar surface. The results of the present analysis can be explained in the framework of this model, where the production of gamma rays is due to the interactions of cosmic-ray proton and helium nuclei with the surface of the Moon. Finally, we have used our simulation to derive the cosmic-ray proton and helium spectra near Earth from the Moon gamma-ray data.

Abstract: The observations of the exceptionally bright gamma-ray burst (GRB) 130427A by the Large Area Telescope aboard the Fermi Gamma-ray Space Telescope provide constraints on the nature of these unique astrophysical sources. GRB 130427A had the largest fluence, highest-energy photon (95 GeV), longest γ-ray duration (20 hours), and one of the largest isotropic energy releases ever observed from a GRB. Temporal and spectral analyses of GRB 130427A challenge the widely accepted model that the nonthermal high-energy emission in the afterglow phase of GRBs is synchrotron emission radiated by electrons accelerated at an external shock.

Abstract: A cornerstone of Einstein's special relativity is Lorentz invariance-the postulate that all observers measure exactly the same speed of light in vacuum, independent of photon-energy. While special relativity assumes that there is no fundamental length-scale associated with such invariance, there is a fundamental scale (the Planck scale, l(Planck) approximately 1.62 x 10(-33) cm or E(Planck) = M(Planck)c(2) approximately 1.22 x 10(19) GeV), at which quantum effects are expected to strongly affect the nature of space-time. There is great interest in the (not yet validated) idea that Lorentz invariance might break near the Planck scale. A key test of such violation of Lorentz invariance is a possible variation of photon speed with energy. Even a tiny variation in photon speed, when accumulated over cosmological light-travel times, may be revealed by observing sharp features in gamma-ray burst (GRB) light-curves. Here we report the detection of emission up to approximately 31 GeV from the distant and short GRB 090510. We find no evidence for the violation of Lorentz invariance, and place a lower limit of 1.2E(Planck) on the scale of a linear energy dependence (or an inverse wavelength dependence), subject to reasonable assumptions about the emission (equivalently we have an upper limit of l(Planck)/1.2 on the length scale of the effect). Our results disfavour quantum-gravity theories in which the quantum nature of space-time on a very small scale linearly alters the speed of light.
