Topics are considered related to data support to the MRA arrangement. Data classification and representation forms are considered. Facilities are presented for a new computerized data system and methods of working with accumulated information, and a quantitative evaluation is given for the state of the published CMC data for leading countries.

A detailed discussion is presented on the main points of the Convention on the mutual recognition of national standards, calibration certificates, and measurements presented by national metrological institutes, and a survey is given of international collaboration to carry this out. Regional metrological organizations are important, and a survey is presented on work done in COOMET. Brief descriptions are given of ways in which the Convention may develop in the near future. The positive points from the implementation of the Convention are formulated from the author's experience and from research by other experts.

We consider problems on application of databases for information support of metrology. We present a comparison of the characteristics of different types of database management. Our emphasis is on the need to use document-factographic databases in the problems under consideration. We describe the capabilities of the PCBIRS 3.0 system. As an example we consider the database containing data on the State register of measurement instruments.

The effect of strain rate on features of discontinuous flow for titanium alloys at 4.2 K is studied. It is shown that an increase in strain rate with static tension in a medium of liquid helium leads to marked qualitative and quantitative changes in the nature of material deformation. The reason for this is an increase in the temperature of the specimen gauge length determined by the amount of thermal flow which forms as a result of plastic deformation. The effect of this factor should be considered in evaluating the strength of structures under extreme cooling conditions.

Investigations were carried out into the effect of the scale factor on special features of intermittent yielding of structural alloys under rigid static loading at the boiling point of liquid helium (4.2 K). The results show that an increase of the deformed volume of the metal is accompanied by reduction of the specific surface,which impairs the conditions of heat removal from the gauge part of the specimen. This in turn changes the nature of intermittent yielding of the material. It is important to take into account the effect of the form and dimensions of specimens as well as the structural elements on special features of their deformation at low temperatures (4.2 K).

The influence of strain rate on the features of interrupted flow of alloys for cryogenic technology at the boiling point of liquid helium (4.2 K) was investigated. The specimens were tested with strain rates of 0.28·10−3, 0.28·10−2, 0.56·10−2, 0.83·10−2, 0.14·10−1, and 0.28·10−1 sec−1. It was shown that an increase in rate within these limits leads to a change in the character of deformation of the investigated alloys, which is determined by the power of the heat flow formed as the result of plastic deformation and dependent upon strain rate V and the amount of the jumps in stresses Δσmax. The relationship established of the character of spasmodic deformation to loading conditions is an indication of the necessary of taking this factor into consideration in evaluation of the strength of structures under conditions of extreme cooling.
