The effect of the thickness of the dielectric boundary layer that connects a material of refractive index $n_1$ to another of index $n_2$ is considered for the propagation of an electromagnetic pulse. For very thin boundary layer the scattering properties of the pulse mimics that found from the Fresnel jump conditions for a plane wave - except that the transmission to incident amplitudes are augmented by a factor of $\sqrt{n_2/n_1}$. As the boundary layer becomes thicker one finds deviations away from the Fresnel conditions and eventually one approaches WKB propagation. However there is found a small but unusual dip in part of the transmitted pulse that persists in time. The quantum lattice algorithm (QLA) used recovers the Maxwell equations to second order in a small parameter -- but QLA still recovers Maxwell equations when this parameter is unity. A qubit lattice algorithm (QLA) is developed for Maxwell equations in a two-dimensional Cartesian geometry. In particular, the initial value problem of electromagnetic pulse scattering off a localized 2D dielectric object is considered. A matrix formulation of the Maxwell equations, using the Riemann-Silberstein-Weber vectors, forms a basis for the QLA and a possible unitary representation. The electromagnetic fields are discretized using a 16-qubit representation at each grid point. The discretized QLA equations reproduce Maxwell equations to second order in an appropriate expansion parameter $\epsilon$. The properties of scattered waves depend on the scale length of the transition layer separating the vacuum from the core of the dielectric. The time evolution of the fields gives interesting physical insight into scattering when propagating fields are excited within the dielectric medium. Furthermore, simulations show that the QLA recovers Maxwell equations even when $\epsilon \sim 1$., Comment: 22 pages, 32 figures

Two-dimensional dissipative MHD turbulence is randomly driven at small spatial scales and is studied by numerical simulation in the presence of a strong uniform external magnetic field. A behavior is observed which is apparently distinct from the inverse cascade which prevails in the absence of an external magnetic field. The magnetic spectrum becomes dominated by the three longest wavelength Alfven waves in the system allowed by the boundary conditions: those which, in a box size of edge 2 pi, have wave numbers (kx, ky) = (1, 1), and (1, -1), where the external magnetic field is in the x direction. At any given instant, one of these three modes dominates the vector potential spectrum, but they do not constitute a resonantly coupled triad. Rather, they are apparently coupled by the smaller-scale turbulence.

A method is developed for selecting 'most probable' MHD states compatible with certain global constraints (e.g., the energy, the toroidal magnetic flux, the total toroidal electric current, or the magnetic helicity). These states occur as the solutions of nonlinear partial differential equations which are far simpler than the original MHD equations. The stabilized Z pinch is discussed by way of illustration of the theory of probable states.

Incompressible magnetohydrodynamic turbulence is treated in the presence of cylindrical boundaries which are perfectly conducting and rigidly smooth. The model treated is non-dissipative and two-dimensional, the variation of all quantities in the axial direction being ignored. Equilibrium Gibbs ensemble predictions are explored assuming the constraint of constant axial current (appropriate to tokamak operation). No small-amplitude approximations are made. The expectation value of the turbulent kinetic energy is found to approach zero for the state of maximum mean-square vector potential to energy ratio. These are the only states for which large velocity fluctuations are not expected.

A theory is developed in which a perfectly conducting cylindrical wall is used to describe incompressible MHD turbulence. Dynamic equations of incompressible MHD and its associated fields are expanded in a system of vector eigenfunctions of the curl. The total energy, magnetic helicity, and cross helicity have simple quadratic expressions in the expansion coefficients. The invariants are temporally constant for a truncation at a large, but finite, number of coefficients. The invariants are used to construct canonical distributions. It is noted that for all initial conditions, including quiescent ones, the mean-square velocity fields have finite values. The stability problem is transformed into a search for values of the integral variants which minimize the mean-square velocity fields. This leads to an extremal helicity principle.

Several features of the equilibrium and nonequilibrium statistical mechanics of a two-dimensional plasma in a uniform dc magnetic field are investigated. The charges are assumed to interact only through electrostatic potentials. The problem is considered both with and without the guiding-center approximation. With the guiding-center approximation, an appropriate Liouville equation and BBGKY hierarchy predict no approach to thermal equilibrium for the spatially uniform case. For the spatially nonuniform situation, a guiding-center Vlasov equation is discussed and solved in special cases. For the nonequilibrium, nonguiding-center case, a Boltzmann equation, and a Fokker-Planck equation are derived in the appropriate limits. The latter is more tractable than the former, and can be shown to obey conservation laws and an H-theorem, but contains a divergent integral which must be cut off on physical grounds. Several unsolved problems are posed.

The kinetic theory of a two-dimensional one-species plasma in a uniform dc magnetic field is investigated in the small plasma parameter limit. The plasma consists of charged rods interacting through the logarithmic Coulomb potential. Vahala and Montgomery earlier (1971) derived a Fokker-Planck equation for this system, but it contained a divergent integral, which had to be cut off on physical grounds. This cutoff is compared to the standard cutoff introduced in the two-dimensional unmagnetized Fokker-Planck equation. In the small plasma parameter limit, it is shown that the Balescu-Lenard collision term is zero in the long time average limit if only two-body interactions are considered. The energy transfer from a test particle to an equilibrium plasma is discussed and is also shown to be zero in the long time average limit. This supports the unexpected result of zero Balescu-Lenard collision term.

The thermal equilibrium coefficient of spatial diffusion transverse to a strong uniform dc magnetic field is calculated for a fully ionized plasma. The particles are assumed to move transverse to the field only as a consequence of the E x B drift, but to move freely parallel to it. The particles interact only electrostatically. The calculation is done at large, but fixed and finite, plasma volume. It is shown that, as magnetic field density approaches infinity, the leading term of the coefficient of transverse spatial diffusion falls off in a prescribed manner, but contains a multiplicative factor which goes to zero as the plasma volume becomes infinite. The method of calculation fails for unbounded plasmas.
