In reference to the current energy strategy of the EU, that favours a “neutral” approach to energy source, the aim of the work was to understand which renewable energy sources (RES) and related technologies may best contribute to address the “energy problem”, with particular reference to biomass (biofuels, biogas and biomass for combustion), in the Region Friuli Venezia Giulia, Italy. The results indicated that Hydropower, Wind power, Solar PV (all roofs), Solar PV (parks), and Biogas could replace 30.6% of current gross energy consumption, with Wood heating contributing to an additional 7.1%. Assuming that Energy saving might still reduce total consumption by 26%, the sum of all RES (transport biofuels excluded) would amount to 50.9% of future gross energy inputs.

Il settore edile-forestale è caratterizzato dalla gravità degli indici infortunistici e dalla doppia tipologia dell’attività in esso effettuata, comprendente da un lato le problematiche tipiche dei cantieri edili, dall’altro le caratteristiche così peculiari dei cantieri forestali (lavorazioni su terreni declivi, caratteristiche climatiche spesso estreme). Il suo essere un ibrido tra la cantieristica edile classica e il comparto forestale influisce non poco sul grado di difficoltà delle lavorazioni e conseguentemente sulla gestione del rischio. In pratica si assiste alla somma dei pericoli dei due settori, e il risultato è spesso preoccupante. Il fatto di lavorare in ambiente montano complica estremamente la gestione della sicurezza e crea un aumento del rischio determinato da fattori ambientali sui quali è arduo agire in maniera definitiva. Poiché le caratteristiche ambientali non possono essere modificate, è palese, quindi, che una soluzione operativa efficiente potrebbe essere rappresentata da un corretto sistema di gestione della sicurezza in grado di determinare una diminuzione del rischio. Alla luce di queste considerazioni, la ricerca attuata affiancando un Servizio locale ha voluto analizzare la situazione della sicurezza nei cantieri edili-forestali del Friuli-Venezia Giulia, valutarne i rischi, fornire delle indicazioni sulla loro gestione. Il lavoro ha avuto come ulteriore obiettivo la valutazione della percezione del rischio negli operatori in questo settore, attraverso la costruzione di apposite liste di controllo, con il successivo confronto tra il rischio reale e quello percepito. Gli esiti del campionamento e dell’elaborazione dei dati rilevati dall’analisi oggettiva hanno dimostrato che le attività pratico-operative in questo settore sono caratterizzate da un livello di rischio medio-alto. La parte di studio relativo alla valutazione della percezione del rischio e al successivo confronto tra il rischio reale e quello percepito conferma poi, così come i numerosi studi presenti in bibliografia, la discrepanza esistente tra la percezione soggettiva del rischio e la valutazione oggettiva, con una sottostima del rischio. Dai primi dati è emersa quindi la necessità primaria di una maggiore formazione ed informazione interni al Servizio, già in corso di pianificazione, una sensibilizzazione degli stessi alla tematica della sicurezza, un maggior controllo in campo finalizzato alla prevenzione dell’infortunio. L’applicazione poi di ulteriori strategie operative (tra cui quelle mirate alla riduzione del rischio da movimentazione manuale dei carichi e la creazione di manuali specifici per gli operatori), volte all’implementazione del sistema di gestione interno, si sono dimostrate valide, efficaci e recepite da tutti, così come l’analisi degli infortuni (in calo durante il triennio sperimentale) dimostra chiaramente. Il coinvolgimento e la responsabilizzazione di tutti gli operatori nella gestione della sicurezza consente di arrivare a ottimi risultati, sempre con la consapevolezza che la sicurezza non è un punto di arrivo ma di partenza. Migliorarne costantemente i livelli sul luogo di lavoro rendendoli quanto più sicuri possibile, nei limiti delle loro caratteristiche intrinseche, fornire formazione costante, coinvolgere ogni soggetto operante: queste linee d’azione rappresentano la strategia migliore per l’ottenimento di grandi risultati. The building-forest sector is characterized by the gravity of the accident indexes and by the double typology of the effected activity, related to the typical problems of the building yards and to the peculiar characteristics of the forestry yards. It’s a hybrid between the classical building and the forest compartment, and this influences the degree of difficulty of the workmanships and consequently the management of the risk. In this sector, the dangers of the two sectors add up and the result is often worrisome. Working in a mountainous environment complicates extremely the safety management and creates an increase of the risk, determined by environmental factors on which it’s difficult to act in a definitive way. Since the environmental characteristics cannot be modified, it’s clear, therefore, that an efficient operational solution could be represented by a correct system of safety management, able to determine a risk diminution. Starting from these considerations, the effected search, in collaboration with a local Service, wanted to analyze the situation of the safety in the building-forest yards of Friuli-Venezia Giulia, to appraise its risks, to furnish some indications on their management. The work had as further objective the evaluation of the risk perception in the operators, through the construction of special lists of control, with the following comparison between the real risk and the perceived one. The results of the sampling and of the elaboration of the data collected during the objective analysis show that the practical-operational activities of this sector are characterized by a middle-tall risk level. The part of study related to the evaluation of the risk perception and to the following comparison between the real risk and the perceived one confirms a discrepancy between the subjective perception of the risk and the objective evaluation, originating an underestimated risk. From these first data, the primary necessity of a great formation and information inside to the Service clearly emerged (formative sessions are already in planning), as well as a sensitization of the workers to the thematic of the safety and a great control in field finalized to the prevention of the accidents. The application of further operational strategies (among which those studied for the reduction of the manual handling risk and at the creation of specific manuals for the operators), aimed at the implementation of the management system, proved to be valid, effective and understood from everybody, as the analysis of the accidents (in decrease during the experimental triennium) clearly shows. The involvement and the responsibility assignment to all the operators in the safety management allow to reach good results, with the awareness that safety is not a point of arrival but a starting one. To constantly improve its levels at the workplace, in the limits of its intrinsic characteristics, to furnish constant formation to involve every worker: these lines of action represent the best strategy for the obtainment of great results. The objective of this study was to investigate current levels of work safety in agriculture, based on interviews conducted in a composite sample of 103 farms located in the region Friuli Venezia Giulia (North-East of Italy). The survey has outlined a number of patterns that were consistently found across all types of farms and only slightly varied depending on farm size, type of production and location. The results were used to define guidelines for safety experts on the field with new, updated approaches for risk assessment and accident prevention in the farms.
