Tussen 2015 en 2019 wordt in het Europese Visserijbeleid gefaseerd een zogenaamde aanlandplicht ingevoerd. Wat houdt die aanlandplicht precies in? Deze vraag en nog 17 andere veelgestelde vragen worden in deze Q&A behandeld.

This report describes the results of the industry survey; an annual survey targeting sole and plaice on-board of the commercial fishing vessels UK45 and OD1. The survey was set up following the wish of the fishing industry to deliver data for stock assessments themselves, which are collected using commercially representative fishing gears. This survey was expected to make stock assessment results more accurate and to increase trust of the fisheries industry in stock assessments.

VISNED has asked IMARES to do conduct a short feasibility study on the possibility of Real time closures (RTCs) as a tool for the Dutch demersal fishery to cope with the landing obligation (EU regulation 1380/2013). This assignment is part of the EVF-project “Innovatieve discardvermindering in de praktijk” (Innovative discard reduction in practice). In this report we present a short overview of examples of (real time)-closures in Europe. Additionally, known advantages and disadvantages are listed. Next we present discard maps that are based on data from the yearly Dutch discard monitoring and ongoing VIP projects collecting discards. Two sources of data are currently available. We discuss the suitability of these maps and the information they deliver as a driver for a possible RTC system.

Onder de aanlandplicht zullen de discards met het quotum verrekend worden. Daarom is het nodig om het totale gewicht en de samenstelling van de discards te bepalen. In dit rapport worden drie scenario’s voorgesteld waarbij het totale gewicht en de samenstelling van vijf soorten in de discards (schol, tong, roggen, wijting en schar) geschat moet worden voor het boomkorsegment.

De aanlandplicht betekent een serieuze verandering voor de demersale visserij. Mogelijkheden voor verwerking en gebruik van discards zijn te vinden in verschillende (bestaande en nog te ontwikkelen) afzetmarkten en sectoren. Dit rapport bevat een aanbodanalyse die een inschatting kan geven van de te verwachten discards die in de Nederlandse havens aangeland gaan worden. Hiermee wordt een eerste stap gezet naar het inzichtelijk maken van de data die nodig is om toekomstige ketenmogelijkheden te ontwikkelen.

This report describes the results of a short and medium term forecast over the period 2016-2019 given different scenarios of discard survival rates (10-50%) of North Sea plaice and North Sea sole. Additionally, average value of landings over the year 2019 is calculated per scenario using the landings derived from the biomass and the average price per kg of both stocks. Potential loss in average gross revenue from value of landings can be inferred from these.

In the European Union, the collection of discard data is enforced through the Data Collection Regulation Framework (DCF) of the European Commission (EC). To comply with these requirements, IMARES coordinates a discards monitoring programme in collaboration with the Dutch fishing industry. Within this project, a ‘reference fleet’ of vessel owners, willing to participate in a self-sampling programme, has been recruited. Fishermen are requested to collect discard samples for a definite number of trips per year. After the discard samples are brought to shore, IMARES collects and analyses these samples. This report summarizes data from this monitoring programme of Dutch demersal fisheries operating in the North Sea in 2013. In het kader van de EU Data Collectie Verordening (DCF) is iedere lidstaat verplicht gegevens te verzamelen van vangst die niet wordt aangevoerd (discards) in de belangrijkste commerciële visserijen. Om aan deze eisen te kunnen voldoen werkt IMARES nauw samen met de visserijsector bij het verzamelen van discardgegevens in het zogeheten zelfbemonsteringsproject. In dit project wordt gebruik gemaakt van een referentievloot, bestaande uit een groep Nederlandse commerciële vissers die zich willen inzetten voor het onderzoek. Deze vissers wordt gevraagd om een deel van de discards aan boord te houden, waarna dit wordt opgehaald en geanalyseerd door IMARES. Dit rapport vat de resultaten samen van dit zelfbemonsteringsproject op de Nederlandse demersale vloot opererend in de Noordzee in 2013.
