The British Assn for Colleges is promoting an educational reform plan where students could choose 21 subject areas from hundreds of small modules in every area to generate a general national certificate rather than having a more structured curricula. The models proposed by Ron Dearing for 16 to 19 education have been rejected in favor of this proposal which would give students the opportunity to tailor their education to their interests and the flexibility to study a broader range of areas.

Chairman of The School Curriculum and Association Authority in Great Britain, Sir Ron Dearing has proposed various options for post-16 education qualifications. The National Association of Head Teachers support the controversial mandatory baccalaureate curriculum for those opting for arts, humanities and sciences as it gives students an exposure to study a wider range of subjects. Other models proposed by Dearing include awarding different titles based on depth of study and dividing education into field domains. Oppositions and proposals for modification have been presented by various educational organizations to the options.

The UK Labor Party has endorsed the renewal of day-release or cooperative education schemes in colleges. The government has planned a 1.4 billion pounds sterling employment budget to finance a unity between education and employment. Business groups are being granted a tax rebate of 75 pounds a week for recruiting qualified students below 25 years of age. In view of improving cooperative education, college managerial bodies have appreciated the renewal.
