Throughout its history, Operational Research has evolved to include methods, models and algorithms that have been applied to a wide range of contexts. This encyclopedic article consists of two main sections: methods and applications. The first summarises the up-to-date knowledge and provides an overview of the state-of-the-art methods and key developments in the various subdomains of the field. The second offers a wide-ranging list of areas where Operational Research has been applied. The article is meant to be read in a nonlinear fashion and used as a point of reference by a diverse pool of readers: academics, researchers, students, and practitioners. The entries within the methods and applications sections are presented in alphabetical order. The authors dedicate this paper to the 2023 Turkey/Syria earthquake victims. We sincerely hope that advances in OR will play a role towards minimising the pain and suffering caused by this and future catastrophes.

Naval mine warfare has been an important feature in military operations since the 16th century. Deploying mines to a contested area has the capability to direct and channel the movement of enemy forces and potentially to prevent the use of some key areas entirely. As such, mining is a force multiplier providing a smaller naval force with an advantage. Mines are, however, limited in number despite their generally good availability. Thus, placing mines into an area of operations such that their effectiveness is optimized is key. Finding this optimal placement is the defensive minefield planning problem. Minefield planning is typically conducted by experienced officers manually or using simulation for decision support. The main contribution of this thesis is the representation of an area of operations as a network and consequently using optimization and a network interdiction framework and models to solve the defensive minefield planning problem. These models are given as mixed integer programs. Furthermore, a novel approach for measuring the effectiveness of any planned minefield, using quantifiable network properties is introduced. Contrary to existing literature where the probability of hitting deployed mines is measured, this thesis presents novel measurements that quantify the operational objectives of a minefield: how well is access through an area prevented and how much of an area becomes restricted. The test results presented in this thesis demonstrate that network inter-diction models provide optimal solutions to the defensive minefield planning problem and that network interdiction is a valid theoretical framework for minefield planning and associated decision support. Results also imply that the novel measurements of effectiveness quantify the quality of obtained solutions well, while simultaneously measuring several different objectives. Tämän sijoittelun määrittäminen on tässä työssä käsitelty merimiinoittamisen suunnitteluongelma. Miinoitteiden suunnittelu tehdään tyypillisesti asiantuntijatyönä. Tässä työssä esitetään uusi lähestymistapa miinoitussuunnitelman laatimiseksi sekalukuoptimoinnilla. Lähestymistavassa toiminta-aluetta käsitellään verkkona, jonka käyttö estetään optimoimalla sijoituspaikat rajatulle määrälle miinoja. Lisäksi työssä muodostetaan verkon ominaisuuksiin perustuvat operatiiviset mittarit miinoitteen laadulle. Olemassa olevassa kirjallisuudessa miinoitteen laatua mitataan miinaan ajamisen todennäköisyytenä, mutta tässä työssä mittareita laajennetaan mittaamaan miinoitteen operatiivisen tavoitteen saavuttamista. Mittareita voidaan myös hyödyntää millä tahansa muulla suunnittelumenetelmällä tehdyn miinoitteen arviointiin. Tässä työssä esitelty lähestymistapa sekä menetelmät ja mittarit ovat uusia, eikä niille löydy vastinetta olemassa olevasta kirjallisuudesta. Työn yhteydessä toteutettujen testien perusteella käytetyt optimointimenetelmät osoittautuivat toimiviksi miinoitteiden suunnitteluun. Verkon käytön estämisen (network interdiction) eri malleja ja menetelmiä ei ole aiemmin hyödynnetty merimiinoittamisen kontekstissa, mutta tämän työn tuloksena verkon käytön estäminen havaittiin hyvin soveltuvaksi lähestymistavaksi miinoitteiden suunnitteluun. Myös laaditut mittarit osoittautuivat toimiviksi.

This thesis introduces a new approach to support the route planning of surveillance, reconnaissance and target acquisition missions. In such missions, a specific task is performed at multiple target points using a military aircraft such as an airplane, a helicopter or an unmanned aerial vehicle. The approach consists of a network optimization based problem formulation and a novel two-phased solution procedure. The problem formulation contains a detailed description of a complex battlefield combined with mission requirements related to flight altitude, radio communication, sensors of the aircraft and task sequence order, i.e., the order of target points in which tasks should be executed. The optimization problem involves five objective costs: distance travelled, fuel consumption, task reliability, and exposure to surface-to-air and air-to-air threats. The task reliability cost represents the uncertainty of success for an individual task, when the task is not conducted at an optimal distance or a target point is not observed at optimal angles from the aircraft. In Phase 1 of the solution procedure, the task sequence order is determined by utilizing the results of a simplified two-dimensional routing problem. In Phase 2, the multi-objective network optimization problem is solved with a modified A* algorithm using the task sequence order obtained in Phase 1. The two-phased solution procedure makes the approach applicable for missions including a large number of target points. According to the author's knowledge, this kind of procedure has not been used before in the context of military aircraft route planning. Three example missions are analysed in order to demonstrate the full range of features of the approach to aid the proactive route planning of surveillance, reconnaissance and target acquisition missions executed with different type of flight vehicles. Metoden består av formuleringen av ett ruttoptimeringsproblem, samt en tvåfasig lösningsmetod. Formuleringen av ruttoptimeringsproblemet består av en detaljerad beskrivning av ett mångfacetterat slagfält, med krav relaterade till flyghöjd, radiokommunikation, flygplanets sensorer, samt ordningen uppgifterna utförs i. Problemet innehåller fem optimeringskriterier: avstånd, bränsleförbrukning, uppgiftssäkerhet och exponering för hot från mark-till-luft och luft-till-luft vapensystem. Kriteriet för uppgiftssäkerhet representerar målsättningen att utföra varje uppgift på ett optimalt avstånd, samt att målpunkten syns i optimala vinklar från flygplanet. I den första fasen av lösningsmetoden bestäms ordningen uppgifterna utförs i genom att utnyttja resultatet från ett förenklat ruttoptimeringsproblem. I den andra fasen löses det urspungliga ruttoptimeringsproblemet med en modifierad A * -algoritm genom att utnyttja uppgiftsordningen som bestämts i den första fasen. Den tvåfasiga lösningsmetoden möjliggör att metoden kan tillämpas på uppdrag som innehåller ett stort antal målpunkter. This thesis studies the air defense capability of a fleet of military aircraft with respect to the attributes of force fulfillment and engagement frontier. The force fulfillment measures the ability to deploy a number of assets consecutively to an operation area for a prolonged period of time. The analyzing of the force fulfillment is essentially an allocation and scheduling problem. Each asset has a limited amount of fuel, and the asset needs to return to base before fuel runs out. A replacing asset is needed at the operation area when the previous asset needs to return to base. After being refueled the asset is allocated again to some operation area. The replacement is done just in time whenever possible, and this sets up a problem where the flight schedules of assets are dictated by earlier allocations bit by bit. The engagement frontier measures the capability to counter the first enemy attack using assets on alert and stationed at the bases. The airspace may be restricted by zones which must be circumvented. The assets carry missiles which reach far ahead of the asset and thus form a missile envelope. It might be wanted that the assets are gathered such that the engagement would happen with two assets present. The engagement frontier is formed where the opposing assets engage at the earliest. This thesis presents two simulation models; one for computing measures of the force fulfillment, and one for computing the engagement frontier. The first model includes an allocation algorithm that uses a heuristic for controlling the use of ground resources and for allocating the aircraft to the operation areas. The allocation algorithm produces a flight and maintenance schedule from which the measures of the force fulfillment can be deduced. The simulation model for computing the engagement frontier is built upon network optimization where the earliest possible arrival times to each node in a grid are calculated. For benchmarking, a petroleum refining company is interested in how different market scenarios affect their competitors. This thesis is a feasibility study for the use of a multi-objective linear programming (MOLP) model for analyzing the impact of market prices on competing petroleum refineries. Linear programming (LP) models are widely used for optimizing petroleum refinery operation. The existing LP models can be utilized in the design of a MOLP model which makes it a particuarly desired model type. MOLP is a method for solving linear problems where multiple conflicting objective functions are optimized simultaneously. In this case, the different objective functions depict the profits of competing companies. Since there are several decision makers, this problem is different from those that have been extensively studied in open literature. In this thesis, a MOLP model labeled the Refinery Ranking Model (RRM) is designed. The user sets the market parameters for the RRM which then determines the optimal purchases and sales for each refining company. The results indicate that MOLP can be used to analyze the market dynamics of competing refining companies. The RRM could be expanded to include dozens of refineries and still describe their detailed behavior well and with a very reasonable solution time., Öljynjalostajille, kuten muillekin yrityksille, on hyödyllistä verrata omaa toimintaansa kilpailijoihinsa.
