Abstract: Subseasonal to seasonal (S2S) prediction of droughts and floods is one of the major challenges of weather and climate prediction. Recent studies suggest that the springtime land surface temperature/subsurface temperature (LST/SUBT) over the Tibetan Plateau (TP) can be a new source of S2S predictability. The project “Impact of Initialized Land Surface Temperature and Snowpack on Subseasonal to Seasonal Prediction (LS4P)” was initiated to study the impact of springtime LST/SUBT anomalies over high mountain areas on summertime precipitation predictions. The present work explores the simulated global scale response of the atmospheric circulation to the springtime TP land surface cooling by 16 current state-of-the-art Earth System Models (ESMs) participating in the LS4P Phase I (LS4P-I) experiment. The LS4P-I results show, for the first time, that springtime TP surface anomalies can modulate a persistent quasi-barotropic Tibetan Plateau-Rocky Mountain Circumglobal (TRC) wave train from the TP via the northeast Asia and Bering Strait to the western part of the North America, along with the springtime westerly jet from TP across the whole North Pacific basin. The TRC wave train modulated by the TP thermal anomaly play a critical role on the early summer surface air temperature and precipitation anomalies in the regions along the wave train, especially over the northwest North America and the southern Great Plains. The participant models that fail in capturing the TRC wave train greatly under-predict climate anomalies in reference to observations and the successful models. These results suggest that the TP LST/SUBT anomaly via the TRC wave train is the first order source of the S2S variability in the regions mentioned. Furthermore, the TP surface temperature anomaly can influence the Southern Hemispheric circulation by generating cross-equator wave trains. However, the simulated propagation pathways from the TP into the Southern Hemisphere show large inter-model differences. More dynamical understanding of the TRC wave train as well as its cross-equator propagation into the Southern Hemisphere will be explored in the newly launched LS4P phase II experiment.

Abstract: The prediction skill for precipitation anomalies in late spring and summer months—a significant component of extreme climate events—has remained stubbornly low for years. This paper presents a new idea that utilizes information on boreal spring land surface temperature/subsurface temperature (LST/SUBT) anomalies over the Tibetan Plateau (TP) to improve prediction of subsequent summer droughts/floods over several regions over the world, East Asia and North America in particular. The work was performed in the framework of the GEWEX/LS4P Phase I (LS4P-I) experiment, which focused on whether the TP LST/SUBT provides an additional source for subseasonal-to-seasonal (S2S) predictability. The summer 2003, when there were severe drought/flood over the southern/northern part of the Yangtze River basin, respectively, has been selected as the focus case. With the newly developed LST/SUBT initialization method, the observed surface temperature anomaly over the TP has been partially produced by the LS4P-I model ensemble mean, and 8 hotspot regions in the world were identified where June precipitation is significantly associated with anomalies of May TP land temperature. Consideration of the TP LST/SUBT effect has produced about 25–50% of observed precipitation anomalies in most hotspot regions. The multiple models have shown more consistency in the hotspot regions along the Tibetan Plateau-Rocky Mountain Circumglobal (TRC) wave train. The mechanisms for the LST/SUBT effect on the 2003 drought over the southern part of the Yangtze River Basin are discussed. For comparison, the global SST effect has also been tested and 6 regions with significant SST effects were identified in the 2003 case, explaining about 25–50% of precipitation anomalies over most of these regions. This study suggests that the TP LST/SUBT effect is a first-order source of S2S precipitation predictability, and hence it is comparable to that of the SST effect. With the completion of the LS4P-I, the LS4P-II has been launched and the LS4P-II protocol is briefly presented.

Subseasonal-to-seasonal (S2S) precipitation prediction in boreal spring and summer months, which contains a significant number of high-signal events, is scientifically challenging and prediction skill has remained poor for years. Tibetan Plateau (TP) spring observed surface temperatures show a lag correlation with summer precipitation in several remote regions, but current global land-atmosphere coupled models are unable to represent this behavior due to significant errors in producing observed TP surface temperatures. To address these issues, the Global Energy and Water Exchanges (GEWEX) program launched the "Impact of Initialized Land Temperature and Snowpack on Subseasonal-to-Seasonal Prediction"(LS4P) initiative as a community effort to test the impact of land temperature in high-mountain regions on S2S prediction by climate models: more than 40 institutions worldwide are participating in this project. After using an innovative new land state initialization approach based on observed surface 2-m temperature over the TP in the LS4P experiment, results from a multimodel ensemble provide evidence for a causal relationship in the observed association between the Plateau spring land temperature and summer precipitation over several regions across the world through teleconnections. The influence is underscored by an out-of-phase oscillation between the TP and Rocky Mountain surface temperatures. This study reveals for the first time that high-mountain land temperature could be a substantial source of S2S precipitation predictability, and its effect is probably as large as ocean surface temperature over global "hotspot"regions identified here; the ensemble means in some "hotspots"produce more than 40% of the observed anomalies. This LS4P approach should stimulate more follow-on explorations.

Abstract. Sub-seasonal to seasonal (S2S) prediction, especially the prediction of extreme hydroclimate events such as droughts and floods, is not only scientifically challenging but has substantial societal impacts. Motivated by preliminary studies, the Global Energy and Water Exchanges (GEWEX)/Global Atmospheric System Study (GASS) has launched a new initiative called Impact of initialized Land Surface temperature and Snowpack on Sub-seasonal to Seasonal Prediction (LS4P), as the first international grass-root effort to introduce spring land surface temperature (LST)/subsurface temperature (SUBT) anomalies over high mountain areas as a crucial factor that can lead to significant improvement in precipitation prediction through the remote effects of land/atmosphere interactions. LS4P focuses on process understanding and predictability, hence it is different from, and complements, other international projects that focus on the operational S2S prediction. More than forty groups worldwide have participated in this effort, including 21 Earth System Models, 9 regional climate models, and 7 data groups. This paper overviews the history and objectives of LS4P, provides the first phase experimental protocol (LS4P-I) which focuses on the remote effect of the Tibetan Plateau, discusses the LST/SUBT initialization, and presents the preliminary results. Multi-model ensemble experiments and analyses of observational data have revealed that the hydroclimatic effect of the spring LST in the Tibetan Plateau is not limited to the Yangtze River basin but may have a significant large-scale impact on summer precipitation and its S2S prediction. LS4P models are unable to preserve the initialized LST anomalies in producing the observed anomalies largely for two main reasons: i) inadequacies in the land models arising from total soil depths which are too shallow and the use of simplified parameterizations which both tend to limit the soil memory; and ii) reanalysis data, that are used for initial conditions, have large discrepancies from the observed mean state and anomalies of LST over the Tibetan Plateau. Innovative approaches have been developed to largely overcome these problems.

This study aims to evaluate the impact of the in-situ ocean observations on seasonal forecasts. A series of seasonal reforecasts have been conducted for the period 1993-2015, in which different sets of ocean observations were withdrawn in the production of the ocean initial conditions, while maintaining a strong constrain in sea surface temperature (SST). By comparing the different reforecast sets, it is possible to assess the impact on the forecast of ocean and atmospheric variables. Results show that the in-situ observations have profound and significant impacts on the mean state of forecast ocean and atmospheric variables, which can be classified into different categories: i) impact due to local air-sea interaction, as direct consequence of changes in the mixed layer in the ocean initial conditions, and visible in the early stages of the forecasts; ii) changes due to different ocean dynamical balances, most visible in the Equatorial Pacific in forecasts initialized in May, which amplify and evolve with forecast lead time; iii) changes to the atmospheric circulation resulting from changes in large scale SST gradients; these are non-local, mediated by the atmospheric bridge, and they are obvious from the visible impact of the removing in-situ observations on the Atlantic basin only in the global atmospheric circulation; iv) changes in the atmospheric tropical deep convection associated with the structure of the warm pools. The ocean observations have also a significant impact on the representation of the trends of the ocean initial conditions, which affect the trends in the seasonal forecasts of ocean and atmospheric variables. The impact of the ocean observing system in the Atlantic and extratropics appears dominated by Argo, but this is not the case in the Tropical Pacific, where the other ocean observing systems play a role in constraining the ocean state. The ever-increasing complexity and data volumes of numerical weather prediction demand innovations in the analysis and synthesis of operational forecast data. Here we show how dynamical thinking can offer directly applicable forecast information, taking as a case study the extreme northern Italy flooding of May 2023. We compare this event with long-lasting historical northern Italy rainfall events in order to determine (a) why it was so extreme, (b) how well it was predicted, and (c) how we may improve our predictions of such extremes. Lagrangian analysis shows, in line with previous work, that 48-hourly extreme rainfall in Italy can be caused by moist air masses originating from the North Atlantic; North Africa; and, to a lesser extent, eastern Europe, with compounding moisture contributions from all three regions driving the May 2023 event. We identify the large-scale precursors of typical northern Italy rainfall extremes based on geopotential height and integrated vapour transport fields. We show in European Centre for Medium-Range Weather Forecasts (ECMWF) operational forecasts that a precursor perspective was able to identify the growing possibility of the Emilia-Romagna extreme event 8 d beforehand – 4 d earlier than the direct precipitation forecast. Such dynamical precursors prove to be well suited for identifying and interpreting predictability barriers and could help build forecasters' understanding of unfolding extreme scenarios in the medium range. We conclude by discussing the broader implications and operational potential of dynamically rooted metrics for understanding and predicting extreme events, both in retrospect and in real time. An analysis of diabatic heating and moistening processes from 12 to 36 h lead time forecasts from 12 Global Circulation Models are presented as part of the "Vertical structure and physical processes of the Madden-Julian Oscillation (MJO)" project. A lead time of 12-36 h is chosen to constrain the large-scale dynamics and thermodynamics to be close to observations while avoiding being too close to the initial spin-up of the models as they adjust to being driven from the Years of Tropical Convection (YOTC) analysis. A comparison of the vertical velocity and rainfall with the observations and YOTC analysis suggests that the phases of convection associated with the MJO are constrained in most models at this lead time although the rainfall in the suppressed phase is typically overestimated. Although the large-scale dynamics is reasonably constrained, moistening and heating profiles have large intermodel spread. In particular, there are large spreads in convective heating and moistening at midlevels during the transition to active convection. Radiative heating and cloud parameters have the largest relative spread across models at upper levels during the active phase. A detailed analysis of time step behavior shows that some models show strong intermittency in rainfall and differences in the precipitation and dynamics relationship between models. The wealth of model outputs archived during this project is a very valuable resource for model developers beyond the study of the MJO. In addition, the findings of this study can inform the design of process model experiments, and inform the priorities for field experiments and future observing systems.

A unique set of relaxation experiments with a forecast model initialized during December–January 1999–2019 is used to explore tropical influence on the Northern Hemisphere polar stratosphere and stratosphere–troposphere coupling, to quantify predictability benefits due to the perfect knowledge of the tropical variability. On average, predictability of the polar stratosphere, as represented by the 50 hPa geopotential height anomalies north of 50°N (Z50), increases from 17 days in freely running (control) forecasts to 21 days in the tropical relaxation experiments. At sub‐seasonal time‐scales, a statistically significant improvement in weekly mean skill scores can be demonstrated in 14%–20% of individual forecast ensembles, mostly in cases when the skill of the corresponding control forecast is worse than average. In these forecasts, root‐mean‐square errors and forecast spread of Z50 during forecast weeks 3–5 are decreased by 10%–15%. Stratospheric improvements are detected during periods of both vortex strengthening and vortex weakening, including most major Sudden Stratospheric Warmings that occurred during the study period, via modulation of the upward wave activity fluxes. An active Madden–Julian Oscillation (MJO) is found in most of these events with MJO phase 5–7 preceding vortex weakening and MJO phase 3–4 preceding vortex strengthening. Forecasts with improved stratospheric circulation also have improved tropospheric circulation during and after the periods when improvements are detected in the stratosphere. A number of studies have investigated the large‐scale drivers and upstream precursors of extreme weather events, making it clear that the earliest warning signs of extreme events can be remote from the impacted region in both time and space. Integrating and leveraging our understanding of dynamical precursors provides a new perspective on ensemble forecasting for extreme events, focused on building storylines of possible event evolution. This then acts as a tool for raising awareness of the conditions conducive to high‐impact weather and providing early warning of their possible development. However, operational applications of this developing knowledge base are limited, perhaps for want of a clear framework for doing so. Here, we present such a framework, supported by open software tools, designed for identifying large‐scale precursors of categorical weather events in an automated fashion and reducing them to scalar indices suitable for statistical prediction, forecast interpretation, and model validation. We demonstrate this framework by systematically analysing the precursor circulations of daily rainfall extremes across 18 regional‐ to national‐scale European domains. We discuss the precursor rainfall dynamics for three disparate regions, and show our findings are consistent with, and extend, previous work. We provide an estimate of the predictive utility of these precursors across Europe based on logistic regression, and show that large‐scale precursors can usefully predict heavy rainfall between two and six days ahead, depending on region and season. We further show how, for more continental‐scale applications, the regionally specific precursors can be synthesised into a minimal set of indices that drive heavy precipitation. The tropical Pacific plays an important role in modulating the global climate through its prevailing sea-surface temperature spatial structure and dominant climate modes like El Niño-Southern Oscillation (ENSO), the Madden-Julian Oscillation (MJO), and their teleconnections. These modes of variability, including their oceanic anomalies, are considered to provide sources of prediction skill on subseasonal timescales in the Tropics. Therefore, this study aims to examine how assimilating in situ ocean observations influences the initial ocean sea-surface temperature (SST) and mixed-layer depth (MLD) and their subseasonal forecasts. We analyze two subseasonal forecast systems generated with the European Centre for Medium-Range Weather Forecasts (ECMWF) Integrated Forecast System (IFS), where the ocean states were initialized using two Observing-System Experiment (OSE) reanalyses. We find that the SST differences between forecasts with and without ocean data assimilation grow with time, resulting in a reduced cold-tongue bias when assimilating ocean observations. Two mechanisms related to air-sea coupling are considered to contribute to this growth of SST differences. One is a positive feedback between the zonal SST gradient, pressure gradient, and surface wind. The other is the difference in Ekman suction and mixing at the Equator due to surface wind-speed differences. While the initial mixed-layer depth (MLD) can be improved through ocean data assimilation, this improvement is not maintained in the forecasts. Instead, the MLD in both experiments shoals rapidly at the beginning of the forecast.
