Abstract

Primary myelofibrosis (PMF) is a Ph-negative myeloproliferative neoplasm (MPN), characterized by advanced bone marrow fibrosis and extramedullary haematopoiesis. The bone marrow fibrosis results from excessive proliferation of fibroblasts that are influenced by several cytokines in the microenvironment, of which transforming growth factor-β (TGF-β) is the most important. Micromechanics related to the niche has not yet been elucidated. In this study, we hypothesized that mechanical stress modulates TGF-β signalling leading to further activation and subsequent proliferation and invasion of bone marrow fibroblasts, thus showing the important role of micromechanics in the development and progression of PMF, both in the bone marrow and in extramedullary sites. Using three PMF-derived fibroblast cell lines and transforming growth factor-β receptor (TGFBR) 1 and 2 knock-down PMF-derived fibroblasts, we showed that mechanical stress does stimulate the collagen synthesis by the fibroblasts in patients with myelofibrosis, through the TGFBR1, which however seems to be activated through alternative pathways, other than TGFBR2.

Abstract

The paper begins with a short literature review regarding the public governance concept in the EU approach and its methods for establishing a common way to manage different situations for all member states; we discovered that the problems they confront with have to do with good governance and qualitative public administration. In the second part, we developed an econometric model for three Eastern European countries and we found a strong correlation between the total revenues from taxes and social contributions and total gross debt in 2002-2014 period. We ended the paper by emphasizing the conclusions obtained.

11. Fiscality - A Relevant Factor Influencing Regional Development in Romania and the European Union

Abstract

The paper aims to examine taxation in the EU in correlation with regional development measures implemented. We started with the EU vision on regional development. If during the 2007-2013 period, were pursued three major objectives (convergence, regional competitiveness and territorial cooperation), in the current 2014-2020 funding period, money is allocated differently between countries that are deemed to be more developed, in transition and less developed. These categories are set according to GDP per capita. Next we exposed the fiscal changes made in the EU in 2010-2011 period and then we corelate them with the strategy for regional development for five member states: Romania, Bulgaria, Czech Republic , Hungary and Poland. We used data reported by Eurostat regarding the evolution of unemployment rate and for the foreign direct investments in 2007-2012 period. We also brought up and changes required by the new Romanian Fiscal Code. According to it, measures such as reduction of income tax for new micro enterprises or extending the VAT reverse charge mechanism in many sectors of activity, are meant to encourage foreign capital inflows and also to increase the level of regional development. As a general conclusion, we found that there is a direct link between fiscal policy and regional development; fiscal measures implemented influence the level of unemployment, economic growth, and competitiveness in the private sector.

Abstract

The article is structured in 3 main chapters. It begins with a brief introduction explaining the theoretical link between the two target indicators: value added tax and economic growth. The first two chapters have in the foreground the value added tax, in which are presented the main characteristics, the VAT rates applied in each Member State, but also the evolution of the revenues generated as a percentage of GDP and as a percentage of total tax revenues collected. Last but not least, we discuss the process of harmonizing value added tax at European Union level. In the last chapter, the link between the revenues collected from VAT and the level of GDP is presented through an econometric model. Abstract

The concept of "bioeconomy" or "green economy" is currently highly debated because it is considered to be essential for the future of the world economy. This concept seeks to find both practical solutions applicable in international affairs development environment and long-term alternatives in order to improve the quality of life and eliminate possible impoverishment of the population, due to problems of crisis you no longer are multiple solution. To have a sustainable economic development requires a joint effort between the public and private sectors, in order to separate economic growth from excessive use of resources, the main objective quality of life along with reducing the environmental and social deficit. The transition to bio -based economy implies the practice of investment policies and the connection between economic development, biodiversity, ecosystems, climate change, health and welfare in the medium and long term. These premises must be connected together to achieve sustainable development - considered the resumption of economic growth globally.

Abstract

Lately, power supply systems, guaranteeing the global stability for large enough operation ranges with good dynamic performances (small settling time, bounded overshoot of the output voltage in the presence of load or supply voltage variations), are strongly needed. Therefore, this thesis deals with control problems of DC-DC power converters represented by hybrid models.Considering the variable structure of these switched systems, a hybrid model describes more precisely the converter’s dynamics in its operating domain. From this perspective, a PWA (piecewise affine) approximation is used in order to model the DC-DC converters. Based on the developed hybrid models, first we have designed a stable piecewise linear state-feedback controller using piecewise quadratic (PWQ) Lyapunov functions, and secondly, we have implemented an explicit predictive control law taking into account constraints on the control input. The hybrid modeling technique and the proposed control strategies were applied on two different topologies of converters: a buck converter, in order to have a thorough knowledge of the controllers’ tuning, and a flyback converter with an input filter. This last topology, allowed us to manage different control problems (non-minimum phase behavior) encountered in the majority of topologies of DC-DC power converters. The controllers’ performances were validated in simulation on both considered topologies and also experimentally on buck converter., Actuellement la nécessité des systèmes d’alimentation d’énergie, capables d’assurer un fonctionnement stable dans des domaines de fonctionnement assez larges avec des bonnes performances dynamiques (rapidité du système, variations limitées de la tension de sortie en réponse aux perturbations de charge ou de tension d’alimentation), devient de plus en plus importante. De ce fait, cette thèse est orientée sur la commande des convertisseurs de puissance DC-DC représentés par des modèles hybrides.En tenant compte de la structure variable de ces systèmes à commutation, un modèle hybride permet de décrire plus précisément le comportement dynamique d’un convertisseur dans son domaine de fonctionnement. Dans cette optique, l’approximation PWA est utilisée afin de modéliser les convertisseurs DC-DC. A partir des modèles hybrides développés, on s’est intéressé à la stabilisation des convertisseurs au moyen des correcteurs à gains commutés élaborés sur la base de fonctions de Lyapunov PWQ, et à l’implantation d’une commande prédictive explicite, en considérant des contraintes sur l’entrée de commande. La méthode de modélisation et les stratégies de commande proposées ont été appliquées sur deux topologies : un convertisseur buck, afin de mieux maîtriser le réglage des correcteurs et un convertisseur flyback avec filtre d’entrée. Cette dernière topologie nous a permis de répondre aux difficultés du point de vue de la commande (comportement à déphasage non-minimal) rencontrées dans la majorité des convertisseurs DC-DC. Les performances des commandes élaborées ont été validées en simulation sur les topologies considérées et expérimentalement sur une maquette du convertisseur buck.

The article treats European fiscal policy and the taxes harmonization evolution process. The study is divided into three chapters: the first one makes a synthesis of European taxation, Member States fiscal behavior and a division of the countries according to the category of taxes which are these based; the second chapter go into details of "tax harmonization" conceptas European objective and analyzes its implementation status referring to direct and indirect taxes, and the last part refers to tax competitiveness and its interference with harmonized taxes. Abstract

Los experimentos modernistas de principios del siglo XX evolucionaron muy rápido en Europa Central y del Este con unas nuevas y radicales visiones artísticas. El germen del futuro vanguardismo mundial contaminó todos los medios antes de la Primera Guerra Mundial, pero sólo después de 1914 se constituye como un verdadero movimiento. El Dadaísmo está conectado muy de cerca con los fenómenos modernistas de Rumanía. Artistas como Tristan Tzara, Marcel Iancu o Arthur Segall provenían de medios artísticos rumanos, en especial de Bucarest. La capital rumana representaba una metrópolis influenciada por las más diversas culturas y habitada por numerosas etnias. Bucarest fue también el espacio donde Tristan Tzara desarrolló sus primeras actividades artísticas. Revistas como Simbolul y Chemarea tienen una gran importancia en la evolución del modernismo hacia el vanguardismo radical. En 1915, Tristan Tzara y los hermanos Iancu, se encontraron en Zúrich con Hugo Ball y colaboraron juntos para abrir en febrero de 1916 el Cabaret Voltaire: un local donde en una atmósfera incendiaria de veladas artísticas nació el Dadaísmo. Dadá, desde sus orígenes, tuvo como figura central a Tristan Tzara, un personaje en continua actividad. Una vez acabada la Gran Guerra, Dadá-Zúrich desapareció, pero no el Dadaísmo. Desde París, Tristan Tzara continuaría su incansable trabajo.

Abstract

The purpose of this paper is to present the direct taxation system and its development in the European Union and Romania. In the first part, we presented theoretical issues related to European tax policy and tables that include EU Member States tax revenues as per 2004 - 2013 period average and charts based on these data. In the second part we built an econometric model based on a simple linear regression, the dependent variable is the budget deficit and the direct tax revenues expressed as a percentage of GDP as independent variable.
