3. Does having a hunter identity influence land management behaviors of family forest owners?

Abstract

Hunters are often assumed to possess conservation and stewardship values. Research on whether these values translate into active land management is scant and inconclusive, particularly as it relates to family forest landowners (FFOs). We examined how strength of deer hunter identity is associated with land management behaviors and intentions of FFOs in Wisconsin. While identity as a construct has been found to inform behavior, the relationship between hunter identity and land management behaviors has not been examined. We found higher average hunter identity scores were associated with respondents who had cut trees for personal use, planted native seeds, developed/maintained trails or roads, have a management plan, participated in state landowner programs, and those with intentions to cut trees for sale, personal use, or to improve forest conditions; remove built-up plant material; conduct trail or road work; and jointly plan with others to enhance habitat for game species or motorized recreation. 11. Wisconsin Timber Sale Availability as Impacted by Seasonal Harvest Restrictions.

Abstract

Seasonal harvest restrictions are required on many timber sales in Wisconsin to reduce impacts of timber harvests on forest health, productivity, and at-risk species. The objectives of this study were to identify the most commonly imposed seasonal restrictions, investigate factors that may be related to seasonal harvest restrictions, and compare the availability of timber sales by season. Timber sale cutting notices, forest product permits, and other documentation were used to collect information on 445 timber sales conducted on state, county, and private land in Wisconsin. A logit model was used to determine whether there was a relationship between the likelihood of a timber sale being seasonally restricted and the soil category (SC), geographic management unit (GMU), or forest type (TC) present on the harvest site. Overall, two thirds of timber sales were seasonally restricted for at least one reason. The most common restrictions were applied because of concerns about soil/hydrologic disturbance (44%), access/transportation (18%), and oak wilt (18%). The logit model did not find a significant relationship between SC, TC, or GMU and the likelihood of seasonal harvest restrictions (P = 0.73). Abstract

Despite all that has been written regarding NIPF landowners, there have not been any studies providing a clear examination of willingness to harvest using a range of harvesting prices. An interesting problem that has not been previously examined is the determination of the relationship between the decision to harvest and the characteristics of owners and their land, such as preferences, landowner type (absentee vs. resident), site qualities, that function in determining potential scale of harvesting activities. This study examines which of these characteristics are important in landowner decisions regarding timber harvesting. Landowner access to land and preferences regarding land use are important in the decision to forego harvesting, while landowner type (absentee vs. resident), access to land, and preferences regarding land use are important in determining scale activities. 13. Barriers to logging production and efficiency in Wisconsin

Abstract

ABSTRACTApproximately one-third of Wisconsin loggers left the industry in recent years, prompting concerns about logging capacity. In addition, research suggests seasonal barriers to timber harvesting in the state, which may result in seasonally low utilization of remaining capacity. A 1-year study of logging capacity utilization was conducted in Wisconsin beginning in late September 2014. Thirty participating loggers provided weekly reports describing number of loads delivered; hours worked; and number of loads lost due to weather, breakdowns, and other reasons. Logging capacity utilization was calculated by dividing loads delivered by the sum of loads delivered and loads lost. Logging efficiency was calculated using stochastic frontier analysis (SFA). For the SFA model, the output variable was delivered loads per week, input variables were man-hours worked and capital invested per week, and six environmental variables were included in the model. Logging capacity utilization averaged 72% when spring break-up shutdowns were excluded and 64% when these weeks were included. The primary causes of lost production were weather (11.5% reduction in delivered loads) and equipment breakdowns (3.8%). Logging efficiency averaged 64%, as measured by stochastic frontier analysis, with mechanized crews significantly more efficient than chainsaw crews (p < 0.01). Productivity was highest during winter (p < 0.01) and efficiency was higher during winter than summer (p < 0.01). This study suggests that adequate logging capacity exists to support current forest industry demand. Adequate capacity also exists to increase production outside the winter months; however, weather-related downtime and restrictions on timber sales make this difficult.

16. Investigating the Cooperative Behavior of Nonindustrial Private Forest Landowners when Stands are Spatially Interdependent

Abstract

This research examines how the harvesting behavior of nonindustrial private forest landowners, and their use of forestland for non-timber amenities, is affected by adjacent landowner behavior. The uncertainty an individual landowner has regarding adjacent landowners' preferences, and how the production of non-timber amenities on their own stands relies on the condition of adjacent stocks, is specifically addressed. Economic characterizations of substitutes and complements are employed to investigate the differences in optimal stock levels at the steady state in the production of amenities under various levels of cooperation among landowners. It is shown that there are externalities present when landowners do not coordinate management actions when parcels are spatially interdependent. The effects of spatial interdependencies on landowner behavior are further explored using data from a survey of forest landowners in Central Virginia. Findings suggest that forest landowners are willing to coordinate activities, and such decisions are determined by similar characteristics that function in predicting landowner behavior regarding timber harvesting. Further, landowners' decisions to use own and adjacent parcels were correlated, hinting at the spatial interdependencies of stocks in amenity valuations. Both the theoretical and empirical analyses suggest that the lack of coordination among landowners and its effects on stock management would be best addressed through the use of incentives to drive spatially efficient outcomes.
