We analyze the behavior of plant-level real wages and productivity in Turkish manufacturing after the transition to democracy in 1987 and test whether wages under democracy causes productivity. The Turkish experience provides almost an experimental case: real wages in manufacturing increased by 120% in the 1987-93 period due to (exogenous) political changes, together with unprecedented total factor productivity and labor productivity growth. While these observations provide support for the "democracies pay higher wages" hypothesis, they also stimulate further evaluation of the consequences of such politically-motivated 'exogenous' wage hikes on economic performance. Our analysis shows that real wage hikes during the democratic transition forced firms to increase productivity to stay competitive. The findings also help explain why countries that undergo an orderly transition from autocracy to democracy may achieve rapid productivity gains.

The COVID-19 pandemic is being experienced as a multidimensional systemic crisis based on the simultaneous manifestations of the supply, demand, and financial shocks. These effects have already been realized in the exacerbation of deep inequalities in income distribution, in functional, regional, and gender terms; in access to public services that are commercialized; and therefore, in an environment where poverty is experienced with social exclusion due to severe inequalities of income. The crisis has hit the Turkish economy under a conjuncture where the adverse effects of the 2018 financial turbulence have not yet been alleviated, and the macroeconomic balances have not been resolved in a sustained fashion. Turkey has displayed already high rates of unemployment (at the rate of 13.6%) and inflation (11%) by the end of 2019. Projections by the IMF also reveal that as a result of the economic measures of isolation and employment disruption, Turkey’s GDP will likely contract by 5% in 2020. Given this background, our aim in this study is to analyze the upon-impact effects of the COVID-19 outbreak on Turkish economy and to investigate policy alternatives that can be implemented against these impacts. We utilize a macroeconomic applied general equilibrium model designed for this purpose; and examine the effects of the crisis conjuncture caused by the COVID-19 outbreak on sectoral production, employment, wages, and capital revenues, national income, and foreign trade balances. Then, we provide an analysis of defensive policies that can be developed against the crisis.

Piketty’nin "21. Yüzyılda Sermaye" isimli gelir ve zenginliğin üç asırdak gelişimini incelediği çalışması ve Piketty’nin kendisi bu konuda yazan iktisatçılar tarafından bir fenomen olarak değerlendiriliyor. Bizce bu çalışmayı ve yazarı bir fenomen olarak görmedeki temel sıkıntı (fenomenin kelime anlamı açıklanamayacak yetkinlikte ve zenginlikte), bu çalışmanın öncesindeki çalışmaların ve tartışmaların, bu tartışmalarda Piketty’nin aldığı aktif pozisyonların, ve bu tartışmaların Piketty’nin çalışmasındaki belirleyici ve açıklayıcı etkisinin gözden kaçırılması. Öte yandan kitaba yönelik özellikle ana akım iktisatçıların ve medyanın tepkisi beklenmedik bir fenomen olarak ele alınabilir ve kuşkusuz bu tepkide 2008-9 krizinin modern iktisada ve günümüz ana akım iktisatçılarının onulmaz kendine güvenine vurduğu darbenin oynadığı rol göz önüne alınmalıdır. Ancak kitabın ve yazarın gördüğü rağbeti kitabın ve yazarın özgül değerinden ayırırsak çalışmanın kendisiyle ilgili daha anlamlı sonuçlara ulaşabileceğimizi düşünüyoruz. Kitabın fenomen olarak görülmesinin bir sebebi bütün iktisadi çalışmaları biricik ve bireysel bir üretimin sonucu olarak görme isteğimiz ve bu yöndeki eğilimimizse, bir diğer sebebi de iktisadi yazına 2008-9 krizinden öncesi ve sonrası diye bakmamız, ve Piketty'nin eserinin 2008 öncesinde bu konuda yazılmış yazılar ve yapılmış çalışmalarla organik bağını gözden kaçırmamızdır. Oysa 2008-9 küresel krizi ne Piketty’nin çalışmalarını ve vardığı önemli teorik ve pratik sonuçları etkilemiştir, ne de Piketty’nin bu krizin oluşumu ve gelişimi konusunda söyleyecek çığır açıcı ve yenilikçi bir sözü vardır. Hatta genelde çok etkileyici bir dil ve üslupla yazılmış “21. Yüzyılda Sermaye”’in bizce en az etkileyici kısımları 2008-9 krizine ayrılmış bölümleridir (s.472).

Turkiye, 1980 askeri darbesiyle ara verilen demokrasiye yedi yil sonra yapilan serbest secimlerle geri dondu. Bu makalede, Turkiye imalat sanayiinde reel ucretler ve isyeri duzeyinde emek ve toplam faktor verimliliginin 1987’de demokrasiye gecis sonrasindaki hareketleri incelenmektedir. 1988’den 1993’e imalat sanayiinde ortalama reel ucretler %120 artti. Yine ayni donemde toplam faktor ve emek verimliliginde daha once rastlanmayan duzeyde artislar gerceklesti. O donemdeki siyasi ve ekonomik gelismeleri yakindan izleyen iktisatcilar olarak, bu gozlemlerden yola cikarak reel ucret artislarinin rekabet guclerini kaybetmek istemeyen sirketleri, emek ve toplam faktor verimliligini artirmaya zorladigi hipotezini test ediyoruz. Isyeri duzeyinde zaman serilerini kullanarak yaptigimiz Granger nedensellik testleri, nedenselligin reel ucretlerden verimlilige dogru oldugunu ortaya koymaktadir. Bu bulgular, Turkiye’nin yani sira 1980’lerin sonunda demokrasiye gecis surecini sorunsuz bir sekilde gerceklestiren G. Kore, Sili ve Tayvan gibi ulkelerde gecis doneminde yasanan hizli verimlilik artislarini da dolayli olarak aciklamakta, “demokrasiler daha yuksek ucret oderler” hipotezini (Rodrik, 1999) desteklemektedir.

The purpose of this study is to explore the employment effects of changes in manufacturing output resulting from changes in trade patterns over the period 1995-2006. For 30 countries (21 OECD and 9 non-OECD countries) we estimate the changes in embodied labor content due to trade using the factor-content analysis by breaking up the sources of these changes between the trade with the North, the South and China. We also decompose changes in employment into its components as changes within and across sectors. Our results present a net negative impact of trade on total employment in 30 countries over the period of analysis (despite employment gains in 17 countries). In all countries (except for Philippines and Republic of Korea) trade with China has a negative impact on total employment with a stronger negative effect on women's employment. Employment losses in the South due to surge in imports from China are coupled with declining exports to the North as many countries in the North shift their imports to emerging economies in Asia. Decomposition results indicate that decline in the share of women's employment is mainly due to shifts between sectors rather than within sector changes. Changes in women's employment are still highly dependent on the movements in 'traditional' manufacturing sectors including food, textiles and wearing apparel.

This paper examines direct and indirect contributions of foreign firms and small and medium-sized enterprises (SMEs) to aggregate productivity growth. We focus our attention on foreign firms and small firms for three reasons. First, industrial policy in almost all countries is oriented towards supporting SMEs and attracting foreign investment. Second, these two categories of firms contribute to micro-heterogeneity in all industries. Third, the recent industrial dynamics literature on foreign investment and small firms emphasizes the potential benefits of foreign firms and SMEs in generating new technologies, and creating new jobs. Using the data for Turkish manufacturing plants, we estimate production functions for all ISIC 4-digit level industries for the 1983-2001 period. We decompose productivity growth into its components (structural change, entry and exit, technical change, efficiency change, and scale effects) by firm ownership and size. The decomposition analysis by firm ownership and size allows us to understand the sources of productivity contributions by foreign firms and small firms.

The dissertation is decomposed into two major parts. The first part outlays the issue of debt management and examines the macroeconomic effects of the current austerity program in Turkey, and illustrates the sensitivity of the program targets to growth shocks. The second part takes one step further to develop fiscal policy alternatives on debt management with emphasis on `productive expenditures` of the public sector and endogenous sources of growth. To this end, a large-scale, overlapping generations general equilibrium model with intertemporally optimizing agents and open capital markets, calibrated to the Turkish economy in 1990s, is developed. The results indicate that the current fiscal program based on the primary surplus objective succeeds in constraining the explosive dynamics of debt accumulation, yet suffers from serious trade-offs on growth and fiscal targets. The main suggestion of this study is that alternatives of fiscal programming do exist and it is important to carefully weigh the dilemmas and merits of each of these alternatives.
