The methodology for constructing mathematical models to select the optimal strategy for water protection activity in the regions and for water consumers is considered. At the same time, the water environment is considered as a whole with all technical, environmental, economic and other problems associated with it. Particular attention is paid to linking and optimizing investments in water protection measures with maximizing the growth rates of the regional economy in the conditions of a given dynamics of water pollution at the planned growth rates of the economy. An analysis of mathematical models of the optimal strategy for water protection activities at the level of water consumer warnings is also given. Рассмотрена методология построения математических моделей по выбору оптимальной стратегии водоохранной деятельности в регионах и для водопотребителей. При этом водная среда рассматривается как единое целое со всеми техническими, экологическими, экономическими и другими, связанными с ней, проблемами. Особое внимание уделено увязке и оптимизации инвестиций на водоохранные мероприятия с максимизацией темпов роста экономики регионов при заданной динамике загрязнений водной среды при планируемых темпах роста экономики. Приведен также анализ математических моделей оптимальной стратегии водоохранной деятельности и на уровне предупреждений – водопотребителей.

Statement of the problem.To characterize the changes of water flow in rivers, the ecological status of water systems under the influence of flow regulation by reservoirs and comprehensive water management. Goal. Evidence-based use and flow regulation with the needs of aquatic and riparian ecological systems allows to create optimal conditions for their operation without compromising economic use of water resources. Conclusions. First of all, it should be noted that water availability is currently in need of active actions for the construction and repair of hydraulic structures, protection of water objects, strengthening coastlines, conducting complex environmental events. It is necessary to further support the activities of major water users on the reconstruction and construction of treatment facilities and systems oppv, as it will not only make our water bodies cleaner, but also will serve as a stimulus to modernize the industry and enhance the process of import substitution., Анотація. Постановка проблеми. Охарактеризувати зміни стоку води річками, екологічного стану водних систем підвпливом регулювання стоку водосховищами і комплексного використання водних ресурсів. Мета. Науковообґрунтоване використання і регулювання стоку з урахуванням потреб водних і навколоводних екологічних систем дозволяє створювати оптимальні умови для їхфункціонування без шкоди для господарського використання водних ресурсів. Висновки. Насам перед, необхідно зазначити, що забезпеченість водними ресурсами на сьогоднішній день вимагаєактивнихдій з будівництва та ремонту гідротехнічних споруд, охорони водних об'єктів, зміцнення берегових ліній, проведення комплексу екологічних заходів. Необхідно і надаліпі дотримувати заходи великих водокористувачів з реконструкції та будівництва комплексів очисних споруд і систем ОППВ, оскільки це дозволить не тільки зробити нашіводні об'єкти чистіше, але і послужить стимулом для модернізації промисловості, а також активізації процессу імпортозаміщення., Постановка проблемы. Охарактеризовать изменения стока воды реками, экологического состояния водных систем под влиянием регулирования стока водохранилищами и комплексного использования водных ресурсов.Цель. Научно обоснованное использование и регулирование стока с учетом потребностей водных и околоводных экологических систем позволяет создавать оптимальные условия для их функционирования без ущерба для хозяйственного использования водных ресурсов. Выводы. Прежде всего, необходимо отметить, что обеспеченность водными ресурсами на сегодняшний день требует активных действий по строительству и ремонту гидротехнических сооружений, охраны водных объектов, укрепления береговых линий, проведения комплекса экологических мероприятий. Необходимо и в дальнейшем поддерживать мероприятия крупных водопользователей по реконструкции и строительству комплексов очистных сооружений и систем ОППВ, поскольку это позволит не только сделать наши водные объекты чище, но и послужит стимулом для модернизации промышленности, а также активизации процесса импортозамещения.

This paper presents the design a set of three simple and replicable behavioral interventions, which use stickers that can be added to water bills at low cost, and test their impact on water consumption in Belen, Costa Rica, using a randomized control trial. Two of the three interventions were found to decrease water consumption significantly in the months following the intervention. A descriptive social norm intervention using neighborhood comparisons reduces consumption by between 3.7 and 5.6 percent relative to a control group, while a plan-making intervention reduces consumption by between 3.4 and 5.5 percent. While the two interventions have similar results, they are effective on different subpopulations, with the plan-making intervention being most effective for low-consumption households, while the neighborhood comparison intervention is most effective for high-consumption households. The results demonstrate that behavioral interventions, which have hitherto utilized sophisticated software to deliver customized messages, can be effectively implemented by local governments in developing countries, where technology and resource constraints render the sorts of customized messaging that has typically been used to deliver them in developed countries unfeasible. The results further confirm that raising awareness about how much water an individual consumes, and comparing this consumption level with peers, can go a long way in helping change individuals’ behavior regarding the use of a finite resource such as water.
