Recent evidence suggests that microplastic particles are pervasive and potentially of great risk to both animal and human health. The California legislature has responded to this information by enacting two new bills that require quantification of microplastics in various media and development of new management strategies to address microplastic pollution. However, there are several scientific gaps that impede the development and implementation of necessary management strategies to address microplastic pollution. In this paper, we use the California experience as a case study to provide perspective on those science gaps, the current barriers to science affecting management, and the actions scientists can take to best ensure their efforts are of greatest value to policymakers and the management community.

The purpose of this paper is to show that a number of pesticides is found in groundwater and drinking water resources and to define measures that should reduce the pesticide load in groundwater resources for drinking water in the future. Although the pesticide load that enters groundwater bodies in the Netherlands has gradually decreased over the past ten years, good drinking water quality in the future is not guaranteed. Currently, a number of pesticides ise found in groundwater abstracted for the production of drinking water, worldwide. The most frequently found compounds in the Netherlands are the herbicides BAM (2,6-dichlorobenzonitrile), bentazon and mecoprop. In shallow groundwater, the same compounds are generally found as in deeper groundwater that is abstracted for the production of drinking water, mainly bentazon and mecoprop. Additionally, DEET (N,N-Diethyl-meta-toluamide) is frequently found in shallower groundwater. In order to reduce the pesticide load in groundwater resources for drinking water in the future, 43 measures have been inventoried and ranked based on their scores for 'effectiveness' and for 'practicability'. This paper describes both the most effective measures, with high scores on practicability, and those with limitations regarding practicability. These measures are the most relevant with respect to the frequently found compounds that are still authorised, i.e., bentazon, mecoprop and DEET and, to a lesser extent, glyphosate (due to the presence of its metabolite AMPA (aminomethylphosphonic acid) and glyphosate itself) and isoproturon. Background: Emissions of high concentrations of antibiotics from manufacturing sites select for resistant bacteria and may contribute to the emergence of new forms of resistance in pathogens. Many scientists, industry, policy makers and other stakeholders recognize such pollution as an unnecessary and unacceptable risk to global public health. An attempt to assess and reduce such discharges, however, quickly meets with complex realities that need to be understood to identify effective ways to move forward. This paper charts relevant key actor-types, their main stakes and interests, incentives that can motivate them to act to improve the situation, as well as disincentives that may undermine such motivation., Methods: The actor types and their respective interests have been identified using research literature, publicly available documents, websites, and the knowledge of the authors., Results: Thirty-three different actor-types were identified, representing e.g. commercial actors, public agencies, states and international institutions. These are in complex ways connected by interests that sometimes may conflict and sometimes pull in the same direction. Some actor types can act to create incentives and disincentives for others in this area., Conclusions: The analysis demonstrates and clarifies the challenges in addressing industrial emissions of antibiotics, notably the complexity of the relations between different types of actors, their international dependency and the need for transparency. The analysis however also suggests possible ways of initiating incentive-chains to eventually improve the prospects of motivating industry to reduce emissions. High-resource consumer states, especially in multinational cooperation, hold a key position to initiate such chains.

Background: This study compares standard regulatory methodology (fixed scenarios and models) to spatial modelling at a 1 km landscape resolution for the evaluation of predicted environmental concentrations of pesticides in groundwater. The use of spatial modelling in the decision-making processes is discussed and three options for the sub-national evaluation and restriction of substances based on spatial environmental fate modelling are examined. Wheat and sugar beet are tested with two modified FOCUS substances (A and D) in the PEARL and GeoPEARL models. The 80th percentile value in time and space, aggregated to three different sub-national divisions of interest to a regulator, is used as a regulatory relevant output., Results: Means and medians of predicted environmental concentrations at the national level are not useful summary statistics in the age of extensive and freely available geospatial data. A better statistic to use is the P80 (or other desired threshold/percentile combination) in time and space of predicted environmental concentration, combined with flexible and adaptable sub-divisions of the country based on the desired protective target., Conclusion: Tier 3b modelling is shown to provide an increase in localism and regulatory nuance over Tier 1 scenarios when combined with soil and aquifer type sub-national units. © 2019 Society of Chemical Industry., (© 2019 Society of Chemical Industry.)

Using the European Union's Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) ecotoxicity data, this paper compares 3 different approaches to calculate final substance toxicity hazard values using the USEtox approach (chronic EC50 + acute EC50/2), using only acute EC50 equivalent data (EC50 eq ), and using only chronic no observed effect concentration equivalent (NOEC eq) data. About 4008, 4853, and 5560 substance hazard values could be calculated for the USEtox model, acute only, and chronic only approaches, respectively. The USEtox model provides hazard values similar to the ones based on acute EC50 data only. Although there is a large amount of variability in the ratios, the data support acute EC50 eq to chronic NOEC eq ratios (calculated as geometric mean) of 10.64, 10.90, and 4.21 for fish, crustaceans, and algae respectively. Comparison of the calculated hazard values with the criteria used by the EU chemical Classification, Labelling, and Packaging regulation (CLP) shows the USEtox model underestimates the number of compounds categorized as very toxic to aquatic life and/or having long-lasting effects. In contrast, use of the chronic NOEC data shows a good agreement with CLP. It is therefore proposed that chronic NOEC eq are used to derive substance hazard values to be used in the EU Environmental Footprint. The European Union Environmental Footprint (EU-EF) is a harmonized method to measure and communicate the life cycle environmental performance of products and organizations. Among 16 different impact categories included in the EU-EF, 1 focuses on the impact of substances on freshwater ecosystems and requires the use of toxicity data. This paper evaluates the use of the aquatic toxicity data submitted to the EU Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) regulation. It presents an automated computerized approach for selecting substance ecotoxicity values, building on a set of quality and reliability criteria to extract the most relevant data points for calculating the substance specific hazard values. A selected set of criteria led to the exclusion of approximately 82% of the original REACH ecotoxicological data available as of May 2015 due to incomplete initial encoding of the data by the REACH registrant, missing information such as duration of exposure, endpoint measured, species tested, and imprecise toxicity values (i.e., reported with greater than or less than signs). From an initial set of 305 068 ecotoxicity data records available in the REACH database, the final usable database contains 54 353 toxicity records (29 421 characterized as acute and 24 941 as chronic) covering 9 taxonomic groups, with algae, crustaceans, and fish representing 93% of the data. This data set is valuable for assessing the environmental toxicity of the substance contained whether through traditional substance risk assessment, product toxicity labeling, life cycle assessment (LCA) or environmental impact assessment approaches. However, the resulting loss of approximately 82% of the data suggests that changes in procedures used to generate, report, and document the data within REACH are needed to improve data utility for the various assessment approaches. The use of plastics has increased exponentially over recent years. Difficulties in their recycling and their low degradability result in their accumulation in the environment. Despite their great stability, they are subject to physical and chemical erosion resulting in smaller fragments. Although there is no standard definition of microplastics, the maximum limit of 5 mm has been accepted as a criterion. Plastics, in addition to the consequences on the environment, have a direct effect on living beings, either by ingestion or toxicity. They may also act as a vehicle for invasive species and adsorb other contaminants on their surface such as PCBs, PAHs or DDT. This, increases the toxic effect of their own components such as plasticizers, additives, heavy metals, etc. There is disparity in the published results regarding the presence of microplastics in both water supplies and drinking water and bottled water. There are no standard analytical methods, nor a consensus in the definition and description of microplastics that allow an appropriate comparison of results. In the absence of scientific evidence, it is necessary to study in depth the presence of microplastics in water and the potential effects on health, in order to be able to consider microplastics as a monitoring parameter in drinking water.

An overview about the presence of arsenic (As) in groundwaters of Argentina, made by a transdisciplinary group of experts is presented. Aspects on As occurrence, effects of As on human health, regulations regarding the maximum allowable amount of As in drinking water as well as bottled water, and analytical techniques for As determination are presented. The most affected region in Argentina is the Chaco-Pampean plain, covering around 10 million km 2 , where approximately 88% of 86 groundwater samples collected in 2007 exceeded the World Health Organization (WHO) guideline value. In the Salí river basin, As concentrations ranged from 11.4 to 1660 μg/L, with 100% of the samples above the WHO guideline value. In the Argentine Altiplano (Puna) and Subandean valleys, 61% of 62 samples collected from surface and groundwaters exceeded the WHO limit. Thus, it can be estimated that, at present, the population at risk in Argentina reaches around four million people. Pathologies derived from the chronic consumption of As, the metabolism of As in the human body and the effects of the different As chemical forms, gathered under the name HACRE (hidroarsenicismo crónico regional endémico in Spanish, for chronic regional endemic hydroarsenicism) are described. Regarding the regulations, the 10 μg/L limit recommended by the WHO and the United States Environmental Protection Agency has been incorporated in the Argentine Food Code, but the application is still on hold. In addition, there is disparity regarding the maximal admitted values in several provinces. Considerations about the As concentrations in bottled water are also presented. A survey indicates that there are several Argentine laboratories with the suitable equipment for As determination at 10 μg/L, although 66% of them are concentrated in Buenos Aires City, and in the Santa Fe, Córdoba and Buenos Aires provinces. Coral bleaching is a worldwide problem and more needs to be done to determine causes and potential solutions. A myopic focus on sunscreen ingredients as the proximate cause of coral bleaching provides consumers a false belief that enacted bans of these ingredients will erase decades of coral reef decline. Instead, these bans will likely only lead to decreased sunscreen use and exposure to potentially harmful UV radiation. A closer examination of all available evidence on the causes of coral reef bleaching needs to be undertaken, including a more thorough appraisal of studies conducted under artificial conditions using higher concentrations of sunscreen ingredients., (Copyright © 2019 Elsevier B.V. Fish samples of different species (i.e. rainbow trout (Onchorhynchus mykiss), barbel (Barbus barbus) and European chub (Squalius cephalus)) were collected from the Sava River Basin for a preliminary investigation of the levels of PCDD/Fs, PCBs, PBDEs and PFAS as a whole. Concentrations of PCDD/Fs, in terms of pg WHO-TEQ/g ww, were below the maximum limit established at the Commission Regulation (EU) No 1259/2011. On the contrary, when DL-PCBs were also included, levels increase up to 11.7 pg WHO-TEQ PCDD/Fs+DL-PCBs /g ww in a particular case, with two samples out of a total of ten exceeding the maximum set at this EU Regulation and the EQS established at the European Directive regarding priority substances in the field of water policy (0.0065 ng WHO-TEQ PCDD/Fs+DL-PCBs /g ww). A similar trend was also observed for NDL-PCBs, whit the same two samples, from the lower stretch of the river basin, exceeding the maximum limit allowed at the EU Regulation (125 ng/g ww). For PBDEs, levels found in all the samples exceeded the EQS (0.0085 ng/g ww) up to more than a thousand times and 40% of the samples presented PFOS values above the EQS. Mercury (Hg) is a neurotoxin that can cause debilitating effects to human and environmental receptors under high exposure conditions. For industrial and municipal point sources that discharge Hg, wastewater limitations on total Hg (THg) concentrations or loads are typical. While this regulatory practice provides simplicity for regulated industry and water resource agencies (i.e., for analytical detection and reporting purposes), it ignores the important considerations of speciation and bioavailability. In this study, water samples were collected from multiple power plant wastewater, simulated mixing zone, and ambient river locations (N = 10 to 20) and were analyzed for bioavailable Hg forms (methylmercury and acid-labile Hg, or BHg), THg, and dissolved Hg. The median concentration of THg in wastewater, mixing zone, and ambient river samples was 7.1, 5.3, and 2.3 ng/L, respectively. The percentages of THg as BHg (median values) were 18.7%, 29.3%, and 8.5% for wastewater, mixing zone, and ambient river samples. The percentages of methylmercury (MeHg) as THg were not statistically different between paired ambient and mixing zone samples (P > 0.05); this result indicates that wastewater did not increase the MeHg fraction when mixed with ambient water. Multiple regression analysis indicated that variation in THg for combined wastewater and mixing zone samples could be adequately explained by pooled water quality parameters (total suspended solids, total dissolved solids, sulfate, total organic carbon, pH, specific conductivity; r 2  = 0.51; P < 0.05); however, no significant regression relationships were apparent for the percentage of BHg. These results, at least for the wastewater samples evaluated, indicate that regulating THg is likely overly conservative, and mechanisms to regulate the bioavailable forms of Hg are needed. If Hg fish tissue monitoring data indicate that concentrations are less than consumption thresholds, metal translator methodologies or bioavailability-based criterion techniques (as currently used for non-Hg trace elements) should be allowed for Hg. Anthropogenic activities such as mining, agriculture and industrial wastes have increased the rate of salinization of freshwater ecosystems around the world. Despite the known and probable consequences of freshwater salinization, few consequential regulatory standards and management procedures exist. Current regulations are generally inadequate because they are regionally inconsistent, lack legal consequences and have few ion-specific standards. The lack of ion-specific standards is problematic, because each anthropogenic source of freshwater salinization is associated with a distinct set of ions that can present unique social and economic costs. Additionally, the environmental and toxicological consequences of freshwater salinization are often dependent on the occurrence, concentration and ratios of specific ions. Therefore, to protect fresh waters from continued salinization, discrete, ion-specific management and regulatory strategies should be considered for each source of freshwater salinization, using data from standardized, ion-specific monitoring practices. To develop comprehensive monitoring, regulatory, and management guidelines, we recommend the use of co-adaptive, multi-stakeholder approaches that balance environmental, social, and economic costs and benefits associated with freshwater salinization.This article is part of the theme issue 'Salt in freshwaters: causes, ecological consequences and future prospects'., (© 2018 The Author(s).)

For the aquatic exposure assessment of pesticides, the USEPA uses the Variable Volume Water Model (VVWM) to predict the estimated environmental concentrations (EECs) of a pesticide in a water body that receives runoff inputs from the Pesticide Root Zone Model (PRZM). The standard farm pond and additional generalized static and flowing water bodies used in endangered species assessment (aquatic bins) are used by USEPA to model the worst-case aquatic exposure for the nationwide exposure assessment. However, whether or not model results are relevant to state-specific conditions has not been validated. In this study, the USEPA water body scenarios are examined for their capability of providing a conservatively realistic estimate of pesticide aquatic exposures in California's agricultural settings. The sensitivity of modeled EECs to key water body parameters (dimensions, flow, and mass transfer) was explored with a one-at-a-time approach by using the standard farm pond as a baseline. The EECs generated from different USEPA water bodies for the worst-case loading were compared with the monitoring data observed in California's agriculturally influencing water bodies. Results showed that the farm pond EECs well captured the worst-case monitoring data, whereas the aquatic bins EECs, especially the flowing bins, tended to overestimate data. The conceptual model of the standard farm pond was also found to be relevant to the highly vulnerable water bodies in California's agricultural areas. The cosmetic industry's growing concern about the impact of its supply chain on the environment, sustainability of raw materials, and biodiversity increases the need to ensure that the final product has a lower environmental impact. The objective of this review is to summarize and compare the information available from international organizations and legislation regarding the main criteria used to assess raw materials for aquatic toxicity, as well as the most suitable alternative methods for obtaining assessment parameters. Using the literature available in databases, a review of the scientific literature and international legislation, this work discusses and compares the parameters established by international organizations such as the Environmental Protection Agency (EPA) and Cradle to Cradle (C2C), as well as European legislation, namely, European Regulation 1272/2008, for assessing environmental impact. Defining the ecotoxicity parameters of the main classes of raw materials in rinse-off cosmetic products can enable the development of products that are more environmentally sustainable, prioritizing substances with less environmental impact., (Copyright © 2018 Elsevier B.V. The leakage of large plastic litter (macroplastics) into the ocean is a major environmental problem. A significant fraction of this leakage originates from coastal cities, particularly during extreme rainfall events. As coastal cities continue to grow, finding ways to reduce this macroplastic leakage is extremely pertinent. Here, we explore why and how coastal cities can reduce macroplastic leakages during extreme rainfall events. Using nine global cities as a basis, we establish that while cities actively create policies that reduce plastic leakages, more needs to be done. Nonetheless, these policies are economically, socially and environmentally cobeneficial to the city environment. While the lack of political engagement and economic concerns limit these policies, lacking social motivation and engagement is the largest limitation towards implementing policy. We recommend cities to incentivize citizen and municipal engagement with responsible usage of plastics, cleaning the environment and preparing for future extreme rainfall events., (Copyright © 2017 The Author(s). The presence of organic pollutants in the aquatic environment, usually found at trace concentrations (i.e., between ng L -1 and μg L -1 or even lower, known as micropollutants), has been highlighted in recent decades as a worldwide environmental concern due to their difficult elimination by conventional water and wastewater treatment processes. The relevant information on constructed wetlands (CWs) and their application for the removal of a specific group of pollutants, 41 organic priority substances/classes of substances (PSs) and 8 certain other substances with environmental quality standards (EQS) listed in Directive 2013/39/EU as well as 17 contaminants of emerging concern (CECs) of the Watch List of Decision 2015/495/EU, is herein reviewed. Studies were found for 24 PSs and 2 other substances with EQS: octylphenol, nonylphenol, perfluorooctane sulfonic acid, di(2-ethylhexyl)phthalate, trichloromethane, dichloromethane, 1,2-dichloroethane, pentachlorobenzene, benzene, polychlorinated dibenzo-p-dioxins, naphthalene, fluoranthene, trifluralin, alachlor, isoproturon, diuron, tributyltin compounds, simazine, atrazine, chlorpyrifos (chlorpyrifos-ethyl), chlorfenvinphos, hexachlorobenzene, pentachlorophenol, endosulfan, dichlorodiphenyltrichloroethane (or DDT) and dieldrin. A few reports were also published for 8 CECs: imidacloprid, erythromycin, clarithromycin, azithromycin, diclofenac, estrone, 17-beta-estradiol and 17-alpha-ethinylestradiol. Natural and anthropogenic factors can alter bromide concentrations in drinking water sources. Increasing source water bromide concentrations increases the formation and alters the speciation of disinfection byproducts (DBPs) formed during drinking water treatment. Brominated DBPs are more toxic than their chlorinated analogs, and thus have a greater impact on human health. However, DBPs are regulated based on the mass sum of DBPs within a given class (e.g., trihalomethanes and haloacetic acids), not based on species-specific risk or extent of bromine incorporation. The regulated surrogate measures are intended to protect against not only the species they directly represent, but also against unregulated DBPs that are not routinely measured. Surrogates that do not incorporate effects of increasing bromide may not adequately capture human health risk associated with drinking water when source water bromide is elevated. The present study analyzes trihalomethanes (THMs), measured as TTHM, with varying source water bromide concentrations, and assesses its correlation with brominated THM, TTHM risk and species-specific THM concentrations and associated risk. Alternative potential surrogates are evaluated to assess their ability to capture THM risk under different source water bromide concentration conditions. The results of the present study indicate that TTHM does not adequately capture risk of the regulated species when source water bromide concentrations are elevated, and thus would also likely be an inadequate surrogate for many unregulated brominated species. Alternative surrogate measures, including THM 3 and the bromodichloromethane concentration, are more robust surrogates for species-specific THM risk at varying source water bromide concentrations., (Copyright © 2017. The temporal changes in the frequency and degree of imposex and tributyltin (TBT) levels in gastropod (Reishia clavigera) were evaluated in Jinhae Bay, 5 and 10 years after the total ban on TBT usage in South Korea. The frequency and degree of imposex decreased significantly after the ban, accompanied by an increase in the female-to-male ratio. The TBT concentrations in R. clavigera also decreased significantly after the ban. There were good correlations between the TBT concentration in rock shell and both the degree of imposex and the female-to-male ratio. The total TBT ban effectively reduced the TBT levels and the frequency and degree of imposex in R. clavigera. However, the current low exposure level in the study area is still sufficient to cause imposex in R. clavigera. More time is needed to reduce the TBT levels to levels that do not have adverse biological effects on R. clavigera.

Diazinon is an organophosphorus insecticide that has been widely used in the USA and in California resulting in contamination of surface waters. Several federal and state regulations have been implemented with the aim of reducing its impact to human health and the environment, e.g., the cancellation of residential use products by the USEPA and dormant spray regulations by the California Department of Pesticide Regulation. This study reviewed the change in diazinon use and surface water contamination in accordance with the regulatory actions implemented in California over water years 1992-2014. We observed that use amounts began declining when agencies announced the intention to regulate certain use patterns and continued to decline after the implementation of those programs and regulations. The reduction in use amounts led to a downward trend in concentration data and exceedance frequencies in surface waters. Moreover, we concluded that diazinon concentrations in California's surface waters in recent years (i.e., water years 2012-2014) posed a de minimis risk to aquatic organisms.

The European Marine Strategy Framework Directive and the United States Microbead Free Waters Act are credited for being ambitious in their goals for protecting the marine environment from microplastics pollution. As a result, the microplastic pollution of marine environments and the incidence of microplastic ingestion by fish is rapidly receiving an increase in overdue attention. This commentary summarizes recent discoveries regarding the potential negative effects of micro- and nanoplastic ingestion by fish. Analysis shows that the occurrence of microplastics in the gastrointestinal tract of fish is ephemeral, with low accumulation potential in the gastrointestinal tract, although translocation to the liver may occur. Nevertheless, the total load of micro- and nanoplastics that will pass through the gastrointestinal tract of a fish in its lifetime is likely high and will keep increasing in the future. This may pose a risk because there is evidence that micro- and nanoplastic ingestion can interfere with fish health. Background: The North American Great Lakes are home to > 140 types of fish and are famous for recreational and commercial fishing. However, the presence of toxic substances has resulted in the issuance of fish consumption advisories that are typically based on the most restrictive contaminant., Objectives: We investigated whether these advisories, which typically neglect the existence of a mixture of chemicals and their possible additive adverse effects, are adequately protective of the health of humans consuming fish from the Canadian waters of the Great Lakes., Methods: Using recent fish contaminant monitoring data collected by the government of Ontario, Canada, we simulated advisories using most-restrictive-contaminant (one-chem) and multi-contaminant additive effect (multi-chem) approaches. The advisories from the two simulations were compared to determine if there is any deficiency in the currently issued advisories., Results: Approximately half of the advisories currently issued are potentially not adequately protective. Of the four Great Lakes studied, the highest percentage of advisories affected are in Lake Ontario if an additive effect is considered. Many fish that are popular for consumption, such as walleye, salmon, bass and trout, would have noticeably more stringent advisories., Conclusions: Improvements in the advisories may be needed to ensure that the health of humans consuming fish from the Great Lakes is protected. In this region, total polychlorinated biphenyls (PCBs) and mercury are the major contaminants causing restrictions on consuming fish, whereas dioxins/furans, toxaphene, and mirex/photomirex are of minor concern. Regular monitoring of most organochlorine pesticides and metals in fish can be discontinued.

Organotin compounds are toxic substances released into the marine environment from antifouling paints. Sixty-two years following their first application and 9years after the complete ban on their use as biocides in 2003 (EC No. 782/2003), their negative impact on mollusks was still evident, as illustrated by imposex (i.e. the masculinization of female gastropods). This phenomenon is widely used to investigate tributyltin (TBT) pollution, with Hexaplex trunculus and Nassarius nitidus being considered as sensitive bioindicators. H. trunculus specimens and sediment samples collected from the ports of Cagliari (Sardinia), El Kantaoui (Tunisia) and Olhão (Portugal), along with N. nitidus individuals from the port of Faro (Portugal), were used for the assessment of imposex intensity and organotin pollution in these areas. High imposex frequency and organotin concentrations (TBT, triphenyltin (TPhT) and their degradation products) were observed, especially in Sardinia, implying that these chemicals remain a significant pollution issue in the specific Mediterranean ports. Moreover, the highly significant relationship established between penis length of imposex-affected females H. trunculus and TBT/TPhT concentrations offers a rapid and nonsacrificial proxy model for assessing the impact of organotins in coastal environments. A review of the literature published in 2015 relating to the assessment, evaluation and remediation of contaminated aquatic sediments is presented. The review is divided into the following main sections: policy and guidance, methodology, distribution, fate and transport, risk, toxicity and remediation.

We investigated the appropriateness of several methods, including those recommended in the Aquatic Guidance Document of the European Food Safety Authority (EFSA), for the derivation of chronic Tier-1 regulatory acceptable concentrations (RACs) for insecticides and aquatic organisms. The insecticides represented different chemical classes (organophosphates, pyrethroids, benzoylureas, insect growth regulators, biopesticides, carbamates, neonicotinoids, and miscellaneous). Chronic Tier-1 RACs derived using toxicity data for the standard species Daphnia magna, Chironomus spp., and/or Americamysis bahia, were compared with Tier-3 RACs derived from micro- and mesocosm studies on basis of the ecological threshold option (ETO-RACs). ETO-RACs could be derived for 31 insecticides applied to micro- and mesocosms in single or multiple applications, yielding a total number of 36 cases for comparison. The chronic Tier-1 RACs calculated according to the EFSA approach resulted in a sufficient protection level, except for 1 neonicotinoid (slightly underprotective) and for several pyrethroids if toxicity data for A. bahia were not included. This latter observation can be explained by 1) the fact that A. bahia is the most sensitive standard test species for pyrethroids, 2) the hydrophobic properties of pyrethroids, and 3) the fact that long-term effects observed in (epi) benthic arthropods may be better explained by exposure via the sediment than via overlying water. Besides including toxicity data for A. bahia, the protection level for pyrethroids can be improved by selecting both D. magna and Chironomus spp. as standard test species for chronic Tier-1 derivation. Although protective in the majority of cases, the conservativeness of the recommended chronic Tier-1 RACs appears to be less than an order of magnitude for a relatively large proportion of insecticides when compared with their Tier-3 ETO-RACs. This may leave limited options for refinement of the chronic effect assessment using laboratory toxicity data for additional species. Regularly ingesting water with elevated arsenic increases adverse health risks. Since September 2002, the NJ Private Well Testing Act (PWTA) has required testing untreated well water for arsenic during real estate transactions in 12 counties. Its implementation provides an opportunity to investigate the effects of policy intervention on well testing and treatment behavior. Here we analyze results of a survey mailed to 1943 random addresses (37% response), including responses from 502 private well households who purchased their homes prior to PWTA commencement and 168 who purchased after. We find the PWTA has significantly increased arsenic testing rates in an area where 21% of wells contain arsenic above the 5μg/L NJ drinking water standard. The PWTA has allowed identification of more wells with arsenic (20% of post-PWTA vs. 4% of pre-PWTA households) and more treatment for arsenic (19% of post-PWTA vs. 3% of pre-PWTA households). Such an Act is a partial answer to significant socioeconomic disparities in testing observed among households for whom it is not required. Additionally residents purchasing homes since 2002 are younger and disproportionately more likely to have children in their household (60% vs. 32%), a priority group given their particular vulnerability to effects of arsenic. Despite more wells tested under the PWTA, post-PWTA well owners forget or misremember arsenic test results more often, are more likely to report not knowing what kind of treatment they are using, and are not reporting better maintenance or monitoring of their treatment systems than pre-PWTA households. This suggests serious challenges to reducing arsenic exposure remain even when testing is a requirement. Furthermore, only a fraction of wells have been tested under the PWTA due to the slow pace of housing turnover. One of the key aspects introduced by the European Water Framework Directive 2000/60/EC (WFD) and developed by Groundwater Directive 2006/118/EC was the need to analyse pollution trends in groundwater bodies in order to meet the environmental objectives set in Article 4 WFD. According to this Directive, the main goal of "good status" should be achieved by the year 2015, and having reached this horizon, now is a suitable time to assess the changes that have taken place with the progressive implementation of the WFD. An extensive database is available for the Guadalhorce River basin, and this was used not only to identify in groundwater but also to draw real conclusions with respect to the degree of success in meeting the targets established for this main deadline (2015) The geographic and climate context of the Guadalhorce basin has facilitated the development of a variety of economic activities, but the one affecting the largest surface area is agriculture (which is practised on over 50 % of the river basin). The main environmental impacts identified in the basin aquifers arise from the widespread use of fertilisers and manures, together with the input of sewage from population centres. In consequence, some of the groundwater bodies located in the basin have historically had very high nitrate concentrations, often exceeding 200 mg/L. In addition, return flows, the use of fertilisers and other pressures promote the entry of other pollutants into the groundwater, as well as the salinisation of the main aquifers in the basin. In order to assess the hydrochemical changes that have taken place since the entry into force of the WFD, we performed a detailed trends analysis, based on data from the official sampling networks. In some cases, over 35 years of water quality data are available, but these statistics also present significant limitations, due to some deficiencies in the design or management; thus, data are missing for many years, the results are subject to seasonality effects, there are gaps in the historical records obtained by the monitoring networks and other shortcomings. The results obtained were analysed with the non-parametric Mann-Kendall test and revealed a general upward trend of pollutants in the areas affected by major pressures. In this analysis, we evaluated not only the increase or decrease in pollutants but also the different processes detected and the sources of pollution within the basin area. Our evaluation shows that robust measures should be taken in order to prevent further major degradation of groundwater quality and to enable "good quality" status to be achieved in future extensions of the WFD.

Active pharmaceutical ingredients represent a class of pollutants of emerging concern, and there is growing evidence that these pollutants can cause damage to the aquatic environment. As regulations to address these concerns are expected in developed nations, decision-makers are looking to the scientific community for potential solutions. To inform these regulatory efforts, further information on the potential strategies to reduce the levels of pharmaceuticals entering the aquatic environment is needed. End-of-pipe (i.e., wastewater treatment) technologies that can remove pharmaceuticals exist; however, they are costly to install and operate. Thus, the goal of this brief review is to look beyond end-of-pipe solutions and present various upstream mitigation strategies discussed within the scientific literature. Programs such as pharmaceutical take-back programs currently exist to attempt to reduce pharmaceutical concentrations in the environment, although access and coverage are often limited for many programs. Other potential strategies include redesigning pharmaceuticals to minimize aquatic toxicity, increasing the percent of the pharmaceuticals metabolized in the body, selecting less harmful pharmaceuticals for use, starting new prescriptions at lower dosages, selecting pharmaceuticals with lower excretion rates, and implementing source treatment such as urine separating toilets. Overall, this brief review presents a summary of the upstream preventative recommendations to mitigate pharmaceuticals from entering the aquatic environment with an emphasis on regulatory efforts in the USA and concludes with priorities for further research.

Inactivating pathogens is essential to eradicate waterborne diseases. However, disinfection forms undesirable disinfection by-products (DBPs) in the presence of natural organic matter. Many regulations and guidelines exist to limit DBP exposure for eliminating possible health impacts such as bladder cancer, reproductive effects, and child development effects. In this paper, an index named non-compliance potential (NCP) index is proposed to evaluate regulatory violations by DBPs. The index can serve to evaluate water quality in distribution networks using the Bayesian Belief Network (BBN). BBN is a graphical model to represent contributing variables and their probabilistic relationships. Total trihalomethanes (TTHM), haloacetic acids (HAA5), and free residual chlorine (FRC) are selected as the variables to predict the NCP index. A methodology has been proposed to implement the index using either monitored data, empirical model results (e.g., multiple linear regression), and disinfectant kinetics through EPANET simulations. The index's usefulness is demonstrated through two case studies on municipal distribution systems using both full-scale monitoring and modeled data. The proposed approach can be implemented for data-sparse conditions, making it especially useful for smaller municipal drinking water systems.

Agricultural use of organophosphate pesticides are responsible for surface water toxicity in California and has led to a number of impaired water body listings under section 303(d) of the Clean Water Act. Integrated passive-treatment systems can reduce pesticide loading in row crop runoff, but they are only partially effective for the more soluble organophosphates. The Landguard™ enzyme has been effectively proven as an on-farm management practice for the removal of chlorpyrifos and diazinon in furrow runoff, but it has not been used in larger-scale treatment because of concerns regarding the potential impact on in-stream macroinvertebrates after chronic use. A first-order agricultural creek was treated with the Landguard enzyme for 30 days approximately 450 m upstream of its intersection with the Salinas River. Toxicity and pesticide chemistry were measured in the creek during treatment as well as in the river both upstream and downstream of the creek input before and after treatment. Benthic macroinvertebrates were also surveyed in the river before and after enzyme treatment. Low concentrations of organophosphate pesticides were detected in the creek, but Landguard removed detected concentrations of chlorpyrifos. Toxicity detected in the creek was likely caused by pyrethroid pesticides, and no toxicity was detected in river samples. There were no differences in habitat or macroinvertebrate assemblages between upstream and downstream samples or between pre- and post-treatment samples. These results indicate that chronic treatment of the creek with Landguard enzyme had no impact on macroinvertebrate community structure in the river.

Impact assessment of sluice regulation on water quality is one of the crucial tasks in the present river management. However, research difficulties remain because of insufficient in situ data and numerous influencing factors in aquatic environments. The Huaidian Sluice, the main control sluice of the Shaying River, China, was selected for this study. Three field experimental programs were designed and carried out to analyze spatial and temporal variations in water quality parameters under various sluice regulation conditions and to explore the impacts of regulation mechanisms on water quality. Monitoring data were used to simulate water quality under different scenarios by the water quality analysis simulation program (WASP). Results demonstrate that the influences of sluice regulation on permanganate index (CODMn) and ammonia nitrogen (NH4-N) concentrations (indicators of water quality) were complex and nonlinear and presented different trends of increase or decrease from different regulation modes. Gate openings of different widths and different flow rates affected CODMn and NH4-N concentrations differently. Monitoring results and numerical simulation results indicate that the sluice opening should be small. Flow discharge through the sluice should be greater than 10 m(3) s and less than 60 m(3) s to maintain low CODMn concentrations, and discharge should be low (e.g., 14 m(3) s) to maintain low NH4-N concentrations. This research provides an experimental basis for further research on the construction of water quality models and for the development of reasonable regulations on water quality and quantity.

Tributyltin is listed as one of the priority substances in the European Water Framework Directive (WFD). Despite its decreasing input in the environment, it is still present and has to be monitored. In the European Metrology Research Programme project ENV08, a sensitive and reliable analytical method according to the WFD was developed to quantify this environmental pollutant at a very low limit of quantification. With the development of such a primary reference method for tributyltin, the project helped to improve the quality and comparability of monitoring data. An overview of project aims and potential analytical tools is given.

Nationwide screening of 411 emerging contaminants and other regulated compounds, including parent molecules and transformation products (TPs) having various uses and origins, was done at 494 groundwater sites throughout France during two sampling campaigns in the Spring and the Fall of 2011. One hundred and eighty substances (44% of the targeted compounds) were quantified in at least one sampling point. These included pharmaceuticals, industrial products, pesticides, their transformation products and other emerging compounds. Fifty-five compounds were quantified in more than 1% of the samples. Both regulated and emerging compounds were found. Among the unregulated compounds, acetaminophen, carbamazepine, perfluorinated compounds, dioxins/furans, tolyltriazole, bisphenol A, triazine transformation products, and caffeine were quantified in more than 10% of the samples analyzed. Concentrations exceeding the threshold of toxicological concern of 0.1 μg/L were found for tolyltriazole, bisphenol A and some of the triazine transformation products (DEDIA). These new results should help the water resource managers and environmental regulators develop sound policies regarding the occurrence and distribution of regulated and emerging contaminants in groundwater., (Copyright © 2015 Elsevier B.V. Anthropogenic Trace Compounds (ATCs) that continuously grow in numbers and concentrations are an emerging issue for water quality in both natural and technical environments. The complex web of exposure pathways as well as the variety in the chemical structure and potency of ATCs represents immense challenges for future research and policy initiatives. This review summarizes current trends and identifies knowledge gaps in innovative, effective monitoring and management strategies while addressing the research questions concerning ATC occurrence, fate, detection and toxicity. We highlight the progressing sensitivity of chemical analytics and the challenges in harmonization of sampling protocols and methods, as well as the need for ATC indicator substances to enable cross-national valid monitoring routine. Secondly, the status quo in ecotoxicology is described to advocate for a better implementation of long-term tests, to address toxicity on community and environmental as well as on human-health levels, and to adapt various test levels and endpoints. Moreover, we discuss potential sources of ATCs and the current removal efficiency of wastewater treatment plants (WWTPs) to indicate the most effective places and elimination strategies. Knowledge gaps in transport and/or detainment of ATCs through their passage in surface waters and groundwaters are further emphasized in relation to their physico-chemical properties, abiotic conditions and biological interactions in order to highlight fundamental research needs. Finally, we demonstrate the importance and remaining challenges of an appropriate ATC risk assessment since this will greatly assist in identifying the most urgent calls for action, in selecting the most promising measures, and in evaluating the success of implemented management strategies., (Copyright © 2015. Numerous studies have quantified the amount of plastic litter in aquatic ecosystems and tried to assess its impacts and threats. This reflects a rising awareness of plastic as an environmental problem. As a next logical step, identifying and regulating the sources must be in the focus of scientific efforts. We report on a spillage of industrial microplastic (IMP) from a production plant situated at an Austrian Danube tributary. This is the first identified point source of IMP litter in freshwater systems. The Water Framework Directive (WFD) in Europe calls for an improved aquatic ecological status. Biotic ligand models (BLM) have been suggested as a possible tool assisting in the regulatory process. The aim of this study was therefore to investigate the applicability of BLM under the WFD to set environmental quality standards (EQS), in particular regarding copper in Swedish freshwaters of which many are softer than those used for model calibration. Three different BLMs, one acute and two chronic, were applied to water chemistry data from 926 lakes and 51 rivers (1530 data entries) and evaluated with respect to their calibration range for input parameters. In addition, the predicted no-effect concentration (PNEC) for copper was calculated. From the 1530 data entries, 750 ended up outside of the BLM calibration range, when looking at the chemical parameters Ca(2+), alkalinity, pH and DOC, primarily due to low carbonate alkalinity. Furthermore, the calculated Cu PNECs were higher than the suggested Swedish limit for Cu (4µgL(-1)) in surface waters for 98% and 99% of the cases concerning lakes and rivers, respectively. To conclude, our findings show that water chemical characteristics outside of the calibration ranges are quite common in Sweden and that the investigated models differ in how they calculate toxicity concerning Cu under these conditions. As a consequence, additional work is required to validate the BLMs by use of bioassays with representative species of soft waters. Increasing marine traffic, over 55,000 ships visit per year, through the Turkish Straits System and the Sea of Marmara, produces a yearly average of 12 illegal oil discharges. This paper documents the comparison of chemical fingerprints of spilled oil with suspected sources of oils for identifying the source of illegal pollution in Turkey's seas. Fingerprinting is initiated by comparison of the synchronous fluorescence spectra (Δ=20 or 15 nm) of fugitive and suspected source oils. Potential matches of the spectra/chromatogram are confirmed or rejected by subsequent comparison of Fourier transform infrared spectrometry (FTIR), high-pressure liquid chromatography (HPLC) and gas chromatography with a flame ionisation detector (GC-FID) analysis results. In this study, 39 clean sea waters, 41 polluted sea waters and 111 suspected samples were analysed. According to the comparison of the suspected source sample and polluted sea water sample spectra by using spectrofluorometric analysis, 76 suspected source samples were categorised as non-match whilst 35 suspected samples were classified as match or probable match. Then, match and probable match samples were analysed by using further selected chromatographic methods. Finally, 28 suspected source samples were confirmed as a match, enabling legal proceedings to be initiated.

Freshwater harmful algal bloom (FHAB) toxins can cause morbidity and mortality in both humans and animals, and the incidence of FHABs in the United States and Kansas has increased. In 2010, the Kansas Department of Health and Environment (KDHE) developed a FHAB policy and response plan. We describe the epidemiology of FHAB-associated morbidity and mortality in humans and animals in Kansas. Healthcare providers and veterinarians voluntarily reported FHAB-associated cases to KDHE. An investigation was initiated for each report to determine the source of exposure and to initiate public health mitigation actions. There were 38 water bodies with a confirmed FHAB in 2011. There were 34 reports of human and animal FHAB-associated health events in 2011, which included five dog deaths and hospitalization of two human case patients. Five confirmed human illnesses, two dog illnesses and five dog deaths were associated with one lake. Four human and seven dog cases were exposed to the lake after a public health alert was issued. Public health officials and FHAB partners must ensure continued awareness of the risks to the public, educate healthcare providers and veterinarians on FHAB-related health events and encourage timely reporting to public health authorities.

The equitable allocation of water governance responsibilities is very important yet difficult to achieve, particularly for a basin which involves many stakeholders and policymakers. In this study, the environmental Gini coefficient model was applied to evaluate the inequality of water governance responsibility allocation, and an environmental Gini coefficient optimisation model was built to achieve an optimal adjustment. To illustrate the application of the environmental Gini coefficient, the heavily polluted transboundary Taihu Lake Basin in China, was chosen as a case study. The results show that the original environmental Gini coefficient of the chemical oxygen demand (COD) was greater than 0.2, indicating that the allocation of water governance responsibilities in Taihu Lake Basin was unequal. Of seven decision-making units, three were found to be inequality factors and were adjusted to reduce the water pollutant emissions and to increase the water governance inputs. After the adjustment, the environmental Gini coefficient of the COD was less than 0.2 and the reduction rate was 27.63%. The adjustment process provides clear guidance for policymakers to develop appropriate policies and improve the equality of water governance responsibility allocation.

The issues of diffuse and point source phosphorus (P) pollution in the Hampshire Avon and Blashford Lakes are explored using a catchment model of the river system. A multibranch, process based, dynamic water quality model (INCA-P) has been applied to the whole river system to simulate water fluxes, total phosphorus (TP) and soluble reactive phosphorus (SRP) concentrations and ecology. The model has been used to assess impacts of both agricultural runoff and point sources from waste water treatment plants (WWTPs) on water quality. The results show that agriculture contributes approximately 40% of the phosphorus load and point sources the other 60% of the load in this catchment. A set of scenarios have been investigated to assess the impacts of alternative phosphorus reduction strategies and it is shown that a combined strategy of agricultural phosphorus reduction through either fertiliser reductions or better phosphorus management together with improved treatment at WWTPs would reduce the SRP concentrations in the river to acceptable levels to meet the EU Water Framework Directive (WFD) requirements. Agricultural producers and public health authorities apply pesticides to control pests that damage crops and carry diseases. Due to the toxic nature of most pesticides, they are regulated by governments. Regulatory provisions require pesticides to be registered and restrictions operate to safeguard human health and the environment. Yet pesticides used near surface waters pose dangers to non-target species and drinking water supplies leading some governments to regulate discharges of pesticides under pollution discharge permits. The dual registration and discharge permitting provisions are burdensome. In the United States, agricultural interest groups are advancing new legislation that would exempt pesticide residues from water permitting requirements. An analysis of the dangers posed by pesticide residues in drinking water leads to a conclusion that both pesticide registration and pollutant discharge permitting provisions are needed to protect human health and aquatic species.
