While digital policies provide significant value within contemporary governance, not many governments' digital policies are adapted to rapidly changing technologies and associated expectations. The limited adaptability can be explained by governments' focus on institutional shifts as an instrument to generate policy changes. Therefore, this article examines the impact of institutional shifts on digital policy by leveraging the Punctuated Equilibrium Theory (PET) as a lens to explore the Belgian federal government between 2000 and 2020. This is done through performing a distributional application of the PET and an explaining‐outcome congruence case study. The results highlight the role of institutional shifts in directing digital policy, but also underscore the importance of other factors (i.e., policy image, attention allocation and/or structure of the political system) and the presence of policy entrepreneurs to explain the (in)stability of digital policy. Over the years, policy learning has emerged as a theoretical lens to provide an alternative understanding of powering-based approaches to the policy process and policy outcomes. This has been a success story, with policy learning gaining presence among theoretical frameworks on the policy process. However, the puzzling-powering dichotomy is reductive. In real-world policy processes, we find both puzzling and powering. Also, we cannot reduce the value of learning to what is not explained by power alone. This Introduction shows how puzzling and powering interact and with what consequences on policy processes, moving beyond the dichotomy. We present how the four contributions of this Special Issue explore this territory and suggest how to approach the design of governance architectures for learning. [ABSTRACT FROM AUTHOR]

This article deals with the governance challenges related to equitable funding of public services that are used by residents of a city region regardless of where they pay their taxes. Focusing on spill-over effects of leisure policies in two Flemish city regions, this article shows how various services to some extent are consumed by residents of municipalities other than the provider of these services. Mechanisms for costs and benefits are not readily available, and the analysis illustrates a more general kind of dilemma related to public service provision in dense and interlinked areas such as the fringes of city regions.
