At the sixth Dublin Core Metadata Workshop convened in Washington, DC, in November 19998, a work plan was developed to address unresolved issues in resource description. This report summarizes that work plan, highlights the progress that has been made on it and identifies a few significant projects that exemplify this progress. (AEF)

The CNI/OCLC Image Metadata Workshop, held September 24-25, 1996, in Dublin, Ohio, was the third workshop in a series being sponsored by OCLC in conjunction with a number of partners. This workshop focused on the application of the Dublin Core element set to image resource description. A consensus was reached supporting the Dublin Core and the related Warwick Framework, both of which were products of earlier workshops, as viable models for image resource description supporting network-based discovery of images.

The explosive growth of the World Wide Web (WWW) is due in part to the ease with which information can be made available to Web users. The simplicity of HTML and HTTP servers lowers the barriers to network publishing.

Both photocopied tables of contents and originals were scanned by optical character recognition (OCR). (The threshold for acceptable OCR conversion is a break-even point of 94% accuracy; it is cheaper to rekey data than fix corrupted data if rates fall below this point.) The results suggest that OCR recognition rates are likely to support improved capture productivity for as many as 75% of tables of contents. More than half (55%) of the sample can be processed effectively.

For three years, Project ADAPT has investigated methods that must be developed to support economical conversion of information into electronic information systems-not just symbol recognition but document recognition. ADAPT system software provides a prototype methodology for hands-off conversion of document images to a tagged, structured document database. ADAPT also includes pilot efforts to increase optical character recognition (OCR) accuracy and to increase automated structure analysis capabilities of systems-document format recognition. Digitization of high-quality microfilm material may be the most practical way to load many documents into a conversion system, considering materials handling problems.

The Dublin Core metadata community and the INDECS/DOI community of authors, rights holders, and publishers are seeking common ground in the expression of metadata for information resources. An open "Schema Harmonization" working group has been established to identify a common framework to support interoperability among these communities. (Author/AEF)

A PURL is a Persistent Uniform Resource Locator. Functionally, a PURL is a URL (Uniform Resource Locator). However, instead of pointing directly to the location of an Internet resource, a PURL points to an intermediate resolution service. The PURL project is a result of OCLC participation in the Internet Engineering Task Force (IETF) Uniform Resource Identifier working groups. PURLs satisfy many of the requirements of Uniform Resource Names (URNs). They use current technologies and can be transitioned smoothly into a URN architecture once it is in place.

Describes the design of a prototype rule-based system for the automation of descriptive cataloging from title pages. The discussion covers the results of tests of the prototype, major impediments to automatic cataloging from title pages, and prospects for further progress. The Dublin core is a system of cataloging information that has gained acceptance in many information circles. The system is a 15 point storage and retrieval system that is still in the early stages of development as much work in tools and standardization still needs to be done.

In October 2014 at the fifth DDI Moving Forward Sprint a subgroup met2 to focus on adding structure to DDI4 to support enhanced citation of data. A principal question was how to record the role(s) and degree of contribution of those contributing to the creation and curation of data. We also considered the question of which information objects associated with data creation might need enhanced citation information. We chose to think broadly about this, moving beyond the notion of citing a dataset to explore other types of intellectual objects that might merit some form of citation or annotation and reuse - for example, a new data collection method or a constructed variable. In thinking about roles we reviewed the CRediT taxonomy (Allen et al. 2014) and decided that it would serve as a good foundation in DDI4 for an extensible vocabulary for roles. Further, we determined that all DDI4 versionable objects should allow for the attachment of an annotation supporting citation along with role and degree of contribution. As a result of the Dagstuhl meeting the initial releases of DDI4 will have an annotation object allowing for the attribution of roles and associated degree of contribution for creators and contributors to the creation of versionable objects.
