Abstract

The crisis generated by the emergence and pandemic spread of COVID-19 has thrown into the global spotlight the dangers associated with novel diseases, as well as the key role of animals, especially wild animals, as potential sources of pathogens to humans. There is a widespread demand for a new relationship with wild and domestic animals, including suggested bans on hunting, wildlife trade, wet markets or consumption of wild animals. However, such policies risk ignoring essential elements of the problem as well as alienating and increasing hardship for local communities across the world, and might be unachievable at scale. There is thus a need for a more complex package of policy and practical responses. We undertook a solution scan to identify and collate 161 possible options for reducing the risks of further epidemic disease transmission from animals to humans, including potential further SARS-CoV-2 transmission (original or variants). We include all categories of animals in our responses (i.e. wildlife, captive, unmanaged/feral and domestic livestock and pets) and focus on pathogens (especially viruses) that, once transmitted from animals to humans, could acquire epidemic potential through high rates of human-to-human transmission. This excludes measures to prevent well-known zoonotic diseases, such as rabies, that cannot readily transmit between humans. We focused solutions on societal measures, excluding the development of vaccines and other preventive therapeutic medicine and veterinary medicine options that are discussed elsewhere. We derived our solutions through reading the scientific literature, NGO position papers, and industry guidelines, collating our own experiences, and consulting experts in different fields. Abstract

Making the reasoning and evidence behind conservation management decisions clear and transparent is a key challenge for the conservation community. Similarly, combining evidence from diverse sources (e.g., scientific and local knowledge) into decision‐making is also difficult. Our group of conservation researchers and practitioners has co‐produced an intuitive tool and template (Evidence‐to‐Decision [E2D] tool: www.evidence2decisiontool.com) to guide practitioners through a structured process to transparently document and report the evidence and reasoning behind decisions. The tool has three major steps: (1). Define the Decision Context; (2). Gather Evidence; and (3). Make an Evidence‐Based Decision. In each step, practitioners enter information (e.g., from the scientific literature, practitioner knowledge and experience, and costs) to inform their decision‐making and document their reasoning. The tool packages this information into a customized downloadable report (or is documented if using the offline template), which we hope can stimulate the exchange of information on decisions within and between organizations. By enabling practitioners to revisit how and why past decisions were made, and integrate diverse forms of evidence, we believe our open‐access tool's template can help increase the transparency and quality of decision‐making in conservation. Abstract

The purpose of this study is to determine whether there are potential cost savings available to the military through increased purchase of commercial, as opposed to designed-to-specification, equipment and material. This study differs from previous work in that it tries to develop low-cost, survey information on potential savings, and it is designed to be preliminary to a field test of candidate equipment. The equipment studied is that assigned to and used by a Marine 105mm howitzer battery. The method used to gather the commercial cost estimates was to survey commercial manufacturers to obtain cost data on possible substitutes. This method uncovered several items with significant cost-saving potential. (Author)
