RIVM rapport:Het gezondheidsrisico van luchtvervuiling en het geluidniveau waar inwoners van de provincie Overijssel aan worden blootgesteld, is gemiddeld genomen lager dan het gemiddelde in Nederland. Dat komt omdat de luchtkwaliteit in de provincie beter is en de geluidbelasting lager dan het Nederlandse gemiddelde. Fijn stof zorgt voor het grootste gezondheidsrisico in de provincie. Als het voorgenomen beleid voor luchtkwaliteit wordt uitgevoerd, zal de luchtkwaliteit in de provincie naar verwachting in de toekomst verbeteren. Dit is in lijn met de ontwikkelingen in de rest van Nederland. Het is niet bekend hoe de geluidbelasting zich ontwikkelt. Dit blijkt uit onderzoek van het RIVM naar de milieukwaliteit in relatie tot gezondheid in de provincie Overijssel. Door de milieukwaliteit in de provincie en het bijbehorende gezondheidsrisico inzichtelijk te maken, wordt duidelijk in welke gebieden mensen wonen met een hoger gezondheidsrisico als gevolg van luchtverontreiniging en geluidbelasting. Dit is belangrijk omdat milieugerelateerde gezondheidsrisico's ook onder de huidige wettelijke grenswaarden voor luchtverontreiniging en geluid optreden. Verder is het van belang om ook naar andere milieufactoren te blijven kijken die gezondheidswinst opleveren, zoals een gezonde leefomgeving. Bronnen in de provincie, zoals provinciaal verkeer en lokale industrie, dragen ongeveer 10 procent bij aan de fijnstofconcentratie. Aan de concentraties roet- en stikstofdioxide, onder andere afkomstig van houtstook en verkeer, dragen de bronnen in de provincie ongeveer een kwart bij. Buitenlandse bronnen, waaronder landbouw en industrie, leveren de grootste bijdrage aan de luchtverontreiniging in Overijssel. De belangrijkste bron van geluidbelasting is het gemeentelijk wegverkeer. Voor de verkenning is berekend wat de concentraties van fijnstof (PM10 en PM2.5), stikstofdioxide en roet in 2016 en 2030 zijn. Ook is de huidige geluidbelasting in de provincie in kaart gebracht. RIVM rapport:Geluidniveaus gemeten op 38 punten langs rijkswegen lagen in 2015 gemiddeld 2 decibel hoger dan de berekende waarden. Op 39 meetlocaties langs het spoor kwamen de gemeten en berekende geluidniveaus in 2015 gemiddeld met elkaar overeen. Dit beeld stemt overeen met de voorgaande jaren 2013 en 2014. Op de afzonderlijke punten, zowel bij rijkswegen als het spoor, variëren verschillen ten opzichte van het gemiddelde. Bij de weg liggen de metingen tussen 2 decibel lager en 6 decibel hoger dan de berekende waarden, afhankelijk van het type en de lokale staat van het wegdek. De vergelijking van metingen met berekeningen is een verplichting uit de Wet milieubeheer. De weg- en spoorbeheerder, Rijkswaterstaat en ProRail, tonen via berekening aan of het geluid van de weg of het spoor onder de vastgestelde geluidproductieplafonds blijft. De berekende geluidniveaus worden jaarlijks door het RIVM gevalideerd met een steekproef van metingen. Dit rapport geeft ook de meetresultaten uit 2016 op 45 locaties langs de weg en 40 locaties langs het spoor. De meetresultaten uit 2016 zullen in een vervolgrapportage worden vergeleken met de rekenresultaten. De weg- en spoorbeheerder publiceren deze in de tweede helft van 2017., Noise levels measured at 38 sites along motorways in 2015, on average were 2 decibel higher than calculated values. The calculated noise levels are validated by RIVM with a sample of measurements. This report also gives the latest results of measurements from 2016 at 45 sites along motorways and 40 sites along the track. The measured noise levels from 2016 will be compared with calculated levels, which will be published by the road- and railway infrastructure manager in the second half of 2017.

RIVM rapport:In Nederland liggen circa 845.000 woonadressen met naar schatting 1.347.400 bewoners van 16 jaar en ouder binnen 300 meter afstand van het spoor. Ongeveer 20% van hen ondervindt ernstige hinder van de trillingen die treinen veroorzaken. Zij klagen over gevoelens van irritatie, boosheid en onbehagen. 's Nachts kan deze hinder zich uiten in ernstige verstoring van de slaap. Verreweg de meeste hinder en slaapverstoring wordt gerapporteerd in relatie met trillingen van goederentreinen. Ongeveer 528.000 mensen van 16 jaar en ouder wonen binnen 300 meter van het spoor waar de trillingen voelbaar zijn, maar onder een Vmax trillingssterkte van maximaal 3,2 liggen, een niveau dat in Nederland als grenswaarde wordt gehanteerd. Een groot deel van de hinder en slaapverstoring doet zich voor bij trillingsniveaus bij Vmax-trillingssterktes beneden deze grenswaarde. Vanuit gezondheidsoptiek is het relevant om in het beleid ook aandacht te besteden aan deze trillingssterktes. Aangezien het om een groot aantal mensen gaat, valt hier veel gezondheidswinst te behalen. Om de effecten van deze relatief lagere trillingsniveaus effectief te bestrijden zijn niet alleen maatregelen gewenst die de trillingen kunnen verminderen, maar is ook duidelijke communicatie nodig over factoren die, naast de trillingen, de hinder versterken. Gedacht kan worden aan de angst voor schade aan de woning en de verwachting dat de trillingen in de toekomst zullen toenemen. Het is van belang oog te hebben voor deze gevoelens en goed te communiceren over toekomstige ontwikkelingen aan het spoor, en mogelijke compensatiemogelijkheden. Hoewel er al jaren klachten zijn, is nog onvoldoende onderzocht welke effecten trillingen door treinen hebben op de gezondheid van omwonenden en bij wie die zich voordoen. Om daar meer inzicht in te krijgen heeft het RIVM een vragenlijstonderzoek uitgevoerd onder 4927 mensen die binnen 300 meter van het spoor wonen. It is important to be aware of these feelings and to communicate in a transparent manner about future developments and potential compensation measures. Despite the fact that the complaints exist already for years, the health effects of vibration due to trains have rarely been studied among residents. In order to gain more insight in the type and size of these effects and in whom these do occur, a questionnaire survey was held among 4927 people living within 300 meters from a railroad track in the Netherlands. This study supports further guidelines for rail traffic related vibrations, but defining

RIVM rapport:In 2012 is nieuwe geluidwetgeving voor Nederlandse rijkswegen en spoorwegen ingevoerd. Deze wet stelt grenswaarden aan het geluid langs het gehele rijksen spoorwegnet. De beheerders, Rijkswaterstaat en ProRail, moeten ervoor zorgen de grenswaarden niet worden overschreden en dit door een jaarlijkse berekening verantwoorden. De wet bepaalt dat rekenresultaten van de beheerders door een onafhankelijk meetprogramma moeten worden gevalideerd. Het RIVM voert dit onderzoek uit en zal hier jaarlijks over rapporteren. Dit rapport beschrijft het meetprogramma en geeft de eerste resultaten verkregen in 2013 op 52 locaties langs Nederlandse rijkswegen en spoorwegen. Het programma voorziet in vervolgmetingen en onderzoek naar verschillen met rekenresultaten zodra deze voor 2013 beschikbaar komen., In 2012, new noise legislation was introduced to Dutch national roads and railways. This legislation sets limits on noise levels along the entire infrastructure. RIVM rapport:Er is nog weinig onderzoek gedaan naar de effecten van trillingen door treinen op de gezondheid. Om meer inzicht te verwerven in de aard en omvang van klachten en wanneer deze zich voordoen, heeft het RIVM een onderzoeksprogramma opgezet. De eerste resultaten hiervan komen eind 2013 beschikbaar. Deze bevindingen zullen gebruikt worden als bouwstenen voor regelgeving. Het ministerie voor Infrastructuur en Milieu (IenM) bereid namelijk een besluit voor om eventueel de bestaande richtlijnen voor trillingen door treinverkeer uit te breiden en een handhavingsinstrumentarium in te stellen. Hiervoor is een norm voor trillingen nodig. Om de hoogte van deze norm te kunnen vaststellen, is een gedegen schatting van gezondheidseffecten noodzakelijk. Schatting aantallen ernstig gehinderden Op basis van de beschikbare gegevens wordt het aantal mensen dat ernstige hinder ondervindt van trillingen door treinen voorlopig geschat op 9.400 tot 27.000. In Nederland wonen circa 660.000 mensen op 150 meter afstand van het spoor. Bij hinder is onder andere sprake van irritatie, boosheid en onbehagen. Andere effecten die met trillingen door treinen in verband worden gebracht zijn slaapverstoring, vermoeidheid, verminderde prestaties en lichamelijke klachten als hoofdpijn, duizeligheid en een hoge bloeddruk. Een direct verband tussen deze effecten en trillingen door treinen is echter niet wetenschappelijk onderbouwd. Kennishiaten De beschikbare gegevens zijn onvoldoende om een gedegen schatting te maken van de mate waarin deze gezondheidseffecten zich voordoen. Daarom kan er nog geen norm worden afgeleid. Om hier meer inzicht in te krijgen is het vervolgonderzoek van het RIVM erop gericht een rekenmodel te ontwikkelen, en een vragenlijst af te nemen onder mensen die langs het spoor wonen. Daarnaast wordt een zogeheten dosis-respons relatie opgesteld, onder andere op basis van gegevens over de afstand tot het spoor, aantallen treinen, het maximale trillingsniveau, de verhouding tussen reizig, Research into the health effects of vibrations due to trains is scarce. Estimates of percentage severely disturbed people Based on existing data the preliminary estimated number of people severely annoyed by rail related vibrations varies between 9.400 and 27.000 in the Netherlands, where some 660,000 people live at 150 meter distance from a rail track. Annoyance refers to anger, irritation and unwell-being. Other effects which are associated with vibration from trains pertain to sleepdisturbance, fatigue, taskperfomance, and somatic complaints as headaches, vertigo and high bloodpressure. However a direct relationship of these effects with vibration from trains has not been scientifically established. Knowledge gaps The available data is insufficient to make a thorough estimate of the degree in which these health effects occur. Therefore, a standard can not be deduced as yet. In order to gain more insight future research of RIVM is aimed at the development of a calculation model and a survey among people living along the railway track. Moreover, so called dose response relations will be derived, among others based on data regarding distance to the track, the number of trains and maximum levels of vibration, the ratio between passenger and cargo trains and the type of houses along the track.

RIVM rapport:Op verzoek van de provincie Noord-Brabant heeft het RIVM gegevens over de bodembiodiversiteit op kaarten weergegeven. De kaarten zullen aan de Bodemwijzer van de provincie worden toegevoegd. In dit instrument wordt kennis over de bodem verzameld en toegankelijk gemaakt om duurzaam bodemgebruik na te kunnen streven. Hiermee kan namelijk worden geïnventariseerd welke gevolgen nieuwe activiteiten kunnen hebben op de eigenschappen van de bodem, zoals het effect van de grondwaterstand op de aardkundige waarden. Biodiversiteit laag bij intensief agrarisch bodembeheer Uit de kaarten blijkt dat de bodemdiversiteit laag is bij intensief agrarisch bodembeheer zoals tuinbouw, akkerbouw en maisteelt. Dit komt doordat deze bodems geregeld worden geploegd en bemest. Agrarisch grasland heeft een relatief hoge bodembiodiversiteit, doordat deze activiteiten hier in mindere mate plaatsvinden. Bij bos en hei tonen de kaarten een grotere onzekerheid in de bodembiodiversiteit dan bij de agrarische bodems. Door de grote variatie in bostypen zijn daarover namelijk minder gegevens beschikbaar. Meetgegevens Bodembiologische indicator gebruikt Om de biodiversiteit in kaart te kunnen brengen, zijn modellen gebruikt die de invloed van bodemeigenschappen koppelen aan de aanwezigheid van bodemorganismen (zoals bacteriën en regenwormen) en bodemprocessen (zoals CO2-productie). De modellen zijn door het RIVM en diverse partners ontwikkeld met behulp van de meetgegevens die landelijk met de Bodembiologische indicator worden verzameld. Dit meetsysteem onderzoekt het bodemleven, en wel de mate waarin micro-organismen, aaltjes, potwormen, regenwormen, mijten en springstaarten aanwezig zijn, en enkele bodemprocessen, zoals de CO2-productie. Deze verschillende gegevens vormen gezamenlijk een maatstaf voor de bodemdiversiteit. De berekende biodiversiteit was gemiddeld 10 procent hoger dan de op diverse plaatsen in Noord- Brabant in het veld gemeten bodembiodiversiteit., The RIVM has composed maps of soil biodiversity at the request of the Province North Brabant. Use of data from the Biological Indicator of Soil Quality In order to map soil biodiversity, models have been used which link the influence of soil properties on the presence of soil organisms (such as bacteria and earthworms) and soil processes (such as CO2 production). The models are developed by the RIVM and various partners using the data from the nationwide monitoring with the Biological Indicator of Soil Quality (BISQ). The soil life is examined with the BISQ, namely the extent to which micro-organisms, earthworms, nematodes, pot worms, mites and springtails are present, and some soil processes, such as the CO2 production. These various data together form a joint measure of soil biodiversity. The biodiversity on the maps was averaging 10 percent higher than the field soil biodiversity measured at various places in North Brabant.

RIVM rapport:Dit rapport stelt een methodologie voor waarmee verwachte milieu-effecten van chemische stoffen onderling kunnen worden vergeleken. Dit levert inzicht op in de relatieve milieuwinst die kan worden behaald als schadelijke stoffen worden vervangen door minder schadelijke alternatieven. Centraal staat de milieuschade van zowel de bestaande stof als het alternatief. Ten opzichte van eerdere verkenningen geeft deze studie een methodologie waarmee milieuschade relatief eenvoudig kan worden bepaald en vergeleken. In 2007 is de Europese wetgeving REACH (Registration, Evaluation Authorisation and restriction of CHemicals) ingevoerd. Restrictie en Autorisatie zijn de twee instrumenten van REACH om een stof die op grond van de huidige kennis als gevaarlijk voor mens en/of milieu wordt beschouwd, uit te faseren en te vervangen door een alternatief. REACH schrijft voor dat de gevolgen van een verbod in bredere zin dan alleen een risicoanalyse, worden weergegeven, namelijk via een zogenoemde socio-economische analyse. Hierin kan de verminderde schade aan mens en milieu bijvoorbeeld worden afgewogen tegen de kosten die een overschakeling op een alternatief met zich meebrengt. De ontwikkelde methodologie richt zich alleen op milieu-effecten als onderdeel van een socio-economische analyse. De methodologie bestaat uit een getrapte analyse, waarmee kan worden gekozen voor de manier en het detailniveau waarop de methodologie wordt uitgevoerd. Dit gebeurt op basis van het type stof, de databeschikbaarheid en het uiteindelijke doel van de analyse. Tevens geeft de methodologie een raamwerk hoe bij dergelijke analyses om te gaan met onzekerheden. De bruikbaarheid van de ontwikkelde methodologie is getest met behulp van drie voorbeeldstudies van zeer verschillende stoffen. Het betreft (1) de vervanging van nonylfenolen (surfactanten) in wasmiddelen door alcohol ethoxylaten, (2) de vervanging van zinken dakgoten door PVC-dakgoten, en (3) de vervanging van de brandvertragende stof HBCDD in is, A methodology is proposed to determine and compare expected environmental effects of chemical compounds. This provides information on the relative environmental benefits when a hazardous substance would be replaced by a less harmful alternative. The study focuses on the environmental damage of both the hazardous compound and its alternative(s). In comparison to previous studies, the proposed methodology makes it relatively simple to determine and compare environmental impacts. The EU legislation REACH (Registration, Evaluation Authorisation and restriction of Chemicals) came into force in 2007. Authorisation and Restriction are two tools that REACH provides to ban or replace a substance that is regarded as dangerous to humans and / or the environment. In case of a ban or use limitation of a chemical, REACH proposes to estimate broader impacts of the ban by means of a so-called socio-economic analysis (SEA). In an SEA, for example, the reduced damage to humans and the environment of switching to an alternative can be weighed against the socio-economic costs of the switch. This project focuses on a methodology comparing environmental effects (environmental damage) which provides the required input for part of the socioeconomic analysis. The methodology consists of a tiered approach to account for gross and refined problem definitions as well as data limitations. Approaches used are based on the type of compound(s), data availability and the ultimate goal of the analysis. The methodology also provides a framework on dealing with uncertainties. The usefulness of the developed methodology is tested on the basis of three case studies of very different substances: (1) the historic replacement of nonylphenol (surfactant) in detergents by alcohol ethoxylates, (2) the replacement of zinc gutters by PVC gutters, and (3) the replacement of the fire retardant HBCDD in insulating building material by two alternative flame retardants.

RIVM rapport:Het RIVM stelt een nieuwe manier voor om de zogeheten Milieudrukindicator (MDI) voor schadelijke chemische stoffen te berekenen. De MDI geeft aan hoeveel van deze zogeheten Nederlandse prioritaire stoffen wordt uitgestoten, afgezet tegen de gewenste hoeveelheid volgens een beleidsdoel. Europese wetgeving verplicht lidstaten om gegevens over emissies van veel van deze stoffen naar lucht, water en bodem beschikbaar te hebben. De oude rekenwijze voor de indicator voldoet niet meer sinds het aantal prioritaire stoffen in 2006 is uitgebreid. Voorheen werden de gegevens over emissies gekoppeld aan het beleidsdoel en in een figuur weergegeven. Van de toegevoegde stoffen is het beleidsdoel echter niet bekend. Door de aanpassing is de kwaliteit van de indicator verbeterd omdat de toxiciteit van de stoffen nu in de berekening is verwerkt. Met de nieuwe informatie is het mogelijk de uitstoot van de stoffen gewogen bij elkaar op te tellen. Op deze manier wegen de stoffen die slechter worden afgebroken en schadelijker zijn zwaarder mee. Ook is het mogelijk om per compartiment (water, lucht, bodem) iin indicator voor alle stoffen te geven. Daarnaast zijn deelindicatoren, per stof of groep van emissiebronnen, mogelijk. De huidige indicator die de concentratie in het milieu weergeeft (Milieukwaliteitsindicator) en de indicator voor het effect in het milieu (Milieueffectindicator) voldoen nog en zijn niet gewijzigd. Sinds ongeveer 1995 berekenen het RIVM en het Planbureau voor de Leefomgeving (PBL) indicatoren om de trends in emissies van Nederlandse schadelijke chemische stoffen naar het milieu en in de concentraties ervan in het milieu te volgen. Op basis van deze indicatoren kan de overheid het milieubeleid bijsturen., The National Institute for Public Health and the Environment (RIVM) proposes a new methodology to calculate the so-called Environmental Pressure Indicator (EPI) for harmful chemical substances. The new methodology enables a weighted sum of the emissions to be obtained. Applying this approach, the emission of substances which degrade more slowly and/or are more toxic to the environment is given more weight in the calculation. It is also possible to calculate an indicator for all of the substances in a single compartment (air, water and soil) as well sub-indicators according to substance or types of emission sources, respectively. The current Environmental Quality Indicator (EQI), which indicates the concentration of substances in the environment, and the Environmental Effect Indicator (EEI), which indicates the extent of the environmental effects, are still acceptable indicators and have not been amended. Het instituut heeft geinventariseerd wat bekend is over de uitstoot van schadelijke chemische stoffen in Nederland en over de concentraties ervan in het milieu. Europese wetgeving verplicht lidstaten om gegevens over emissies van een aantal van deze zogeheten Nederlandse prioritaire stoffen naar lucht, water en bodem beschikbaar te hebben. Van de meeste stoffen waarvan de emissies moeten worden gerapporteerd, is dat het geval. Van een aantal stoffen waarover het niet verplicht is te rapporteren, zijn de emissies en de concentraties in het milieu niet goed bekend (D-stoffen). Dit betreft vooral stoffen die geen eenduidige bron hebben (diffuse bronnen). Voorbeelden zijn enkele gewasbeschermingsmiddelen en gechloreerde paraffines, die onder andere als vervangers van pcb's in de metaalindustrie worden gebruikt en als weekmakers in plastic. Het onderzoek is uitgevoerd in opdracht van het ministerie van VROM. Aanleiding is de voortgangsrapportage van VROM over het milieubeleid voor Nederlandse prioritaire stoffen, die naar verwachting in 2011 verschijnt. In deze rapportage staat onder andere de status van prioritaire stoffen vermeld (A-stof: de milieuconcentratie is problematisch, B-stof: de milieuconcentratie is minder problematisch, C-stof: de milieuconcentratie is niet problematisch). Het is de bedoeling om in 2011 van alle Nederlandse prioritaire stoffen te weten of de milieuconcentratie problematisch is of niet. Het RIVM geeft in het onderzoek aan wat nodig is om deze kennis te verkrijgen. Zo is meer inzicht nodig in de emissies en milieuconcentraties van D-stoffen. Daarvoor houdt het bedrijfsleven in 2010 een enquete waarin de industrie wordt gevraagd welke D-stoffen substantieel worden uitgestoten. Als daaruit blijkt dat nog onbekende stoffen substantieel worden uitgestoten, kunnen ze eventueel aan het m, The National Institute for Public Health and the Environment (RIVM) is searching for ways to gain more insight into emission quantities and environmental concentrations of chemical substances for which the Netherlands is not obliged to report to the regulatory commission of the European Union. To this end, the RIVM has made an inventory of the known emission quantities and environmental concentrations of harmful chemical substances in the Netherlands. For a number of these so-called 'Dutch priority substances', European legislation requires member states to provide the respective quantities emitted into the air, water and soil. Most of the emissions of substances that must be reported are actually being reported. There are, however, a number of priority substances that do not have to be reported and for which the emission quantities and environmental concentrations are not yet known with any large degree of accuracy (D-substances). This is particularly relevant for substances with a diffuse source, such as a number of pesticides and chlorinated paraffins that are being used as substitutes for PCBs in the metal industry and as softeners in plastics. The investigation is being carried out under order of the Ministry of Housing, Spatial Planning and the Environment (VROM) of the Netherlands. The motivation for this investigation is the planned publication by VROM of a progress report on the environmental policy for Dutch priority substances, which is expected to appear in 2011. This report will contain information on the status of priority substances (status A: environmental concentration is problematic; status B: environmental concentration is less problematic; status C: environmental concentration is not problematic) as well as other pertinent data. The VROM wants to determine the status of all Dutch priority substances by 2011 - whether they are problematic or not. RIVM rapport:Het RIVM heeft het zogeheten VOLASOIL-model verbeterd. Het model schat voor woningen en andere gebouwen de binnenluchtconcentraties die ontstaan als gevolg van bodemverontreiniging met vluchtige verbindingen. Deze verontreiniging van bodem en grondwater kan zich voordoen in de omgeving van bijvoorbeeld benzinestations en chemische wasserijen. Om de risico's hiervan voor de mens te kunnen bepalen, berekent het model op basis van de vervuilingsgraad van het grondwater de concentraties vluchtige stoffen in de binnenlucht. Het aangepaste model maakt een betere risicobeoordeling mogelijk, zodat de mate van spoed om te saneren beter is te bepalen. De nieuwe versie is voor meer typen woningen bruikbaar, namelijk voor woningen zonder kruipruimte of woningen met een kelder. Eerder was het alleen bruikbaar voor woningen met een kruipruimte. Als vergelijking zijn voor de toegevoegde woningtypen twee alternatieve berekeningsmethoden opgenomen die internationaal worden toegepast. Het rapport onderbouwt bovendien de waarden voor de belangrijkste parameters van de modelconcepten. Onder andere zijn karakteristieke eigenschappen van zes standaard bodemtypen vereenvoudigd en verduidelijkt, waardoor lokale beoordelingen beter zijn uit te voeren. Daarnaast is aangeven wat de belangrijkste locatiespecifieke gegevens zijn van het model. Het is de bedoeling de modelconcepten van de nieuwe VOLASOIL-versie te gebruiken bij het beleidsinstrument voor bodemsanering (SANSCRIT), de uitwerking van het in 2008 herziene Saneringscriterium bodemsanering. Op basis van de resultaten van de modelberekeningen kan besloten worden aanvullende (binnen)luchtmetingen te doen. De combinatie van modelleren en meten geeft de beste basis om de risico's van vluchtige verbindingen voor de mens te beoordelen., RIVM has improved the VOLASOIL model. The model estimates the indoor air concentration of houses and other buildings originating from soil contamination with volatile compounds. This contamination occurs for example in the vicinity of petrol stations and dry cleaning. To estimate the risks for humans, the model calculates the air concentrations based on the concentrations in soil and or groundwater. The extended and updated model facilitates a better risk assessment in the process of determination of the urgency for remediation. In the past, the model only was suitable for buildings with a crawlspace. The current version is extended for slab-on-grade buildings and buildings with a basement. For comparison with the standard modelling approach concept also two alternative model concepts are included, which have been applied in other international models. These alternative calculation models should only be used by expert users. Furthermore the background and underpinning of the most relevant parameters has been evaluated and has led to an adjustment of the values that can be selected in a site specific risk assessment. Also the most important site specific parameters are given in the report. The scenarios and model concepts in VOLASOIL can be applied in the Remediation Criteria (SANSCRIT), being revised in 2008. Based on the results of these model calculations it can be decided whether unacceptable risks can be excluded. If not, it can be decided to do additional (indoor) air measurements. The combination of modelling and air measurements gives the best basis for decisions about human health risks and about the urgency for remediation.

RIVM rapport:Volgens het RIVM zijn normen voor de fysisch-chemische parameters voor oppervlaktewater verschillend gepresenteerd in rapporten van kennisinstituten. Het instituut heeft deze verschillen in kaart gebracht voor de Algemene Maatregel van Bestuur (AMvB) voor de Kaderrichtlijn Water (KRW) over oppervlaktewater. In deze AMvB wordt verwezen naar het document Referenties en maatlatten. De normen hierin moeten voor fysisch-chemische parameters overeenkomen met gepubliceerde rapporten over normen en de interpretatie ervan. De AMvB staat gepland voor najaar 2008. In het verlengde hiervan is de onderbouwing van de temperatuurnorm uit de Viswaterrichtlijn uitgezocht. Ook is bekeken welke aanvullende eisen er vanuit de Natura 2000-gebieden worden gesteld aan de temperatuur voor beschermde vissoorten in deze gebieden. De maximumtemperaturen waarbij deze vissoorten nog kunnen voorkomen, blijken binnen de KRW-normen te vallen. Ten slotte blijkt de toxiciteit van metalen nog niet volledig te kunnen worden ingeschat, omdat het vaak niet mogelijk is rekening te houden met de zogeheten biobeschikbaarheid. Dit is de fractie van vervuilende metalen die schadelijk is voor dieren en planten. Het is namelijk nog niet van alle metalen bekend hoe deze biobeschikbaarheid kan worden berekend., Standards of physical-chemical parameters concerning surface waters are presented, according to the RIVM, differently in already existing reports. Therefore RIVM has mapped out these uncertainties for a new Dutch legislation on the Water Framework Directive (WFD) for surface waters. This legislation explicitly refers to the guidance 'References and rules' (in Dutch, 'Referenties en maatlatten'). The standards in this guidance have to match with published reports about standards and their interpretation. This legislation is planned for Autumn 2008. Furthermore, we had to figure out the concrete background of the temperature standard within the Fish Water Directive. We also studied additional implications for temperature standards in the Natura 2000 areas, focusing on the protection of fish species in those reserves. The maximum temperature for the occurrence of protected fish species appeared to match the references previously provided by WFD. Finally we showed that the toxicity of metals in surface waters can not be fully assessed by using bio-availability (i.e., the calculated fraction of metals which is harmful for plants and animals). As a matter of fact, there are still no methods to calculate the bio-availabilities of all the (occurring) metals.

RIVM rapport:Het Rijksinstituut voor Volksgezondheid en Milieu (RIVM) adviseert een maximumtemperatuurnorm voor de goede ecologische toestand in grote rivieren van 25 graden C. Voor het voorjaar is een lagere adviesmaximumtemperatuur vastgesteld, namelijk 20 graden C, om de voortplanting en groei van planten en dieren niet in gevaar te brengen. De Europese Kaderrichtlijn Water (KRW) eist dat lidstaten hun natuurlijke oppervlaktewateren in een goede ecologische toestand (GET) brengen of houden. Dat is de vereiste situatie voor de aanwezigheid van planten- en diersoorten. De biologische normen voor GET zijn al eerder vastgelegd. Daarnaast moeten normen voor ondersteunende fysisch-chemische parameters worden vastgesteld, waaronder voor temperatuur. Deze norm was voor grote rivieren nog niet bepaald. De maximumtemperatuur in dit advies is lager dan de 28 graden C die vooralsnog in Nederland wordt aangehouden. Als basis van het advies zijn literatuurgegevens en meetgegevens gebruikt van macrofauna en vissen. Daarmee is uitgerekend bij welke temperatuur de grens ligt tussen een goede en een matige ecologische toestand. De KRW onderscheidt ook zogeheten beschermde gebieden die specifieke eisen stellen. Oppervlaktewater dat ingenomen wordt voor drinkwaterproductie mag niet warmer zijn dan 25 graden C. Het RIVM adviseert de maximale verhoging uit de Viswaterrichtlijn van 3 graden C voor karperachtigen en 1,5 graden C voor zalmachtigen intact te laten (waarbij de 25 graden C niet overschreden mag worden), maar adviseert nader onderzoek te doen naar de maximale verhoging. Ook andere kennishiaten zijn in kaart gebracht. De hier geadviseerde maximumtemperatuurnorm geldt voor de GET behorende bij natuurlijke wateren. Daarmee zijn niet alle soorten beschermd, maar kunnen wel de KRW-doelen worden gehaald. De normafleiding voor niet-natuurlijke wateren wordt in dit rapport niet inhoudelijk behandeld, alleen procedureel., RIVM recommends a standard maximum temperature for the Good Ecological Status for Dutch rivers of 25 degrees C. For springtime a lower maximum temperature is recommended, viz. 20 degrees C, to ensure reproduction and growth of plants and animals. The European Water Framework Directive (WFD) requires member states to bring or keep their natural waters in Good Ecological Status (GES), being the status required in terms of presence of plant and animal species. The biological standards for the GES have already been determined. In addition, standards for supporting physico-chemical parameters have to be derived, including for temperature. A standard for temperature in the Dutch large rivers was not determined yet. The maximum temperature recommended here is lower than the current standard of 28 degrees C, which does not take into account the demands of the WFD. The current advice is based on literature and measurement data for benthic invertebrate fauna and fish. This data was used to calculate the boundary between Good and Moderate Ecological Status. The WFD also distinguishes protected areas with specific demands. Surface water used for drinking water production should not be warmer than 25 degrees C. RIVM recommends that the maximum temperature increase of 3 degrees C for cyprinid waters and 1.5 degrees C for salmonid waters, which stems from the Fish Water Directive, remains in use (where the 25 degrees C should not be exceeded), but further investigation of the maximum increase in temperature is recommended. Other research recommendations were identified to fill gaps in knowledge. The maximum temperature standard recommended here, applies to the GES for natural waters. A standard for non-natural waters (such as the Dutch large rivers) will be derived, but this derivation was not included in this report.

RIVM rapport:Dit rapport biedt een bijgewerkt overzicht van de inventarisatie van het Landsdekkend beeld bodemverontreiniging en een raming van de aantallen verontreinigde locaties en spoedlocaties in Nederland. Het RIVM schat het aantal locaties in Nederland waarvan de bodem met spoed moet worden gesaneerd op 6500 tot 7500. Er zijn nog enkele jaren nodig om op basis van bodemonderzoek de exacte aantallen en de precieze spoedlocaties vast te kunnen stellen. Het overzicht is aangevuld met geraamde saneringskosten en risiconiveaus. Nieuw is dat bij de bepaling van de spoedlocaties naast de verontreinigingsbron meer factoren zijn betrokken die de risico's voor de mens bepalen: de manier waarop de bodem wordt gebruikt (huisvesting, industrie, volkstuinen, enzovoort) en de kans op verspreiding van de verontreiniging naar het grondwater (afhankelijk van het bodemtype) Volgens het huidige coalitieakkoord en de prioriteiten van de minister van VROM gelden een aantal gebieden (zoals de veertig wijken in de grote steden, de milieuaandachtsgebieden en de ecologische hoofdstructuur) als aandachtsgebied. Ook voor deze aandachtsgebieden zijn in dit rapport de aantallen locaties bepaald. Er is onderzocht of op de uitvoeringskosten kan worden bespaard door grondwatersaneringen of beheermaatregelen op nabijgelegen locaties te combineren. Het RIVM beveelt aan deze insteek verder te ontwikkelen., This report gives an improved overview of the inventory of the National list of polluted sites and the estimated numbers of sites with polluted soil and emergency sites in The Netherlands. RIVM estimates that The Netherlands has 6500-7500 sites with emergent need of remediation. It will take some years to determine the exact numbers and locations of the emergency sites on the basis of site investigations. The review is completed with estimated remediation costs and risk levels. A new aspect in the estimation of emergency sites is that beside the source of contamination, the land use (housing industry, gardening, etcetera) and the possible dispersion to groundwater (dependent on soil type) have been taken into account. According to the current government coalition agreement and priorities of the Minister of VROM (Physical Planning, Housing and the Environment) a number of areas has been appointed as areas with special attention (for instance the forty appointed city districts, the areas with environmental priorities, the main ecological structure). The number of sites is also set for these areas. The spatial distribution of the pollution has been examined to group sites for combined groundwater cleaning or soil risk management. RIVM recommends continuing on this track.

RIVM rapport:Nederland zal in sommige gevallen niet kunnen voldoen aan de Europese Kaderrichtlijn Water (KRW). Het RIVM biedt een stappenplan voor het toepassen van uitzonderingsbepalingen in situaties waarin grondwater een belangrijke rol speelt. De KRW voor water stelt doelen die uiterlijk 2015 moeten zijn gehaald. Zo is een goede grondwatertoestand nodig ter bescherming van natuurgebieden die afhankelijk zijn van grondwater. Het zal voor Nederland in sommige gevallen moeilijk worden om deze doelen te bereiken. Het is echter mogelijk om onder voorwaarden uitzonderingsbepalingen toe te passen. Twee belangrijke uitzonderingsbepalingen zijn fasering, waarbij het bereiken van een doel wordt uitgesteld tot 2021 of 2027, en doelverlaging, waarbij men accepteert dat een doel naar beneden wordt bijgesteld, zoals een lagere grondwaterkwaliteit. Dit rapport bevat een stappenplan om na te gaan of een situatie met grondwater in aanmerking komt voor een uitzonderingsbepaling. Ook is het stappenplan getoetst met behulp van twee voorbeelden. Een van de voorbeelden betreft overschrijding van de norm voor bestrijdingsmiddelen door bentazon. Het gebruik van dit gewasbeschermingsmiddel is nog maar een kwart van wat tien jaar geleden werd gebruikt. Doordat de stof slecht biologisch afbreekbaar is, is het intensieve gebruik van bentazon in het verleden zichtbaar door de huidige overschrijdingen van de Europese norm voor bestrijdingsmiddelen in het Nederlandse grondwater. Ondanks het verminderde gebruik van de stof zullen er ook in 2015 nog overschrijdingen zijn door dit gebruik in het verleden. Voor deze historische verontreiniging kan fasering worden aangevraagd. Binnen het Nederlandse toelatingsbeleid voor bestrijdingsmiddelen kunnen ook nieuwe overschrijdingen van de Europese norm voor bestrijdingsmiddelen ontstaan. Er moet daarom onderzocht worden of het toelatingsbeleid voor bentazon kan worden herzien, zodat het aansluit bij de Europese Kaderrichtlijn Water., There will be situations in which the Netherlands is not able to meet the objectives of the European Water Framework Directive. The RIVM presents a methodology for using applications of extensions. The deadline of the Water Framework Directive objectives is 2015. Example of such goal is obtaining a good groundwater quality for protecting terrestrial or aquatic ecosystems that are depending on groundwater. There are Dutch situations in which it will be hard to meet these objectives. The WFD introduces a number of exceptions, which we might need to apply in these cases. For example extending the deadline from 2015 to 2021 or 2027, or achieving a less stringent objective. This report provides a methodology to examine the possibilities of these exceptions in a given situation. The methodology is tested by two existing cases. One case concerns the exceeding of the EU standard for pesticides in groundwater by the substance bentazon. Nowadays only a quarter of the substance is used compared to 1998. Because natural attenuation of bentazon is very slow the intensive use of bentazon in the past is visible by the exceeding of the European standard for pesticides nowadays. So, in spite of the reduced use of the substance there will be exceeding of the quality standard in 2015 as well. For this case of historical contamination the Netherlands can apply extension of the deadline. However, also the Dutch policy for admitting bentazon must be evaluated, because new exceeding of the quality standard can develop within the present policy.

RIVM rapport:To improve the protection of the groundwater quality, policy should be more focused on local conditions, such as soil and groundwater. To increase this focus RIVM has proposed a generic framework for a groundwater protection policy that can be elaborated for each site in an area dossier. This dossier contains all relevant information on what measures can be developed on the basis of the desired effects. In the effort to achieve more uniformity and effectiveness in the Dutch groundwater protection policy, the Ministry of Housing, Spatial Planning and the Environment (VROM) is planning to derive a guidance document on groundwater protection. On commission of VROM, RIVM has elaborated several components to be used in describing policy, such as the risks of contamination with pathogens, the use of pesticides, the use of energy storage systems and actions on old contaminations. Additionally, RIVM has charted the legal demands set down by the new Water Framework Directive for the protection of industrial (private) abstractions for human consumption, such as the production of soda., Om de kwaliteit van het grondwater beter te kunnen beschermen moet het beleid meer worden toegespitst op lokale omstandigheden, zoals de natuurlijke opbouw van de bodem. Daarom pleit het RIVM voor het opstellen van een algemeen geldend kader voor grondwaterbeschermingsbeleid, dat per locatie nader kan worden uitgewerkt in een gebiedsdossier. Een gebiedsdossier bevat alle relevante informatie op basis waarvan een pakket maatregelen wordt ontwikkeld, gebaseerd op de gewenste effecten. Om meer uniformiteit en effectiviteit in het grondwaterbeschermingsbeleid te brengen is VROM van plan om in de komende jaren een Leidraad Grondwaterbescherming op te stellen. Het RIVM heeft in opdracht van het Ministerie van VROM een aantal van deze lacunes uitgewerkt, zoals de risico's van microbiologische besmetting, het gebruik van pesticiden, het toepassen van bodemenergiesystemen en het omgaan met van oudsher ontstane bodemverontreinigingen. Daarnaast heeft het instituut de juridische consequenties in beeld gebracht van de invoering van de Europese Kaderrichtlijn Water voor de bescherming van industriele grondwateronttrekkingen voor menselijke consumptie, zoals de productie van frisdranken.

RIVM rapport:Uit deze studie bleek het VOLASOIL model goed bruikbaar om bij bodemverontreiniging met tetrachlooretheen en trichlooretheen de binnenluchtconcentratie in te schatten. Voor verontreiniging met de afbraakproducten cis-dichlooretheen en vinylchloride is het model waarschijnlijk ook bruikbaar, maar dit kon minder goed worden vastgesteld omdat veel concentraties beneden de detectielimiet lagen. VOLASOIL is een model dat op basis van metingen in verontreinigd grondwater (door vluchtige stoffen), de gerelateerde binnenluchtconcentratie in gebouwen inschat. In dit onderzoek is gekeken naar de toepasbaarheid van VOLASOIL voor de risicobeoordeling voor vier gechloreerde verbindingen. Er is een aantal aanpassingsvoorstellen gedaan om de voorspelling van het model te verbeteren. Zo is gebleken dat VOLASOIL voor deze vier stoffen vaak te hoge luchtconcentraties voorspelt, vooral op sterk verontreinigde locaties. Aangezien het model echter vooral wordt gebruikt om de risico's voor de mens in te schatten en om te zien of meer metingen noodzakelijk zijn, is een beperkte overschatting door het model juist gewenst en zijn aanpassingen niet noodzakelijk. Mocht van het model worden verwacht dat het binnenluchtconcentraties zo nauwkeurig mogelijk inschat, dan zijn de voorgestelde aanpassingen wel gewenst., The study reported here has shown the VOLASOIL model to be very useful for estimating the indoor air concentrations of the pollutants, tetrachloroethene and trichloroethene. The model is probably also useful for the degradation products, cis-dichloroethene and vinylchloride, but this was more difficult to determine with any certainty since many of the concentrations are lower than the detection limit. VOLASOIL is a model that estimates the contamination of indoor air in buildings in relation to measurements based on water contaminated by volatile substances.This investigation was more concerned with the applicability of VOLASOIL for four chlorinated compounds in the Netherlands, and resulted in several recommendations for model adjustment. For example, VOLASOIL was found, in the case of the four compounds, to often predict concentrations that were too high, especially in the seriously polluted areas. Considering, however, that the model is used to estimate risks to humans and to ascertain if more measurements are necessary, limited overestimation by the model is all right, making adjustments unnecessary. The proposed adjustments will be desirable if the model needs to be able to predict concentrations as accurately as possible.

RIVM rapport:Changes in land use in the Netherlands are anticipated on a large scale. Soil quality, however, hardly plays a role in spatial planning, which was reason enough to analyse the relationship between land use and soil quality on a national scale using ecological data. Despite major changes in land use, the strong linkage between land use and soil type was seen to continue. Soil management practices, historical land use and the geographical situation influence the relationship between land use and soil properties; the influence of land use on several soil properties is also discernable. Thus soil biodiversity can be said to be influenced by farming intensity. Land use is not always situated in areas where benefits in terms of yield are high. Less than 20% of the arable farming and pasture is situated on unsuitable soil, whereas over 40% of the forests grow on unsuitable soil. Region-specific environmental policy offers many possibilities for differentiation according to land use. It is also possible to match occurring soil quality to both existing and desired land use., Veranderingen in bodemgebruik zijn op grote schaal voorzien in Nederland. Minder dan 20% van de akkerbouw en veeteelt is gesitueerd op ongeschikte bodem, terwijl dat geldt voor meer dan 40% van de bosbouw. Gebiedsgericht milieubeleid biedt veel mogelijkheden om te differentieren naar bodemgebruik, waardoor het mogelijk wordt het bodemgebruik af te stemmen op de (gewenste) bodemkwaliteit.

Zo wordt bodembiodiversiteit beinvloed door de intensiteit van bodemgebruik door de landbouw. Bodemgebruik is niet altijd daar gesitueerd waar de voordelen in termen van opbrengst hoog zijn. Minder dan 20% van de akkerbouw en veeteelt is gesitueerd op ongeschikte bodem, terwijl dat geldt voor meer dan 40% van de bosbouw. Gebiedsgericht milieubeleid biedt veel mogelijkheden om te differentieren naar bodemgebruik, waardoor het mogelijk wordt het bodemgebruik af te stemmen op de (gewenste) bodemkwaliteit., Changes in land use in the Netherlands are anticipated on a large scale. Soil quality, however, hardly plays a role in spatial planning, which was reason enough to analyse the relationship between land use and soil quality on a national scale using ecological data. Despite major changes in land use, the strong linkage between land use and soil type was seen to continue. Soil management practices, historical land use and the geographical situation influence the relationship between land use and soil properties; the influence of land use on several soil properties is also discernable. Thus soil biodiversity can be said to be influenced by farming intensity. Land use is not always situated in areas where benefits in terms of yield are high. Less than 20% of the arable farming and pasture is situated on unsuitable soil, whereas over 40% of the forests grow on unsuitable soil. Region-specific environmental policy offers many possibilities for differentiation according to land use. It is also possible to match occurring soil quality to both existing and desired land use.

RIVM rapport:Het bodembeleid gaat zich richten op een bewuster en meer duurzaam gebruik van de bodem, waarbij zowel de ecologische, economische als sociale dimensies meewegen. Dit is de boodschap die in de Beleidsbrief Bodem is verwoord die in december 2003 naar de Tweede Kamer is verzonden. In dit document wordt het raamwerk voor het bepalen van de duurzaamheid van het bodemgebruik voor wat betreft de ecologische dimensie en de bodembiodiversiteit verder ontwikkeld. In het rapport worden beschrijvingen van verschillende graslanden gepresenteerd (met name twee veehouderijbedrijven op zand en op rivierklei). Op basis van het actuele bodembeheer en ecologische theorieen, kunnen deze beschrijvingen beschouwd worden als referentiebeelden voor bodemecosystemen met een duurzaam bodemgebruik. Hier wordt een berekeningswijze geformuleerd, gebruik makend van gegevens uit veldobservaties en ecologische inzichten, om te verklaren hoe alle ondergrondse organismen beinvloed worden door abiotische omstandigheden en beheer. De resultaten worden besproken met het oog op het definieren van 'kritische' grenzen voor duurzame ecosystemen in landbouwgronden. De aanpak kan dan in de toekomst gebruikt worden om referenties voor andere bodemecosystemen te formuleren., The Dutch soil policy is being focussed towards a more conscious and sustainable use of the soil, taking into account ecological, economical, and societal dimensions, as stated in the so-called 'Beleidsbrief Bodem' sent to the Parliament in December 2003. In the present report the framework for the determination of the sustainability of land-use as far as the ecological dimension and soil biodiversity are concerned is described. On the basis of a large database containing soil biological monitoring data and on the basis of ecological models for soil food-web stability, we derived two reference soil ecosystems indicating sustainable land-use, i.e. one for diary farming on sand and one for diary farming on river clay. Using mathematical evidence derived from field studies, a hypothesis is formulated to explain how soil organisms become affected by increasing effects of land management. This is discussed in relation to defining 'critical' conditions for ecosystem sustainability in agricultural soils: only within such stable assemblages, in fact, a host of soil organisms may interact in ways beneficial to each other. The approach provides a useful tool to assess land-use quality in the future.

RIVM rapport:In 1999 zijn in het kader van de 'beleidsvernieuwing bodemsanering (BEVER) bodemgebruikswaarden (BGW) voor acht metalen, PAK, DDTs en drins vastgesteld als saneringsdoelstelling voor de bovengrond. Het Kabinetsstandpunt beleidsvernieuwing bodemsanering geeft aan de BGW zowel betekenis in het curatieve bodembeleid als in het bodembeheer. Aanleiding voor de evaluatie van de onderbouwing van de BGW waren 1) beschikbaar komen van nieuwe gegevens en methodieken, 2) vrijwel ontbreken van een bodemkwaliteitseis specifiek voor planten en voor doorvergiftiging; 3) ontbreken van een methodiek om vanuit de kwaliteitseisen voor compost kritische gehalten voor de bodem af te leiden; 4) onduidelijkheid over wat de werkelijke ecologische consequenties zijn van het hanteren van de HC50 als algemeen ecologische criterium. Geconcludeerd is dat op basis van meer recente gegevens en methodieken een aanpassing nodig is van de BGW voor cluster I voor 3 stoffen en van de BGW voor cluster II voor de meeste stoffen. Nieuwe toxiciteitsgegevens voor planten maken het mogelijk een apart criterium af te leiden voor cadmium, lood, chroom en nikkel. Meenemen van doorvergiftiging (op HC50-niveau) leidt tot lagere risicogrenzen voor cadmium, lood, kwik, methyl-kwik en zink. De gehanteerde methode om bodemkwaliteitseisen af te leiden voor compost met een goede kwaliteit leidt tot de conclusie dat de BGW arseen, kwik en zink verlaagd zou moeten worden. De kwaliteitseis voor compost blijkt echter in de praktijk al zeer streng. De vergelijking van laboratorium toxiciteitsgegevens met (semi)veld gegevens laat zien dat de veldgegevens in dezelfde orde, maar iets hoger lijken te liggen. Aanbevolen is meer veldgegevens te gebruiken om een uitgebreidere studie te kunnen uitvoeren naar de ecologische relevantie van laboratorium toxiciteitsgegevens. Daarnaast wordt aanbevolen meer specifieke beschermingsdoelen te formuleren, wanneer volledige bescherming niet haalbaar is. Om de onzekerheid van de potentiele r, In 1999 Soil-use specific Remediation Objectives (SRO) were derived for eight metals, PAHs, DDT and drins as part of the new soil clean-up policy. The SROs represent the minimal degree soil quality in the topsoil after remediation. Derived values are implemented in the policies for soil remediation and soil management. Evaluating this underpinning of the SRO was found necessary for the following reasons: 1) the issue of availability of new (toxicity) data and revised methods, 2) lack of specific toxicity data for plants and adequate risk levels for secondary poisoning, 3) lack of a method to derive a criterion to guarantee the quality of compost from contaminated soil, 4) uncertainty about the ecological impact of using the generic ecological criterion, HC50. The report focuses on the soil quality criteria for humans, phytotoxicity, secondary poisoning, the generic ecological soil quality criterion and a criterion for maintaining the quality of compost. Several conclusions have arisen from this evaluation. First, when only new data and methods are implemented, derived SROs for soil-use category I need to be slightly changed for chromium, DDT/DDE and PAHs, while derived SROs for soil-use category II need to be changed for most compounds. Secondly, new data on phytotoxicity have made it possible to derive a criterion for phytotoxicity for cadmium, lead, chromium and nickel. However, taking secondary poisoning into account derived risk limits are shown to be lower for cadmium, lead, mercury, methyl-mercury and zinc. Thirdly, the method developed to derive soil quality criteria for producing good-quality compost leads to the conclusion that the SRO should be lowered for arsenic, zinc and mercury. For zinc, though, the current quality standard is already considered very stringent for practical use. RIVM rapport:In Nederland wordt de risicobeoordeling van bestrijdingsmiddelen uitgevoerd met het computermodel Uniform Systeem voor de Evaluatie van Stoffen (USES). In USES is de risicokarakterisering een deterministische schatting of puntschatting. Dit rapport toont aan hoe een probabilisitische beoordeling de beleidsmaker beter inzicht kan geven ten behoeve van het risicomanagement van bestrijdingsmiddelen. De voordelen en mogelijkheden van een probabilistsiche beoordeling worden daartoe gepresenteerd en voorzien van voorbeeldberekeningen. Dit rapport is een discussiedocument en meer onderzoek is nodig voordat een kwantitatieve onzekerheidsanalyse routinematig kan worden toegepast in de risicobeoordeling van bestrijdingsmiddelen., Risk assessment of pesticides in the Netherlands is carried out using the computerised Uniform System for the Evaluation of Substances (USES). In USES the measure of risk is a single-point or deterministic estimate. Here, it is shown how a probabilistic assessment, incorporating knowledge about uncertainty and variability, can provide the decision-maker with improved insights into the risk management of pesticides. Advantages and possibilities of a probabilistic assessment are presented and provided with examples of calculations. This document is only intended for discussion; further efforts will be needed before a quantitative uncertainty analysis can be incorporated into the routine assessment of pesticides.

RIVM rapport:In dit rapport wordt beschreven wat ecologische kwaliteit van bodem is, en op welke wijze deze gekwantificeerd kan worden. In bodem vinden een groot aantal processen plaats, die van belang zijn voor de mens (nutsfuncties), omdat ze bijdragen aan bijvoorbeeld de voedselvoorziening, het type en de kwaliteit van de natuur en de levering van schoon grondwater (voor de productie van drinkwater). Bodemorganismen spelen een belangrijke rol in die processen. Bij een duurzaam gebruik van de bodem is het van belang, om de bodemorganismen zodanig te gebruiken en te beheren, dat deze processen ook voor de toekomst gewaarborgd zijn. Hierbij moet ook de mogelijkheid beschikbaar blijven om het bodemgebruik te veranderen. Ter onderbouwing van het duurzaamheidsbeleid van de bodem wordt gewerkt aan de ontwikkeling van een bodembiologische indicator (BoBI) voor gebruik op nationale schaal. Daarvoor worden ecologische gegevens over de soortdiversiteit, het aantal organismen per soort en de activiteit van de organismen verzameld. Ten behoeve van het beleid moet een karakteriseringsysteem van de bodem worden ontwikkeld in de termen van 'goed' en 'slecht'. In dit rapport worden twee benaderingen beschreven om tot dergelijke kwaliteitscriteria te komen op basis van de tot dusver verzamelde data. 1) De mechanistische of functionele methode. Hierbij wordt nagegaan welke combinatie van nutsfuncties op een bepaalde plek gewenst is en vervolgens wordt de samenstelling van het daarbij behorende 'goede' bodemecosysteem beschreven met behulp van statistische interpretatie van de verzamelde bodemecologische data. 2) De statistische methode. Bij deze methode wordt voor een bepaalde combinatie van grondsoort en bodemgebruik bodemecologische data van een groep van geografische referenties verzameld en op basis daarvan wordt dan aangegeven wat de optimale samenstelling van het bodemecosysteem type is. A high number of processes takes place in the soil. These processes are important for mankind (ecosystem services) as they contribute to, e.g., food production, the quality and type of nature and the production of clean groundwater (for the drinking water production). The role of soil organisms is important in these processes. For a sustainable use of the soil it is important to use and manage the soil organisms in a way that these processes are secured for the future. Also a change in soil use must always be possible. To facilitate a sustainability policy for the soil a biological indicator for soil quality (BISQ) is being developed, which is designed for application on a national scale. Therefore ecological data are collected on species diversity, species abundance and activity of soil organisms. For environmental policy making a system must be developed to characterise the ecological quality of soil as 'good' or 'bad', or in a sense of 'desired' and 'undesired'. Two ways to derive quality criteria for soil based on interpretation of the collected data are described. The mechanistic or functional method: In this method the wanted combination of ecosystem services on a certain place is determined and subsequently the optimal biodiversity within such an ecosystem is deduced by statistic interpretation of soil ecological data that have been collected. The statistic method: In this method for a certain combination of land-use and soil type data are collected from a group of reference locations that have been classified on beforehand as 'good'. Based on these data, a statistically derived optimal composition of an ecosystem type is given, with the label 'good quality'. In the application of the indicator, in both approaches it is possible to formulate how far a present local quality satisfies the desired state.
