Despite consensus that school absenteeism has negative consequences for children's life outcomes, until recently, little was known about the prevalence of absenteeism or its potential to moderate the impacts of school-based interventions. This study provides evidence from a randomized experiment of a preschool intervention involving 1,876 children in 64 schools in Chile that chronic absenteeism develops in preschool and is predicted by multiple risk factors for poor academic achievement. We find moreover that individual children's likelihood of absenteeism moderated the intervention's impact on children's language and literacy outcomes such that there were positive impacts of the intervention only for children with the lowest likelihood of absenteeism. Experimental evaluations of school-based interventions that do not take absenteeism into account may thus mask heterogeneous effects. In the context of policy pushes to expand early education and preschool access in the United States and globally, these moderation analyses may prove essential for appropriately interpreting the results of experimental studies of school-based interventions.

We report results from our long-standing research partnership with the Massachusetts Department of Elementary and Secondary Education. We make two primary contributions. First, we illustrate the wide range of informative analyses that can be conducted using a state longitudinal data system and the advantages of examining evidence from multiple cohorts of students. Second, we document large income-based gaps in educational attainments, including high school graduation rates and college-going rates. Importantly, we show that income-related gaps in both educational credentials and academic skill have narrowed substantially over the past several years in Massachusetts.

In February 2005, Illinois became the first U.S. state to grant home-based child care providers (HBCPs) the right to form a labor union in order to bargain collectively with the state government. This policy inspired similar efforts across the country and represents a potentially important direction for child care policy. To date, the implications of labor unions for the cost, type, and availability of subsidized child care have not been evaluated empirically. In this study, we examine the impact of granting Illinois HBCPs the right to form a labor union on (a) the type of child care (licensed vs. license-exempt/home-based vs. center-based) used by subsidy-receiving Illinois infants and toddlers; (b) the per-child cost of subsidized child care for infants and toddlers; and (c) the percentage of Illinois infants and toddlers who use child care subsidies. To conduct these analyses, we combine data from the Current Population Survey with Child Care and Development Fund administrative records on U.S. infants and toddlers whose families received child care subsidies during the period from 2002 to 2008. We use both a traditional difference-in-differences as well as a comparative case study with a "synthetic" control group approach. The synthetic control group approach improves on traditional comparative case studies by providing a transparent, empirical approach for constructing the counterfactual, documenting comparison units' contribution to the synthetically created control group and detailing the degree to which the synthetic control group is, or is not, similar to the treated unit on preintervention measures of the outcome as well as on other selected characteristics. We find that subsidy-receiving Illinois infants and toddlers spent an average of between 6.4 and 7 percentage points more hours in licensed care settings, as compared to license-exempt settings, in the three years following child care unionization. We also find that between 0.7 and 1.1 percentage points fewer Illinois infants and toddlers used child care subsidies following unionization.

This study investigated the relationship between emotional responses and reading performance in middle-school students. Although a large number of prior studies have investigated the relationship between emotion and reading, those studies have concentrated primarily on relatively static and distal measures of emotion. In this research, we measured 7th- and 8th-grade students' (n = 44) emotional responses more proximally: during the reading tasks themselves. To do this, we used a cardiovascular indicator, respiratory sinus arrhythmia (RSA), that has been used frequently in psychophysiological studies of emotion but not, to our knowledge, in studies of reading. Results showed that the pattern of physiological response during reading predicted reading comprehension performance. Students with the most successful reading comprehension performance showed an initial orienting physiological response, followed by a lower threat physiological state when actually starting to read. Verbal retelling performance related strongly to emotional responses during reading, but multiple-choice performance was not related.

We examine whether barely failing one or more state-mandated high school exit examinations in Massachusetts affects the probability that students enroll in college. We extend the exit examination literature in two ways. First, we explore longer term effects of failing these tests. We find that barely failing an exit examination, for students on the margin of passing, reduces the probability of college attendance several years after the test. Second, we explore potential interactions that arise because students must pass exit examinations in both mathematics and English language arts in order to graduate from high school. We adopt a variety of regression-discontinuity approaches to address situations where multiple variables assign individuals to a range of treatments; some of these approaches enable us to examine whether the effect of barely failing one examination depends on student performance on the other. We document the range of causal effects estimated by each approach. We argue that each approach presents opportunities and limitations for making causal inferences in such situations and that the choice of approach should match the question of interest.

To document wiki usage in U.S. K-12 settings, this study examined a representative sample drawn from a population of nearly 180,000 wikis. The authors measured the opportunities wikis provide for students to develop 21st-century skills such as expert thinking, complex communication, and new media literacy. The authors found four types of wiki usage: (a) trial wikis and teacher resource-sharing sites (40%), (b) teacher content-delivery sites (34%), (c) individual student assignments and portfolios (25%), and (d) collaborative student presentations and workspaces (1%). Wikis created in schools serving low-income students have fewer opportunities for 21st-century skill development and shorter lifetimes than wikis from schools serving affluent students. This study illustrates the exciting potential that Web 2.0 data warehouses offer for educational research. (Contains 3 tables, 2 figures, and 4 notes.)

The construct of school engagement has attracted growing interest as a way to ameliorate the decline in academic achievement and increase in dropout rates. The current study tested the fit of a second-order multidimensional factor model of school engagement, using large-scale representative data on 1103 students in middle school. In order to make valid model comparisons by group, we evaluated the extent to which the measurement structure of this model was invariant by gender and by race/ethnicity (European-American vs. African-American students). Finally, we examined differences in latent factor means by these same groups. From our confirmatory factor analyses, we concluded that school engagement was a multidimensional construct, with evidence to support the hypothesized second-order engagement factor structure with behavioral, emotional, and cognitive dimensions. In this sample, boys and girls did not substantially differ, nor did European-American and African-American students, in terms of the underlying constructs of engagement and the composition of these constructs. Finally, there were substantial differences in behavioral and emotional engagement by gender and by racial/ethnic groups in terms of second-order factor mean differences. This study capitalizes on a natural experiment that occurred in California between 2000 and 2002. In those years, the state offered a competitively allocated $20,000 incentive called the Governor's Teaching Fellowship (GTF) aimed at attracting academically talented, novice teachers to low-performing schools and retaining them in those schools for at least four years. Taking advantage of data on the career histories of 27,106 individuals who pursued California teaching licenses between 1998 and 2003, we use an instrumental variable strategy to estimate the unbiased impact of the GTF on the decisions of recipients to begin working in low-performing schools within 2 years after licensure program enrollment. We estimate that GTF recipients would have been less likely to teach in low-performing schools than observably similar counterparts had the GTF not existed, but that acquiring a GTF increased their probability of doing so by 28 percentage points. Examining retention patterns, we find that 75 percent of both GTF recipients and nonrecipients who began working in low-performing schools remained in such schools for at least four years. In specifying a minimum passing score on examinations that students must pass to obtain a high school diploma, states divide a continuous performance measure into dichotomous categories. Thus, students with scores near the cutoff either pass or fail despite having essentially equal skills. The authors evaluate the causal effects of barely passing or failing a high school exit examination on the probability of graduation using a regression discontinuity design. For most Massachusetts students, barely failing their first 10th grade mathematics or English language arts (ELA) examination does not affect their probability of graduating. However, low-income urban students who just fail the mathematics examination have an 8 percentage point lower graduation rate than observationally similar students who just pass. There is no analogous impact from just passing or failing the ELA exit examination. For these urban, low-income students, barely failing the mathematics test does not affect the likelihood of on-time grade promotion, but it does cause students to be 4 percentage points more likely to drop out of school in the year following the test. Low-income urban students are just as likely to retake the test as equally skilled suburban students, but they have less success on retest. (Contains 3 figures, 3 tables, and 19 notes.)

The purpose of this research is to explore the dynamics of cortisol regulation in the context of center-based child care by examining the impact of social context (large classroom vs. small group) and relationship quality with caregivers (conflict with mothers and teachers). We extend the research on children's physiologic stress system functioning in center-based child care by focusing on morning cortisol levels among young children living in poverty. While in high-quality center-based child care, children's cortisol levels decreased over the course of the morning--a result that contrasts with findings in previous research with middle-class children, for whom cortisol typically increased over the course of the day while attending center-based child care. Cortisol levels were further reduced when children were moved from a large classroom environment to a small group context. Relationship conflict with mothers and teachers moderated these effects. Children who had high conflict with their mother exhibited cortisol levels that remained higher (decreased less) over the course of the morning, and children who had high conflict with their teacher exhibited cortisol levels that remained higher (decreased less) in response to the small group context. These results indicate that high-quality child care has the potential to support reduced stress among children living in poverty, at least as indicated by adrenocortical activity.

This article exploits highly detailed data on teacher absences from a large urban school district in the northern United States to shed light on the determinants and effects of teacher absences. The topic is important because both school and district policies can influence teachers' propensity to be absent. The authors estimate the impact of teacher absences on academic achievement of students matched to elementary school teachers. Models include fixed effects for teachers to control statistically for potential correlation between time-invariant levels of teachers' skill and effort and their rates of absence. The authors estimate 10 additional days of teacher absence reduce mathematics achievement of fourth-grade students by 3.2% of a standard deviation. They employ an additional instrumental variables strategy to bolster the case for a causal interpretation of results. Instrumental variables results indicate the impact of unexpected teacher absences on student achievement is larger than the impact of anticipated absences. Using data from the National Institute of Child Health and Human Development Study of Early Child Care and Youth Development, the authors investigated whether there was evidence of intraindividual stability in behavior problems over time as well as whether children with higher levels of behavior problems at 24 months and more rapid increases in behavior problems prior to school entry performed more poorly on 1st-grade tests of cognitive ability and achievement than their peers. Three findings were noteworthy. First, there was evidence of both intraindividual and interindividual variability in behavior problems between 24 months and 1st grade. Second, children with higher initial levels of internalizing and externalizing behaviors at 24 months had lower cognitive ability and achievement scores in 1st grade. Finally, children with more rapid increases in internalizing behaviors over time had lower cognitive ability scores in 1st grade; this association did not exist for externalizing behaviors. Implications for future research are discussed.

In this study, the authors make use of an unusual property of a data set from Bogota--whereby some teachers teach math to more than one group of students--to determine the roles of teacher quality, peer group composition, and class size. They show that all three have effects on student achievement. They also show that the average attributes of public schools and private schools differ markedly in dimensions that affect student achievement. Finally, they show that differences in student achievement among schools in the public sector, and especially among schools in the private sector, are much larger than the average difference between the achievement of children attending public schools and those attending private schools, net of family background influences. The implication for parents is that the decision to use public or private schools is much less important than the choice of school within either sector. The implication for governments is that the details of subsidy programs are extremely important. (Contains 3 tables, 2 figures and 68 footnotes.)

As part of standards-based educational reform efforts, more than 40 states will soon require students to achieve passing scores on standardized exams in order to obtain a high school diploma. Currently, many states are struggling with the design of their examination systems, debating such questions as which subjects should be tested, what should be the minimum passing scores, and what should be the rules regarding options for failing students to retake the exams. In this paper, we use data from a long-standing examination system, the General Educational Development (GED) exams, to illustrate the importance of the answers to these questions to both the number and composition of passers. We show that, among school dropouts in Florida and Texas who attempted the GED examinations, the option of retaking the examination upon initial failure was especially important for dropouts of color, and that the mathematics exam posed the greatest obstacle to females and the writing exam to males. We also show that an increase in the passing standard had a marked short-run impact on the number of school dropouts in Texas who attempted the GED exams, but that the number of test-takers recovered over several years.

Examines labor-market value of the General Educational Development (GED) credential for females. Finds that among females who dropped out of high school with weak basic math skills, those with a GED have accumulated more work experience and have higher labor-market earning in their mid-20s than have observationally similar dropouts lacking the GED credential. Uses National Longitudinal Survey of Youth data to examine whether measures of male teenagers' skills (academic, reasoning, and self-esteem) predict their wages at ages 27 and 28. Young female dropouts may make several kinds of educational investments, all of which enhance earned income. Completing the General Educational Development (GED) Test increases income 25%; GED plus 1 year of training or college increases it 50%. For high school dropouts who last attempted the General Educational Development (GED) test in Florida and New York in 1989-1990, earnings of those without GEDs, least-skilled GED holders, and highest-skilled GED holders were compared. Higher GED scores were associated with higher earnings, except for white males. These earnings differences were as large for minority as white dropouts. (SK)

Data from the National Longitudinal Survey of Youth show that acquisition of the General Educational Development (GED) credential results in wage increases for dropouts who left school with weak skills, but not for those who left with strong skills. Postsecondary education and training are associated with higher wages for male dropouts. (SLD)
