Kazakistan ve Kırgızistan Devletlerinin kuruluşuna kadar büyük ölçüde benzer bir siyasî, sosyal ve ekonomik macera yaşayan Kazak ve Kırgız Türklerinin sözlü edebiyat geleneği içinde önemli yer tutan “şeşendik sözler” incelenmiştir. Kazak ve Kırgız Edebiyatlarına ait sözlü gelenek ürünü şeşendik sözler yazılı kaynaklardan taranarak tespit edilmiş ve Türkiye Türkçesine aktarılmıştır. Bir kavramsal çerçeve verilerek şeşenlerin ve şeşendik sözlerin sözlü edebiyat geleneği içindeki yeri ve kökeni, diğer edebî türlerle ilişkisi ve işlevleri ortaya konmuştur. Şeşendik sözlerin, devlet yönetiminin çeşitli kademelerinde yer alan hanlar, biyler ile aile ve boyların temsilcileri kabul edebileceğimiz şeşenlerin çeşitli konulardaki anlaşmazlıklarla ilgili davalar, görüşmeler, ziyaretler, şakalaşmalar esnasında söyledikleri ve halk tarafından benimsenerek tekrarlanan ya da bu kişiler etrafında çeşitli anlatı türlerine dönüşerek halk arasında yayılan sözler olduğu görülmüştür. Şeşen; akıl, bilgi, tecrübe, hazırcevaplık ile her hangi bir konuda sorun çözücü, yol gösterici, öğüt verici veciz sözler söyleyebilen söz ustası anlamına gelmektedir. Şeşendik sözlerin şekil ve muhteva yönünden halk edebiyatının pek çok türü ile çeşitli benzerlikler gösterdiği, Kazak ve Kırgız Türklerinin töre, gelenek görenek, inanç, hayatı anlayışı ve yaşam biçimini yansıttığı, millî kültür değerlerinin yeni kuşaklara öğretilmesi ve aktarılmasında önemli roller üstlendiği tespit edilmiştir. Kazak ve Kırgız Türklerince bilinen şeşenlerin ve anlatılan şeşendik sözlerin bir kısmının, bazen sözlerin atfedildiği şeşenler değişse de, bu iki toplumun ortak kültür mirası içerisinde yer edindiği tespit edilmiştir. Anahtar Kelimeler: Kazak Halk Edebiyatı, Kırgız Halk Edebiyatı, Şeşen, Şeşendik sözler, Biylik Söz, Cırav, Cırşı, “The oratorical speeches" taking an important place in the oral literary tradition in Kazakh and Kyrgyz Turks, who have a very similar political, social and economic background until the foundation of the Kazakhstan and Kyrgyzstan states, have been examined in this thesis. The oratorical speeches which are oral tradition product of Kazakh and Kyrgyz Literatures have been determined by scanning from written sources and translated into Turkey Turkish. Giving a conceptual framework, the place of Oratorical speeches and Şeşens in the oral literary tradition and their origins have been revealed to their relations and functions with other literary genres. The oratorical words are the speeches or words used by khans, elderly people in various levels of state administration and said words by Şeşens who are accepted as the representatives of families or tribes during the cases, negotiations, visits, told jokes about the disputes on various issues and these words have been repeated and adopted by the public or spread among the people by transforming into various narrative types. Şeşen means the master of words, who has the ability of problem solving, guiding, counseling and saying proverbs in any subject with reason, knowledge, experience, readiness in an intelligent way. It has been determined that oratorical words show various similarities with many types of folk literature in terms of shape and content, reflect the tradition, tradition, belief, understanding of life and life style vii of Kazakh and Kyrgyz Turks, and play important roles in teaching and transferring national cultural values to new generations. It has been revealed that although some of the told oratorical speeches and Şeşens known by the Kazakh and Kyrgyz Turks change sometimes they are in common; Kazakh and Kyrgyz Turks share a common cultural heritage. Renaissance benefited from these scientific advancements that include the contribution of humankind to the accumulation of knowledge over the centuries from different civilizations. As far as the medieval scientists of the Muslim world is concerned, they articulated so brilliantly that science is universal and it is the common language of the human race.
