Postmodernism started to show its effect in the social, economic, political and administrative fields after the 1970s. Especially, demonstrated the need for change in the managerial field by bringing a postmodern understanding of Public Administration to the face of the modern understanding of Public Administration. Postmodern Public Administration increased its dominance in the 1980s as a result of the introduction of an understanding of public business in front of an understanding of public service. But with the 1990s, the increase in the idea that the understanding of the operator is not enough has led to the process of evolving management into governance. By 2000, the awareness of the effectiveness of knowledge and technology on a social basis led to a new radical change. The structuring of Digital Age Governance, the foundations of which were laid out by Dunleavy et al. in 2005, opened the door to a radical change in postmodern public administration. In this direction, it is considered that there are indirect and direct relations between Digital Age Governance and postmodernism. Based on this idea, in this study, it is aimed to determine the relationship between Digital Age Governance and postmodernism as a result of evaluating similarities and differences.JEL Classification Codes: D73, N40, O38

Günümüzde enerji tüketiminin giderek arttığı, çevre koruma bilincinin geliştiği ve enerji piyasalarındaki serbestleşmenin istikrarlı şekilde ilerlediği görülmektedir. Bu nedenle, yeni teknolojiler yardımı ile yenilenebilir enerji kaynaklarından (YEK) daha fazla yararlanmaya yönelik politikalar üretilmekte ve dağıtılmış üretim sistemlerine olan ilginin artması sağlanmaktadır. Mikro şebekeler YEK’lerin şebekeye entegrasyonunda önemli avantajlar sağlayan bir çözüm olarak ortaya çıkmıştır. Mikro şebekelerin yapılarında bulunan YEK’lerin değişken üretim yapıları gibi bazı belirsizliklere sahip olması, bu sistemlerde frekans kararlılığını önemli problemlerden biri haline getirir. Bir mikro şebeke modeline etkin bir yük frekansı kontrolünün (YFK) sağlanması, bu sistemlerin kararlılığı ile ilgili iyileştirmelere önemli ölçüde katkıda bulunur. Bu çalışmada, mikro şebekede, YFK’de karşılaşılan zorlukların üstesinden gelmek için bir fuzzy oransal integral türev(PID - Proportional-Integral-Derivative) kontrolör yapısı önerilmiştir. En uygun kontrolör parametrelerinin belirlenmesi için lig şampiyonası algoritması (LŞA), karınca koloni algoritması (KKA) ve parçacık sürü optimizasyon (PSO) algoritmaları kullanılmıştır. Aynı zamanda, fuzzy PID kontrolörünün kazançlarının en uygun değerlerinin elde edilmesi için zaman ağırlıklı mutlak hatanın toplamı (ITAE - Integral Time-weighted Absolute Error) maliyet fonksiyonu kullanılmıştır. Çalışma sonucunda önerilen kontrolörün performansı klasik PID kontrolör ile karşılaştırılmıştır., Today, it is seen that energy consumption is gradually increasing, environmental protection awareness is developing and liberalization in energy markets is progressing steadily. For this reason, with the help of new technologies, policies are produced to benefit more from renewable energy resources (RES) and the interest in distributed generation systems is increased. Micro grids have emerged as a solution that provides significant advantages in the integration of RES to the grid. The fact that RES in the structures of micro grids have some uncertainties, such as variable generation structures, makes frequency stability one of the important problems in these systems. Providing effective load frequency control (LFC) to a micro grid model contributes significantly to improvements in the stability of these systems. In this study, a fuzzy proportional-integral-derivative (PID) controller structure is proposed to overcome the difficulties encountered in LFC in micro grid. League championship algorithm (LCA), ant colony algorithm (ACA) and particle swarm optimization (PSO) algorithms were used to determine the most suitable controller parameters. At the same time, the integral time-weighted absolute error (ITAE), cost function is used to obtain the optimal values of the gains of the fuzzy PID controller. As a result of the study, the performance of the proposed controller was compared with the classical PID controller.

Antropomorfizm (insanbiçimcilik); tarih öncesi çağlardan beri bilinen ve 18. yüzyılda bu isimle adlandırılmaya başlanan, binyıllardır sanat eserlerinin üretiminde çoğunlukla yalın anlamda atıfta bulunulan bir kavramdır. Antropomorfik eserler genel anlamda; “insana ait biçim ve özelliklerin; Tanrı’ya, hayvanlara, bilhassa da nesnelere, eşyalara vb. cansız varlıklara yüklendiği yapıtlar” olarak tanımlanmaktadır. Yaşadığımız çağda sanatsal anlamda çoğunlukla; belli bir kavramı/düşünceyi ifade eden, doğada bulunan canlı ve cansız varlıkları içselleştirip/yorumlayarak aktaran ya da sadece sanatçının kendi duygularını/fikirlerini ortaya koyan pek çok türde özgün seramik eserler üretilmektedir. “Antropomorfizm” kavramı günümüzde pek çok sanat dalında olduğu gibi seramik sanatçıları içinde önemli bir esin kaynağı olmuş ve birçok çağdaş seramik sanatçısı tarafından antropomorfik formlar/eserler üretilmeye başlanmıştır. Günümüz çağdaş sanatçıları; geçmişte olduğu gibi yalın antropomorfik esereler üretmek yerine, yanı sıra kendi içsel yorumlamalarını, ruhsal/düşünsel devinimlerini ve güncel sanat pratiklerinden elde ettikleri kazanımlarını da ilgili eserlerine yansıtmaktadır. Bu nedenle çağımızda üretilen antropomorfik eserler; görünümlerindeki şaşkınlık verici, ilgi uyandırıcı ve anlam yüklü detaylar, verdikleri güçlü mesajlar bakımından daha dikkat çekici/değerli bulunmaktadır. Günümüz çağdaş seramik sanatında, dünyanın çeşitli bölgelerinden pek çok sanatçının eserlerinde antropomorfik yaklaşımlara rastlamak mümkündür. Bu çalışmada, antropoloji, teoloji, mitoloji, felsefe, bilim, teknoloji ve sanat gibi pek çok farklı disiplin ile ilişkili oldukça geniş bir kavram olan antropomorfizm terimi; daha çok sanatta kullanımı özelinde ana hatlarıyla irdelenmiş ve günümüz çağdaş seramik sanatına yansımaları bazı örnekler aracılığıyla aktarılmıştır., Anthropomorphism is a concept that has been known since prehistoric times and started to be named by this name in the 18th century and has been mostly referred to in the plain sense in the production of works of art for millennia. Anthropomorphic works, in general terms, are defined as "works in which the human forms and features attributed to inanimate beings, God, animals, especially objects, things, etc.".In the age we live in, mostly in the artistic sense, many types of original ceramic works are produced that express a certain concept/idea, internalize/interpret living and non-living beings in nature, or simply reveal the artist's own feelings/ideas. The concept of "anthropomorphism" has become an important source of inspiration for ceramic artists as in many art branches today, and anthropomorphic forms/works have started to be produced by many contemporary ceramic artists. Contemporary artists today reflect their own internal interpretations, spiritual/intellectual movements, and gains from contemporary art practices in their related works instead of producing plain anthropomorphic works as in the past. For this reason, anthropomorphic works produced in our age are more remarkable/valuable in terms of astonishing, intriguing, and meaningful details in their appearance and the strong messages they give.In today's contemporary ceramic art, it is possible to find anthropomorphic approaches in the works of many artists from various parts of the world. In this study, the term anthropomorphism, which is a very broad concept related to many different disciplines such as anthropology, theology, mythology, philosophy, science, technology, and art, has been studied mainly in terms of its use in art and its reflections on contemporary ceramic art have been conveyed through some examples.

Bu araştırmada; seramik malzemenin kullanım alanları üzerinde durularak, ülkemizdeki farklı üniversitelerde seramik malzeme ile ilişkili çeşitli alanlarda eğitim verilen sanatsal, bilimsel, teknolojik birçok bölümün ve günümüzde henüz branşlaşmamış olan ilgili bölümlerin alt dallarının bölümleştirilmesinin/branşlaştırılmasının, “Seramik Üniversitesi” adlı tek çatı altında toplanmasının gerekliliğine, bunun ülkemize sunacağı sanatsal, bilimsel, teknolojik katkılara yer verilecektir. Tarih öncesi çağlardan beri insanoğlunun ilk uğraşları arasında yer alan seramik malzeme; ilerleyen uzun yıllar ve gelişen teknoloji ile birlikte, işlevsel/dinsel/dekoratif/sanatsal anlamda üretilen seramik/çini/cam eserlerin yanı sıra tuğla-kiremit-pencere camı-duvar/yer karoları-vitrifiye vb. mimari yapı/inşaat gereçleri, sofra-mutfak eşyaları, diş-kemik gibi vücut protezleri/sağlık gereçleri-ilaçlar, elektrik-elektronik-teknolojik makine/ekipman parçaları gibi mühendislik gereçleri vb. şeklinde hemen hemen hayatımızın her alnında yer almaktadır. Yaşamımızda böylesine geniş ve detaylı alanlarda yer alan “seramik” ile ilgili olarak; seramik teknolojisi, sanatsal seramik ve endüstriyel seramik alanlarında pek çok farklı fakültelere bağlı, birçok birbirinden bağımsız-kopuk halde bölümler bulunmaktadır. Seramik malzemenin kullanıldığı hemen her alan ile ilgili eğitim-öğretimin tek çatı altında toplanması amacıyla bir “Seramik Üniversitesi” kurulması ülkemizin sanatsal, bilimsel ve teknolojik anlamda ileri ölçüde gelişimine katkı sağlayacak oldukça önemli bir adım olacaktır. Bahsi geçen Seramik Üniversitesi’nin ülkemizin seramik(çini) başkenti olan Kütahya ilinde kurulması; öğrenciler, ilgili alan akademisyenleri, seramik ile ilişkili iş/bilim/sanat dünyasının üniversiteye ve dolayısıyla Kütahya’ya olacak ilgisini önemli ölçüde arttıracaktır., In this study, with an emphasis on the usage areas of ceramic material, the necessity of dividing/branching sub-branches of many artistic, scientific, and technological departments and related departments that are not yet branched in various fields related to ceramic materials in different universities in our country and necessity of gathering them under a single roof called "Ceramic University," and its artistic, scientific and technological contributions to our country will be included. Ceramic material, which has been among the first occupations of human beings since prehistoric times, takes its place in almost every forehead of our lives, with the advancing years and developing technology, such as brick-tile-window glass-wall / floor tiles-sanitary ware and architectural building/construction equipment, tableware-kitchen utensils, body prostheses such as teeth and bones / sanitary ware-medicines, engineering tools such as electrical-electronic-technological machinery/equipment parts, etc., besides the functional/religious/decorative/artistic ceramic/tile/glassworks. There are many departments in the fields of ceramic technology, artistic ceramics, and industrial ceramics affiliated to many different faculties, independent from each other regarding the "ceramics" which take place in such wide and detailed areas in our lives. Establishing a "Ceramic University" in order to gather education and training in almost every field in which ceramic material is used under one roof will be a very important step that will contribute to the advanced artistic, scientific, and technological development of our country. The establishment of the mentioned Ceramic University in Kütahya, which is the ceramic (tile) capital of our country, will significantly increase the interest of students, academicians in the relevant field, and the world of business/science/art related to ceramics to the university and therefore to Kütahya.

Approaches to contemporary art started in the 20th century in the production of ceramics, which has been continuing since prehistoric times. Some forms/works in search of aesthetic concern and artistic purpose started to be produced increasingly with the ceramic material produced which the religious ceramics, figurative figurines, and food-drink-storage containers had been being produced at the beginning. In our age, many kinds of original ceramic works have been produced which express a certain concept/idea and internalize/interpret the beings in nature, or simply reveal the artist's feelings/ideas, mostly in artistic terms. The concept of biomorphism has become an important source of inspiration for ceramic artists as in many art branches today and biomorphic forms/works have been started to be produced by many contemporary ceramic artists. Biomorphic works, which are defined as works that generally resemble the creatures in nature, mostly plant/animal forms, especially in which certain appearance orcharacteristics of microscopic creatures and sea creatures are emphasized by the artists by adding certain personal interpretations/contributions are quite remarkable/valuable in our age in terms of the density of aesthetic details in the style, which is rare in their existence. In today's contemporary ceramic art, it is possible to find biomorphic tendencies in the works of many artists from various parts of the world. In this study, the concept of biomorphism, biomorphic art, and biomorphic trends in contemporary ceramic art are examined, and the introduction of the works of some contemporary artists who produce biomorphic ceramic works, which are considered to be exemplary, are included., Tarih öncesi çağlardan beri devam eden seramik üretiminde ortalama 20. yüzyıldan itibaren çağdaş sanata yönelik yaklaşımlar başlamıştır. Başlangıçta birtakım dinsel seramikler, figüratif heykelcikler ve yeme-içme-saklama kapları üretilen seramik malzeme ile giderek artan şekilde estetik kaygı ve sanatsal gaye arayışında olan formlar/eserler üretilmeye başlanmıştır. Çağımızda sanatsal anlamda çoğunlukla; belli bir kavramı/düşünceyi ifade eden, doğada bulunan varlıkları içselleştirip/yorumlayarak aktaran ya da sadece sanatçının kendi duygularını/fikirlerini ortaya koyan pek çok türde özgün seramik eserler üretilmektedir. Biyomorfizm kavramı günümüzde pek çok sanat dalında olduğu gibi seramik sanatçıları için de önemli bir ilham kaynağı olmuş ve birçok çağdaş seramik sanatçısı tarafından biyomorfik formlar/eserler üretilmeye başlanmıştır. Genel anlamda doğadaki canlıları, daha çok bitki/hayvan biçimlerini anımsatan, özelliklede mikroskobik canlıların ve deniz canlılarının belli görünüm veya özelliklerinin, sanatçılar tarafından belirli kişisel yorumlamalar/katkılar da ilave edilerek vurgulandığı yapıtlar olarak tanımlanan biyomorfik eserler; görünümlerindeki nadir rastlanan tarzdaki estetik detayların yoğunluğu bakımından çağımızda oldukça dikkat çekici/değerli bulunmaktadır. Günümüz çağdaş seramik sanatında, dünyanın çeşitli bölgelerinden pek çok sanatçının eserlerinde biyomorfik eğilimlere rastlamak mümkündür. Bu çalışmada; biyomorfizm kavramı, biyomorfik sanat ve günümüz çağdaş seramik sanatında biyomorfik eğilimler konuları irdelenmiş, biyomorfik seramik eserler üreten bazı çağdaş sanatçıların örnek niteliğinde olduğu düşünülen eserlerinin tanıtımına yer verilmiştir.

Contemporary trends in the production of ceramics that has been continuing since prehistoric times have started from the 20th century on average, and forms/works that are increasingly seeking aesthetic concern and artistic purpose have started to be produced with pure ceramic materials, which it has been previously producing eating-drinking-storage containers and some religious ceramics, figurative figurines. In the production stages of ceramic works in the age we live in, different internal materials have been used, which will not remain on their concrete existence, but only their traces/texture/effect will remain. Besides, different external materials, which will remain. concrete in the production stages of ceramic Works, or later usages, have started to be used. Today, in the production of ceramic artifacts, those that are added to the mud to be shaped by grinding/breaking up materials such as bone dust/ash, animal feathers/hairs, paper derivatives, wood shavings, fabric pieces, and textile materials such as especially fabrics, sponges, knits, etc., which are dipped in casting mud or covered with mud, so that the mud takes its unique shape/texture can be given as an example of using different materials in ceramic art. Besides, all kinds of organic or inorganic materials such as lace/knitting and plant leaves, which are mostly used to give texture, make decor, leave marks on the ceramic form at the stage of leather hardness, can be included in the definition of using different materials. Iron shavings, metal, stone, wood, textile, light, video, screen, etc., and all kinds of different concrete materials added to the ceramic work during the production stages or after the glazed furnace stage can be given as an example of using different materials in the ceramic art.Different materials used as both internal and external are very common in today's contemporary ceramic art. However, it can be said that the use of different external materials is increasingly becoming more prominent. In this research, the use of different materials in contemporary ceramic art will be examined, and the introduction of the works of some contemporary artists, which are considered to be exemplary, will be included., Tarih öncesi çağlardan beri süregelen seramik üretiminde ortalama 20. yüzyıldan itibaren çağdaş yönelimler başlamış, önceleri yeme-içme-saklama kapları ve birtakım dinsel seramikler, figüratif heykelcikler üretilen salt seramik malzeme ile giderek artan şekilde estetik kaygı ve sanatsal gaye arayışında olan formlar/eserler üretilmeye başlanmıştır.Yaşadığımız çağda seramik eserlerin üretim aşamalarında; sonradan somut varlığı üzerinde kalmayacak, sadece izi/dokusu/etkisi kalacak olan dâhili farklı malzemeler kullanılmaya başlanmıştır. Ayrıca yine seramik eserlerin üretim aşamalarında ya da sonradan somut varlığı kalacak olan harici farklı malzemeler kullanılmaya başlanmıştır. Günümüzde seramik eser üretiminde, öğütülerek/parçalanarak şekillendirme yapılacak çamur içerisine katılan; kemik tozu/külü, hayvan tüyleri/kılları, kağıt türevleri, odun talaşı, kumaş parçaları gibi malzemeler ve özellikle döküm çamuruna batırılarak ya da üzerine çamur kaplanarak, çamurun ona özgü şekli/dokuyu alması sağlanan kumaş, sünger, örgü vb. tekstil malzemeler, seramik sanatında dâhili farklı malzeme kullanımına örnek olarak verilebilir. Ayrıca seramik forma çoğunlukla deri sertliği aşamasında doku vermek, dekor yapmak, iz bırakmak amacıyla kullanılan dantel/örgü ve bitki yaprakları gibi organik ya da inorganik her türlü malzemeler dâhili farklı malzeme kullanımı tanımlaması kapsamına alınabilir. Seramik esere üretim aşamalarında veya sırlı fırın aşamasından sonra eklenen demir talaşı, metal, taş, ağaç, ahşap, tekstil, ışık, video, ekran vb. her türlü somut farklı malzemelerde seramik sanatında harici farklı malzeme kullanımına örnek gösterilebilir. Günümüz çağdaş seramik sanatında; dâhili ve harici olarak belirtilen her iki farklı malzeme kullanım şekli de oldukça yaygındır. Ancak harici farklı malzeme kullanımının, giderek artan şekilde daha çok ön plana çıktığı söylenebilir. Bu araştırmada çağdaş seramik sanatında farklı malzeme kullanımı konusu irdelenerek konu ile ilgili bazı çağdaş sanatçıların örnek niteliğinde olduğu düşünülen eserlerinin tanıtımına yer verilecektir.

Türkiye'de yerel düzeydeki mikro etkileşim alanları ile uluslararası düzeydeki makroetkileşim alanları arasındaki ilişkilerin geliştirilmesi, toplumsal dinamiklerdeki çeşitliliğiarttırarak, değişimler meydana getirmiştir. Böylece yerel düzeydeki uluslararası ilişkilerinkuvvetlendirildiği alanlarda `yerleşik olarak bulunan yabancıların` varlığı, toplum dinamizmiiçinde kendini hissettirmeye başlamıştır. Toplumda kısmi kabul görmüş ve yeni dinamizmalanlarını şekillendiren yerleşik yabancı kesimler, zamanla yönetsel alanda da varlık göstermeçabasına girmiştir. Bu durum dünyada ve Türkiye'de, yerleşik yabancıların yerel yönetimlerekatılımı üzerine tartışmaları ve çalışmaları arttırmıştır.Çalışma kapsamında; yerleşik yabancıların Türk yerel yönetim teşkilatındaki etkilerive konumu, Tanzimat döneminden başlayarak ele alınmıştır. Böylece yerleşik yabancılarınyerel düzeydeki yönetim yapılarına dahil olmasının tarihsel arka planı ve güncel kazanımları,Tanzimat'tan günümüze aktarılmıştır. Yerleşik yabancıların günümüz yerel yönetim teşkilatıiçindeki konumu, Türkiye'de köklü bir yapılanma oluşturan Alanya Belediyesi YabancılarMeclisi ile örneklendirilmiş ve çalışmaya yansıtılmıştır.Çalışma ile yerleşik yabancıların; Türk yerel yönetim teşkilatına etkilerinin ortayakonulması ve böylece yerleşik yabancıların Türk yerel yönetim teşkilatı içindeki yerininbelirlenmesi amaçlanmıştır. Ayrıca oluşturulabilecek yerel yönetim teşkilatlanmaları üzerineöngörü sağlayacak çıktıların belirlenmesi amaçlanmıştır.Çalışma kapsamında belirtilen amaçlara ulaşmak için çalışmanın kavramsal çerçevesive tarihsel teorik kısmı, literatür taraması yöntemiyle oluşturulmuştur. Çalışmanın (uygulamakısmı) son bölümü; literatür üzerinden elde edilen verilerle desteklenerek, Alanya BelediyesiYabancılar Meclisi ve Alanya'daki yerel yönetim kademelerinin yöneticileriyle mülakatyapılarak alan araştırması yöntemiyle oluşturulmuştur. Thus, the presence of `resident foreigners` in the areas where internationalrelations at the local level have been strengthened has started to make itself felt within thedynamism of the society. The established foreign sections, which have been partially acceptedin the society and have shaped new areas of dynamism, have made an effort to show theirpresence in the managerial field over time. This has increased the debate and work on theparticipation of resident foreigners in local governments in the world and in Turkey.Within the scope of the study, the effects and position of resident foreigners in theTurkish local government organization were discussed starting from the Tanzimat period.Thus, the historical background and current gains of the participation of resident foreigners ingovernment structures at the local level have been transferred from Tanzimat to the presentday. The position of resident foreigners within today's local government organization hasbeen exemplified and reflected in the study by the Alanya Municipality Foreigners Assembly,which is a well-established structure in Turkey.The aim of the study is to demonstrate the effects of resident foreigners on Turkishlocal government organization and thus determine the place of resident foreigners in Turkishlocal government organization. In addition, it is aimed to determine the outputs that willprovide insight into local government organizations that can be created.The conceptual framework and historical theoretical part of the study were formed bythe method of literature review in order to achieve the objectives stated in the scope of thestudy. The final part of the study was supported by the data obtained from the literature, andinterviews were conducted with the managers of Alanya Municipality Council of foreignersand the local government levels in Alanya and were prepared with the method of fieldresearch. City managements have also been involved in theprocess of changing that globalization has brought in the post-1980 period. Theinvolvement of the city management in the process has begun to take place withthe rigid national borders and getting out of the way of hierarchy. Citymanagements are reshaped by the sharing of various warrants and authorities ofcentral management at the local level. Moreover, governance, which is reflectedby the indirect effects of globalization, has become dominant in the managementfield in general. As governance began to become effective in city management,the participation of local management and the rise of local democracy became amanagement model that has begun to move with the motto of "coexistence inthe locality for the global". Many ethnic elements have begun to coexistin cities that have been accelerated by international migration movements underthe influence of globalization. Citizens of foreign countries, who are definedas resident foreigners, have begun to take part in various structures in orderto be able to adapt to cities and take part in city management. To be able toinvolve in city management of foreign citizens in the US is carried out by theparliaments of the advisory committee that is formed under the "Conventionon Foreigners' Participation in Public Life at the Local Level". Theresult of not to be a party to the agreement, the first and only example inTurkey; Alanya Foreign Assembly is an advisory board, which is formed with theparticipation of foreign residents that is based on volunteerism. The purposeof our work is to demonstrate the impacts of local residents' involvement inpublic life at the local level in city management. Within the scope of thestudy, the theoretical and general informants were screened through theliterature, and the application part of the study was formed by developing thefield study with the interview method., 1980 sonrası dönemde küreselleşmenin meydanagetirdiği değişim süreçlerine, kent yönetimleri de dahil olmuştur. Ayrıca küreselleşmenin dolaylı etkilerinin yansıdığı yönetişim,genel olarak yönetim alanında hakim duruma gelmiştir. Yönetişimin kentyönetimlerinde de etkin hale gelmeye başlamasıyla katılımın ve yereldemokrasinin arttığı kent yönetimleri, “küresel için yerelde birliktelik”mottosu ile hareket etmeye başlayan yönetim modeli haline gelmiştir.Küreselleşmenin etkisiyle uluslararası göç hareketlerinin hızlanması sonucukentlerde birçok etnik unsur bir arada yaşamaya başlamıştır. Yerleşik yabancıolarak tanımlanan yabancı ülke vatandaşları, kentlere adapte olabilmek ve kentyönetimlerinde yer alabilmek adına çeşitli yapılanmalar içerisinde yer almayabaşlamıştır. Avrupa Birliği’ndeki yabancı vatandaşların kentlerdeki yönetimalanına dahil olabilmesi, “Yabancıların Yerel Düzeyde Kamusal Hayata Katılımınaİlişkin Sözleşme” çerçevesinde oluşturulan danışma kurulu niteliğindekimeclislerle gerçekleştirilmektedir. Türkiye’nin sözleşmeye taraf olmamasısonucu, Türkiye’de ilk ve tek örneğini oluşturan, yerleşik yabancılarınkatılımıyla oluşturulmuş, danışma kurulu niteliğindeki Alanya YabancılarMeclisi; temellerini gönüllülük esasına dayandırmaktadır. Çalışmamızda yerleşikyabancıların yerel düzeyde kamusal yaşama katılımlarının kent yönetimlerindekietkilerinin ortaya konulması amaçlanmaktadır. Çalışma kapsamında teorik vegenel bilgilendirmeler literatür üzerinden tarama yapılarak, çalışmanınuygulama kısmı ise mülakat yöntemiyle alan çalışması gerçekleştirilerekoluşturulmuştur.
