Building standards for energy effectiveness are increasing constantly and the market follows these changes by constructing new buildings in accordance with standards and refurbishment of the existing housing stock. Comprehensive trends in European construction market show tremendous increase in building retrofit works. It can be predicted that after the end of this decade, more than half of the construction works in European cities will be taking place in existing buildings, pushing the construction of new buildings to a less important role. Such a growth in building refurbishment works is creating a demand for suitable materials, retrofitting techniques and research. The differences between refurbishment of new-build projects and historical or valuable buildings are insufficiently recognized - mostly the buildings without further cultural preservation requirements are studied. This article covers the theme of refurbishment measures in historical buildings - the specific measures like inside insulation which are allowed due to the valuable facade or other heritage preservation requirements. An overview of other innovative methods for energy saving in existing buildings and their potential is given. In cities of the Baltic Sea Region (BSR) among other historical tracks the traces of the Hanseatic League clearly denominate. The "German Hanse" greatly influenced the development of BSR towns starting from the XIV century leaving its footprint of characteristic red brick buildings in the cities of most BSR countries. (6) Most remaining historic buildings today have mortar construction and authentic facades and decorative elements which are listed amongst valuable characteristic traits of the buildings and have to be preserved. From the other side, historic buildings were built in times when energy performance standards of the buildings and the lifestyles of inhabitants were not as challenging as today. People used natural wood or coal heating systems, they were used to colder temperatures during the winter season and their understanding of comfort was different from modern understanding. This creates the need to retrofit historic buildings to suite modern standards. From the great oil crisis in the 1960-ies, the standards for building energy performance were raised constantly and the gap between existing previously built and newly constructed buildings was increasing also (Fig. 1).

The explosive growth of retail centres during the last decade in East European countries caused many changes in existing town structures and transportation. Big buildings surrounded by huge parking-lots appeared inside previously planned territories with little care of surrounding environment and became the brain-teaser for town planners. This article is our humble attempt to show main problems caused by increased car use for shopping, measure and compare the effectiveness of private cars parking systems in different retail and provision centres. Vilnius city is chosen because it is the best example of such invasion and variety of objects can be found here. Survey data has helped us to find the main problems, define and calculate efficiency attributes to use it in COPRAS decision support method. Developed methodology can help city planners to determine and localize problems caused by big retail centres, to enhance motivation and versatility of decisions.

Išnagrinėti taikomi miesto formos įvertinimo metodai, parinkti tinkami urbanistinei miesto erdvinės struktūros analizei metodai. Įvertintas 7 didžiausių Lietuvos miestų kompaktiškumas ir Kauno miesto erdvinė struktūra darnumo aspektu. The work extends the conception of sustainability of spatial structure. The methods for numerical expression and objective measurement and comparison of urban form compactness and spatial distribution rationality are discussed and developed. The obtained research results show the compactness of Lithuanian towns. The calculations of Kaunas city structure elements spatial distribution disclose the current situation and indicate sustainability problems in the city. This methodology will be used by VGTU Spatial Planning Institute while making general plans of Lithuanian towns. It will help to find the best territory for development and optimize the current structure of towns. The multi-criteria methods are used with GIS to evaluate and compare characteristics of territory. The results were used in specialized plan of retail centers distribution in Kaunas city. The methodology can be used in different planning and researching works to support motivation of decision makers.

The work describes the modern concepts of sustainable development emphasizing on compact city concept. The methodology for obtaining numerical expressions of compactness is developed and examples are shown. Aprašomas daugiakriterinio metodo taikymas prekybos centrų poveikiui miestui, kaip sudėtingai sistemai, įvertinti. Poveikis miestui aprašomas kaip prekybos centrų sukeliamų padarinių, pvz., aplinkinių gyventojų ir visų miesto gyventojų aplinkos kokybės pokyčiai, miesto susisiekimo sistemos pokyčiai, architektūrinio ir urbanistinio miesto suvokimo pokyčiai, suma. Padariniai įvertinami skaitinėmis reikšmėmis ir skaičiuojama jų visuma. Taikant šį metodą, lyginami skirtingi alternatyvūs objektai. Uždavinys aprašomas daugeliu kriterijų. Pagrindiniai atributai padeda įvertinti prekybos centrų poveikį gyvenimo kokybei, susisiekimo sistemos darbui, ekonominei naudai ir architektūriniam bei urbanistiniam aplinkos suvokimui. Kriterijų reikšmingumai (svarba) nustatyti ekspertų vertinimo metodu. Jiems normalizuoti taikomas tiesinis normalizavimo metodas. Kriterijų reikšmingumai apskaičiuoti įvertinus miestų planavimo srities specialistų pildytas anketas. Iš idealių įvertinimų suformuota optimali alternatyva, kad galima būtų palyginti su realiai egzistuojančiais objektais. Poveikis skaičiuojamas taikant multiplikatyvinį suminį optimalių kriterijų metodą. Prekybos centrų plėtros strategija siūloma lyginant esamų objektų įvertinimus su optimaliu įvertinimu. Daugiakriterinis prekybos centrų modelis prekybos centrų poveikiui miesto sistemai įvertinti buvo naudojamas Kauno miesto savivaldybės teritorijos didžiųjų prekybos įmonių išdėstymo specialiajame plane. [toliau žr. visą tekstą] This paper concerns multi-attribute decision support methodology applied to analyze the impact of retail centres on the city as a complex system. Influence on the city is described as the sum of effects the retail centres give to the quality of life to the neighborhood and other city population, the work of city transportation system, architectural and urban perception of the city. The gamut of impact is estimated and numerical expression is obtained. Using it different alternative objects are compared. The task is described by many attributes. The main attributes are distinguished to measure the influence of retail centres on quality of life, the work of transportation system, on the economics and the architectural – urban perception of the city. On the basis of expert judgment the weights of attributes are estimated. The normalization of the efficiency attributes is done using linear normalization method. The values of different attributes are derived from the rating done by urbanism ground experts. From ideal values the optimal alternative is made. Influence is estimated using Multiplicative Summarized Optimal Criterion method. The strategy of retail centres development is defined by comparison of existing objects to ideal value. The multi-attribute model for estimation of retail centres influence to the city was used in “Kaunas city municipality specialised plan for dislocation of retail centres”. Darbo tikslas – išanalizuoti urbanistinių struktūrų, kaip veiksnio, darančio įtaką kriminogeninei aplinkai, sąsajas ir pasiūlyti miestų struktūrų formavimo būdus, leidžiančius mažinti neigiamą riziką miestiškoje aplinkoje. Darbe aptarti pagrindiniai kriminogeninės aplinkos teoriniai modeliai ir užsienio šalių patirtis saugios miestiškos aplinkos formavimo srityje. Pateikta užsienio šalių patirtis formuojant skirtingas miestų teritorijas. Skirtinguose erdvinio detalumo lygmenyse geostatistinės erdvinės analizės priemonės atlikti 5 tyrimai. Tyrimams atlikti naudota ArcGIS programinė įranga. Remiantis išanalizuota medžiaga ir gautais rezultatais, nustatytas ryšys tarp urbanistinių sistemų nei posistemių ir kriminogeninio aktyvumo lygio charakteristikų skirtingais vertinimo aspektais. Darbo pabaigoje pateiktos išvados bei rekomendacijos, kuriose, atsižvelgus į tyrimų rezultatus, apibrėžtos prevencinės miestų ir teritorijų planavimo priemonės bei jų taikymo galimybės. Darbą sudaro įvadas, 3 skyriai su išvadomis nei rekomendacijomis, literatūros sąrašas. Darbo apimtis – 78 p. teksto be priedų, 48 paveikslai, 8 lentelės, 50 bibliografiniai šaltiniai. The aim of Master thesis is to analyze the influence of urban structures to criminogenic influence and suggest ways how to create a safety environemt and reduce negative risk in the context of Vilnius city as a example for a common case. The thesis explains main criminogenic theoretical models and foreign experience creating of safety environment in a city. The thesis reveals good and bad foreign practices in creation of different functionality areas. There are accomplished 5 researches by tools of geostatistic spatial analyze in different Vilnius city scale levels. The researches accomplished by using ArcGIS software. Based on analyzed materials and achieved results, there are defined a relationship between urban system, subsystems and characteristics of criminogenic activity in respect of different aspects of assessment. At the end of the thesis there are presented conclusions and recomendations, where taking into account the results of researches, defined preventive urban planning measures and its range of application. The thesis consists of introduction, 3 sections with conclusions and recomendations and the list of literature. The scope of the work is 78 pages without appendixes, 48 pictures, 8 tables and 50 references. The appendixes (drawings) are added separately.

Pagrindinis magistro darbo tikslas – parengti „Statyk ir važiuok“ stovėjimo aikštelių įrengimo pagrindimo metodiką ir pateikti siūlymus dėl tokių stovėjimo aikštelių plėtros Vilniaus mieste. Darbo užduotys – atlikti literatūros šaltinių apžvalgą, išanalizuoti Vilniaus miesto specialiajame plane pateiktus „Statyk ir važiuok“ stovėjimo aikštelių įrengimo variantus, atlikti studentų bei ekspertų nuomonės tyrimus aikštelių įrengimo klausimais, nustatyti, kokios aikštelės yra tinkamiausios, pasitelkus statistinę skaičiavimo metodiką. Šiame darbe taikomi trys statistiniai metodai – SAW , TOPSIS ir COPRAS. Skaičiavimų metu, pagal tam tikrus parinktus kriterijus, apskaičiuojama, kurių iš siūlomų aikštelių įrengimas yra tikslingiausias. Studentų nuomonės tyrimo metu nustatytos devynios tinkamiausios aikštelės, o ekspertų nuomonės tyrimo metu nustatyta po tris tinkamiausias aikšteles periferinėje, vidurinėje ir centrinėje miesto zonose. Gauti tyrimų rezultatai gali būti panaudoti atsižvelgiant į tolesnę aikštelių plėtrą Vilniaus mieste. Darbo tekstine dalį turi sudaryti 78 p., 1–17 pav., 1–16 lent. ir 5 priedai, taip pat turi būti išanalizuoti 34 literatūros ir informacijos šaltiniai. The main aim of this masters work is to arrange „Park and ride“ parking spots installation method and to introduce proposals for parking spots development in Vilnius. The main assignment of this work is to analyze literature sources, to analyze "Park and Ride" sites which are listed in "Vilnius city special plan", to organize student and expert opinion survey about the "Park and Ride" sites development, to identify which of the sites are the best for Vilnius city, using multi-criteria analysis. In this job, three methods were used - SAW, TOPSIS and COPRAS. During the counting, several criteria are chosen to prove which site is the bests. In the student survey nine sites were declared as the most appropriate for the Vilnius. In the expert survey, there were three most appropriate sites in every region - periphery, middle city part and the center. The results of the survey can be used for further "Park and Ride" sites development in Vilnius. The work consists of the 78 pages of text, 17 figures 16 tables and 5 annexes as well as analysis of 34 literature and information sources. The graphical part of the thesis consists of 1 drawing: 1. The most appropriate “Park and Ride” sites for Vilnius M 1:50 000.
