The European Commission requested the EFSA Panel on Plant Health to prepare and deliver risk assessments for commodities listed in Commission Implementing Regulation EU/2018/2019 as 'High risk plants, plant products and other objects'. This Scientific Opinion covers all plant health risks posed by unrooted cuttings of Jasminum polyanthum produced in a protected environment (greenhouse) that are imported from Israel, taking into account the available scientific information, including the technical information provided by the NPPO of Israel by 15 March 2020. The relevance of an EU quarantine pest for this opinion was based on evidence that: (i) the pest is present in Israel; (ii) Jasminum is a host of the pest; and (iii) the pest can be associated with the commodity. The relevance of any other pest, not regulated in the EU, was based on evidence that: (i) the pest is present in Israel; (ii) the pest is absent in the EU; (iii) Jasminum is a host of the pest; (iv) the pest can be associated with the commodity and (v) the pest may have an impact and can pose a potential risk for the EU territory. Six species, the EUquarantine pest Scirtothrips dorsalis, and the EU non-regulated pests Aonidiella orientalis, Milviscutulus mangiferae, Paracoccus marginatus, Pulvinaria psidii and Colletotrichum siamense fulfilled all relevant criteria and were selected for further evaluation. For these pests, the risk mitigation measures proposed in the technical dossier from Israel were evaluated taking into account the possible limiting factors. For these pests, an expert judgement is given on the likelihood of pest freedom taking into consideration the risk mitigation measures acting on the pest, including uncertainties associated with the assessment. The estimated degree of pest freedom varies among the pests evaluated, with S. dorsalis being the pest most frequently expected on the imported plants. The Expert Knowledge Elicitation indicated, with 95% certainty, that between 9,958 and 10,000 bags per 10,000 would be free of S. dorsalis. [ABSTRACT FROM AUTHOR]

The European Commission requested a pest categorisation of the non‐EU viruses and viroids of potato (hereafter referred to as viruses). As a first step, a systematic literature and database search was carried out to identify the viruses reported to naturally infect Solanum tuberosum and other tuber‐forming Solanum spp (hereafter referred to as potato). Based on the global distribution and on the prevalence inside the European Union (EU), the Panel identified 40 non‐EU viruses known to occur only outside the EU or with only a limited presence in the EU (reported in only one or few Member States (MSs) and/or with restricted distribution, outbreaks). Twenty‐seven viruses were identified as having a significant presence in the EU (known to occur in several MSs, frequently reported in the EU, widespread in several MSs) or reported only from the EU so far, and will be excluded from further categorisation in the frame of the present mandate. Five viruses remained with an undetermined standing because the available information did not allow their allocation to one of the above groups. The viruses considered non‐EU and those with undetermined standing will be further categorised if not addressed by EFSA in previous scientific opinions. Seven viruses for which non‐European isolates are specifically regulated in Annex I of directive 2000/29/EC will be categorised separately. The main knowledge gaps and uncertainties of this grouping concern the natural host status of potato, the taxonomy, and/or information on the geographical distribution and prevalence of some of the analysed viruses. Following a request from the EU Commission, the Panel on Plant Health has addressed the pest categorisation of non-EU isolates of potato virus M (PVM). The information currently available on geographical distribution, biology, epidemiology, potential entry pathways, potential additional impact compared to the current situation in the EU and availability of control measures of non-EU isolates of PVM has been evaluated with regard to the criteria to qualify as a potential Union quarantine pest. Because non-EU isolates of PVM are absent from the EU, they do not meet one of the requirements to be regulated as a regulated non-quarantine pest (RNQP) (presence in the EU); as a consequence, the Panel decided not to evaluate the other RNQP criteria for these isolates. Populations of PVM can be subdivided into two strains: the ordinary strain (PVM-O) is present in the EU, while the divergent strain (PVM-D) is absent from the EU or considered to have at most a limited distribution in the EU. Non-EU isolates of PVM-O are not expected to have an additional impact in the EU compared to EU isolates and therefore do not meet the corresponding criterion to qualify as a potential Union quarantine pest. The Panel is unable to conclude on the potential impact of non-EU PVM-D isolates in the EU territory, but PVM-D isolates meet all the other criteria to qualify as a potential Union quarantine pest. Common control strategies to manage stored product pests are mainly based on the use of synthetic insecticides and fumigants. Consumer’s demand for pesticide-free food, and the increasing resistance of pests to traditional insecticides, dictate the need to evaluate alternative control methods. For this purpose, many sustainable techniques have been tested for the control of stored product pests. Among them, Citrus essential oils can represent a valid alternative to synthetic insecticides. The effects of Sweet Orange essential oil (EO) nanoemulsion applied as cold aerosol were evaluated against adults of Tribolium confusum du Val (Coleoptera: Tenebrionidae) and Cryptolestes ferrugineus Stephens (Coleoptera: Cucujidae). Both chemical and physical characterization of the EO-based formulation was carried out. The developed formulation had an average size belonging to the nanometer scale and a low polydispersity index. The relatively high zeta potential value confirms the stability over time of the developed formulation. The efficacy of the tested formulation showed a dose-dependent response and the cumulated mortality of the exposed insects increaseduntil 24h of exposure for C. ferrugineus and until 120h for T. confusum. The tested formulation was more effective against T. confusum adults (LD50= 86.30 ppm) than C. ferrugineus ones (LD50= 36.79 ppm). The results of this study coupled with the large availability at reasonable costs of Sweet orange EO, are promising for the potential development of new tools against stored product pests.

The efficacy of natural enemies in controlling pests under field conditions is largely correlated with their capacity to spread within infested crops. In this study the spatial dispersal of the California red scale parasitoid Aphytis melinus DeBach (Hymenoptera: Aphelinidae) was evaluated in the field after augmentative releases. The experiment was conducted in 2007 in six 1-ha plots in a Sicilian citrus orchard under integrated pest management. A total of 180,000 A. melinus adults was released in each of three plots and the other plots were left as untreated control. The flight range of the parasitoid was evaluated, for 35 days after the release, on 16 trees per each plot, located at 20 and 40 m from the central release point using yellow sticky traps activated with Aonidiella aurantii (Maskell) (Hemiptera: Diaspididae) sexual pheromone and by monitoring the percentage parasitism of the scale on fruits and twigs. The effects of the distance from the release point and density of susceptible stages of host on parasitoid dispersal were evaluated. The number of wasps captured during the whole trial was greater in the traps located 20 m from the release point than in those at 40 m and in the control plots. Aphytis melinus dispersed over distances less than 40 m based on both the lower percentage parasitism and numbers captured recorded at distances of 40 m. The results are discussed in the context of the biological control of California red scale in citrus orchards by means of wasp releases. In particular, the release points should be no more than 40 m apart for a quick and homogeneous colonization of the area treated. [ABSTRACT FROM AUTHOR]
