Research and development (R&D) investments foster green innovation, which is key to decarbonize the energy system and attain long-term climate goals. In this paper, we link three integrated assessment models that possess a macroeconomic framework – WITCH, MERGE-ETL and GEM-E3 – with the bottom-up technology-rich energy system model TIAM-ECN, in order to quantitatively explore how investments in R&D can support deep decarbonization pathways. We take advantage of the endogenous technological learning feature of the first three models to derive R&D-induced capital cost reductions for strategic clusters of low-carbon technologies: solar energy, on- and offshore wind energy, carbon capture and storage, advanced fuels, and batteries for electric vehicles. We examine scenarios with different assumptions on CO2 mitigation and R&D policy. These assumptions are harmonized among our four models, and capital cost reductions driven by R&D are exogenously incorporated in TIAM-ECN, which enables a detailed assessment of the required energy transition. Our results show that the stringency of climate change mitigation policy remains the key factor influencing the diffusion of low-carbon technologies, while R&D can support mitigation goals and influence the contribution of different types of technologies. If implemented effectively and without worldwide barriers to knowledge spill-overs, R&D facilitates the deployment of mature technologies such as solar, wind, and electric vehicles, and enables lower overall energy system costs.

The Paris Agreement does not only stipulate to limit the global average temperature increase to well below 2 °C, it also calls for ‘making finance flows consistent with a pathway towards low greenhouse gas emissions’. Consequently, there is an urgent need to understand the implications of climate targets for energy systems and quantify the associated investment requirements in the coming decade. A meaningful analysis must however consider the near-term mitigation requirements to avoid the overshoot of a temperature goal. It must also include the recently observed fast technological progress in key mitigation options. Here, we use a new and unique scenario ensemble that limit peak warming by construction and that stems from seven up-to-date integrated assessment models. This allows us to study the near-term implications of different limits to peak temperature increase under a consistent and up-to-date set of assumptions. We find that ambitious immediate action allows for limiting median warming outcomes to well below 2 °C in all models. By contrast, current nationally determined contributions for 2030 would add around 0.2 °C of peak warming, leading to an unavoidable transgression of 1.5 °C in all models, and 2 °C in some. In contrast to the incremental changes as foreseen by current plans, ambitious peak warming targets require decisive emission cuts until 2030, with the most substantial contribution to decarbonization coming from the power sector. Therefore, investments into low-carbon power generation need to increase beyond current levels to meet the Paris goals, especially for solar and wind technologies and related system enhancements for electricity transmission, distribution and storage. Estimates on absolute investment levels, up-scaling of other low-carbon power generation technologies and investment shares in less ambitious scenarios vary considerably across models. In scenarios limiting peak warming to below 2 °C, while coal is phased out quickly, oil and gas are still being used significantly until 2030, albeit at lower than current levels. This requires continued investments into existing oil and gas infrastructure, but investments into new fields in such scenarios might not be needed. The results show that credible and effective policy action is essential for ensuring efficient allocation of investments aligned with medium-term climate targets.

Global emissions scenarios play a critical role in the assessment of strategies to mitigate climate change and their related societal transformations. The current generation of scenarios, however, are criticized because they rely heavily on net negative CO2 emissions (NNCE) that result from allowing temperature limits to be temporarily exceeded. In this study we present a new set of emissions scenarios that exclude NNCE. We show that such scenarios require a more rapid near-term transformation with significant long-term gains for the economy (even without considering the benefits of avoided climate impacts). Scenarios that avoid temperature overshoot and NNCE are thus not only economically more attractive over the long term, they also involve lower climate risks. Our study further identifies possible alternative configurations of net-zero CO2 emissions systems and the distinct roles of different sectors and regions in order to balance emissions sources and sinks.

The implementation of determined or ambitious environmental policies may lead to regressive distributional impacts, disproportionately affecting low income population groups. The imposition of additional taxes on energy products affects negatively low-income households that face funding scarcity, increasing the risk of energy poverty. In this study, the state-of-the-art general equilibrium model GEM-E3-FIT is significantly expanded to represent ten income classes in all EU Member States. Each income class is differentiated by income sources, savings, and consumption patterns. We use the new modelling capabilities of GEM-E3-FIT to quantify the distributional impacts of European Union's ambitious emission reduction targets, in particular exploring their effects on income by skill and on energy-related expenditure by income class. The analysis shows that the transition to climate neutrality may increase modestly inequality across income classes, with low-income households facing the most negative effects. However, using carbon tax revenues as lump-sum transfers to support household income and as reduced social security contributions will increase employment and reduce income inequality across households in EU countries.

A sufficiently detailed breakdown of the economic interrelationships could be achieved on the basis of best available historical regional datasets. Therefore, the tables developed and described in this report provide a valuable input for further analysis. The Blue Economy sectors, however, will receive more detailed analysis and treatment in the process of further research. The main remaining data gap are centered around fishing and aquaculture activities. For coastal and maritime tourism, first suggestions have been made in this report. For fishing and aquaculture activities, all identified datasets did actually only report aggregated figures. This is understandable as, also in most of the regions considered in our project, the overall economic relevance of aquaculture activities remained rather low until now. However, In order to provide the Commission with reliable information on the economic significance of aquaculture activities, it would certainly be useful to encourage appropriate adaptations of contemporarily applied European economic statistical classification patterns in the course of regular revision work. While it remains for future research activities to establish a detailed statistical mapping of the economic activities in the aquaculture sector, all of the other relevant sectors selected by us could be well identified on the basis of available statistical information. Apart from Malta and Cyprus,32 the absence of a European obligation to deliver regional trade statistics on a regular basis made it necessary for us to carry out a time-consuming analysis of further available regional trade data for all islands to be examined. Apart from Malta and Cyprus: The non-availability of regionalized trade data thus calls any attempt to infer regional IOTs into question. In the process of modelling the climate change impacts on the selected islands’ blue economy sectors, the data base developed here will be increasingly refined. Therefore, the work reported here can be thought of a snapshot, which illustrates the difficulties encountered and first results but not yet the full picture.

This article presents a multi-model assessment of the macroeconomic impacts of coastalflooding due to sea level rise and the respective economy-wide implications of adaptation measures for two greenhouse gas(GHG)concentration targets, namely the Representative Concentration Pathways(RCP)2.6 and RCP4.5, and subsequent temperature increases. We combine our analysis, focusing on the global level, as well as on individual G20 countries, with the corresponding stylized RCP mitigation efforts in order to understand the implications of interactions across mitigation, adaptation and sea level rise on a macroeconomic level. Our global results indicate that until the middle of this century, differences in macroeconomic impacts between the two climatic scenarios are small, but increase substantially towards the end of the century. Moreover, direct economic impacts can be partially absorbed by substitution effects in production processes and via international trade effects until 2050. By 2100 however, wefind that this dynamic no longer holds and economy-wide effects become even larger than direct impacts. The disturbances of mitigation efforts to the overall economy may in some regions and for some scenarios lead to a counterintuitive result, namely to GDP losses that are higher in RCP26 than in RCP45, despite higher direct coastal damages in the latter scenario. Within the G20, our results indicate that China, India and Canada will experience the highest macroeconomic impacts, in line with the respective direct climatic impacts, with the twofirst large economies undertaking the highest mitigation efforts in a cost-efficient global climate action. A sensitivity analysis of varying socioeconomic assumptions highlights the role of climate-resilient development as a crucial complement to mitigation and adaptation efforts.

This paper explores the consequences of different policy assumptions and the derivation of globally consistent, national low-carbon development pathways for the seven largest greenhouse gas (GHG)–emitting countries (EU28 as a bloc) in the world, covering approximately 70% of global CO2 emissions, in line with their contributions to limiting global average temperature increase to well below 2 °C as compared with pre-industrial levels. We introduce the methodology for developing these pathways by initially discussing the process by which global integrated assessment model (IAM) teams interacted and derived boundary conditions in the form of carbon budgets for the different countries. Carbon budgets so derived for the 2011–2050 period were then used in eleven different national energy-economy models and IAMs for producing low-carbon pathways for the seven countries in line with a well below 2 °C world up to 2050. We present a comparative assessment of the resulting pathways and of the challenges and opportunities associated with them. Our results indicate quite different mitigation pathways for the different countries, shown by the way emission reductions are split between different sectors of their economies and technological alternatives.

The Paris agreement has provided a new framework for climate policy. Complementary forms of international collaboration, such as climate clubs, are probably necessary to foster and mainstream the process of gradual and voluntary increase in nationally determined contributions. We provide a quantitative macro-economic assessment of the costs and benefits that would be associated with different climate club architectures. We find that the key benefits that could structure the club are enhanced technological diffusion and the provision of low-cost climate finance, which reduce investment costs and also enables developing countries to take full advantage of technological diffusion. Although they face the highest absolute mitigation cost, China and India are the largest relative winners from club participation because the burden faced by these countries to finance their energy transition can be massively reduced following their participation in the club. Achieving the Paris Agreement goals may require complementary institutions such as climate clubs. Enhanced technological diffusion and the provision of low-cost climate finance are shown to support the creation of climate coalitions.

As part of the European Green Deal, the EU aims to become climate-neutral and reach net-zero greenhouse gas emissions by 2050. Ιn this context, EU member states are required to develop a national strategy to achieve the required emissions reductions under the Paris Agreement and EU climate goals. Western Macedonia is a region in North-western Greece with its economy largely dominated by lignite mining, lignite-fired power plants and district heating systems. In 2019, the Greek Government set the goal of withdrawing all lignite plants by 2028, with most units being withdrawn already by 2023. This decision has had an immense socio-economic impact on the region of Western Macedonia. This research work reflects the current situation at the socio-economic and socio-political level in Western Macedonia and discusses the policies implemented in the context of the lignite phase-out process to ensure a just transition for households and businesses of the region. Although there is not a ‘one-size-fits-all’ blueprint for successful low-carbon transitions of high-carbon intensive regional economies, the main target of our paper is understanding the impacts, challenges and opportunities of decarbonizing Western Macedonia.

Wind energy is the leading renewable technology towards achieving climate goals, yet biodiversity trade-offs via land take are emerging. Thus, we are facing the paradox of impacting on biodiversity to combat climate change. We suggest a novel method of spatial planning that enhances windfarm sustainability: investments are prioritized in the most fragmented zones that lie outside the Natura 2000 network of protected areas. We showcase it in Greece, a biodiversity hotspot with a strong climate policy and land conflict between conservation and wind energy schemes. The analysis indicates that the suggested investment zone supports wind harnessing 1.5 times higher than the 2030 national goal, having only marginally lower (4%) wind speed. It performs well for the conservation of the annexed habitats and species of the two Nature Directives and it greatly overlaps with the Important Bird Areas (93%) and the roadless areas (80%) of Greece. It also greatly overlaps (82%-91%) with the exclusion zones suggested according to three sensitivity maps for bird conservation. Since land use change triggers biodiversity decline, we underline the necessity of such approaches for meeting both climate and biodiversity goals and call for a greater environmental policy convergence towards biodiversity conservation and no net land take.

The United Nations-led international climate change negotiations in Paris in December 2015 (COP21) trigger and enhance climate action across the globe. This paper presents a model-based assessment of the Paris Agreement. In particular, we assess the mitigation policies implied by the Intended Nationally Determined Contributions (INDCs) put forward in the run-up to COP21 by individual member states and a policy that is likely to limit global warming to 2 °C above pre-industrial levels. We combine a technology-rich bottom-up energy system model with an economy-wide top-down CGE model to analyse the impact on greenhouse gas emissions, energy demand and supply, and the wider economic effects, including the implications for trade flows and employment levels. In addition, we illustrate how the gap between the Paris mitigation pledges and a pathway that is likely to restrict global warming to 2 °C can be bridged. Results indicate that energy demand reduction and a decarbonisation of the power sector are important contributors to overall emission reductions up to 2050. Further, the analysis shows that the Paris pledges lead to relatively small losses in GDP, indicating that global action to cut emissions is consistent with robust economic growth. The results for employment indicate a potential transition of jobs from energy-intensive to low-carbon, service oriented sectors.

The bottom-up approach of the Nationally Determined Contributions (NDCs) in the Paris Agreement has led countries to self-determine their greenhouse gas (GHG) emission reduction targets. The planned ‘ratcheting-up’ process, which aims to ensure that the NDCs comply with the overall goal of limiting global average temperature increase to well below 2 °C or even 1.5 °C, will most likely include some evaluation of ‘fairness’ of these reduction targets. In the literature, fairness has been discussed around equity principles, for which many different effort-sharing approaches have been proposed. In this research, we analysed how country-level emission targets and carbon budgets can be derived based on such criteria. We apply novel methods directly based on the global carbon budget, and, for comparison, more commonly used methods using GHG mitigation pathways. For both, we studied the following approaches: equal cumulative per capita emissions, contraction and convergence, grandfathering, greenhouse development rights and ability to pay. As the results critically depend on parameter settings, we used the wide authorship from a range of countries included in this paper to determine default settings and sensitivity analyses. Results show that effort-sharing approaches that (i) calculate required reduction targets in carbon budgets (relative to baseline budgets) and/or (ii) take into account historical emissions when determining carbon budgets can lead to (large) negative remaining carbon budgets for developed countries. This is the case for the equal cumulative per capita approach and especially the greenhouse development rights approach. Furthermore, for developed countries, all effort-sharing approaches except grandfathering lead to more stringent budgets than cost-optimal budgets, indicating that cost-optimal approaches do not lead to outcomes that can be regarded as fair according to most effort-sharing approaches.

Following the Paris Agreement, climate policies have been developing rapidly, consequently affecting all economic agents. To this extent, trade implications and competitiveness effects have been of prime concern to energy and climate policy makers. In this study, we employ the GEM-E3 hybrid CGE model to quantify the regional and sectoral trade impacts of climate mitigation scenarios. In line with the Paris Agreement, we assess a global implementation of NDCs and a global mitigation action consistent with the 2°C target. The scenarios differ in both effort sharing and mitigation stringency, yet we find a reduction of global trade activity under both policy regimes. The key driver is the sharp decline of global demand for fossil fuels. Fossil fuels, a highly traded good, are substituted by domestically produced goods like electricity or by capital equipment that is traded with lower intensity. Decarbonization policies have an important impact on trade flows, affected by the relative stringency of action and the key characteristics of the regional economies. We identify regions that benefit from the emergence of new markets for clean energy goods, contrary to the fossil-fuel exporters, as well as regions that achieve a comparative advantage due to their preparedness from early mitigation action.

The Paris Agreement-which is aimed at holding global warming well below 2 °C while pursuing efforts to limit it below 1.5 °C-has initiated a bottom-up process of iteratively updating nationally determined contributions to reach these long-term goals. Achieving these goals implies a tight limit on cumulative net CO2 emissions, of which residual CO2 emissions from fossil fuels are the greatest impediment. Here, using an ensemble of seven integrated assessment models (IAMs), we explore the determinants of these residual emissions, focusing on sector-level contributions. Even when strengthened pre-2030 mitigation action is combined with very stringent long-term policies, cumulative residual CO2 emissions from fossil fuels remain at 850-1,150 GtCO2 during 2016-2100, despite carbon prices of US$130-420 per tCO2 by 2030. Thus, 640-950 GtCO2 removal is required for a likely chance of limiting end-of-century warming to 1.5 °C. In the absence of strengthened pre-2030 pledges, long-term CO2 commitments are increased by 160-330 GtCO2, further jeopardizing achievement of the 1.5 °C goal and increasing dependence on CO2 removal.

Energy networks, that is, electrical networks and fossil fuel pipelines, are the backbone of energy systems. They are a prerequisite for energy security and good quality of delivered energy services. Energy networks are exposed to weather conditions and are found to be vulnerable to the impacts of climate variability like extreme weather effects and sea level rise. Such conditions may even take place in areas with moderate climate conditions. Appropriate considerations must be made by network planners in order to incorporate adaptation measures that will help avoid large costs and disturbances in the future. This chapter presents how susceptible energy networks are in specific phenomena connected to climate. Potential solutions are provided in order to mitigate the disturbance caused. Additionally, ideas on how energy networks could help in mitigating climate effects are presented, with emphasis on the win-win case of distributed generation.

This chapter presents an analysis of the conditions under which energy can be a lever of sustainable development for the N. Africa (The countries considered are: Algeria, Libya, Egypt, Morocco and Tunisia.) countries in the context of intensification of greenhouse gas abatement policies. The analysis begins with the identification of the distribution, uses and potential uses of the energy resources in the N. African countries. Then growth opportunities for N. African economies are examined in the context of an increasing intensity of climate policy and of a widening of its geographical scope providing opportunities for cross border integration of energy markets, for extension of emission permit markets and the use of JI and CDM development mechanisms (JI (Joint Implementation) and CDM (Clean Development Mechanism) are market instruments introduced in the Kyoto Protocol). In particular, alternative scenario simulations are used to analyze how the N. African countries may gain from incorporation into Europe’s greenhouse gas abatement effort. From a methodological point of view the analysis is performed by means of a computable general equilibrium model, named GEM-E3-Med, specifically constructed for the CIRCE project (CIRCE Integrated Project – Climate Change and Impact Research: the Mediterranean Environment. Supported by the European Commission’s Sixth Framework Programme, Sustainable Development, Global Change and Ecosystems). The analysis is quantitative and focuses on the effect of alternative scenarios on competitiveness, welfare, employment and economic growth of the Mediterranean economies and in particular the N. African countries.

Greece is a country with many dispersed islands where favorable conditions for exploiting RES exist. Cyclades is a group of islands that some of them are not so far away to be interconnected with the mainland and among them. This interconnection will reduce the need for operating the local oil- fired stations and extending the area they occupy to meet future needs. This paper presents an additional benefit from the Interconnection of Cyclades to the mainland, the exploitation of the very favorable wind conditions of the area. With the use of geographical information systems (GIS) the most promising locations for installing wind power have been identified with the restriction of the thermal limits of the interconnection lines. The results from investment analysis of wind power after interconnection of Cyclades show clear financial benefits for the potential investors even without subsidy.

The European Union has recently established the “Clean Energy for all Europeans” climate policy framework, aiming at the achievement of the European Nationally Determined Contribution (NDC) submitted to the Paris Agreement. The EU28 NDC includes a commitment for emission reductions in 2030 but also refers to an economy-wide effort towards 2050 so as to contribute effectively to the long-term mitigation of climate change. We discuss the respective EU28 emission pathways in the context of a well below 2 °C global climate stabilization target and estimate the macroeconomic impacts for the EU28 economy by considering alternative levels of climate action for major non-EU emitters. We employ two models, the technology-rich energy system model PRIMES, and the global large-scale hybrid computable general equilibrium model GEM-E3. The two models are soft linked so as to ensure a consistent and robust framework of analysis. We find that emission reductions in the energy supply sector are dominant up to 2030 while transport takes the lead in 2050. Transport and non-CO2 emissions are the main remaining emitting sources in 2050. We present the key decarbonization pillars and confirm that the impacts on the EU28 economy largely depend on the level of mitigation action adopted by the rest of the world and by the relative carbon intensity across regions. Due to asymmetric ambition of climate policies, a global implementation of NDCs results in economic losses for the EU28 when compared with a “pre-Paris” policy reference scenario, despite positive effects on energy-intensive and clean technology exports. On the contrary, we find that the region registers economic gains in the case of coordinated 2 °C global climate action.

This study assesses Japan’s mid-century low-emission pathways using both national and global integrated assessment models in the common mitigation scenario framework, based on the carbon budgets corresponding to the global 2 °C goal. We examine high and low budgets, equal to global cumulative 1600 and 1000 Gt-CO2 (2011–2100) for global models, and 36 and 31 Gt-CO2 (2011–2050) in Japan for national models, based on the cost-effectiveness allocation performed by the global models. The impacts of near-term policy assumption, including the implementation and enhancement of the 2030 target of the nationally determined contribution (NDC), are also considered. Our estimates show that the low budget scenarios require a 75% reduction of CO2 emissions by 2050 below the 2010 level, which is nearly the same as Japan’s governmental 2050 goal of reducing greenhouse gas emissions by 80%. With regard to near-term actions, Japan’s 2030 target included in the NDC is on track to meet the high budget scenario, whereas it is falling short for the low budget scenario, which would require emission reductions immediately after 2020. Whereas models differ in the type of energy source on which they foresee Japan basing its decarbonization process (e.g., nuclear- or variable renewable energy-dependent), the large-scale deployment of low-carbon energy (nuclear, renewable, and carbon capture and storage) is shared across most models in both the high and low budget scenarios. By 2050, low-carbon energy represents 44–54% of primary energy and 86–97% of electricity supply in the high and low budget scenarios, respectively.

As climate change events take place often on a very local scale, the core of the SOCLIMPACT projectis a strong focus on downscaling socio-economic consequences. In this report, these outlooks comprise the reference case to which the climate cases are compared.The focus is on Blue Economy sectors, notablytourism, energy, and aquaculture, and maritime transport, as those are key to the economic development of the islands and a core element of European green growth strategies. The modelling framework employed involves an extension of two widely utilised macroeconomic models: an island-level application of the large hybrid general equilibrium model (GEM-E3) and an applied macro-econometric model (GINFORS). Both models feature global coverage and have been originally developed to map mutual macroeconomicinterdependences between national economies, and have been further developed in this project. The theoretical and structural differences of the two models (GEM-E3-ISL & GINFORS) enhance the robustness of results. The report is organized as follows. Chapter 2 outlines the methodology and traces the inputsto the two economic models. The implementation strategies of either model are described by economic sector analyzed (tourism, aquaculture, energy and maritime trasnport), but the implementation is the same for each island. Chapter 3 contains the results. They are reported by island, so that interested parties can immediately access the results for “their” respective island. Chapter 4 summarizes findings and concludes with an outlook on future research questions.

SOCLIMPACT improves a climate change risk assessment, helping islands to identify their climate change related risks or to test their existing risk management strategies under climate change and therefore identify sectorial challenges where new strategies are needed. Following these steps, the SOCLIMPACT project will operationalize with a modelling chain between WP4-WP5 and WP6 the outputs of WP3: some relevant impact chains, selected after each step of WP3 will be modelized. o A first step of risk screening allows sector leaders to conduct a desk-top study and screen the climate change-related exposure of each sector using readily available datasets, which are registered in the D3.3 and D3.4. o A second step risk assessment takes a standard risk-based approach using national data, local information and expert knowledge in order to formalize some theoretical impact chains. o A third step (detailed) risk assessment process allows sector leaders and islands focal points to further investigate short-listed impact chains and provides support to prioritise sectors and/or sub-risks.

This first deliverable is a thematic and cross-cutting synthesis to define the four Soclimpact sectors of Blue Economy as well as their statistical boundaries. Secondly, the main impacts of climate change are analysed for each sector, so as start the brainstorming which will be detailed in the next deliverables on the impacts chains (3.2, 3.3 and 3.4.). Finally, the governance of the WP3 is presented in the form of matrices and tables to summarize the involvement of the Soclimpact partners on the 12 islands of the project. The collected information is the result of several meetings between the partners: - A brainstorming during the Kick-Off meeting (end of January) about climate change possible impacts per geographical scales (pilot sites, islands, regional area, etc.) and per sector. - Contributions from the sector leaders of the project: ULPGC for Coastal and Maritime Tourism, CETECIMA for Maritime Transport, ITC for Marine Energy and AquaBioTech Group for Aquaculture - Contributions from the sector teams during online meetings - WP3 online meetings - WP3 meeting in Corsica: the need to meet partners physically one more time caused delays for the submission of the deliverable.
