This volume offers a systematic philosophical analysis of the normative challenges facing European refugee policy, focusing on whether the response to it can be based on European values. By considering the refugee policy through the lens of European values, cosmopolitan norms and universal human rights, the contributions expose the weaknesses and limitations of existing regulations and make proposals on how to improve them. The EU is often seen as a cosmopolitan project. Europe is supposed to be a community of states that aspires to be guided by cosmopolitan norms. However, the idea of a cosmopolitan Europe has never been unanimously shared, and in recent years, it has come under increasing scrutiny, particularly with regard to the EU’s refugee policy. The guiding idea of this book is that a deeper philosophical understanding of the normative issues at stake can foster greater conceptual clarity and enrich political debates on the future of European refugee policy. The first part of the book revolves around the question of whether the rise in refugee numbers over the past decade has led to a crisis in the EU and, if so, how this crisis relates to or impacts European values. The second part traces the history of the discourse on “European values” and examines from a philosophical perspective how we can plausibly understand these values in terms of their moral grammar, their normative content and their implications for the behaviour of the EU and its member states. Finally, the third part puts forth recommendations for a feasible and normatively more compelling European refugee policy based on human rights, human dignity, justice and democratic self-determination as the decisive normative requirements. Cosmopolitan Norms and European Values: Ethical Perspectives on Europe’s Refugee Policy will be of interest to researchers and advanced students working in ethics, political philosophy, political science, social sciences and law.

This chapter uses a discourse-theoretical analysis to study two episodes of the documentary series Along the Borders of Turkey (2012), produced and broadcast by the Dutch public broadcaster VPRO. In 2017, the VPRO web team uploaded these episodes on YouTube, which allowed viewers to comment on these episodes. Supported by a theoretical reflection on the Europeanity discourse and its contingencies, and on the hegemonic or semi-hegemonic articulations of this discourse (with a central role allocated to European benevolence), this chapter shows the discursive consequences of the material dislocations caused by different migration flows in Cyprus and in Greece. The chapter analyses how the episodes represent the contradictions between European benevolence on the one hand, and popular intolerance and the workings of the border apparatus on the other. The analysis of these episodes thus shows how Europe is discursively constructed through the ceaseless interactions and unresolved tensions between the centre and the margins, articulating a Europe of both benevolence and intolerance.

Capital Redefined presents a unique perspective on the nature of “capital,” departing from the prevailing reductionist accounts. Hosseini and Gills offer an expanded perspective on Marxian value theory by addressing its main limitations and building their own integrative value theory. They argue that the current understanding of “value” must be re-examined and liberated from its subservient ties to capital while acknowledging the ways in which capital appropriates value. This is achieved by differentiating between “fetish value” created by capital and “true value” generated through various commons-based forms of coexistence. The authors propose a defetishization of value by rejecting the commonly accepted idea of its objectivity. They introduce their “commonist value theory,” which redefines capital as both the product and process of perverting the fundamental commoning causes of true value into sources of fetish value. Capital is theorized through a “modular” framework, where multiple intersecting processes constitute a comprehensive power structure, a “value regime,” representing an unprecedented degree of the domination of capital over life. Their theory reconciles two apparently incompatible views on the notion of value. One view encompasses all inputs involved in capitalist value production and conflates intrinsic and commodity values. The other warns against this conflation as it treats capital as an entity tightly associated only with commodity production and wage labor. The authors believe that establishing alternative forms of value creation based on normative principles of living in commons is crucial as an analytical base for criticizing existing power structures and economic systems. The book offers a theoretical foundation for transforming our life worlds toward “post-capitalist” futures. It appeals to scholars and students in various fields, such as political economy, capitalism, and post-capitalist studies, economic and political sociology, globalization, development studies, social ecology, and ecological philosophy.

African legislatures remain understudied, yet democratisation, development and peacebuilding all depend on these key political institutions. This book provides an in-depth analysis of Ethiopia’s parliament, a country of key political and strategic importance to the whole region. In 1931, Ethiopia’s monarchical government introduced a system of parliamentary democracy with seemingly contradictory objectives; it wanted to legitimize its rule in a changing world, and also needed to provide a respectable retirement vocation (as senators and deputies) to sections of the aristocracy it ousted from power. This paradox of recognizing the parliament as essential to modern governance yet deliberately seeking weak institutions that are unable or unwilling to challenge those in power continues to haunt the parliament to this day. Ethiopia continues to struggle to maintain political stability, and the separation of power between government and parliament and a system of checks and balances are yet to substantially flourish. Drawing on extensive original data gathered from interviews and surveys, this book investigates the legal and practical status of federal representative institutions in Ethiopia from 1931 up to and including 2021. It delves into the rules and routines of parliament, its contextually and historically grounded culture of representation, and the techniques of manoeuvring executive bureaucracies. The book also aims to understand the extent of civil dis/engagement and the perceptions and role of citizens in shaping parliament, and how the mandates and functions of individual MPs are also determined by cultural and socio-economic factors such as gender, population, inequality and conflict. This book’s in-depth and original analysis will be of interest to researchers across African studies, politics, development, and governance.

Climate change is perhaps the greatest threat to humanity today and plays out as a cruel engine of myriad forms of injustice, violence and destruction. The effects of climate change from human-made emissions of greenhouse gases are devastating and accelerating; yet are uncertain and uneven both in terms of geography and socio-economic impacts. Emerging from the dynamics of capitalism since the industrial revolution — as well as industrialisation under state-led socialism — the consequences of climate change are especially profound for the countryside and its inhabitants. The book interrogates the narratives and strategies that frame climate change and examines the institutionalised responses in agrarian settings, highlighting what exclusions and inclusions result. It explores how different people — in relation to class and other co-constituted axes of social difference such as gender, race, ethnicity, age and occupation — are affected by climate change, as well as the climate adaptation and mitigation responses being implemented in rural areas. The book in turn explores how climate change – and the responses to it - affect processes of social differentiation, trajectories of accumulation and in turn agrarian politics. Finally, the book examines what strategies are required to confront climate change, and the underlying political-economic dynamics that cause it, reflecting on what this means for agrarian struggles across the world. The 26 chapters in this volume explore how the relationship between capitalism and climate change plays out in the rural world and, in particular, the way agrarian struggles connect with the huge challenge of climate change. Through a huge variety of case studies alongside more conceptual chapters, the book makes the often-missing connection between climate change and critical agrarian studies. The book argues that making the connection between climate and agrarian justice is crucial. The chapters in this book were originally published in The Journal of Peasant Studies.

This book engages in a constructive, practical debate on the nature and effects of uncertainty in global politics. International contributors explore the processes associated with different forms of uncertainty in the context of environmental issues, diplomacy and international negotiations, and conflict and security. From the collapse of the Soviet Union to the 1997 and 2008 financial crises to the Arab Uprisings and the European migrant crisis and the COVID-19 pandemic, assessments of many events with lasting consequences on the global order have begun with: “why didn’t we see this coming?” There is much to learn from how phenomena that affect the global order generate uncertainty and what effects such uncertainty has on actors and issues. Presenting perspectives from all corners of the discipline and emerging and established scholars the book provides an up-to-date overview of the state of the literature; a concise yet conceptually rich theoretical framework; a mix of regional and global contemporary issues; process-oriented empirical evidence and methodological tools to assess different forms of uncertainty and propose practical solutions to addressing uncertainty in diverse contexts. The book will be of interest to scholars of global politics, international security, global environmental politics, international organizations and institutions, social movements, and conflict studies.

The book provides a comprehensive and updated introduction to concept of territory in the study of democratic politics. Territory plays a rather marginal role in the traditional conceptions of democracy that in many ways still prevail today. Democratic politics is often analysed from the point of view of its institutions, citizens and voters, while little is said about the territory through which it is expressed – at most it provides a broader perimeter or context of political and institutional action. The book offers, instead, an introductory theoretically-oriented discussion of crucial issues such as the genesis of state-nation, the transformation of democratic citizenship, the current borders’ policies, the rising of territorial populism and the experience of 19-covid pandemic. This book is about how distinctions are drawn between civilians and combatants in modern warfare and how the legal principle of distinction depends on the technical means through which combatants make themselves visibly distinguishable from civilians. The author demonstrates that technologies of visualisation have always been part of the operation of the principle of distinction, arguing that the military uniform sustained the legal categories of civilian and combatant and actively set the boundaries of permissible and prohibited targeting, and so legal and illegal killing. Drawing upon insights from the theory of legal materiality, visual studies, critical fashion studies, and a dozen of military manuals he shows that far from being passive objects of regulation, these technologies help to draw the boundaries of the legitimate target. With its attention to the co-productive relationship between law, technologies of visualisation and legitimation of violence, this book will be relevant to a large community of researchers in international law, international relations, critical military studies, contemporary counterinsurgency operations and the sociology of law.

This open access book explores the intersection of property law, relocation, and resettlement processes in the United States and among communities that grapple with migration as an adaptation strategy. As communities face the prospect of relocating because of rising seas, policy makers, disaster specialists, and community leaders are scrambling to understand what adaptation pathways are legally possible. While in its ideal application, law functions blindly and without variation, the authors find that legal contradictions come to bear on resettlement processes and place certain communities further in harm’s way. This book will unearth these contradictions in order to understand why successful community-based resettlement has presented such a challenge to communities that are experiencing increasing land deterioration as a result of climate change.

This open access book explores some of the struggles and challenges that researchers and practitioners face when conducting research in the Central Asian research setting. Written for scholars still in the planning stages of their research, it addresses key questions, including: How shall we problematize and reconceptualize the concept of positionality through lenses of local voices from the region? How does practitioners’ and scholars’ positionality contribute to their experiences of inclusion, exclusion, and access to the field? How do scholars navigate issues of personal safety and mental well-being in the more closely monitored societies of Central Asia? The book includes contributors from both Central Asia and Western countries, paying particular attention to the ways researchers’ subjectivity shape how they are received in the region, which, in turn, influences how they write about and disseminate their research. In featuring an even greater variety of voices, this book fills an important gap in the literature on field research and knowledge production in and on Central Asia.

This book provides a nuanced exploration of contemporary digital data governance, highlighting the importance of cooperation across sectors and disciplines in order to adapt to a rapidly evolving technological landscape. Most of the theory around global digital data governance remains scattered and focused on specific actors, norms, processes, or disciplinary approaches. This book argues for a polycentric approach, allowing readers to consider the issue across multiple disciplines and scales. Polycentrism, this book argues, provides a set of lenses that tie together the variety of actors, issues, and processes intertwined in digital data governance at subnational, national, regional, and global levels. Luxembourg is a prototypical small state and the only remaining example of over a two dozen of grand duchies in history. In this chapter the focus is laid on persistency and change of governance in security affairs, that is, the question of how a Luxembourg political entity overcame a variety of challenges of the (European) security environment until 1940. Indeed, to comprehend the ‘survival’ of the Grand Duchy in face of the vicissitudes of the military-political setting since the princedom’s creation by the Treaty of Vienna (1815), one needs to deploy the full array of the Small-State theory debate in security policy and in the politics of international relations: bandwagoning, balancing, freeriding, hedging, shelter-seeking. Based on this longue durée approach, the contribution expands on ‘extantism’ to reintroduce this concept to Small-State Studies.

This chapter explores the role transnational networks and informal ties play for small-state-status seeking in Central and Eastern Europe. Using the example of Slovakia, I argue that since their accession to Western institutions, these states have continuously sought to carve out a place for themselves on the mental map of European and North American policymakers. Major security-policy conferences have become central nodal points for this kind of activity. They allow the foreign-policy establishment of small states to manage and shape existing status hierarchies by forging personal contacts with decision-makers from more powerful states. I illustrate this phenomenon empirically with reference to the Bratislava Global Security Forum (GLOBSEC), which began in 2005 as a student-led initiative and has since become the main outreach platform of Slovak foreign policymaking.

The question on people's minds for decades has been whether China will replace the United States as a superpower in the near future. But for China, this power must be comprehensive — having strong economic and militant forces are only two pieces of the puzzle. China must also possess soft power, such as attractive ideologies, values, and culture. China as Number One? explores China’s soft powers through the eyes of Chinese citizens. Utilizing data from the World Values Survey, the contributors to this collection analyze the potential soft power of a rising China by examining its residents' social values. A comprehensive study of changes and continuities in the political and social values of Chinese citizens, the book examines findings in the context of evolutionary modernization theory and cross-national comparison.

It will create higher calibre, more experienced and diverse political staffers who are up and running in their role sooner, perform at a higher level and are retained for longer, preserving institutional knowledge. This will lead to higher functioning offers, generating better outputs, more effectively supported politicians, more strategic decisions, increased delivery of election promises.

Greenland has increasingly captivated imaginations around the globe. Yet, while it is central to the Arctic region, its role has been poorly understood. Greenland in Arctic Security delivers a comprehensive overview of how security dynamics unfold in and in relation to Greenland. Each individual chapter analyzes specific discourses and dynamics pertaining to hard or soft security questions. These span from great power interests in geostrategic infrastructure to domestic debates centered on promoting and protecting Greenland identity when engaging with the outside world. In addition, the book offers perspectives on other security questions that have been catalyzed by the effects of climate change. By combining these different analyses, Greenland in Arctic Security provides new, theoretically informed discussions on how security politics can manifest across different scales and territorial borders. At times, these politics can have consequences beyond their original intent. With Greenland geopolitics and securitization theory of current interest to political and academic debates, this book offers timely insights for readers.

South Korea is sometimes held as a dream case of modernization theory, a testament to how economic development leads to democracy. Seeds of Mobilization takes a closer look at the history of South Korea to show that Korea’s advance to democracy was not linear. Instead, while Korea’s national economy grew dramatically under the regimes of Park Chung Hee (1961–79) and Chun Doo Hwan (1980–88), the political system first became increasingly authoritarian. Because modernization was founded on industrial complexes and tertiary education, these structures initially helped bolster the authoritarian regimes. In the long run, however, these structures later facilitated the anti-regime protests by various social movement groups—most importantly, workers and students—that ultimately brought democracy to the country. By using original subnational protest event datasets, government publications, oral interviews, and publications from labor and student movement organizations, Joan E. Cho takes a long view of democratization that incorporates the decades before and after South Korea’s democratic transition. She demonstrates that Korea’s democratization resulted from a combination of factors from below and from above, and that authoritarian development itself was a hidden root cause of democratic development in South Korea. Seeds of Mobilization shows how socioeconomic development did not create a steady pressure toward democracy but acted as a “double-edged sword” that initially stabilized autocratic regimes before destabilizing them over time.

This is an open access book. With the unprovoked Russian invasion of Ukraine, European security has been put on high alert. The implications of the Russian military invasion are many and difficult to grasp in full. However, the need for greater European strategic autonomy appears increasingly evident. The book argues that strategic autonomy may be reached—also in the short run—if differentiated integration is seen as an asset rather than a challenge. While the EU (together with NATO) remains the core in such a system, there is a multitude sub-regional integration processes that need to be taken into account to get the full idea of how European strategic autonomy can be achieved.

This volume brings together contributions on the background to the Russian attack on Ukraine from a (socio-)linguistic, linguistic and literary-historical and political perspective. The emphasis is not on day-to-day political events, but on facts and contexts that have received little attention to date. This reveals gaps in knowledge, misinterpretations and distortions that are deeply rooted not least in Western societies. Here, recognized experts bring together a wealth of background knowledge on the historical and current contexts of the Russian-Ukrainian conflict. In doing so, they help to reduce information deficits and correct misconceptions about the Eastern Slavic linguistic and cultural area.

This book explores the mechanisms and elements of populism to develop new theoretical and methodological approaches. Much as populism has been researched, it remains a contested notion without coherent definition and methodology and shaped by dimensions such as ideology, communication style, discourse, mobilization, and organization. It has simultaneously mobilized emotions, produced symbols, affected subjectivity and gender relations, and can manifest itself in different ways and appear in hybrid forms, such as in the cases of Silvio Berlusconi, Hugo Chávez, and Donald Trump. International expert contributors explore how such a variety of phenomena can be explained and analyzed, expanding the scope of populism research by proposing a multidimensional and complex understanding of populism. They argue for a greater epistemological differentiation and propose a methodology that integrates different fields of politics. This complex approach makes it possible to analyze populism as a multifaceted phenomenon and to understand how populisms affect politics and society. Aimed at postgraduates and researchers in populism as well as scholars in political science and sociology, media, communication, cultural, gender, and global studies, the volume also contributes to a better understanding of manifestations of right-wing and authoritarian populism in the twenty-first century.

Bringing together a multidisciplinary conversation about the entanglement of nature and society in the Korean peninsula, Forces of Nature aims to define and develop the field of the Korean environmental humanities. At its core, the volume works to foreground non-human agents that have long been marginalized in Korean studies, placing flora, fauna, mineral deposits, and climatic conditions that have hitherto been confined to footnotes front and center. In the process, the authors blaze new trails through Korea's social and physical landscapes. What emerges is a deeper appreciation of the environmental conflicts that have animated life in Korea. The authors show how natural processes have continually shaped the course of events on the peninsula—how floods, droughts, famines, fires, and pests have inexorably impinged on human affairs—and how different forces have been mobilized by the state to variously, control, extract, modernize, and showcase the Korean landscape. Forces of Nature suggestively reveals Korea's physical landscape to be not so much a passive context to Korea's history, but an active agent in its transformation and reinvention across centuries.

Reconciliation by Stealth advances a novel approach to evaluating the effects of transitional justice in postconflict societies. Through her examination of the Balkan conflicts, Denisa Kostovicova asks what happens when former adversaries discuss legacies of violence and atrocity, and whether it is possible to do so without further deepening animosities.Reconciliation by Stealth shifts our attention from what people say about war crimes, to how they deliberate past wrongs. Bringing together theories of democratic deliberation and peacebuilding, Kostovicova demonstrates how people from opposing ethnic groups reconcile through reasoned, respectful, and empathetic deliberation about a difficult legacy. She finds that expression of ethnic difference plays a role in good-quality deliberation across ethnic lines, while revealed intraethnic divisions help deliberators expand moral horizons previously narrowed by conflict. In the process, people forge bonds of solidarity and offset divisive identity politics that bears upon their deliberations. Reconciliation by Stealth shows us the importance of theoretical and methodological innovation in capturing how transitional justice can promote reconciliation, and points to the untapped potential of deliberative problem-solving to repair relationships fractured by conflict.

Dynasty Divided uses the story of a prominent Kievan family of journalists, scholars, and politicians to analyze the emergence of rivaling nationalisms in nineteenth-century Ukraine, the most pivotal borderland of the Russian Empire. The Shul'gins identified as Russians and defended the tsarist autocracy; the Shul'hyns identified as Ukrainians and supported peasant-oriented socialism. Fabian Baumann shows how these men and women consciously chose a political position and only then began their self-fashioning as members of a national community, defying the notion of nationalism as a direct consequence of ethnicity. Baumann asks what made individuals into determined nationalists in the first place, revealing the close link to private lives, including intimate family dramas and scandals. He looks at how nationalism emerged from domestic spaces, and how women played an important (if often invisible) role in fin-de-siècle politics.Dynasty Divided explains how nineteenth-century Kievans cultivated their national self-images and how, by the twentieth century, Ukraine steered away from Russia. The two branches of this family of Russian nationalists and Ukrainian nationalists epitomize the struggles for modern Ukraine.

The De Gruyter Handbook of Citizens’ Assembly showcases the state of the art of Citizens’asembly and opens new perspectives informed by multidisciplinary research and new thinking about deliberative participatory processes.

Debating the War in Ukraine discusses whether the war could have been avoided, and, if so, how? In this dialogical book, the authors discuss nodal points of history in terms of counterfactuals and contrastive explanations, concluding by considering future possibilities. They start in the 1990s where several causal elements of the war originate involving Russia’s economic developments and Europe’s security arrangements. Moving on to the next decade, they focus on the Iraq war, colour revolutions, and NATO’s 2008 announcement that Ukraine and Georgia will become members. Finally, they explore the past decade including the Ukrainian crisis of 2013–2014, the annexation of Crimea, and the consecutive war in east Ukraine. The current war can also be seen as a continuum of that war. The authors agree that NATO’s 2008 announcement on Ukraine’s and Georgia’s NATO membership was an unnecessary provocation, and that the implementation of the Minsk agreement could have prevented the current war, but otherwise their analysis of counterfactual possibilities differs, especially when it comes to the action-possibilities of the West (including diverse actors). These differences are not just dependent on different readings of relevant evidence but, importantly, stem from dissimilar contrast spaces and divergent theoretical understandings of the nature of states and mechanisms of international relations and political economy. This short, highly accessible book will be of great interest to all those studying and working in international relations and its various subfields such as peace and conflict studies and security studies, as well as all those wishing to understand more about the backdrop of Russia’s invasion of Ukraine in February 2022. Walking the Gendered Tightrope analyzes the gendered expectations for women in high offices through the examples of British Prime Minister Theresa May and U.S. Speaker of the House Nancy Pelosi. Even at their highest positions, and while completing their greatest achievements, both May and Pelosi faced gendered critiques and intraparty challenges to their leadership. While other books have analyzed the barriers to higher office that women face, this book reveals how women in positions of power are still forced to balance feminine stereotypes with the perception of power as masculine in order to prove their legitimacy. By examining intraparty dynamics, this book offers a unique comparison between a majoritarian presidential and Westminster parliamentary system. While their parties promoted Pelosi and May to highlight their progressive values, both women faced continually gendered critiques about their abilities to lead their caucuses on difficult policy issues, such as the Affordable Care Act and two Trump impeachment votes for Nancy Pelosi, or finishing Brexit for Theresa May. Grounded in the legislative literature from the United States and Britain, as well as historical accounts and personal interviews, Walking the Gendered Tightrope contributes to the fields of gender and politics, legislative studies, American politics, and British politics.

Scholars have studied international organizations (IOs) in many disciplines, thus generating important theoretical developments. Yet a proper assessment and a broad discussion of the methods used to research these organizations are lacking. Which methods are being used to study IOs and in what ways? Do we need a specific methodology applied to the case of IOs? What are the concrete methodological challenges when doing research on IOs? International Organizations and Research Methods: An Introduction compiles an inventory of the methods developed in the study of IOs under the five headings of Observing, Interviewing, Documenting, Measuring, and Combining. It does not reconcile diverging views on the purpose and meaning of IO scholarship, but creates a space for scholars and students embedded in different academic traditions to reflect on methodological choices and the way they impact knowledge production on IOs.

This book is a collection of essays in Indonesian history and archaeology dealing with different and multiple trajectories, along four broad themes. The first part of the book covers competing or evolving representations of events, customs or traditions, and historical personae in Indonesian official and popular expression, as they are shaped by economic, political, and cultural forces. The second part deals with memories of war and peace, examining transnational conflict and collaboration, the role of political elites and state projects dealing with the aftermath of military aggression, while also focusing on the impact and responses of civilians. The third part focuses on how state and civil societies frame historical figures, in ways that transcend the dichotomy of heroes and victims. The fourth part of the book looks at the way Indonesian museums and museology serve as sites where new kinds of memory work occur, in a post-1998 era. The book is designed with the aim of clearing a space for a plurality of memory works. Discussions in this volume extend from Loloda island in Eastern Indonesia, to Sabang island at the north westernmost end of the archipelago, and to the cosmopolitan centers. Temporally, it covers the colonial, the post-independence and contemporary eras. By juxtaposing diverse works, the book offers a new vista of multiple trajectories of memory being traced out in and about Indonesia. This is an open access book.

This open access book provides in-depth and comparative analyses of how young people in peripheral areas in Poland, the Czech Republic, Slovakia, Hungary and Romania perceive EU citizenship. It also informs the reader about the challenges faced by EU Youth Dialogue projects that aim at promoting active (EU) citizenship in these areas and it offers context-specific recommendations for local, regional, national and European policymakers and people working with young people. The contributions are based on new qualitative data collected within the framework of the Jean Monnet Centre of Excellence at Leipzig University. It will be of interest to practitioners and scholars working on Europe and the EU, citizenship and the promotion of an active EU citizenship beyond urban centres.

The US commitment to stability—both domestically and abroad—has been a consistent feature in the way Washington, DC carries out international relations. This commitment is complimented by the increased overlap between the economic and political spheres in international affairs. Consequently, this US approach to foreign interaction is informed by an assumption that foreign policy tools can influence global stability for the better. In order to investigate this assumption, this book details the foundations of what Amir Magdy Kamel refers to as the US Stability Policy—how it evolved over time and how it was implemented in Egypt. He finds that domestic and global forces were left unaccounted for by the Stability Policy, ultimately leading to a failure to achieve the self-stated stability goals. Kamel’s analysis is informed through a unique mixed-method approach that sheds light on how and why this policy fared so poorly under Mubarak’s Egypt. He develops and tests a unique and particular way of examining the Stability Policy and presents a framework for future work to replicate and build on in the quest to understand other state-on-state relationships and the effectiveness of other foreign economic policies in achieving stability goals. Floundering Stability reflects on what Kamel’s findings mean for the relationship between the US and Egypt, as well as specific US foreign policy suggestions on how the same mistakes can be avoided in the future.

Mediterranean in Dis/order reveals the connection between space and politics by examining the role that space has played in insurgencies, conflicts, uprisings, and mobilities in the Mediterranean region. With this approach, the authors are able to challenge well-established beliefs about the power structure of the state across different disciplines (including political science, history, sociology, geography, and anthropology), and its impact on the conception, production, and imagination of space in the broader Mediterranean. Further, they contribute to particular areas of studies, such as migration, political Islam, mobilization, and transition to democracy, among others. The book, infusing critical theory, unveils original and revelatory case studies in Tunisia, Libya, Lebanon, Turkey, Syria, Morocco, and the EU Mediterranean policy, through a various set of actors and practices—from refugees and migrations policies, to Islamist or students’ movements, architectural sites, or movies. This multidisciplinary perspective on space and power provides a valuable resource for practitioners interested in how space, context, and time interact to produce institutions, political subjectivities, and asymmetries of power, particularly since the turning point of the Arab uprisings. The book also helps readers understand the conditions under which the uprisings develop, giving a clearer picture about various national, regional, and international dynamics.

Historically, national borders have evolved in ways that serve the interests of central states in security and the regulation of trade. This volume explores Canada–US border and security policies that have evolved from successive trade agreements since the 1950s, punctuated by new and emerging challenges to security in the twenty-first century. The sectoral and geographical diversity of cross-border interdependence of what remains the world’s largest bilateral trade relationship makes the Canada–US border a living laboratory for studying the interaction of trade, security, and other border policies that challenge traditional centralized approaches to national security. The book’s findings show that border governance straddles multiple regional, sectoral, and security scales in ways rarely documented in such detail. These developments have precipitated an Open Border Paradox: extensive, regionally varied flows of trade and people have resulted in a series of nested but interdependent security regimes that function on different scales and vary across economic and policy sectors. These realities have given rise to regional and sectoral specialization in related security regimes. For instance, just-in-time automotive production in the Great Lakes region varies considerably from the governance of maritime and intermodal trade (and port systems) on the Atlantic and Pacific coasts, which in turn is quite different from commodity-based systems that manage diverse agricultural and food trade in the Canadian Prairies and US Great Plains. The paradox of open borders and their legitimacy is a function of robust bilateral and multilevel governance based on effective partnerships with substate governments and the private sector. Effective policy accounts for regional variation in integrated binational security and trade imperatives. At the same time, binational and continental policies are embedded in each country’s trade and security relationships beyond North America.

African women experience numerous barriers in society due to a lack of access to education, health, property rights, and economic tools for generating income and achieving prosperity. Moreover, within the current global financial system, African women entrepreneurs are limited by their lack of financial literacy, creditworthiness, and financial institutions’ restrictive criteria for investments. By conducting a multiple case study analysis highlighting the importance of the private sector in providing key financial instruments, this chapter investigates the challenges faced by African women entrepreneurs and explores the best practices for empowering them to reach their potential that could lead to better societal outcomes in alignment with the United Nations’ Sustainable Development Goals in a post-COVID-19 world.

This open access book provides insights into the everyday lives of long-term prisoners in Switzerland who are labelled as ‘dangerous’ and are preventatively held in indefinite, probably lifelong, incarceration. It explores prisoners’ manifold ways of inhabiting the prison which can be used to challenge well established notions about the experience of imprisonment, such as ‘adaptation’, ‘coping’, and ‘resistance’. Drawing on ethnographic data generated in two high-security prisons housing male offenders, this book explores how the various spaces of the prison affect prisoners’ sense of self and experience of time, and how, in particular, the indeterminate nature of their imprisonment affects their perceptions of place and space. It sheds light on prisoners’ subjective, emplaced and embodied perceptions of the prisons' various everyday time-spaces in the cell, at work, and during leisure time, and the forms of agency they express. It provides insight into prisoners’ everyday habits, practices, routines, and rhythms as well as the profoundly existential issues that are engendered, (re)arranged, and anchored in these everyday contexts. It also offers insights into the penal policies, norms, and practices developed and followed by prison authorities and staff.

This important book explores the cultural conditions that favor political accountability. It examines the channels through which accountability can be secured and the role that accountability plays in ensuring good governance. In addition to problematizing the notion of accountability, the book suggests that it is the product of three different—albeit, related—processes: taking account of voters’ preferences, keeping account of voters’ preferences, and giving account of one’s performance in office. It further explores the relationship between accountability and political culture by analyzing the relationship between accountability and religion, religious denomination, familism, civicness, secularism, and postmaterialism, revealing that the level of accountability is influenced by the diffusion of post-material values and by the level of civicness in a given country. This book will be of key interest to scholars, students, and practitioners in governance, the political economy of institutions and development, democracy, and more broadly to political science, international relations, political theory, comparative politics, sociology, and cultural studies.

Combining data from nearly 100 interviews with national parliamentarians from ten Asian countries, the contributors to this book analyze and evaluate the advancement of gender equality in Asia. As of the year 2022, no country in Asia has gender parity in its parliament. Meanwhile, the proportion of national-level women parliamentarians in Asia averages a mere 20%. What is more important than simple descriptive representation, however, is whether outcomes for women are improving. Rather than focusing on numerical representation, the chapters in this book focus on the substantive representation of women. In other words, what do women and men parliamentarians do to advance women’s well-being and gender equality? Using semi-structured interviews, the author of each chapter examines these efforts in the context of a specific Asian country. The case studies include Bangladesh, Indonesia, Japan, Malaysia, Nepal, the Philippines, South Korea, Sri Lanka, Taiwan, and Timor-Leste. The book is an essential resource for scholars and students of Asian politics and the politics of gender.

Global Political Leadership explores contemporary shifts in leadership, and the related leadership crisis, in the global world. Globalization is now perceived as a threatening and hostile force, with many of its advocates and political supporters turning away from it, but its processes cannot be reversed. New powers emerge, old ones re-emerge, and uncertainty about the future global order is increasing. This book tells the inside stories of global power games and asks important questions about the leadership crisis in the western world. The author provides an interpretative framework for contemporary shifts within the western political sphere based on the concept of global leadership. This framework presents the nature of the transformation caused by global processes, as part of which force and coercion have ceased to be the main modus operandi of the international realm. The issue of global political leadership has often been neglected in international relations literature, while being widely exploited by managerial and organizational studies. However, all social organizations have ‘gone global’ within the last several decades; they are more interconnected and more dependent on global processes, so the question of effective leadership strategies matching these new realities is highly necessary, even – or especially – at a time when globalization is no longer seen as a leading political programme. This book will be of great interest to students and scholars of global affairs, politics and international relations, leadership and development, and diplomatic studies.

Whether it is possible to ensure stability, peace and social cohesion in countries with deep societal divisions where identity prevails over other bases of mobilisation is one of the central political questions of our time. What type of institutional design suits deeply mobilised cleavages? This chapter discusses the different institutional approaches adopted in three federations of Africa to manage politically mobilised cleavages, and examines whether institutional design matters in addressing demands from politically mobilised groups. The main issue is whether such divisions should be treated as building-blocks for political engagement and institutions built around them, or rather be diffused and deliberately divided into several sub-units. It is argued that institutional design does matter, particularly when there are deep territorially-based divisions, and proposes consociational parliamentary federations as opposed to integrationist presidential federations. The latter aim to divide major ethnic groups into many small-size states denying their self-government right, while the former aim to empower groups by redrawing territories to ensure they become a majority at sub-state level. They also bring the major political actors into power and minimise the risks of ‘winner-takes-all’ politics associated with presidential systems.

In its transition from a security receiver to a security provider, Albania has undertaken important reforms in its security, defence and foreign policy sectors. The country joined NATO in 2009. It fully aligns with the EU’s common defence and security policy, contributes to international crisis management and peacekeeping missions, and continues to play a constructive and moderating role for stability in the region. Nevertheless, key challenges remain in its domestic vulnerabilities and incapacities. This chapter looks at the Albanian security context, the threats it faces and their complexity, and the major relevant discourses, reforms and practices. It also discusses the future shifts that will be necessary to prioritize and practice security in Albania.

Federalism as a mode of governance has been a popular response to most conflicts which stemmed from ethnic/language/religious mobilisation. However, the track record of resolving communal or identity conflicts has not always been good, the least of all in Somalia, Sudan and South Sudan. Why the lack of success? Is the federal solution inherently inappropriate for communal accommodation by exacerbating the problem? If not inevitably or inherently inappropriate, is it then a question of poor design? Or is it merely ineffectual implementation of the ‘federal solution’? The chapter argues that federal arrangements in Africa have been the last measure to hold countries together; therefore federalism per se cannot blamed for persistent conflicts. Whether federalism is able to address communal conflicts depends much on constitutional designs dealing with both ethnic issues and federal concepts in general. Where federal solutions have been tried, it is highly centralised, and even then often superficially and reluctantly implemented. To judge the efficacy of federal arrangements in constitutions they first must be implemented. This depends again on a broader embrace of constitutionalism; democracy, separation of powers, limited government, and the rule of law have to become part of political/legal culture of a country.

What makes information feel true or compelling in our contemporary digital societies? This book brings together different disciplinary understandings of “authenticity” in order to find alternative ways to approach mis- and disinformation that go beyond contemporary fact-checking and its search for the “authentic” truth. Patterned under the algorithmic flows of digital capitalism, authenticity itself is subject to variation, iteration, and outside influence. Linking cross-disciplinary research on the history and practices of algorithmic authenticity points to new research questions to understand the impact of algorithmic authenticity on social life and its role in contemporary information disorder.

Good governance is a critical factor in shaping the level of peace and stability in any country as well as influencing the prospects for its economic development. African governance trends were supposedly transformed by the dramatic reforms introduced by almost all countries at the end of the Cold War in the 1990s. Most commentators were optimistic that a new era of good governance and constitutionalism had set in. Now, three decades since these reforms were undertaken, are they bearing fruit? Have the prospects for political stability, peace and economic development been enhanced? In reviewing the state of governance, this chapter examines good-governance initiatives introduced in the 1990s by African governments and reinforced by several instruments adopted to this end by the African Union and Regional Economic Communities. Against this background, the chapter examines a number of continental and global good-governance indicators to see what they tell us about the state of governance in the continent today. The chapter concludes that unless the existing framework for constitutionalism, good governance, and respect for the rule of law are reimagined and reinforced, Africa will continue to lag behind in social and economic development while political instability will increase.
