2. Laughing at the state: state violence and satirical acts of citizenship in the Afro-Brazilian diaspora.

This article explores acts of humour that enact citizens as political subjects in the face of state violence and practices of controlled incorporation of racialised Afro-Brazilian others. To do this I analyse hitherto unstudied material from the online memes that followed the forced disappearance of Mr Amarildo de Souza by the ‘pacifying’ police in Rio de Janeiro. Doing this I show how multi-modal online memes that take an ironic stance towards state-violence can be understood as enacting a radical equality which subverts the state-sanctioned racialised and gendered distribution of unequal functions and places that serves to ‘pacify’ threatening racialised others. Thus, I argue that the act of joking is an act of citizenship because it presupposes equality while enacting an incongruity between this equality and the reality of racist state violence, and its ostensible purpose of ‘saving’ racialised victims. In this way ironic memes can provide an important contribution to theory of citizenship, which hitherto has not involved the study of humour as a political act. Thus, if the political nature of humour involves incongruity between conceptualisation and experience, abstract and sensory/objective, sanctity and profanity, dignity and baseness, acts that ironically enact these incongruities as existing in and between state-discourse and practice are deeply political acts and need to be studied as such. 6. A Journey through Cyanobacteria in Brazil: A Review of Novel Genera and 16S rRNA Sequences.

- Abstract
In this paper we present a bibliographical review of the newly described Brazilian cyanobacterial genera, based on 16S rDNA analysis. Moreover, we discuss their position according to the current classification system of Cyanobacteria. Additionally, in order to comprehend the diversity of Brazilian 16S rDNA sequences deposited in GenBank (NCBI), we constructed a phylogeny based on an alignment of these sequences with cyanobacterial reference strains. The bibliographical review resulted in 26 papers. We identified 30 cyanobacterial genera described from Brazil, distributed across eight orders. The order Nostocales is the most well-represented with 11 genera. The genera described based on Brazilian strains are from terrestrial, aquatic (marine and freshwater), and extreme habitats (alkaline saline lakes). The terrestrial habitat hosts the largest number of genera, with 17 in total. The studies are primarily concentrated in the Atlantic Rainforest, Amazon, Caatinga, and Pantanal Biomes, while the Pampa Biome remains unstudied. Most of the Brazilian genera are monophyletic, with the exception of Brasilonema Fiore, Sant'Anna, de Paiva Azevedo, Komarek, Kaštovský, Sulek & Lorenzi, which is intermixed with Iphinoe Lamprinou & Pantazidou and Symphyonemopsis Tiwari & Mitra; and Capilliphycus Caires, Sant'Anna & Nunes, which is polyphyletic. Genera like Marmoreocelis Machado-de-Lima & Branco, Monilinema Malone, Genuário, Vaz, Fiore & Sant'Anna, Insularia Araújo, Schnadelbach, Nunes & Caires, and Microlinema Araújo, Schnadelbach, Nunes & Caires require revision in their taxonomical classifications. Our findings reveal that numerous Brazilian 16S rDNA sequences in GenBank are unidentified or misidentified, indicating a need for at least 15 genera to be described based on these strains. Here we also elucidate that the Brazilian cyanobacterial diversity is significantly underestimated. RÉSUMÉ Un voyage à travers les cyanobactéries au Brésil: une revue des genres nouveaux et des séquences de l'ARNr 16S. Dans cet article, nous présentons une revue bibliographique des genres de cyanobactéries brésiliens nouvellement décrits, basée sur l'analyse de l'ADN ribosomique 16S et, nous discutons de leur position selon le système de classification actuel des cyanobactéries. Afin de comprendre la diversité des séquences 16S rDNA brésiliennes déposées dans GenBank (NCBI), nous avons construit une phylogénie basée sur un alignement de ces séquences avec des souches de référence de cyanobactéries. La revue bibliographique a été réalisée sur la base de 26 articles. Nous avons identifié 30 genres de cyanobactéries décrits au Brésil, répartis dans huit ordres. L'ordre des Nostocales est le plus représenté avec 11 genres. Les genres décrits à partir de souches brésiliennes proviennent de milieux terrestres, aquatiques (marins et d'eau douce), ainsi que d'habitats extrêmes (lacs salins alcalins). L'habitat terrestre héberge le plus grand nombre de genres, avec un total de 17. Les études sont principalement concentrées dans les biomes de la forêt atlantique, de l'Amazonie, de la Caatinga et du Pantanal, tandis que le biome des Pampas reste non étudié. La plupart des genres brésiliens sont monophylétiques, à l'exception de Brasilonema Fiore, Sant'Anna, de Paiva Azevedo, Komarek, Kaštovský, Sulek & Lorenzi, qui est entremêlé avec Iphinoe Lamprinou & Pantazidou et Symphyonemopsis Tiwari & Mitra; et de Capilliphycus Caires, Sant'Anna & Nunes, qui est polyphylétique. Des genres comme Marmoreocelis Machado-de-Lima & Branco, Monilinema Malone, Genuário, Vaz, Fiore & Sant'Anna, Insularia Araújo, Schnadelbach, Nunes & Caires, et Microlinema Araújo, Schnadelbach, Nunes & Caires nécessitent une révision de leurs classifications taxonomiques. Nos résultats révèlent que de nombreuses séquences brésiliennes de 16S rDNA dans GenBank ne sont pas identifiées ou mal identifiées, ce qui indique la nécessité de décrire au moins 15 genres basés sur ces souches. Résumé: Les auteurs font appel à l'apprentissage profond et au traitement du langage naturel pour construire des indicateurs de compétences et de distance professionnelle comparables entre pays, qu'ils utilisent pour produire des faits descriptifs sur les transitions professionnelles et la distribution des salaires au Brésil. À partir de données sur l'ensemble des contrats de travail formels conclus entre 2003 et 2018, ils constatent que les travailleurs mobilisant surtout des compétences cognitives non routinières sont mieux lotis en termes d'emploi, de salaire et de transition professionnelle. 9. Exploring the diversity of bryophytes in different forests in the eastern Amazonia.

The Lower Tocantins region, which includes the municipality of Abaetetuba, is located in the northeastern of Pará state, in Eastern Amazonia, Brazil, presenting a heterogeneous set of forests, among which Terra Firme, Várzea, and Freshwater Beach forests stand out for their floristic, economic, and ecological significance. However, the bryophyte flora is poorly known in the Lower Tocantins, with only 51 moss species reported for the region. This study aimed to investigate the richness and composition of bryophytes in different types of forests in Abaetetuba, Lower Tocantins River basin, Pará state, to contribute to the floristic knowledge of bryophytes in the region. Species diversity and exploratory analyses were conducted to understand the bryophyte communities in Terra Firme, Várzea, and Freshwater Beach forests. The bryophyte flora recorded in Abaetetuba comprises 103 species (36 mosses and 67 liverworts), including widely distributed species in the three forest types and species restricted mainly to Terra Firme forests. There were two new records, one for South America (Cololejeunea setiloba A.Evans) and another for the state of Pará (Leptolejeunea radicosa (Mont.) Grolle). The richness and composition of species in Terra Firme and Freshwater Beach forests align with what has been reported in studies conducted in the Lower Amazon, but yielded discrepant results from previous studies in Várzea forests. Regarding the colonization of substrates, the complexity of the structure of the communities increased from Freshwater Beach forests to Várzea and Terra Firme forests, in this order, with the appearance of terricolous species in Várzea forests and of species colonizing termite mounds in Terra Firme forests. These findings indicate that Amazonian environments, their biodiversity, and the distribution pattern of species can be better understood through the exploration of new areas. [ABSTRACT FROM AUTHOR]

À partir d'un entretien avec François Laplantine, anthropologue, professeur émérite de l'université Lumière Lyon 2, il s'agit d'explorer les principaux jalons de son parcours, de la philosophie du mal à l'anthropologie de la maladie et à l'ethnopsychiatrie, en particulier l'ethnopsychiatrie psychanalytique, puis des travaux sur le Brésil et le Japon à une centration sur la thématique de la création artistique. La méthode consiste en un entretien réalisé avec François Laplantine. Les questions concernent d'abord sa formation personnelle, puis les raisons de l'évolution des thèmes sur lesquels portent ses ouvrages et enfin sur son exploration de divers champs de la création, littérature, cinéma, théâtre et danse contemporaine. François Laplantine évoque son passage de la philosophie du mal, avec sa première thèse en philosophie sous la direction de Paul Ricœur, à l'anthropologie de la maladie, avec la rencontre de Devereux. Il décrit ses travaux sur la question des métissages, puis son passage de la psychanalyse à une initiation au Candomblé au Brésil, pratique du multiple qu'il rapproche de différentes formes du théâtre en France. Il parcourt alors l'évolution de ses écrits, à partir de ses explorations au Brésil et au Japon, vers la création artistique, notamment la littérature, la musique, la danse, le cinéma. Il évoque l'œuvre de nombreux artistes et aussi différents types de mises en scène des catastrophes, notamment des mises en scène minimalistes dans le théâtre japonais, avec le Nō, le butô. La question du langage, de l'indicible et de l'invisible, apparaît au cœur de son travail par rapport à la création. Il évoque aussi ses travaux sur l'imaginaire, le hors-champ, ainsi que sur le temps et l'espace, en lien avec la problématique de la création. François Laplantine défend l'idée qu'une mission des arts contemporains est de tenter de dire la catastrophe ; il explore les limites du langage et avance que l'une des fonctions du théâtre et plus encore de la danse contemporaine consiste dans la mise en scène du drame de l'insuffisance du langage. Le recours à la création artistique s'impose comme une nécessité, dans la tension entre dire et montrer. L'exploration de la création artistique apparaît comme une voie royale pour un anthropologue comme François Laplantine. Based on an interview with François Laplantine, anthropologist and professor emeritus at the University Lumière Lyon 2, the aim is to explore the main milestones in his career, from the philosophy of evil to the anthropology of illness and ethnopsychiatry, in particular psychoanalytic ethnopsychiatry, then from work on Brazil and Japan to a focus on the theme of artistic creation. The method consists of an interview with François Laplantine. The questions deal first with his personal background, then with the reasons for the evolution of the themes on which his works are based, and finally with his exploration of various fields of creation: literature, cinema, theatre and contemporary dance. François Laplantine describes his transition from the philosophy of evil, with his first thesis in philosophy under the supervision of Paul Ricœur, to the anthropology of illness, with his encounter with Devereux. He describes his work on the question of métissages, then his transition from psychoanalysis to an initiation into Candomblé in Brazil, a practice of the multiple that he likens to different forms of theatre in France. He then traces the evolution of his writings from his explorations in Brazil and Japan to artistic creation, particularly literature, music, dance, and film. He discusses the work of many artists, as well as different types of staging of disasters, particularly minimalist stagings in Japanese theatre, with nō and butô. The question of language, of the unspeakable and the invisible, appears central to his work in relation to creation. He also discusses his work on the imaginary and the off-screen, as well as on time and space, in relation to the issue of creation. François Laplantine defends the idea that one of the missions of contemporary arts is to attempt to express catastrophe; he explores the limits of language and argues that one of the functions of theatre, and even more so of contemporary dance, is to stage the drama of the inadequacy of language. Recourse to artistic creation is a necessity, in the tension between telling and showing. Exploring artistic creation appears to be a royal road for an anthropologist like François Laplantine. Résumé: Cet article présente les données d'une enquête menée avec la Fédération nationale des travailleurs domestiques du Brésil sur l'impact de la pandémie de COVID‐19 sur les travailleurs domestiques, en tenant également compte des politiques d'urgence et des principales actions de la fédération au cours de la première année de la crise. Axé sur l'emploi et les revenus, la sécurité et la santé au travail et les violations des droits, il montre l'extrême polarisation entre ceux qui ont perdu leurs moyens de subsistance et ceux qui sont obligés de continuer à travailler au détriment de leur santé et de leurs droits de l'homme fondamentaux. In Brazil, long-standing and persistent inequality, coupled with the replacement of regulated jobs by new forms of precarious work, has implications for the health and subjectivity of workers who must deal with various risks to their lives. The article analyzes four empirical investigations carried out within the theoretical framework of the Social Psychology of Work and discusses how workers from poorer segments of the population face precarious work and build work and social relationships based on cooperation, mutual aid and community ties which are forms of resistance to work and life precariousness. This article examines an understudied dimension of transnational mobilities and ageing: namely, the experiences of ageing parents who take on short-term informal jobs during their extended visits to their migrant offspring abroad. Based on ethnographic research with ageing parents in Brazil and their accounts of short-term (visitor) transnational mobilities and paid work in the United States, where their children have emigrated, the article examines how older parents on a visitor ('tourist') visa take on short-term jobs and how their work and earnings abroad make them feel empowered. The article draws on a spatio-temporal analytical framework to discuss how migrants' temporal and spatial journeys are shaped by their ability to mobilize resources such as trusted transnational networks and translate these into transnational spaces of opportunity. The article concludes that through these specific configurations of time and space older adults are able to make use of their own work to improve livelihoods for themselves and their families, which they recount as enabling and empowering. This article explores the connection between two related but distinct models of basic income proposals in the context of a pandemic emergency. While COVID‐19 appears to have increased interest in basic income, this often ended up taking the form of a temporary emergency basic income (EBI) instead of a permanent universal basic income (UBI). In this article we argue that the "dial up/dial down" model of basic income allows us to link EBI and UBI in a way that offers both a practical response to important implementation challenges in emergency policy making and a strategic argument in favour of UBI as a pandemic policy instrument. We illustrate our argument by contrasting the Renda Básica de Cidadania (RBC) in the municipality of Maricá, Brazil, with two comparable programmes in the same region. [ABSTRACT FROM AUTHOR]

The aims of this article is to analyze the conditions under which schooling took place in the Baixada Fluminense, as well the struggle for the right to education in the historical context of the passage from the 1970s to the 1980s. This historic moment was marked by the political distension and crisis of legitimacy that characterized the final years of the dictatorial regime established after 1964. The mobilization of families living in the Baixada Fluminense in the historical period in question shows that the right to education is considered fundamental in the context of the realization of real citizenship for the Brazilian population as a whole. We evaluated bryophytes composition between the fringe and inland zones and spatial distribution in mangrove ecosystems, and determined bryophytes composition in Brazilian mangroves. To calculate the composition between zones, we used species richness, density, Shannon-Wiener index, Pielou's evenness, analysis of similarities and indicator species. We calculated sex expression, light-tolerance guilds and type of substrate colonized between zones using two-way ANOVA. We compiled floristic articles with lists of bryophyte species occurring in other mangroves and we calculated the similarity between the areas with the Jaccard index and the UPGMA. We recorded 12 species distributed in 136 occurrences, including 11 species (64 occurrences) that occur in the fringe zone and seven (72 occurrences) in the inland. Our analyses showed that species richness, density, Shannon index and Pielou's evenness did not present statistical significance between zones. We observed that 25% of the monoicous species do not exhibit sex expression, compared with 57.14% of dioicous species. Seven species are generalists and four are sun specialists, with the richness and density varying significantly among the light tolerance guilds. The living tree bark was the most colonized substrate, but the average species richness among the different types of substrates does not vary significantly, while the average density of species per colonized substrate showed a significant difference of epixylous and termite mounds. The dissimilarity in species composition between the mangroves of Marajó Island and the state of São Paulo shows the role of environmental filters in the selection of species assemblage in the ecosystem. The article identifies an empirical blind spot in the literature on hydro-hegemony, with a scant analysis of power relations and resource control between states in transboundary water relations in a Latin American context. This article aims to fill this gap by examining Brazilian hydro-hegemony in the case of the Brazilian–Paraguayan Itaipu hydroelectric dam, the second-largest hydroelectric dam in the world by production. Based on a literature review and analysis of interviews with regional experts, it is argued that Brazilian hydro-hegemony can be best understood as consensual hegemony, resulting in consensual hydro- hegemony as a distinct and understudied form. In the Itaipu case, Brazil established such a hydro-hegemony through the dam's binational administrative company, containing Paraguay within a structure that leads to Brazil-skewed resource control. This article analyzes the trajectory of the diagnostic category 'Religious or Spiritual Problem', included in 1994 in the 4th edition of the Diagnostic and Statistical Manual of Mental Disorders, the main diagnostic manual of North American psychiatry. Three moments of this trajectory are highlighted here: the beginning with transpersonal psychology, the debate around its inclusion in the DSM-IV, and the mobilization of the category in psychiatric research about spirituality in Brazil. Drawing on an array of material gathered through archival, bibliographical, and ethnographic research, I point out that the trajectory of 'Religious or Spiritual Problem' mirrors the shifts in spirituality scholarly debates in social sciences, from New Age practices to their institutionalized forms. Although psychiatry is known to historically pathologize religious or spiritual experience, I argue that the mobilization of such category acts toward legitimizing contemporary psychiatric research about spirituality. Este artículo presenta una reflexión analítica sobre la salud en la frontera brasileña, resultado de investigaciones realizadas en ese territorio. El objetivo es discutir y reflexionar sobre los elementos que involucran la cooperación y la integración de los países en relación a la salud en territorios fronterizos con Brasil. El Sistema Único de Salud (SUS) que orienta la política de salud en Brasil, es gratuito, universal, integral y equitativo; sin embargo, los países con los que limita tienen modelos de salud diferentes. El artículo presenta los resultados de una investigación cualitativa y participativa en una región fronteriza. Como resultado, se puede señalar que la salud en la frontera todavía constituye un desafío para Brasil y los países fronterizos vecinos. Demuestran la necesidad de hacer más esfuerzos y una cooperación transnacional para construir políticas integradas para las regiones fronterizas brasileñas que satisfagan las demandas de las poblaciones locales, en Brasil y en los países vecinos.

This article explores the Brazilian carteira de trabalho (work card) and its usage on the sugarcane plantations of Alagoas, Northeast Brazil. It draws on photography and interviews with rural workers to analyse how documents have been used to manage and reproduce precarious work. On the plantations, work cards function as a managerial tool allowing workforce surveillance and control. Moreover, sugar mills can control rural workers' mobility and shape the agricultural reserve army by retaining these documents, thereby immobilising wage workers. While the work card symbolises occupational citizenship and materialises the labour legislation, in practice, it becomes a disciplinary instrument supporting the agribusiness' strategies of identification, control, and deployment of precariously employed and exploited labour on the plantations. Finally, the article contributes with an innovative historical–biographical approach to the study of institutional mechanisms used to produce and reproduce precarious work in Brazil's sugarcane plantations. This article deals with how residents of a favela region known as the Complexo da Maré (Maré Complex), in the city of Rio de Janeiro, experienced price increase, particularly in food and energy, during 2021 and 2022, still in the context of the COVID-19 pandemic. We use the concept of alignment (and its derivatives, such as misalignment and realignment) to analyse the different ways of navigating an increase in the cost of living through accommodating material changes and future perspectives at different scales: from the ideals of a good life desired by people and families to decisions that need to be taken immediately or in a proximate future. We call alignment work the daily activities through which people and families deal with the instability of income, variation in money flows, the management of frustrations with the restrictions imposed by inflation, and the maintenance of significant ties which are altered or placed at risk by the crisis. In this article we analyze the historical ideas of Bartolomé Mitre – soldier, historian, and president of Argentina from 1862 to 1868. We propose a reflection connecting these ideas to the political experiences that marked his trajectory in the second half of the nineteenth century, reflecting on his contact with the Empire of Brazil, particularly in the 1870s and 1880s. The connection with the Brazilian Historic and Geographic Institute (IHGB) and its social networks stand out as features which supported and consolidated Mitre’s historiographical activities in the Platine region. His national history project is thus intertwined with his political activities in defense of Unitarian liberals and the development of Argentine national unity, as well as his relations with the neighboring monarchy. Our sources are his historical works, correspondence, and the publication of the IHGB Journal which reports on his becoming a member of the Institute in 1871. [ABSTRACT FROM AUTHOR]

Background: This article looks at discourses using alleged scientific sources to support or oppose political positions on the COVID-19 pandemic in Brazil. Analysis: The authors analyzed more than 3.3 million tweets, sorted according to linguistic rules, from a broader database of tweets related to the pandemic. The focus of this analysis was tweets containing affirmations, allusions, or questionings allegedly referring to scientific studies and hypotheses or authoritative sources in order to legitimize a position as being based on scientific truth. Conclusion and implication: The study shows that scientific sources are largely mobilized in networks of information and disinformation and are heavily present in a vast proportion of anti-science and negationist arguments. This research uses the techniques of light and scanning electron microscopy to observe two species of Achnanthidium Kützing belonging to the A. minutissimum 'sensu lato' complex, collected from the Pleistocene sediments of the Colônia basin, Southeast Brazil. We compared Achnanthidium ectorianum Marquardt & C.E.Wetzel, sp. nov. and A. craterianum Marquardt & C.E.Wetzel, sp. nov. to their morphologically closest species, revealing different valve outlines, valve apices shapes, central areas, and raphe structures. Our results help to enlarge the taxonomic knowledge on the genus in South America, which is fundamental for a better understanding of the diatom distribution and diversity patterns in poorly studied areas. Our research also improves the current knowledge on the evolution of the paleolake in the Colônia basin (São Paulo) since the early Pleistocene. Deux nouvelles espèces d'Achnanthidium Kützing (Achnanthidiaceae) provenant des sédiments quaternaires du bassin de Colônia, sud-est du Brésil. Cette recherche utilise des techniques de microscopie optique et de microscopie électronique à balayage pour observer deux espèces d'Achnanthidium Kützing appartenant au complexe A. minutissimum 'sensu lato', prélevées dans des sédiments pléistocènes du bassin de Colônia, dans le sud-est du Brésil. Nous avons comparé Achnanthidium ectorianum Marquardt & C.E.Wetzel, sp. nov. et A. craterianum Marquardt & C.E.Wetzel, sp. nov. avec leurs espèces morphologiquement les plus proches, révélant des contours de valves, des formes d'apex de valves, des zones centrales et des structures de raphé différents. Nos résultats permettent d'élargir les connaissances taxonomiques du genre en Amérique du Sud, ce qui est fondamental pour mieux comprendre les schémas de distribution et de diversité des diatomées dans les régions peu étudiées. This study analyses the expected changes in survivors' pensions resulting from the permanent rules of the 2019 pension reform in Brazil. Actuarial annuities are used for representative worker profiles. The dispersion in the replacement rate values decreases, except for the highest income level. The rates needed to finance survivors' pensions decrease relatively more than do the rates for old‐age pensions. The internal rates of return significantly decrease. There is a heterogeneous change in the distributive aspects of the pension system. The reform shall affect the adequacy and intragenerational equity of old‐age and survivors' pensions. In developing countries, dense, precarious and informal settlements are common. In the tropics, the occurrence of intense rainfall and the increased impervious surfaces have led to disastrous flash floods. Sustainable urban drainage systems (SUDS) are an alternative to enhance stormwater management and runoff control, providing benefits related to social and environmental domains. This study aims to ground the development of procedures for SUDS implementation to mitigate flooding, and to maximize urban benefits. We present a modelling framework of SUDS implementation, using the Storm Water Management Model (SWMM) to simulate various SUDS scenarios. An application to a small catchment in Brazil considered permeable pavements, bioretention systems, infiltration trenches and rainwater harvesting systems, introduced in both public and private areas. The results demonstrate that SUDS implemented in public spaces, although they may increase access to public facilities, do not completely avoid flooding in the denser parts of the catchment. In such cases, measures must be implemented in private lots due to the reduced amount of available public spaces. Such evidence shows that one of the key elements for flash flood management in consolidated dense and precarious urban settlements is the integration of SUDS measures with the engagement of local inhabitants in decision-making.

49. Penser le dispositif de gouvernance territoriale comme un commun.

Many States refer to the territory to renew their public action, particularly in Brazil between 2003 and 2016. Territorial governance mechanisms play an important role in organising collective action between multiple actors, but their implementation is encountered problems and raises questions. The article analyses how territorial governance arrangements that mobilise the notion of common and companion methodologies largely respond to these difficulties. Action research carried out in Brazil over a period of fifteen years has analysed the key elements of the companion processes of territorial governance arrangements that have made it possible to construct these arrangements as commons. These include the co-construction of a mission and rules shared for the use of the common, emotional intelligence and conflict, the role of the gatekeepers in multi-level governance, social experimentation and progressive institutionalisation. Anarchism has been routinely studied as a political element in the defence of the working class and subaltern groups. One of the goals of its ideology was the removal of the rulers and the holders of the means of production on a global scale, uniting the exploited groups in an internationalist movement. Nevertheless, anarchist activists, even theoretically anti-nationalists, did not fail to perceive and absorb nationalisms as environments of dispute and spaces for their political dissemination. This article aims to study anarchism in the midst of its debates to mediate the construction of a movement that corresponds to local, national, and international interests, as well as its influence on the labour and revolutionary movement in the period known as the "First Republic" in Brazil.
