- Abstract
This critical review analyzes the feature film "Eu, Daniel Blake", released in 2016 and premiered in January 2017 in Brazil. Directed by Ken Loach, the drama tells the story ofa carpenterfrom Newcastle-England who, after suffering a heart problem, is advised by doctors not to return to work. By portraying Blake's health degradation, the work illustrates some aspects of the social determinants of health, such as age, lifestyle, social support organizations, as well as issues regarding unemployment and lack of care. Alongside the narrative, the film addresses the decadent trajectory of Katie who, being responsible for supporting two children and without job opportunities, is forced into prostitution. The work portrays the workers ' march towards poverty and despair while they wait andfight to guarantee their rights in a moment of incapacity, thus demonstrating how the fragility of the services established to provide the worker can lead them to a condition of misery. The story is a good reference for professionals in the areas of health and social assistance, as well as for those interested in contemporary labor and collective issues. [ABSTRACT FROM AUTHOR]

How Dutch security policy has become entangled in Islam: Since 1998, Dutch policymakers have developed a terminology related to the Islam-security nexus. This terminology has been consequently maintained during 25 years, with very few changes or adaptations, even though it has always been a source of confusion among policymakers themselves as well as politicians and the public. This article demonstrates how this terminological paper trail has been established and entrenched in Dutch bureaucracy, why it is cause for such confusion, and what the effects thereof have been. The article analyzes two railway strikes during the government of Arturo Frondizi in Argentina. The repressive strategies and their effects on unionism and railway communities are examined. The repressive measures implemented by Frondizi had an impact on union bureaucratization and the radicalization of protest. During the strikes, there were mass arrests, physical and psychological violence, and persecution by security forces. Despite the repression, railway workers and their communities resisted and challenged the government. These strikes marked a milestone in the history of unionism in Argentina. 9. Career Pressures and Organizational Evil: A Novel Perspective on the Study of Organized Violence.

Dictators, rebel commanders, and mafia bosses frequently delegate gruesome and immoral tasks to their subordinates. However, most individuals want to avoid such work. This analytical essay proposes an institutional logic to understand how dictatorships, insurgent organizations, and criminal gangs get their evil work done nonetheless. We argue that common features of organizations produce mundane career pressures that incentivize subordinates to zealously execute reprehensible tasks. Subordinates may come under pressure for six distinct reasons: incompetence, misconduct, origin, isolation, organizational backlog, and shrinkage. Superiors, in turn, can exploit that pressured subordinates hope to improve their prospects for advancement by loyally executing the organization's evil tasks. Empirically, we illustrate how Nazi Germany utilized each of the suggested career pressures to staff the units in charge of the Holocaust. We highlight that our logic might also apply to less extreme forms of organizational evil. Together, the essay offers a novel perspective to demystify radical behavior in state and non-state organizations with important implications for our understanding of transnational terrorist violence and underworld crimes. This paper analyses the development of the discretionary system of bureaucratic positions in Brazil. On the one hand, the research literature relates the allocation of public offices to the coalitional presidential system. On the other hand, this literature pointed out initiatives aiming to professionalise the bureaucracy and strengthen state careers. In this context, the presidential dilemmas refer to choosing between seeking support from the coalition by appointing party members and controlling public policies by nominating individuals aligned with the president's preferences. In this article, theories of institutional change are the main theoretical framework for analysing the progression of rules on appointments to public offices and their impacts on the portraits of nominees. Through a case study of Brazil, the paper assesses the congruence between theoretical predictions and empirical evidence regarding the relationship between institutions and the distribution of public sector posts. The methodology comprises bibliographic research, documental analysis, and descriptive statistics. The documentary search concentrated on the rules regarding the presidential coordination bodies and compulsory percentages of appointed career civil servants. The results demonstrated that the laws were not effective as federal public bodies did not comply with the rules. Furthermore, the quantity of career civil servants in discretionary public offices was already high before the establishment of compulsory percentages. The role of coordination bodies varied across the different administrations. Despite the centralisation of presidential power, evidence points out that public managers are partially free to choose their staff and only sometimes comply with the legal requirements. Thus, the conclusions reinforce the need to include informal institutions in further analysis. Besides promoting a contextual description of Brazil, the paper contributes to theory-testing and theory-building on the relationship between institutions and the distribution of public offices. 11. Navigating infrastructural mazes: An exploration of embodied practices, accountability and standardisation in a changing Dutch social care system

Social work is characterised by uncertainty and ambiguity, social workers are mandated to intervene in the lives of families, requiring them to make morally charged, complex decisions with and for families. The field is beset by high workloads, time pressure, negative media attention, and cost-containment measures. In recent years, acknowledgement of the complexities of social work and the challenges faced by professionals has grown, prompting attempts to reorganise the field through frequent reforms, and to reduce uncertainty of practice through standards and accountability measures. Concurrently, there is a greater recognition of the importance of professional judgement, and the need for reflexive practice that engages different knowledges, to allow for more tailored care. The Dutch social care system is currently facing a crisis, and the government has implemented temporary programs to redesign standards and practices. These experimental spaces are the main research site of this thesis, which aims to explore how Dutch social care actors navigate the friction between reforms, standards, accountability, and professional autonomy in highly charged moral settings in social care. This thesis aims to explore how Dutch social care actors navigate the friction between reforms, standards, accountability, and professional autonomy in highly charged moral settings in social care. The research for this thesis was conducted in three studies in the Netherlands: a study on the use of intuition by youth care professionals and two action research studies focused on reform, discretionary space and accountability in social care and child protection. Ultimately, I argue that we need to treat the system similarly to families in need: when professionals look at families, they are expected to look at them as a complex network with a history, with values, different roles and complexities. Families are not expected to get it right immediately, but can work in incremental changes together

English Abstract: In a radical move that recalled the egalitarian promises of Kenya's post-independence years, the Kenyan government recently made all public healthcare free, for residents in four counties, for a period of one year. Drawing on ethnographic research on these ambitions for 'universal health coverage', this article follows civil servants tasked with the delivery of public services as they attempt to translate an experimental policy into practice and encounter repeated and ongoing failure. These officials had long experiences of health system failures and did not expect success this time either. Yet, they planned and delivered interventions in a hopeful mood, maintaining a sense of purpose and bracketing a sense of doubt and cynicism. Utopian projects like universal health care offer interesting sites for ethnographic research – not only because of what they set out to achieve, but because of what they generate along the way, including hopeful engagements. I study how bureaucracy may be a site of hope and optimism in the post-colonial state's capacity to improve lives, even while bureaucrats have ample experience of its failures. I explore how bureaucrats sought to engage failure and success as partial and productive, allowing a space in which they could deliver some form of public good. French Abstract: Dans un geste radical qui rappelle les promesses égalitaires des années post-indépendance du Kenya, le gouvernement kenyan a récemment rendu tous les soins de santé publics gratuits pour les résidents de quatre comtés, pendant un an. S'inspirant d'une recherche ethnographique sur ces expériences ambitieuses de « couverture sanitaire universelle », cet article suit des fonctionnaires chargés de fournir des services publics alors qu'ils tentent de mettreen pratique une politique expérimentale et se heurtent à des échecs répétés et constants. Ces fonctionnaires ne s'attendaient pas à la réussite et avaient une longue expérience des échecs du système de santé ; pourtant, ils ont planifi é et réalisé des interventions dans un état d'esprit marqué par l'espoir, en maintenant un sens de l'objectif et en mettant entre parenthèses leurs doute ou leur cynisme. Les projets utopiques comme les soins de santé universels offrent des sites intéressants pour la recherche ethnographique, non seulement en raison de ce qu'ils visent à réaliser, mais aussi en raison de ce qu'ils génèrent en cours de route, y compris des engagements pleins d'espoir. J'étudie comment la bureaucratie peut être un lieu d'optimisme dans la capacité de l'État post-colonial à améliorer les vies, même si les bureaucrates ont une longue expérience de ses échecs. Throughout the twentieth century and into the twenty-first century, economic interests and systemic racism ensured the prohibition of cannabis. Such socio-political implications resulted in the criminalization of innumerable consumers; the infringement on civil liberties, in this regard, has been considerable. To counteract such policing, the Liberal Party of Canada legalized cannabis on 17 October, 2018. Despite motivating factors like shrinking the black market and relieving the judicial system, no significant social reparations have been realized. Rather, the publicly traded sector of the cannabis industry was prioritized and has seen enormous upside leading up to and after legalization, with corporate cannabis companies growing domestically and internationally. In this sense, Canada's legalization continues patterns of prohibition: sacrificing civil liberties for economic interests. This prioritization of capital also affects countries in which cannabis companies established subsidiaries and partnerships—such as in Germany, Jamaica, and Colombia—where despite continued prohibition, companies receive special privileges while citizens are subject to the law. Although regulations differ on a case-by-case basis, corporate motivations inform cannabis prohibition and legalization—market interests guide the international spread of legalization. This article approaches the implications of ongoing cannabis-prohibition, in contrast to its legalization in select geopolitical regions, to analyze the Kafkaesque nature of substance-control that is inherently tied to economic motivations, and which take precedence over social equity. In this sense, the regulation of plant-material works in tandem with regulation of society, by which a certain order is sought to be maintained for the sake of political power and economic profitability. Dans le passage problématique du moment politique renaissant à l’ère baroque, des administrateurs d’un genre nouveau contribuèrent, par leur expertise et leur capacité d’innovation technique et politique, à saturer de leur présence et de leur savoir-faire les secrétariats de la monarchie française. Ils créèrent ainsi, à l’échelle de leurs parentèles, des réflexes et des pratiques communes dans l’effectuation des décisions souveraines, jetant les bases d’un habitus de serviteur du roi, d’une langue et d’une science d’État. Autonomes dans un système aux normes qu’ils contribuèrent à inventer, prébureaucrates consacrés au service et aux volontés du prince, ils lièrent leur ascension à la montée en puissance de l’administration royale. Le moment politique des années 1560-1610 est une crise, au sens plein du terme : on passe d’un compromis politique à un autre, d’une architecture politique centrée sur la personne du souverain, veillant au fragile équilibre entre les cours et les communautés, à une autre configuration, où l’exaltation de la majesté royale de la nouvelle dynastie Bourbon est la principale charge de secrétaires et de conseillers puissants, dans l’immédiat entourage du souverain.

Two railway strikes during the government of ArturoFrondizi(1958-1962) were analyzed in the context of the application of a state rationalization plan. The objective was to describe the repressive strategies and their effects on unionism and railway communities. National and local newspapers, presidential speeches, regulations and a corpus of interviews with protagonists of the strike (railroad workers and family members) were consulted. The repressive devices applied by Frondizi influenced two processes that would mark the Argentine trade union scene throughout the decade: an incipient trade union bureaucratization and the appearance of flashes of radicalization in the protest, Deux grèves ferroviaires sous le gouvernement d'ArturoFrondizi (1958-1962) ont été analysées dans le cadre de l'application d'un plan étatique de rationalisation. L'objectif était de décrire les stratégies répressives et leurs effets sur le syndicalisme et les communautés ferroviaires. Les journaux nationaux et locaux, les discours présidentiels, les règlements et un corpus d'entretiens avec les protagonistes de la grève (cheminots et membres de la famille) ont été consultés. Les dispositifs répressifs appliqués par Frondizi ont influencé deux processus qui vont marquer la scène syndicale argentine tout au long de la décennie : une bureaucratisation syndicale naissante et l'apparition d'éclairs de radicalisation dans la contestation., Duas greves ferroviárias durante o governo de ArturoFrondizi (1958-1962) foram analisadas no contexto da aplicação de um plano de racionalização estatal. O objetivo foi descrever as estratégias repressivas e seus efeitos sobre o sindicalismo e as comunidades ferroviárias. Jornais nacionais e locais, discursos presidenciais, regulamentos e um corpus de entrevistas com protagonistas da greve (trabalhadores ferroviários e familiares) foram consultados. Os dispositivos repressivos aplicados por Frondizi influenciaram dois processos que marcariam a cena sindical argentina ao longo da década: uma incipiente burocratização sindical e o surgimento de lampejos de radicalização no protesto., Se analizaron dos huelgas ferroviarias durante el gobierno de Arturo Frondizi(1958-1962) en el contexto de la aplicación de un plan de racionalización estatal. El objetivo fue describir las estrategias represivas y sus efectos sobre el sindicalismo y las comunidades ferroviarias. Se consultaron periódicos nacionales y locales, discursos presidenciales, normativas y un corpus de entrevistas a protagonistas de la huelga (ferroviarios y familiares). Los dispositivos represivos aplicados por Frondizi incidieron en dos procesos que marcarán el escenario sindical argentino durante toda la década: una incipiente burocratización sindical y la aparición de destellos de radicalización en la protesta.

This article examines the paradox induced by the teamwork "injunction" in a French Primary School, such as it has remained both without principal, highly focused on the classroom and in a system centralized. This (pseudo) location of the school system is studied both from the Supervision members' point of view (hierarchy represented by Ministerial Cabinet and political staff) and from the «field members»' viewpoint. The mistrust that this "imposed" collective work generates among teachers, finally turns away from truly collaborative work and leads to withdrawal and team conflicts, tensions between a delegitimized - but ambiguous - "bureaucracy" and "anarchy" fuelled by organizational contradictions in a period of repository change. This article focuses on a series of death penalty recommendations written by Department of Indian Affairs (dia) Secretary Thomas Robert Loftus (T.R.L.) MacInnes between 1936 and 1952, arguing that these recommendations contributed to the increase in Indigenous executions in the 1940s. Identifying MacInnes as a "born bureaucrat" and member of the governing elite in a brief biographical sketch, professional and personal connections are drawn between MacInnes and Duncan Campbell Scott, arguing that MacInnes inherited Scott's legacy and extended his influence for another generation in the department. A discussion of the social and political context of the dia in the 1940s describes changes in the department at the culmination of a long period of policy stability stretching from the early nineteenth century. Attention is paid to networks of knowledge production and centralization of control at dia headquarters in Ottawa, and how the information collected from the field enabled MacInnes to claim expertise as an amateur criminologist. An analysis of themes in the recommendations reveals a reliance on tropes from the quasi science of criminal anthropology in classifying Indigenous peoples on a scale of criminal responsibility that mapped onto racial hierarchies and the dia's "civilization policy." The article discusses how MacInnes constructed and deployed racializing narratives in response to the "problem" of Indigenous peoples rejecting whiteness and explains how he positioned Indigenous executions as a being in the "interest of Indian administration." 37. La résistible émergence d'une gouvernance participative à Delhi.

A major city but a weak state, Delhi has been a laboratory of participatory democracy since 2000, especially since the emergence of the Aam Aadmi Party (AAP, Party of the Common Man) in 2013, a party that puts participation at the core of its political project. This paper analyses what makes both the novelty and weakness of participatory governance proposed by the AAP since its broad electoral victory of 2015, by situating this governance in relation to past practices. By comparing the destiny of three participatory mechanisms successively implemented over the past two decades in the Indian capital - the Bhagidari programme, the mohalla sabhas (neighbourhood assemblies) and the SMC mahasabhas (school assemblies), the paper proposes a "contextualized analysis of participation" (Mazeaud, Boas, and Berthomé, 2012) and thus contributes to the necessary dialogue between participatory instruments studies and governance studies (Melo and Baiocchi, 2006). More precisely, by questioning both the meaning and the reception of these principles of public action grouped under the umbrella of "participatory governance", the article highlights the role of two actors of urban governance - bureaucrats and organised civil society - in the contrasted evolutions of the Bhagidari initiative and mohalla sabhas. This article deals with Catholic religious education in Italian State schools from a political-sociology perspective. The 'hour of religion' works as an arrangement, not limited to classrooms, that involves practices of control across State schools and ecclesiastic administrative bodies. The school's management of this arrangement leads to practical negotiations between teachers and personnel, related to its legitimization as a subject of 'religious culture'. However, bureaucratic rationalization also occurs in Church dioceses, through the management of human resources and periodic checks of teachers' 'proofs' of faith. La comptabilité a plusieurs vertus, parmi lesquels l’aide à la décision, le pilotage à distance, voire le maintien d’un certain pouvoir. Dotée ainsi d’un pouvoir que le vocable Cratie procure au Bureau, l’administration coloniale s’attela à sa structuration progressive, de sorte que la comptabilité devint plus tard une véritable institution d’État. Enfin, la comptabilité publique et privée avaient survécu au temps et laissé derrière elles un héritage dont l’efficacité ne serait plus la même qu’autrefois. Le cas échéant, si la bureaucratie coloniale était à l’origine des premiers développements de la comptabilité à Madagascar, est-elle toujours aussi efficace aujourd’hui? L’objectif de cet article est de comprendre les facteurs d’efficacité ou d’échec d’antan en matière de développement de la comptabilité. Pour ce faire, nous procéderons avec une approche holistique, munie d’une démarche constructiviste. La période d’étude s’étale de 1895 à 2023. Nos résultats font état de l’existence de pragmatisme au sein d’une bureaucratie naissante ; d’une capacité de structuration inspirée de l’école classique des organisations; et d’une réelle faculté d’adaptation de l’organisation face à l’environnement. Les implications managériales de ces résultats pour le développement de la comptabilité sont la nécessité d’un leadership innovant et respectueux d’une bonne gouvernance bureaucratique.

Au Chili, la délinquance est le problème public par excellence. Objet privilégié de l’attention des médias, sujet des débats électoraux et des recherches en sciences sociales, enjeu de politiques publiques, thème des sondages comme des conversations domestiques, la délinquance envahit la vie quotidienne. Ce surgissement constant dans la vie de tous les jours ne se fait pas nécessairement en tant que l’ensemble des délits qui a effectivement lieu dans le pays. C’est plutôt comme phénomène encadrant de multiples façons la vie quotidienne qu’elle se manifeste aux personnes et aux institutions. Si la délinquance est avant tout une question de vivre-ensemble, je propose dans cette thèse de l’aborder à travers une perspective de sociologie générale qui s’éloigne des approches criminologiques. Je mobilise un regard inspiré des littératures pragmatistes et portant sur la performativité du droit afin d’explorer la manière dont un type spécifique de délits – les flagrants délits – permet de comprendre ce qu’est la délinquance au Chili, la façon dont on en parle, ce qui se fait en son nom et les interactions qu’elle rend possibles. Mobilisant une approche ethnographique, la thèse analyse des données hétéroclites produites grâce à l’observation de conversations informelles, la lecture de documents officiels, de statistiques et d’articles de presse, entre autres. Elle inclut deux récits ethnographiques décrivant ce qui arrive dans les salles d’audience des tribunaux pénaux de première instance et dans une unité du ministère public, deux instances directement chargées du traitement judicaire des flagrants délits à Santiago. La thèse présente également trois articles scientifiques portant sur différents aspects de ce type de délits : leur traitement de la part des institutions en charge d’appliquer le droit pénal; la manière dont, dans des contextes judiciaires et autres, les personnes y font référence; la mise en place d’un permis de mobilité durant la pandémie de la covid-19, dont le résultat est la constitution d’un délit pouvant seulement être commis « en flagrance ». La thèse revient enfin sur le rôle de l’État dans la gestion de la délinquance, suggérant que dans le cas des flagrants délits s’opère un travail constant de production de la distance entre l’administration, les justiciables et leurs drames., In Chile, crime is central to public discourse. As the focus of media coverage, the subject of electoral debates and social science research, a public policy issue, and the topic of polling and domestic conversation, crime invades daily life. This quotidian assertion of presence is not necessarily reflective of the ensemble of criminal acts that are committed in the country, but rather acts as a framework that structures daily life for both individuals and institutions. If crime is above all then a collective, social question, I propose in this thesis to examine it from a general sociological perspective that distances itself from criminological approaches. Drawing inspiration from pragmatist scholarship, my work focuses on the performativity of law in order to explore the ways in which a specific form of infraction – those caught in the act, or in flagrante delicto – allows us to understand crime in Chile, how it is talked about, what is done in its name, and the interactions it makes possible. The thesis takes an ethnographic approach, analyzing heterogeneous data produced through observation of informal conversations and research in official documents, statistics, and newspaper articles, amongst other sources. It includes two ethnographic accounts describing what happens in the courtrooms of the penal tribunal and in a unit of the public ministry, two institutions directly responsible for flagrante delicto cases in Santiago. The dissertation also contains three scientific studies dealing with different aspects of these types of infractions: their treatment by the institutions that apply penal law; the ways in which, in legal contexts or otherwise, people make reference to them; the creation of a pass system during the COVID-19 pandemic, the result of which was the constitution of an offence that could only be committed “in flagrante.” Finally, the thesis returns to the role of the State in the management of crime, suggesting that behind its treatment of flagrante delicto cases operates a constant production of distance between the legal apparatus, the accused, and their personal dramas., En Chile, la delincuencia es el problema público por excelencia. Tema de común medios, de debates electorales, de investigaciones en ciencias sociales, de políticas públicas, de encuestas y de conversaciones domésticas, la delincuencia invade la vida cotidiana. Su aparición constante en la vida de todos los días no se da necesariamente en la forma del conjunto de delitos que tiene efectivamente lugar en el país, sino que más bien como fenómeno que enmarca de múltiples maneras la vida cotidiana de personas y de instituciones. Como la delincuencia es sobre todo una cuestión de convivencia, en esta tesis propongo abordarla a través de una perspectiva de sociología general que se aleja de enfoques criminológicos. Utilizo una mirada inspirada de literaturas pragmatistas y que tratan sobre la performatividad del derecho con el fin de explorar la manera en que un tipo específico de delitos – los delitos flagrantes – permite comprender lo que es la delincuencia en Chile, la manera en que se habla de ella, lo que se hace en su nombre y las interacciones que vuelve posibles. Basándose en un enfoque etnográfico, la tesis analiza datos heteróclitos producidos gracias a la observación de conversaciones informales, la lectura de documentos oficiales, de estadísticas y de artículos de prensa, entre otros. Ella incluye dos relatos etnográficos que describen lo que ocurre en las salas de audiencia de tribunales de primera instancia y en una unidad del ministerio público, dos instancias directamente encargadas del tratamiento judicial de los delitos flagrantes en Santiago. La tesis presenta igualmente tres artículos científicos que tratan diferentes aspectos de este tipo de delitos: su tratamiento por parte de las instituciones encargadas de aplicar el derecho penal, la manera en que, en contexto judiciales y otros, las personas se refieren a éstos, y la implementación de un permiso de movilidad durante la pandemia del covid-19, cuyo resultado fue la creación de un delito que sólo puede ser cometido “en flagrancia”. La tesis se refiere finalmente al rol del Estado en la gestión de la delincuencia, sugiriendo que en el caso de los delitos flagrantes opera un trabajo de constante producción de la distancia entre la administración, los justiciables y sus dramas.

Este artigo analisa a evolução do sistema de livre provimento de cargos da burocracia pública brasileira. Por um lado, a literatura sobre ocupação de cargos na burocracia associa a alocação dos postos ao presidencialismo de coalizão. Por outro, essa literatura também aponta iniciativas de profissionalização da burocracia e de fortalecimento das carreiras estatais. Nesse contexto, os dilemas presidenciais consistem na escolha entre buscar o apoio da coalizão mediante a nomeação de correligionários e controlar as políticas nomeando indivíduos alinhados às suas preferências. Neste artigo, teorias sobre mudança institucional são o principal marco teórico ao analisar a evolução das regras de nomeações a cargos públicos e seus impactos em características relacionadas aos perfis dos nomeados. Mediante estudo de caso sobre o Brasil, verifica-se a congruência entre as previsões teóricas e as evidências empíricas quanto à relação entre instituições e distribuição de cargos. A metodologia compreende revisão bibliográfica, análise documental e estatística descritiva. A pesquisa documental concentrou-se nas regras referentes a órgãos de controle da presidência da República e percentuais obrigatórios destinados a servidores de carreira. Os resultados mostram que as normas não são efetivas, uma vez que não foram cumpridas pelos órgãos da administração pública federal. Ademais, a quantidade de servidores de carreira ocupando cargos públicos já era alta antes do estabelecimento de percentuais obrigatórios. Já o papel dos órgãos de controle oscilou entre os diferentes mandatos. Apesar da centralização do poder presidencial, há evidências de que os dirigentes públicos detêm certa margem de liberdade na formação de suas equipes e que requisitos estabelecidos por lei foram descumpridos. Dessa forma, as conclusões reforçam a necessidade de incluir instituições informais nas próximas análises. Além de promover uma descrição contextual da realidade brasileira, este artigo contribui ao teste e à construção de teorias sobre a relação entre instituições e distribuição de cargos públicos. Abstract This paper analyses the development of the discretionary system of bureaucratic positions in Brazil. On the one hand, the research literature relates the allocation of public offices to the coalitional presidential system. On the other hand, this literature pointed out initiatives aiming to professionalise the bureaucracy and strengthen state careers. In this context, the presidential dilemmas refer to choosing between seeking support from the coalition by appointing party members and controlling public policies by nominating individuals aligned with the president’s preferences. In this article, theories of institutional change are the main theoretical framework for analysing the progression of rules on appointments to public offices and their impacts on the portraits of nominees. Through a case study of Brazil, the paper assesses the congruence between theoretical predictions and empirical evidence regarding the relationship between institutions and the distribution of public sector posts. The methodology comprises bibliographic research, documental analysis, and descriptive statistics. The documentary search concentrated on the rules regarding the presidential coordination bodies and compulsory percentages of appointed career civil servants. The results demonstrated that the laws were not effective as federal public bodies did not comply with the rules. Furthermore, the quantity of career civil servants in discretionary public offices was already high before the establishment of compulsory percentages. The role of coordination bodies varied across the different administrations. Despite the centralisation of presidential power, evidence points out that public managers are partially free to choose their staff and only sometimes comply with the legal requirements. Thus, the conclusions reinforce the need to include informal institutions in further analysis. Besides promoting a contextual description of Brazil, the paper contributes to theory-testing and theory-building on the relationship between institutions and the distribution of public offices. Resumen El artículo analiza la evolución del sistema discrecional de cargos públicos en Brasil. Por un lado, la literatura sobre nombramientos políticos relaciona la distribución de posiciones con el presidencialismo de coalición brasileño. Por otro, estudios resaltaron la presencia de iniciativas de profesionalización de la burocracia y de fortalecimiento de las funciones estatales. Los dilemas del presidente consisten en elegir entre alcanzar el apoyo de la coalición con el nombramiento de partidarios y controlar las políticas con personas de su confianza. Las teorías sobre cambio institucional son el principal marco teórico en el análisis de la evolución de las reglas de nombramientos a cargos públicos y sus impactos sobre los perfiles de los funcionarios. Por medio de un estudio de caso sobre Brasil, el artículo investiga la congruencia entre las predicciones teóricas y las evidencias empíricas sobre la relación entre instituciones y la distribución de cargos públicos. La metodología incluye la investigación bibliográfica, el análisis documental y la estadística descriptiva. El análisis documental se concentró en las reglas sobre los órganos de coordinación de la presidencia y la cantidad de cargos para funcionarios de carrera. Los resultados muestran que las leyes no son efectivas porque los organismos públicos no respetaran las reglas. Además, la cantidad de funcionarios de carrera era alta antes de las normas. El rol de los organismos de coordinación de la presidencia cambió entre los mandatos presidenciales. A pesar de la centralización del poder por parte del presidente, la evidencia muestra que los dirigentes gubernamentales tienen libertad para elegir su equipo y no respetan totalmente las normas. Así, las conclusiones enfatizan la necesidad de incluir las instituciones informales en análisis futuros.
