Objective: to review the results of the 7th Siberian Anti-Corruption Forum “Incentives and Restrictions in the System of Anticorruption Security” held in Krasnoyarsk on December 15-16, 2023 (organizers: Siberian Federal University, Krasnoyarsk Krai Governor’s Administration, Krasnoyarsk Krai Prosecutor’s Office, Krasnoyarsk Krai Department of the Ministry of Justice of Russia for Krasnoyarsk Krai, Krasnoyarsk Regional Branch of the Russian Lawyers’ Association).Methods: general scientific method of dialectical cognition, as well as a number of private scientific methods, such as historicallegal, system-structural, comparative-legal, formal-logical (deduction, induction, definition and division of the concept), etc.Results: the forum discussed the following key topics: anti-corruption security as an integrative scientific category, the role of incentives and restrictions in the system of its provision; history of development, concept, types and system of anti-corruption incentives and restrictions; international legal regulation of incentives and restrictions in the system of anticorruption security; foreign and Russian experience of resource provision of anti-corruption incentives and restrictions; the role of law enforcement agencies and civil society institutions in providing anti-corruption security; anti-corruption potential of digitalization processes, etc.Scientific novelty: the leading idea of the Forum scientific and practical dialogue was harmonization of anti-corruption incentives and restrictions, since the search for a successful combination of these tools will create legal prerequisites for a qualitative transition to a new model of anti-corruption activities and ensure the security of individuals, society and the state from various corruption threats.Practical significance: based on the Forum results, the author formulated proposals aimed at improving the state policy in the field of combating corruption, as well as the anti-corruption activities of various subjects. These results are of interest to scientists, educators, law enforcement officials, and all those interested in the issues of combating corruption.

In the new history of present states, one of the main risks to the socio-economic development of society is corruption. The fight against it is based on the development of normative and legal acts, prevention and prevention, information and investigative activities, and is expressed in the form of deterrence and counteraction.The fundamental regulatory framework is the “United Nations Convention against Corruption” (adopted in New York on October 31, 2003 by Resolution 58/4 at the 51st plenary session of the 58th UN General Assembly), the Federal Law “On Countering Corruption” of 12/25/2008 N 273-FL. At the same time, to date, combating corruption in local government is regulated superficially and is formal in character. Due to the actual closed nature of the activities and peculiarities of the functioning of local government, the issues of corruption are not fully studied in order to provide effective prevention and counteraction.The possibility of a detailed study of corruptionogenic factors of local government and the development of methods of counteraction became possible after the elections of 2019, after which non-systemic municipal deputies were elected to the representative bodies of local government. Exercising the powers in the representative body of local government, municipal deputies independent from the territorial executive bodies of state power were able to study the specifics of the functioning of local government, make public the issues of the problem field, identify vulnerable places in the activities, take response measures and make appropriate practical conclusions.The purpose of this article is to establish the causes of the emergence of corruption in local government on the example of a separate municipality of the MO Svetlanovskoye of St. Petersburg. Study of the causes of the emergence of corruptionogenic factors, search and proposal of possible ways to address the issue of effective counteraction to corruption in local government in the new conditions of life of modern society.On the basis of the study the authors declare the need to take specific measures of response of the public authorities of the subject of the Russian Federation and the representative body of local government, aimed at creating certain conditions for effective counteraction and prevention of corruption, minimizing the consequences of corruptogenic factors in the modern conditions of democratic functioning of local government.

Strengthening of anti-corruption policy is one of the main tasks of the development of a jural and democratic state in modern Russia. The first barrier to the corruption is an effective legislation system. One of the mechanisms to eliminate corruption is the anti-corruption assessment of normative legal acts. The following is asserted: firstly, the main specificity of the process of eliminating the corruption-related nature of legislation is its complexity and multidimensionality expressed in certain integrity and unique unity in differences. Secondly, as any type of activity, legal anti-corruption assessment implies the use of a special system of techniques and methods of legal technique (general method of cognition, information advance, interpretation of law, sociological method and functional analysis method, extrapolation and system analysis, statistics and peer review) aimed at ensuring the efficiency of achieving the goal. Thirdly, the methodology is a clear plan of action based on specific methods, an algorithm for the performance of certain activities. Each methodology has its own programme - a general outline, consisting of methodological and procedural sections that serve the base for information collection, analysis and interpretation in order to obtain certain conclusions. The key task of using the methodology programme is to carry out an assessment of normative and legal acts and bills with the purpose of identifying and excluding the provisions that create conditions for corruption crimes. Also, the programme of the methodology is aimed at eliminating the very possibility of such provisions in prospective regulatory legal acts.
