The making of low-carbon places is crucial for achieving decarbonisation, but where are such places made? In extending and combining existing research and ideas, the authors take electricity networks as their starting point to study what they term three 'infrastructure junctions', which are places where various practices and processes, with material, spatial, and temporal features, collide and combine in ways that shape the power geometries of low-carbon place-making. The authors find that the junctions reveal the conflictual and consensual dimensions of low-carbon transitions and how these features shape and are shaped by the ordering and management of networked hardware. Some features are shared, such as an overarching faith in large-scale provision and unabated demand, whereas others are more unique and rooted in specific contextual realities. Such insights support attempts to assess, steer, and accelerate low-carbon place-making as a relational process that is manifest and mediated through infrastructure. Despite sustained interest in spatial planning approaches for steering renewable energy development, the effect of these practices remains poorly understood. This paper addresses this knowledge deficit through comparative analysis of the effects of spatial planning approaches on wind energy deployment in Italy and the UK. Our approach elucidates the different roles that spatial planning approaches can perform using a "modes of governing" framework that, innovatively, recognizes the unavoidable compromises involved in their construction. Several distinctive findings emerge. First, governments deploy spatial planning approaches with different governance purposes, thus explaining why the effects on RE outcomes can be ambiguous. Second, many of the challenges that beset spatial planning approaches arise not from technical-methodological issues but from difficult-to-resolve governance challenges of cross-scalar coordination. Third, we show that the efficacy of spatial planning approaches in shaping RE deployment is contextual in nature, reflecting how far their inherent compromises are accepted by key actors. While energy transition processes are embedded in locally and regionally specific institutions, infrastructures and natural environments challenges remain in identifying the institutions that matter for renewable energy deployment, how they work and how they influence energy transition at the regional level. The paper discusses the institutional configurations, discernible by looking at the influence that the socio-material forms of energy exert on energy infrastructure, and its governance. It is argued that the socio-material dimensions of renewable energy are useful to emphasise the institutions that matter for renewable energy deployment and can shed light on the capacity of regional governments to steer renewable energy transitions. By adopting a comparative case study approach, the paper stresses the way in which the normative and cultural contexts of the regions under-consideration have influenced and modulated the effects of national regulatory schemes on renewable energy deployment. While similar institutional settings have worked in different ways across the regions investigated, the approach adopted is helpful in emphasising the relational and multi-scalar character of institutions and their effect on the regional capacity, and capability, to act in renewable energy deployment. This paper analyses and critically discusses the role of regions in implementing renewable energy (RE) policies, examining the relationship between state policy and RE deployment. Using evidence from four case study regions, Apulia and Tuscany in Italy and Wales and Scotland in the UK, the paper teases out some differences in terms of regional competencies to implement RE policies across the two countries. The national governments in both Italy and the UK have constructed regulatory and governance relationships to orchestrate and reorder economic, social and ecological challenges and devolve responsibilities at the sub-national level. This has offered an opportunity for the peculiarities of regional setups to be taken into account and regions have contributed towards the promotion of green and sustainable path development via the route of promoting RE deployment. The paper argues that the downscaling and distribution of responsibility in the cases investigated reflect the capacity and willingness of nation states to respond to and mediate the strategic goals and outcomes formulated at national and international levels. Nevertheless, while the regions investigated display differences in their incentives, capacities and capabilities to increase RE deployment, their ability to act is very much influenced by nation states, stressing the important role of the state in mediating the form and direction of RE deployment. While the concept of sustainable development brings together concepts of economic, environmental and social sustainability, much has been said regarding inherent tensions between them. Conflicts between economic and environmental objectives, in particular, have been noted as restraining efforts to instigate transitions to environmental sustainability, with growth ambitions limiting environmental policy to “win–win” cases. This paper argues that they can also play complementary roles in managing transitions by creating inclusive visions for rallying actors and resources. This is explored by looking at a case of sustainable regeneration in Wales, UK. Using as a case study the Arbed scheme, an area-based project established in 2009 to retrofit housing stock for energy efficiency, this paper shows how the scheme explicitly addresses economic, environmental and social aspects of sustainability; and, in particular, how sustainable development aims constituted a guiding vision that supported the formation of actor and resource networks necessary for large-scale retrofitting. This paper draws on research commissioned to investigate the regional innovation system of Wales on green innovation, focusing on the renewable energy sub-sectors of wind, solar and biomass. It shows how many innovative firms operate within regional networks, cooperating and interacting not only with other firms such as suppliers, customers and competitors, but also with research and technology resource organizations, innovation support agencies, venture capital funds, and local and regional government bodies. The paper argues that within the region there is the presence of various renewable energy production platforms, usually based on core technologies (wind, solar, biomass, marine, etc.) at different levels of development. They involve a mix of established energy utilities and new sustainable energy businesses that are positioned at different levels within the renewable energy supply chain. The research shows that the regional government is playing an important role in supporting the renewable energy industry; nevertheless, more needs to be done to facilitate planning control, provide skills and create new demands for renewable energy that will further foster business growth and further strengthen the existing manufacturing base and innovation in Wales. The paper identifies some weaknesses in the Welsh energy innovation system, not least that energy is not a devolved responsibility and it argues that there is some scope for the Welsh Assembly Government to further investigate gaps within the green innovation supply chain and act on strengthening regional capabilities within the industry but also to support and investigate further opportunities for inward investment. This paper reviews the concept of Regional Innovation Systems with particular attention on the labour market dimension. It argues that the labour force as a repository of skills and knowledge plays a key role in generating knowledge flows within Regional Innovation Systems. Then, by reference to a number of important dimensions characterizing innovation, five regions from northern Europe are contrasted. In light of research undertaken by the authors the paper highlights the problems associated with a regional system that may hamper innovation and it shows that Regional Innovation Systems can be underdeveloped by being too dependent on public support. Accordingly a combination of public and private governance at the regional level to promote systemic innovation is advocated. The paper also shows how the Regional Innovation Systems can evolve and how regions can become increasingly developmental knowledge laboratories influencing labour market conditions.
