This paper focuses on the emergency material scheduling problem after sudden natural disasters, taking into account the victims􀆳 psychological distress perception and post-disaster road conditions. By referring to the scarcity theory, the victims􀆳 distress function is established. With the goal of minimizing both the psychological distress cost of victims and the emergency material transportation cost, a multi-objective emergency material scheduling model under the background of sudden natural disasters is constructed. The model is solved by a rapid non-dominated sorting genetic algorithm. Finally, a case study of a certain area affected by the Wenchuan earthquake is conducted to verify the effectiveness of the model and algorithm. [ABSTRACT FROM AUTHOR]

In response to the practice of rescue channel blocking and a shortage of emergency materials in the event of sudden significant disasters, a multi-UAV collaborative distribution scheme was designed based on the demand for rapid and accurate distribution of materials. This paper constructed a multi-UAV collaborative task assignment and routing problem with simultaneous delivery and pick-up and time windows (MVTARPSDPTW), considering the factors of UAV load, energy consumption, cargo quality, and volume to minimize the total cost of UAV distribution and the full penalty of the task, as well as optimizing the balance of UAV efficiency. This paper proposes a multi-objective, improved brainstorming optimization algorithm based on Pareto dominance (MIBSO) to solve the MVTARPSDPTW problem. With DTLZ4, DTLZ5, and DTLZ6 benchmarks, this work tests the algorithm performance according to the characteristic attributes of the model sought, selecting the four indicators of GD, the Spacing metric, HV, and IGD, concerning convergence, solution distribution, and comprehensive performance. Case validation is based on a COVID-19 scenario in Changchun, China, and the results show that the model algorithm designed in this paper has good performance and feasibility in convergence and distribution of reconciliation. In order to achieve rapid and fair distribution of emergency supplies after a large-scale sudden disaster, this paper constructs a comprehensive time perception satisfaction function and a comprehensive material loss pain function to portray the perceived satisfaction of disaster victims based on objective constraints such as limited transport, multimodal transport and supply being less than demand, and at the same time considers the subjective perception of time and material quantity of disaster victims under limited rational conditions, and constructs a multi-objective optimisation model for the dispatch of multi-cycle emergency supplies by combining comprehensive rescue cost information. For the characteristics of the proposed model, based on the NSGA-II algorithm, generalized reverse learning strategy, coding repair strategy, improved adaptive crossover, variation strategy, and elite retention strategy are introduced. Based on this, we use the real data of the 2008 Wenchuan earthquake combined with simulated data to design corresponding cases for validation and comparison with the basic NSGA-II algorithm, SPEA-II and MOPSO algorithms. The results show that the proposed model and algorithm can effectively solve the large-scale post-disaster emergency resource allocation problem, and the improved NSGA- II algorithm has better performance. The distribution of emergency perishable materials after a disaster, such as an earthquake, is an essential part of emergency resource dispatching. However, the traditional single-period distribution model can hardly solve this problem because of incomplete demand information for emergency perishable materials in affected sites. Therefore, for such problems we firstly construct a multi-period vehicle path distribution optimization model with the dual objectives of minimizing the cost penalty of distribution delay and the total corruption during delivery, and minimizing the total amount of demand that is not met, by applying the interval boundary and most likely value weighting method to make uncertain demand clear. Then, we formulate the differential evolutionary whale optimization algorithm (DE-WOA) combing the differential evolutionary algorithm with the whale algorithm to solve the constructed model, which is an up-and-coming algorithm for solving this type of problem. Finally, to validate the feasibility and practicality of the proposed model and the novel algorithm, a comparison between the proposed model and the standard whale optimization algorithm is performed on a numerical instance. The result indicates the proposed model converges faster and the overall optimization effect is improved by 23%, which further verifies that the improved whale optimization algorithm has better performance. • A two-stage emergency material distribution framework for urban flooding is proposed. • The relief-demand urgency is included in emergency material distribution principles. • A variety of alternative solution sets are provided. • Emergency material distribution plans and transportation routes are established. • The advantages of the framework are argued by comparing the four models. Under the coupled effects of climate change and urbanization, urban rainstorm and flood has become more frequent and intense. The effect of the flood disasters emergency response has a direct impact on the success or failure of the rescue. Emergency material distribution is one of the most critical steps in the emergency response phase and is crucial to achieve the Sustainable Development Goals (SDGs). This study proposes a two-stage emergency material distribution framework for urban rainstorm and flood disasters. The entropy weight method and technique for order preference by similarity to ideal solution (EWM-TOPSIS) was adopted to incorporate the difference in relief-demand urgency into the emergency material distribution principle. The mathematical model was established by minimizing emergency travel time, inequity and social costs (logistic costs and deprivation costs) as objective functions. The gamultiobj algorithm was used to solve the model. The proposed framework is further applied in Xi'an city of China. The results showed that the affected sites were categorized into disaster risk levels I, II and III. The Pareto solution set was obtained by optimizing each conflicting objective. The emergency material distribution plan was selected from the Pareto solution set based on the actual situation. In the plan, the flood disasters emergency travel time totaled 6.48 h, the inequity totaled 3.69, and the total social costs reached 226,584 CNY. The proposed framework is more consistent with the needs of the actual rescue by comparing the four models generated plans. Decision-makers should not only consider minimizing dispatch time and social costs, but also the trade-off between equity and prioritization of distribution. This study helps to provide new ideas for sustainable urban development and emergency management. Urban rainstorm and flood disasters change with the changing environment dynamically, and it is difficult to collect dynamic disaster information on the affected sites. This paper proposes a multi-period dynamic emergency material distribution (EMD) model under uncertain demand by considering the disaster degree and demand of different affected areas to improve the reasonability of disaster relief material distribution in post-disaster emergencies. The objective is to minimize the unsatisfied demand, materials distribution cost, and the risk of choosing the path to distribute materials. The model also focuses on the heterogeneity of emergency materials, the dynamics of demand, and the diversity of transportation tools. In addition, the demands and transportation times are described by fuzzy numbers to better fit with the real situation. To solve the problem we propose a hybrid multi-objective salp swarm algorithm and sine cosine algorithm (HMSSA-SCA). Furthermore, numerical examples of different scenarios and scales are solved and compared with the multi-objective salp swarm algorithm (MSSA), multi-objective evolutionary decomposition algorithm for emergency resource scheduling (MOEA/D-mdERS), non-dominated sorting genetic algorithm II (NSGA-II), and strength pareto evolutionary algorithm 2 (SPEA2) to verify the performance of the HMSSA-SCA algorithm.
