A theoretical and methodological study of the concept of energy saving of communal objects are conducted in this article. Generalized definition of communal property with their division into groups and author's vision of the concepts of resource saving and energy saving of utilities are proposed. The paper summarizes the historical stages of the energy saving process in Ukraine, describes their features, highlights the main legal acts and state institutions that regulate the implementation of energy efficiency policy. The negative economic and social consequences of unbalanced domestic consumption of fuel and energy resources are determined., У статті проведено теоретико-методичне дослідження поняття енергозбереження комунальних об’єктів. Запропоновано узагальнене визначення об’єктів комунальної власності з поділом їх на групи та авторське бачення понять ресурсозбереження та енергозбереження комунальних об’єктів. Узагальнено історичні етапи становлення процесу енергозбереження в Україні, охарактеризовано їх особливості, виокремлено основні правові акти та державні інституції, що регулюють реалізацію енергоефективної політики. Визначено негативні економічні та соціальні наслідки незбалансованого внутрішнього споживання паливно-енергетичних ресурсів.

В статье рассмотрены факторы, которые оказывают определенное влияние на энергоэффективность казахстанской экономики. Компетентное управление этими факторами будет способствовать движению в направлении более устойчивого энергетического будущего и энергоэффективной экономики. В целях инновационного развития энергетических систем в Казахстане на законодательном уровне приняты ряд программ. Государственная программа индустриальноинновационного развития Республики Казахстан принята в целях обеспечения повышения конкурентоспособности, финансовой устойчивости, энергетической и экологической безопасности казахстанской экономики, а также роста уровня и качества жизни населения за счет реализации потенциала энергосбережения и повышения энергетической эффективности на основе модернизации, технологического развития и перехода к рациональному и экологически ответственному использованию энергетических ресурсов. В настоящее время решение задачи выделения главных проблем отрасли основывается исключительно на экспертных мнениях, организации рабочих совещательных групп на уровне, например, правительства регионов и страны в целом, анализе отчетов работы отдельных крупных предприятий, анализе тенденций изменения отдельных показателей, анализе работы министерств, отвечающих за работу топливноэнергетической сферы. Если обобщить используемые методы выделения главных проблем, то все их можно отнести исключительно к наименее объективным, крайне поверхностным и ненадежным. Вместе с тем от качества данного этапа стратегической деятельности зависит как правильное распределение финансовых и других, всегда ограниченных, ресурсов, так и результаты развития отрасли и страны в целом. Competent management of these factors will help move towards a more sus tainable energy future and an energyefficient economy. In order to innovatively develop energy systems in Kazakhstan, a number of programs have been adopted at the legislative level. The state program of industrial and innovative development of the Republic of Kazakhstan was adopted with the aim of improving the competitiveness, financial stability, energy and environmental security of the Kazakhstan economy, as well as increasing the level and quality of life of the population by realizing the potential for energy conservation and improving energy efficiency through modernization, technological development and transition to the rational and environmentally responsible use of energy resources. Currently, the solution to the problem of highlighting the main problems of the industry is based solely on expert opinions the organization of working advisory groups at the level of, for example, the governments of the regions and the country as a whole analysis of reports of the work of individual large enterprises analysis of trends in individual indicators analysis of the work of the ministries responsible for the work of the fuel and energy sector. If we generalize the methods used to highlight the main problems, then all of them can be attributed exclusively to the least objective, extremely superficial and unreliable. At the same time, the correct distribution of financial and other always limited resources depends on the quality of this stage of strategic activity, as well as the results of the development of the industry and country as a whole. У статті визначено актуальність дослідження динаміки показників енергетичної сфери та основних макроекономічних показників. Здійснено вибірку даних для аналізу. Окреслено гіпотезу про те, що зростання валового внутрішнього продукту залежить від трансформаційних змін в енергоспоживанні національної економіки. Обрано такі показники для аналізу та побудови кореляційної матриці як: номінальний валовий внутрішній продукт, валовий внутрішній продукт на душу населення, чисельність населення, реальний валовий внутрішній продукт, офіційні міжнародні резерви України, державний та гарантований державою борг України, виробництво електроенергії. Аналізований період складає 2015-2018 рр. (покваратально). Проаналізовано кореляційні зв'язки між показниками. Визначено зворотньо-пропорційний зв'язок між чисельністю населення та державним і гарантованим державою боргом. Визначено слабкий позитивний зв'язок між виробництво енергії та чисельністю населення. З аналізу сформовано відповідні висновки, зокрема, визначено, що економіка стає менш енергозалежною порівняно з минулими роками. Досліджено динаміку енергомісткості валового внутрішнього продукту. Для об'єктивності та врахування факторів зовнішньої агресії, визначено доцільність аналізу значень показників за два періоди, а саме: 2008-2013 рр. та 2014 – 2017 рр. Проаналізовано зміни за базовими категоріями енергоспоживачів, такими як промисловість, транспорт, домашні господарства та сектор послуг, які співставили з динамікою показника виробництва електроенергії. Проаналізовано динаміку ціни нафти та середньої митної вартості природного газу, що склалася у процесі його митного оформлення під час ввезення на територію України. Визначено трансформації в структурі споживання та виробництва електроенергії компаніями та електростанціями України. Серед основних можна відмітити прискорені темпи зростання виробництва електроенергії вітровими електростанціями. Доведено, що запропонований підхід дозволяє визначити сукупність факторів для забезпечення економічного зростання з врахуванням енергетичної складової. The article determines the relevance of research dynamics of the energy sector and the main macroeconomic indicators. Sample data for analysis are defined. The hypothesis that the growth of the gross domestic product depends on transformational changes in the energy consumption of the national economy is determined. The following indicators for the analysis and construction of the correlation matrix: nominal gross domestic product, gross domestic product per capita, population, real gross domestic product, official international reserves of Ukraine, state and state-guaranteed debt of Ukraine, electricity generation are chosen. The analyzed period is 2015-2018 (quarters). Correlation relations between indicators are analyzed. A reverse-proportional relationship between the population and the state and guaranteed by the state debt is determined. A weak positive сorrelation between energy production and population is identified. The analysis formed the appropriate conclusions, in particular, it is determined that economy becomes less energy-dependent than in previous years. The dynamics of energy intensity of the gross domestic product is investigated. For objectivity and taking into account the factors of external aggression, the expediency of analyzing the values of the indicators for two periods, namely: 2008-2013 and 2014-2017, is determined. Changes in the basic categories of energy consumers such as industry, transport, households and services sector are analyzed. They also compared with the dynamics of electricity production, The dynamics of the price of oil and the average customs value of natural gas developed during its customs clearance during the import into the territory of Ukraine are analyzed. The transformations in the structure of consumption and electricity production by the companies and power plants of Ukraine are determined. Among the major transformations, it сan be noted the accelerated growth rate of electricity production by the wind power plants. It is proved that the proposed approach allows to determine a set of factors for providing economic growth considering the energy component.

У статті досліджено проблеми ефективності функціонування економічних суб’єктів на мікро- і макрорівнях. Проаналізовано рентабельність операційної діяльності підприємств за видами економічної діяльності, динаміку рівня рентабельності операційної діяльності підприємств з розподілом на великі, середні та малі. Підкреслено необхідність підвищення ефективності діяльності підприємств. Проаналізовано структуру ВВП за видами економічної діяльності, динаміку енергоємності ВВП України. Виявлено основні проблеми в цій сфері та надано рекомендації щодо їх вирішення. The problems of effective functioning of the economic entities at micro- and macroeconomic levels have been examined in the article. The subject of the research is the theoretical propositions and practical recommendations concerning the analysis of the economic entities effective functioning at the microeconomic and macroeconomic levels. The aim of this article is to analyze the efficiency of the economic entities functioning at the micro and macro levels, to identify the main problems in this area and to provide the recommendations for their solution. Such methods as analysis, synthesis, comparison, generalization, system approach, and statistical and graphical ones are used in the article. The indices characterizing the efficiency of the enterprise functioning such as the profitability of operating activity both as for the types of the enterprises economic activity and as for their division into large, medium and small ones have been analyzed. The most profitable types of economic activity have been highlighted. It has been found out that large and medium-sized enterprises show higher profitability, while small enterprises, including the micro-enterprises, have lower profitability indices. It has been noted that both the microenvironmental factors and the macroenvironmental ones influence the efficiency of the enterprises. The main problems in this area connected, first of all, with the settlement of the insolvency issues, protection of investors and taxation have been revealed. The structures of gross domestic product (GDP) according to the types of economic activity and the dynamics of the Ukrainian GDP energy intensity have been analyzed. The necessity to increase the efficiency of enterprises, especially in those areas that have low profitability occupying a relatively high share of GDP, and those that are significant for the future development of the country, which will significantly improve the efficiency of the resource employment at the macroeconomic level, has been emphasized. The results of the research can be used in practice to improve the efficiency of the economic entities at the micro- and macroeconomic levels.

The goal of the article lies in the study of the modern state of power engineering companies of Ukraine, on the basis of the clarification and systematization of the existing in scientific literature approaches to the classification of the energy saving potential. Effective state development is impossible without a balanced and minimal consumption of energy resources. This is due to the exhaustion of non-renewable natural resources, the risks associated with their transportation, the lack of real alternatives to their replacement. The present state of Ukraine's energy security is investigated and its problems are determined. The interconnection of the economic state of the environment with the introduction of energy-efficient technologies of equipment, equipment, household energy devices is determined. The feasibility of using renewable energy sources and alternative fuels is established. The problems of ecology and their interrelation with the development of the state economy are characterized. The analysis of dynamics of energy consumption by enterprises of mechanical engineering for 2011 - 2017 years. The main mechanisms of state regulation of energy efficiency of mechanical engineering enterprises are separated. The State Target Economic Program for Energy Efficiency is described and characterized. Proposals on energy efficiency improvement of engineering enterprises are presented. Conclusions. An energy analysis of the studied machine-building enterprises, carried out, revealed the presence of significant energy losses and allowed to draw a conclusion on necessity of application of energy efficiency measures that will further reduce energy costs.

The main reasons for insufficient level of energy security of Ukraine are considered. The necessity of increasing the level of energy efficiency and energy saving in all spheres of public life is proved. The directions of realization of the state policy of energy efficiency and energy saving as the necessary prerequisites for ensuring the energy security of Ukraine are proposed.

The development of petroleum refining in the world market dimensions of sustainable development investigated by the author's interpretation of the OECD model "pressure – state – response", where the pressure parameters proposed use – CO2 emissions, the state parameters – indicators of output and foreign trade refining sector; indicators to community response – (GDP eco-intensity). On the basis of economic and mathematical modeling performed of the adaptation and their value for use in the model parameters, performed a quantitative assessment of the relationship between the key requirements for sustainable development and development of the world petroleum refining market. This approach gave to perform a quantitative assessment of the level and impact of individual factors on the development of world petroleum market in countries with different technological structures.

В статті узагальнено основні загрози енергетичній безпеці України та запропоновано пріоритетні напрями її забезпечення. До них, зокрема, відносяться: стимулювання збільшення видобутку енергоресурсів за рахунок застосування сучасних методів інтенсифікації видобутку та податкових стимулів, розвиток відновлюваних джерел енергії, послаблення енергозалежності шляхом зниження обсягів імпорту ПЕР та диверсифікації їх постачальників, здійснення активної політики енергозбереження, створення сприятливого інвестиційного клімату в енергетичному секторі, стимулювання розвитку високотехнологічного виробництва та сфери послуг тощо. Обгрунтовано необхідність розширення системи індикаторів енергетичної безпеки України. The article summarizes the main threats to the energy security of Ukraine and proposes the priority measures of its providing. These, in particular, include: stimulating the increase of energy production through the application of modern methods of intensification of extraction and tax incentives, the development of renewable energy sources, the reduction of energy dependence by reducing the volume of energy sources import and diversifying their suppliers, implementing active energy saving policy, creating a favorable investment climate in the energy sector, stimulating the development of high-tech manufacturing and services, etc. The necessity of expanding the system of Ukraine's energy security indicators is substantiated.

Проаналізовано існуючі підходи до класифікації загроз енергетичній безпеці держави. На основі оцінки індикаторів енергетичної безпеки України виділено основні загрози національній безпеці держави в енергетичній сфері. Встановлено, що однією з вагомих загроз енергетичній безпеці України є значний рівень залежності від імпорту енергоносіїв, що несе ризики економічного та політичного впливу інших держав, залежність від світової кон’юнктури ринку. Виявлено тенденцію до поступової нейтралізації загроз енергетичній безпеці шляхом зменшення імпорту природного газу та диверсифікації поставок. Обгрунтовано, що постійний моніторинг загроз енергетичній безпеці є необхідним для захисту національних інтересів України, основою формування цілей та завдань енергетичної політики, вибору форм і методів забезпечення енергетичної безпеки.The existing approaches to the classification of threats to the country's energy security are analyzed by the place of origin (internal and external), by the factors of origin (objective, subjective), by the object of occurrence (relative to a certain type of energy resources), by the directions of origin (political, economic, social, environmental, etc.), by the sources of origin (natural, technogenic, anthropogenic), by the duration of action (single, short-term, medium-term, long-term), by scale of damage (minor, significant, catastrophic), by the nature of the impact on the energy sector (threats of direct and indirect impact), by the possibility of prediction (assumed and unpredictable), etc. The main threats to the national security of the state in the energy sector were identified based on the analysis of Ukraine's energy security indicators. It’s established that one of the major threats to Ukraine's energy security is a significant level of dependence on import of energy resources, which carries risks of economic and political influence from other countries, dependence on the world market situation. The tendency towards the gradual neutralization of threats to energy security by reducing the import of natural gas and diversifying supplies was found. The level of energy security in Ukraine is also negatively affected by the high level of the fixed assets’s deterioration on the fuel and energy enterprises, the reduction of the volume of capital investments in fuel and energy enterprises, the high level of energy intensity of GDP, the catastrophical indicator of losses during the transportation and distribution of energy, low share of renewable energy sources in energy balance, lack of effective structural reforms in the field of energy, efficient system of management of the energy sector, lack of effective control over the activities of natural monopolies, high level of negative impact of energy objects on the environment, inefficient system of subsidies for housing services, high energy prices and low income of the population, which cause high sensitivity to the growth of tariffs for housing services and the emergence of significant financial debt for electricity, heat supply and so on. It is substantiated that regular monitoring of threats to energy security is necessary to protect the national interests of Ukraine, the basis for the formation of goals and objectives of energy policy, the choice of forms and methods for ensuring energy security.

Энергообеспечение является неотъемлемым фактором социально-экономического развития любой страны. Мировая геополитическая обстановка постоянно меняется и сильно влияет на внутреннюю политику стран-импортеров энергоресурсов в направлении развития и поддержки своей энергонезависимости. В связи с этим все больше научных и финансовых ресурсов направляется на повышение эффективности энергетики на всех циклах – от добычи до ее потребления. Все больше стран ставят приоритетами своей энергополитики энергоэффективность, экологию и энергобезопасность. Государственное регулирование является основополагающим фактором поддержки и развития энергетической сферы. Методы государственного регулирования можно разделить на методы прямого и косвенного воздействия. Оценивать эффективность промышленности стран можно используя показатель энергоемкости ВВП, который совместно с показателем энергодоступности на душу населения способен определить степень развитости и качество жизни в странах. Мир вступает в новый этап развития энергетики, когда после многих десятилетий непрерывного роста энергопотребления экономический рост впервые стал «отрываться» от роста потребления энергии. Во многих наиболее экономически и технологически развитых странах объемы первичного энергопотребления стабилизировались, а в некоторых – уже начали постепенно снижаться. Ряд стран взяли направление на отказ от использования ядерной энергии и инвестируют в развитие возобновляемой энергетики. Россия наравне с другими мировыми лидерами стремится выстраивать свою энергетическую политику в соответствии с текущей обстановкой. В целях инновационного развития энергетических систем в России на законодательном уровне принят ряд программ. Одной из них является государственная программа «Энергоэффективность и развитие энергетики», принятая в целях обеспечения повышения конкурентоспособности, финансовой устойчивости, энергетической и экологической безопасности российской экономики, а также роста уровня и качества жизни населения за счет реализации потенциала энергосбережения и повышения энергетической эффективности на основе модернизации, технологического развития и перехода к рациональному и экологически ответственному использованию энергетических ресурсов., Energy supply is an integral factor in the social and economic development of any country. The global geopolitical situation is constantly changing and strongly influencing the domestic policy of energy-importing countries as they develop and support their energy independence. In this regard, more and more scientific and financial resources are spent on improving the efficiency of energy in all cycles from extraction to consumption. More and more countries regard energy efficiency, ecology and energy security as priorities of their energy policy. State regulation is a fundamental factor in the support and development of the energy sector. The methods of state regulation can be divided into direct impact methods and methods of indirect impact. The efficiency of a country’s industry can be estimated using the GDP energy intensity indicator, which together with the per capita energy accessibility indicator can determine the degree of development and quality of life in the country. The world enters a new stage of energy development, when after many decades of continuous growth of energy consumption, economic growth began to "break away" from the growth of energy consumption for the first time. The volumes of primary energy consumption have stabilized in many of the most economically and technologically advanced countries, and have already begun to decline gradually in some. A number of countries are taking steps to abandon the use of nuclear energy, and are investing in the development of renewable energy. Russia, along with other world leaders, strives to build its energy policy in accordance with the current situation. In order to innovate the development of energy systems in Russia, a number of programs have been adopted at the legislative level. One of them is the state program "Energy Efficiency and Energy Development". The main objectives of this program are to increase the competitiveness, financial stability, energy and environmental safety of the Russian economy, and to increase the level and quality of life of the population by fulfilling the energy-saving potential and increasing energy efficiency through modernization, technological development and transition to a rational and environmentally responsible use of energy resources.

Підвищення енергетичної ефективності на регіональному рівні – одна з найважливіших задач державної політики щодо енергетичної безпеки країни. Досягнення цілей енергоефективності регіонів залежить від комплексу заходів, спрямованих на усунення диспропорцій в забезпеченні регіонів енергетичними ресурсами та їх споживанні і створення єдиного економічного простору в енергетичній сфері.
