Hoy día existen cientos de empresas que ofrezcan servicios de Tecnología de la información (TI) en el país, así como es también mayor y en crecimiento la demanda de soluciones y servicios de TI por parte de la industria. En este proyecto se ha analizar las necesidades de servicios de TI en empresas del sector ambiental, con el ánimo de establecer el diseño de un modelo de negocios para la creación de una empresa consultora de soluciones de TI, basado en los lineamientos de la metodología de Model Bussines Canvas y el marco de SCRUM, al cumplimiento de los requisitos del cliente, creación de valor, tiempos, costos, alcance y calidad de los proyectos, identificando un segmento de prospectos de clientes y una proyección financiera para evaluar el sostenimiento en el tiempo y la viabilidad de inversión para la puesta en marcha de la empresa de consultoría. Currently we find hundreds of companies that offer Information Technology (IT) services in Colombia, as well as the demand for IT solutions and services by the industry. This project has analyzed the needs of IT services in companies in the environmental sector, with the aim of establishing the design of a business model for the creation of an IT solutions consulting company, based on the guidelines of the methodology of Model Business Canvas and the SCRUM framework, to meet customer requirements, value creation, times, costs, scope and quality of projects, identifying a segment of customer prospects and a financial projection to evaluate sustainability over time and the feasibility of investment for the start-up of the consulting company. International audience; Businesses are increasingly called upon to contribute to efforts to protect biodiversity and natural capital. Our article presents the results of an action research conducted with a major company in the environmental sector that has been experimenting with innovative services dedicated to ecosystem management. We show the specific organizational and social challenges the company faced in upscaling this strategy due to its path dependency to its historical value creation model, and to the collective action issues that characterize biodiversity management. We introduce a new interdisciplinary theoretical framework for the development of what we refer to as “business models for ecosystem management services,” defined by the very central place they give to the achievement of measurable biodiversity performances. We then propose four such new business models designed through participatory methods that combine in a unique way a corporate value creation model with an ecological value cocreation model at the ecosystem level.

The experience of regulation of ecological safety in foreign countries has been studied and generalized, including At the regional level, in particular, the main tendencies and peculiarities of implementation of environmental policy by the countries of the European Union have been determined. The commitment to a path towards sustainability based on the Green Economy has a positive impact on the Spanish labor market, a transition that could be considered as a viable and hopeful solution to reduce the unemployment currently supported by Spain. Straipsnio tikslas yra įvertinti Europos Sąjungos sanglaudos politikos fondų investavimo planų tvarumą Estijos, Latvijos ir Lietuvos aplinkai 2007–2013 m. biudžetiniu laikotarpiu. Teorinės literatūros analizė rodo, kad tvarioms investicijoms nustatyti taikomas efektyvumo kriterijus, t.y. kaštų-naudos taisyklė. Bet atsižvelgus į sunkumus, autoriai taikė laipsnišką tvarumo įvertinimą. Ekonominis efektyvumas buvo vertinamas taikant kaštų-naudos taisyklę. Antrame žingsnyje autoriai taikė aplinkos veiklos indeksą kaip papildomą indikatorių norint patikrinti, ar kritinės investicijų į aplinkos sektorių sritys nebuvo praleistos. Siekiant įvertinti visas prioritetines temas, jos buvo suklasifikuotos į keturias sritis, o pastarosios priskirtos kategorijoms pagal tai, kiek jos susijusios su tvarumu. Pagrindinė išvada yra ta, kad Baltijos šalys skiria mažiausiai investicijų toms aplinkos sektoriaus sritims, kurios yra labiausiai susiję su tvarumu, t.y. prevencinėms priemonėms, bioįvairovei ir išteklių produktyvumui. Investicijos į geriamą vandenį buvo įvertintos kaip per didelės iš tvarumo perspektyvos. Kita išvada yra, kad trys Baltijos valstybės, turėdamos labai panašią naujausią istoriją, ekonominį išsivystymą ir gamtinę aplinką, nusistatė labai skirtingus prioritetus. Estijoje indėlis į aplinkos sektorių yra didžiausias vienam gyventojui ir ji taip pat daugiausia investuoja į sritis, labiausiai artimas tvarumui. Lietuvoje žemiausias finansavimas vienam gyventojui, bet jos pozicija geresnė nei Latvijos, kalbant apie sritis, susijusias su tvarumu. This article analyses investment from European Union cohesion policy funds into the Estonian, Latvian, and Lithuanian environmental sectors during the budget period 2007-2013. Total investment from these funds in Estonia, Latvia, and Lithuania during that period will be about 14.7 billion euros, of which about 18 percent covers the environmental sector. The purpose is to analyse whether allocation of expenditure to the environment is sustainable. In their analysis the authors apply sustainability criteria based on the cost-benefit rule and the Environmental Performance Index (EPI). The main finding is that the Baltic States allocate least environmental funds to those fields found to be most relevant to sustainability.

Despite the ongoing discussion on labor shortage in the German economy there is still a lack of empirical analyses of this problem based on adequate econometric methods. The paper explores the determinants of labor shortage in the environmental sector supplying products and services that help to reduce environmental impacts and energy use. Labor shortages occur when the price adjustment mechanism is too slow to balance labor demand and supply. The empirical analysis of labor shortage uses recent data of the establishment panel of the Institute for Employment Research in Nuremberg. A descriptive analysis shows that the environmental sector seems to be over-proportionally affected by labor shortage. Following the results of an econometric analysis innovative firms are significantly more likely to be characterized by labor shortage problems. For climate protection technologies, analytics/consulting or environmental research and development labor shortage seems to result from the respective innovative activities of the firm s requiring high-skilled and specialized staff whereas labor shortage in the recycling sector is due to a lack of low-paid personnel. Further econometric estimations show that firms characterized by labor shortage problems are significantly more likely to pay wages above average. Trotz der andauernden aktuellen Diskussion über einen Fachkräftemangel in Deutschland besteht immer noch ein Mangel an empirischen Analysen auf der Basis ökonometrischer Methoden. Der Beitrag untersucht die Determinanten des Arbeits- bzw. Fachkräftemangels im Umweltsektor. Dieser Wirtschaftsbereich umfasst Produkte und Dienstleistungen, die dazu beitragen, Umweltschädigungen zu verringern oder den Energieverbrauch zu senken. Ein Mangel an Arbeitskräften kann auftreten, wenn der Preismechanismus zu langsam ist, um Nachfrage und Angebot am Arbeitsmarkt ins Gleichgewicht zu bringen. Die empirische Analyse basiert auf Daten des Betriebspanels des Instituts für Arbeitsmarkt- und Berufsforschung (IAB) in Nürnberg. Eine deskriptive Analyse zeigt zunächst, dass der Umweltsektor überproportional von einem Arbeitskräftemangel betroffen ist. Die Ergebnisse einer ökonometrischen Analyse belegen dann, dass dies insbesondere für innovative Umweltbetriebe zutrifft. Vor allem in den Umweltbereichen Klimaschutz, Analytik/Consulting und Umweltforschung und -entwicklung ist der Arbeitskräftemangel im Wesentlichen mit den Innovationsaktivitäten der Betriebe verknüpft, die hochqualifiziertes und spezialisiertes Personal benötigen. Der Arbeitskräftemangel im Recyclingsektor ist dagegen vor allem auf die geringe Verfügbarkeit sehr niedrig bezahlter Arbeitskräfte zurückzuführen. Weitergehende ökonometrische Schätzungen zeigen, dass Betriebe mit Fachkräftemangel überdurchschnittlich hohe Löhne zahlen.

Odour emissions are causing serious nuisance for the population, especially in the surrounding of waste water treatment plants (WWTP) and solid waste treatment plants. Extended exposure to odours generate undesirable reactions ranging from emotional stresses such as unease, discomfort, headaches, or depression to physical symptoms. Odour emission characterization is currently discussed in international literature for opportune implementation. Measurement of emissions can be achieved using different methods (analytical, sensorial and/or senso-instrumental) that have different advantages and problems. Among these techniques, there is a growing interest towards the environmental applications of electronic noses. Electronic nose is the only technique that allows continuous monitoring of odours. However, at present there are several limitations affecting the application of electronic nose in the environmental sector. The study investigates the electronic nose potentialities in the environmental sector. Scope of this research activity is to investigate an alternative method to build training data set necessary to distinguish different odour sources generated by solid waste treatment facilities through electronic nose application. The proposed methodology is based on the straightforward application of the electronic nose directly in field with the aim to reduce the time to build the complete data set. Results highlight the great efficiency of the proposed approach to reduce the time to build the complete data set, to maximize the electronic nose capability of operating a qualitative classification of odour sources.

"The paper explores employment effects of environmental product innovations at the firm level. The empirical analysis is based on the establishment panel of the Institute for Employment Research (Nuremberg). A descriptive analysis shows that more than 50 percent of the firms in the environmental sector developed new products or improved existing products or services. The most dynamic environmental fields were analytics, consulting, measurement technology, waste disposal and recycling. A firm specialised in environmental research and development seems to have the best employment perspectives in the short and in the long run. Our econometric analysis had to address a simultaneity problem because the decision of a firm on the realisation of innovations and on the enlargement or reduction of employment is mutually dependant. Therefore, we apply a bivariate probit model that allows estimating the two variables simultaneously. The econometric results show that the influence of environmental innovation activities on the employment development is significantly positive. Furthermore, the quantitative importance of the new products with regard to the whole turnover of the firm is also important for employment growth. Within the bivariate probit model, the determinants of environmental innovation activities are also explored. They may be interpreted as indirect influences on the employment development of the firm. The results show that the improvement of the innovative capacities by R&D and further education measures and the existence of a high qualified human capital are significantly important for the development of new products in the environmental sector. A good strategy to improve the innovativeness of a firm seems to be a diversification of environmental product lines offered by the firm." (author's abstract) Die Studie untersucht die Beschäftigungseffekte von umweltbezogenen Produktinnovationen auf Unternehmensebene. Die empirische Analyse basiert auf dem Betriebspanel des Instituts für Arbeitsmarkt- und Berufsforschung (Nürnberg). Eine deskriptive Analyse zeigt, dass mehr als 50 Prozent der Unternehmen auf dem Umweltsektor neue Produkte entwickelten oder existierende Produkte oder Dienstleistungen verbesserten. Die dynamischsten umweltbezogenen Felder waren Analytik, Consulting, Messtechnologie, Abfallbeseitigung und Recycling. Ein auf Umweltforschung und -entwicklung spezialisiertes Unternehmen scheint sowohl kurzfristig als auch langfristig die besten Beschäftigungsperspektiven zu bieten. Die ökonometrische Analyse hatte ein Simultanitätsproblem zu lösen, weil die Entscheidungen eines Unternehmens über die Realisierung von Innovationen und die Erweiterung oder Reduzierung von Beschäftigung sich gegenseitig bedingen. Es kommt daher ein bivariates Modell zu Einsatz, das die simultane Einschätzung beider Variablen ermöglicht. Die ökonometrischen Ergebnisse zeigen, dass der Einfluss umweltbezogener Innovationsaktivitäten auf die Beschäftigungsentwicklung signifikant positiv ist. Darüber hinaus ist auch die quantitative Bedeutung der neuen Produkte bezogen auf den Gesamtumsatz des Unternehmens wichtig für den Anstieg der Beschäftigung. Im Rahmen des bivariaten Probitmodells werden auch die Determinanten umweltbezogener Innovationsaktivitäten untersucht. Sie können als indirekte Einflüsse auf die Beschäftigungsentwicklung eines Unternehmens interpretiert werden. Die Ergebnisse zeigen, dass die Verbesserung der innovativen Kapazitäten durch FuE und andere Bildungsmaßnahmen sowie die Existenz von hochqualifiziertem Humankapital signifikant wichtig für die Entwicklung neuer Produkte auf dem Umweltsektor sind. Eine gute Strategie zur Verbesserung der Innovationsfähigkeit eines Unternehmens scheint die Diversifikation des umweltbezogenen Produktsortiments zu sein, das von einem Unternehmen angeboten wird. "The so-called Environmental Sector produces technologies, products and services that prevent or reduce environmental damages. On the background of growing environmental problems such as climate protection this sector seems to be more and more important. Contrary to that, a theoretical model shows that this hypothesis may not be true for all sections of the environmental sector. End-of-pipe solutions that operate independently from production processes are mostly driven by environmental regulation so that the demand for these products reacts rather inelastic. This may not be the case for cleaner technologies that are in most cases an integrated part of the production process. Cost-savings are a major motivation to introduce these technologies and products. Unfortunately, the statistical recording of cleaner technologies is very problematic because these technologies or products can not easily be identified separately. This is also the case for our empirical analysis using data from the establishment panel of the Institute for Employment Research. Our analysis of structural change shows a drastic decline of the number of firms and employment in environmental sectors dominated by end-of-pipe but there are positive employment developments and expectations for those cleaner technologies that are captured by our data. This observation is confirmed by an econometric analysis explaining the driving forces of the market shares of firms in the environmental sector." (author's abstract) Der sogenannte Umweltsektor produziert Technologien, Produkte und Dienstleistungen zur Prävention und Reduzierung von Umweltschäden. Vor dem Hintergrund wachsender Umweltprobleme wie dem Klimaschutz kommt diesem Sektor mehr und mehr Bedeutung zu. Im Gegensatz dazu zeigt ein theoretisches Modell, dass diese Hypothese nicht für alle Bereiche des Umweltsektors zuzutreffen scheint. End-of-pipe-Lösungen, die unabhängig von Produktionsprozessen ablaufen, sind meistens die Folge von Umweltregulierungen, mit der Folge, dass die Nachfrage nach diesen Produkten ziemlich unelastisch reagiert. Dies mag nicht der Fall sein für saubere Technologien, die in den meisten Fällen ein integrierter Teil des Produktionsprozesses sind. Kosteneinsparung ist das Hauptmotiv für die Einführung dieser Technologien und Produkte. Unglücklicherweise ist die statistische Messung sauberer Technologien sehr problematisch, da diese Technologien oder Produkte nicht leicht separat identifiziert werden können. Dies gilt auch für die im Beitrag präsentierte empirische Analyse auf der Basis von Daten des IAB-Betriebspanels. Die Analyse des strukturellen Wandels zeigt ein drastisches Abnehmen sowohl der Zahl der Unternehmen als auch der Beschäftigung in Umweltsektoren, die von End-of-pipe-Technologien dominiert werden. Auf der anderen Seite gibt es positive Beschäftigungsentwicklungen und -erwartungen für die sauberen Technologien, die mit den vorliegenden Daten erfasst werden konnten. Diese Beobachtungen werden durch eine ökonometrische Analyse bestätigt, die die treibenden Kräfte des Marktanteils von Unternehmen auf dem Umweltsektor erklärt. (IAB)

El desarrollo del sector ambiental en México en la década de los años ochenta generó oportunidades de negocios para muchas pequeñas y medianas empresas (pymes), cuyo reto es lograr su permanencia y crecimiento en este sector. El objetivo de este trabajo es presentar evidencia empírica sobre los vínculos de cooperación empresarial como una estrategia de estas empresas. Para ello se analizaron cualitativamente veintidós entrevistas a empresarios de pequeñas y medianas empresas que abordaron aspectos relacionados con los vínculos de cooperación. Para muchos de ellos estos vínculos les han permitido diferenciarse de sus competidores y mejorar su capacidad de competir con empresas fuera de la relación, y se convirtieron, en algunos casos, en un fuerte estímulo para su internacionalización. El trabajo sugiere que para que el vínculo de cooperación sea exitoso, es importante buscar el equilibrio entre la simetría de las empresas que haga factible la cooperación y su asimetría para enriquecer la experiencia y el aprendizaje. Interfirm Cooperation as a Strategy of SMEs in the Environmental Sector The development of the environmental sector in Mexico in the eighties opened business opportunities to small and medium-sized enterprises (SMEs). To survive and grow, there are multiple challenges; therefore it is important for smaller firms to overcome their main constraints. This document presents the findings on cooperative relationships as a strategy adopted by small and medium-sized enterprises. Twenty-two interviews were analyzed qualitatively, finding that cooperation has made it possible to many of the firms to differentiate from their competitors and to improve their capability to compete with outsiders. This has become a strong stimuli for internationalization to some of them. This work shows the importance of balancing firms’ symmetries for enabling cooperation and using the asymmetries to provide learning opportunities and experience.
