自由論文, 介護保険法の施行から7年半経過しているものの、法改正に伴う制度変更、財源の確保の中、現状はまだ流動的である。そこで本稿では、介護保険制度における重要な中核であり、また制度変更の影響を最も受ける、要介護者と家族集団、及び家族員をめぐる家族危機の推移に焦点を絞りながら、家族内での役割の再組織化、家族の介護への対応、及び社会への影響について、現状を踏まえ今後の方向性や問題点を明確にしたいと考える。, Despite the passage of seven and a half years after the enactment of the Nursing Care Insurance Law in Japan, the present conditions surrounding the nursing care insurance system are still fluctuating due to the changes made in the system accompanied by the revision of the Law and some financial challenges that the system faces. Those in need of care and their family members are in the central part of the nursing care insurance system, and are most susceptible to whatever changes that the system is subjected to. While focusing on the development of the family crisis that have been experienced by those in need of care and their family members, this article aims to identify the future direction and future challenges of the nursing care insurance system taking the reshuffling of the roles to be played among family members, attitudes of family members towards the care itself, and social impacts that the family crisis have caused into considerations.
