This paper explores how arts and arts‐based initiatives (ABIs) are embedded in a non‐arts organization with a pronounced imprint on efficiency. When two unconnected and distant fields of activity coexist and collaborate, this is known in academia as hybridity. Scholars in hybridity are interested in studying the tension that emerges from the blending of otherwise distant fields and the coping actions that give stability over time. Conversely, studies on ABIs have mostly overlooked the tension arising from the coupling of arts practices and efficiency practices viewed in a long‐term perspective. To address this issue, we conducted a process research study on a government agency with a strong efficiency mindset and a focus on standardized procedures which had decided to promote its arts collection. The analysis was based on semi‐structured interviews, participant observations, and archive data and focused on the tension and actions taken by the unit running the arts collection and the rest of the government agency. Our findings identified two types of actions, instant and enduring actions, which can be deployed with diverse temporality and by people with different hierarchical positions to navigate the tensions arising from art being incorporated within a non‐arts organization over time. Budgetary and contributory organizations represent a stable element of public administration organizations in the Slovak Republic. A similar type of organization is also known in the legal regulations of European countries, or countries around the world, most often under the term government agencies. The legal regulation of budgetary and contributory organizations is important from the point of view of their competencies regulation since on the one hand their activities impact a wide spectrum of the users of their services and on the other hand, they are financed from public sources. The aim of the study is to clarify the legal framework for the establishment and termination of these organizations and the application practice in this area under the conditions of Slovak legislation within the competencies of the Ministry of Education, Science, Research, and Sport of the Slovak Republic. Within the research, methods of analysis, synthesis, comparison, and other scientific methods were used. The starting data to analyze are valid regulations in the Slovak Republic, internal legislation of the Ministry of Education, scientific studies, and foreign legislation to regulate the issue abroad. The study provides a basic regulation of the establishment and termination of budgetary and contributory organizations within legal conditions in the Slovak Republic and an overview of the implemented changes in the structure of departmental organizations within application practice in the education sector.

The field of wildlife conservation is comprised of a variety of players with different contexts and approaches. Zoos and aquariums, historically largely focused on public entertainment, are shifting more towards conservation-minded missions and can play a unique role in wildlife conservation by leveraging their distinct assets. The Minnesota Zoo is an AZA-accredited institution and an agency of the State of Minnesota that has been conducting wildlife conservation for over 40 years. Here, we review our current portfolio of local field projects, including initiatives targeting pollinators, native mussels, turtles, and bison, using several considerations to structure and better understand how our unique context has shaped our work. Our designation as a state agency has impacted our initiatives by necessitating a focus on local efforts and has facilitated many partnerships with other government agencies. Indeed, partnerships have been vital to our success and have shaped our programs significantly since their inception. All of the Zoo’s conservation initiatives are built on a bedrock of sound science, and we continue to contribute to the field through research, utilizing the expertise of department staff. In addition, the various funding streams that support our programs have dramatically shaped our work and have created some siloing of staff within the department. However, grant funding can serve as a buffer against the impacts of economic uncertainty, as evidenced during the COVID-19 pandemic. Lastly, our programs have expanded and our objectives have pivoted over the years in response to changing needs and opportunities; such flexibility—and increased flexibility for our staff—is imperative to the future success of these efforts. The Minnesota Zoo’s narrative is unique and helps us understand how we can continue to most effectively carry out local conservation efforts. As we work to protect habitats and save species from extinction, it is important to utilize the distinct assets that each organization can contribute in order to have the greatest collective impact.

Hybridity has become a widely-used concept in public management theory and practice. Yet, there is limited insight in what constitutes a hybrid organization. This article argues that it is not enough to say an organization is hybrid; you need to say how an organization is hybrid, as organizations can mix the characteristics of state and market on several dimensions and with differing intensities. They all have, as it were, a distinctive hybrid thumbprint, which can influence an organization's performance and hence the quality of its service provision. The Local Government and the Government Agency shape the Seven Crater Lakes. The present study focused on understanding the predominant Governments and Lake Governance's concept vis‐a‐vis the small lakes and their basin communities. These foremost authorities are intertwined, and Lake Governance's essential criteria interplayed and continuous to the responsibility. Although the City Government of San Pablo City and the Laguna Lake Development Authority (LLDA) have improved the small lake's situations and they are satisfactorily functioning, serious issues still remain at present and into the future. Focusing on the criteria's lessons, Pandin Lake, Yambo Lake, Mohicap Lake and Sampaloc Lake have been ameliorated to varying degrees. In contrast, Bunot Lake, Palakpakin Lake and Calibato Lake continue to struggle with deficiencies. Thus, over the dual governments need to exhibit greater commitment, decisiveness and effectiveness if the Seven Crater Lakes are to flourish in development and conservation. Furthermore, while the Structuring Government and Administering Water criteria are adequate, completing the Developing Tourism, accomplishing the Regulating Fishery and substantially subsidizing the Supporting Finance in the City Government and the LLDA remain deficient. The main objectives of this study were to assess current gender mainstreaming practices and to identify opportunities and challenges in mainstreaming of gender issues in selected government offices in Fogera district, Ethiopia. The specific objectives of the study were to assess and analyze the practice of gender mainstreaming, to identify the existing opportunities for gender mainstreaming and to examine the major practical problems that inhibit gender mainstreaming. The study used qualitative research methods and case study research design. Consequently, purposive sampling was used to select the informants and discussants of the study. The findings showed that most participants of the study who are currently working in study offices are clear with the concepts of gender and gender mainstreaming, but they did not have clear understanding on the point that promoting gender equality. Besides, the study offices did not fully employ different tools and techniques for gender mainstreaming practice. The finding also showed that the participants of the study offices have less access to training and retraining opportunities of gender and gender mainstreaming. Lack of commitment and attention on the part of decision-making bodies, lack of continuous access to gender awareness and sensitivity training were identified as the major challenges. The urgency of the investigated problem is caused by the state regulation of foreign economic relations is one of the priority political tasks. In the first half of the XIX century, when the era of colonial world division ended, the spheres of influence and colonial expansion of the world powers were outlined. During this period, rivalry with England in Central Asia, Iran and Transcaucasia proved strategically important to Russia. These territories had long been economic partners for Russia. The paper aims to show the role of specially created bodies in the Russian Empire in regulating trade and economic relations of the state with the countries of Central Asia, using general scientific and special-historical methods. The leading methods in the presented study are the method of institutional analysis, problem analysis, and comparative-historical method. Results show that In 1819, the Asia Department and the Asia Committee were established within the Ministry of Foreign Affairs due to reorganizations and the search for the best solution to the urgent problems of economic cooperation with Asian countries. A main task of regulating economic relations was customs and tariff regulation. The compilation and enactment of the Asian Tariff was central to the activities of the bodies that controlled Russian-Asian trade.

Today’s dynamic business environment must continuously adapt its software development methods to changing technologies and new requirements on the part of customers. Therefore, Agile methods are being used more and more used because they emphasize both flexibility and the ability to change. However, at the same time, the business-driven need for predictability and control remains. The purpose of this case study is to explore and theorize on paradoxical tensions and ambidexterity during an Agile software development project at a government agency. The study empirically examines how tensions and the ambidextrous responses to these tensions are related to Agile values. Data was collected by conducting interviews and studying internal project documents. Four categories of tensions (learning, organizing, performing, and belonging) were used for analytical purposes. The findings suggest that most of the tensions perceived were in the categories of learning and performing. There are, furthermore, several connections between the ambidextrous responses to these tensions and Agile principles. A deeper understanding of Agile values and principles is required in order to make projects successful. The contribution made by the study, therefore, is of great importance because Agile methods are for leading projects, not only in Agile software development, but also in other industries and sectors.

Child support is a topic rarely treated in anthropological literature. This ethnographic research study fills part of the gap created by this oversight by examining the recent phenomenon of the declining child support caseload in Monterey County, California to ascertain the specific factors influencing the parent’s decision to close the case. A more holistic picture of the closure process is painted by looking at case closures from the perspectives of the caseworkers and parents through interviews, observations, and surveys of a total of 53 participants from varied backgrounds. Overall, this study found that misconceptions of the child support system, displeasure and frustration with the way the system works, and dissatisfaction with the amount of money received are leading factors in the parent’s decision to close the case. These findings suggest that the declining trend of child support cases in Monterey County is impacted largely by parent dissatisfaction with the child support system and the agency itself.

Excellent public service is a skill and obligation that must be given by every government apparatus to the community and also to stakeholders. The existence of a paradigm shift in government agencies that is fundamental in various fields of human life is a challenge for public administration, in line with the increasing need for efficient and responsive public services where the government becomes the focus of the community on administrative matters that are obligatory as civil servants so that services to the community are expected to be provided in a timely manner. However, until now, there are still many complaints from the community regarding the poor service provided by officials in the government agencies. This research is intended to answer the questions what aspects of services are complained about by the public and how efforts are being made so that service excellence can be applied in a government agency. This is a qualitative research with a case study approach. Data collection was carried out by semistructured interviews with 6 community representatives with the aim of finding out whether the staff in the agency had carried out their duties to serve the community in accordance with policies and regulations in excellent service. In this study, the researcher also interviewed 2 staff with the aim of knowing whether excellent service is a priority in serving the community. This study proves that there are important aspects that must be improved in the public service, namely human resources and tangibles. [ABSTRACT FROM AUTHOR]

Ecological factors have tremendous impacts on administrative machinery. It is understood that public administration at any level of government is in a causal relationship with its ecology. Investigating the ecology of public administration is a useful way to understand policy process and the values placed by public organizations/officials upon a program within their jurisdiction. Change is the major concern of ecological approach because it has important impacts on the balance of power, decision-making and resources allocation. Urbanization would accelerate the changes of ecological factors which in turn would alter the use of resources. All these would exert new demands upon existing government and its urban administration. In order to provide steady support to those changes, it requires an atmosphere in which political leadership, the integration of policies at various levels, and skilled public personnel to be established. Using the case of Penang state of Malaysia, this article investigates the interactions between Penang administrative machinery and its ecology which give impacts to its new affordable housing program. Focus group discussion and in-depth interviews were conducted to elicit primary data with key informants. Secondary data from literature survey was used to position the research within the context of Penang. Findings show that the creation of the new urban program was a response to the ecological changes of Penang. Results also indicate that the ecological changes have great impacts on public officials’ behavior in administrating the new program. The article ends with a discussion of implications of these findings for research and practice.

Embedded artists in government incorporate connect art methods and esthetic perspectives in non-arts contexts, working in collaboration with government staff whether through their own professional choice or through a formal program established by a government agency or arts organization. This article contextualizes embedded artists in government in connection to artist residencies in the art world, arts in non-arts contexts, and creative placemaking to understand how work is framed and to demonstrate potential impacts while making suggestions for future research. Background: In 2015, Michigan implemented a rule requiring parents to attend an education session at a local health department (LHD) prior to waiving mandatory child vaccinations. This study utilizes Normalization Process Theory (NPT) to assess program implementation, identifying potential threats to fidelity and sustainability.Methods: We conducted 32 semi-structured interviews with individuals involved in these education programs across 16 LHDs. Participating LHDs were selected from a stratified, representative sample. One interviewer conducted all interviews using a semi-structured interview guide; two authors coded and analyzed the interview transcripts according to the NPT framework (i.e, sense-making, engagement, collective action, and reflexive monitoring).Results: There was a lack of consensus about who the stakeholders of this new rule and its resulting program were (sense-making). Perhaps as a result, most LHDs did not solicit advice from key stakeholder groups (i.e., schools, health care providers, community stakeholders) in their planning (engagement). While most interviewees identified providing education and information as the goal, some identified the more challenging goal of persuading vaccine hesitant parents to immunize their children. There was also some variation in perception of who held health educators accountable for meeting the goals of the waiver education program (collective action). Formal program evaluation by LHDs was rare, although some held informal staff debriefings. Additionally, sessions that went particularly well or poorly were top-of-mind (reflexive monitoring).Conclusions: The immunization waiver education program may be at risk of not becoming fully embedded into routine LHD practice, potentially compromising its long-term effectiveness and sustainability. Managers at the local and state level should maintain oversight to ensure that the program is delivered with fidelity. As the program relies on sustaining inconvenience to encourage parents to immunize their children, any shortcuts taken will undermine its success. [ABSTRACT FROM AUTHOR]

The article covers the historical period that preceded the privatization reform of the print media in modern Ukraine (1991-2013). The content of first draft laws on privatization, prepared both by state and non-state institutions and organizations, is analyzed, the meanings of public debates that took place around these processes are considered. Based on the analysis of different types of historical sources, it is proved that during this period the country possessed all the necessary conditions for legislative and political changes in the print media: key issues to be addressed were identified and spotlighted, psychological rationale for future perception of privatization reform by state-operated printed media staff was prepared. However, despite the creation of a certain basis for the successful implementation of media reform, the reform process turned out to be unnaturally long, lasting more than 20 years. The conclusion is substantiated that although such a situation is traditionally associated only with a lack of political will of authorities, in reality the cause of this delay stemmed from various factors. On the one hand -- lack of legal norms, opposition of post-communist elites, influence of large business groups which managed to establish control over the media space of Ukraine for some time, and on the other hand -- weak motivation for revolutionary changes in many editorial boards of newspapers and magazines, which for a long time sought to preserve the Soviet tradition -- patronage by the State. The specificity of Ukraine was that, despite declaring Europe-oriented approach, Ukrainian legislation on the print media functioning hesitated to follow European experience. The explanation of this paradoxical situation is obviously to be found in deep processes of the slow transformation of Ukrainian society, which still requires systematic research. RARE, a U.S.-based environmental organization in Washington, D.C., has been using social marketing theories, principles, and best practices to launch local and regional campaigns to protect endangered species, marine ecology, climate change, and other environmental conservation problems. In this study, I reported collaborative efforts between RARE and a local Chinese conservation agency (i.e., Yangtze Alligator National Nature Reserve, China). Through a detailed analysis of this 2-year conservation campaign in China, I aim to demonstrate how SMART objective setting practice, Theory of Change Model, KAP Model (Knowledge, Attitude, and Practice), and triangulation data collection method can generate stakeholders' behavioral insights to maximize campaign outcomes. As a local campaign manager of this campaign, I also shared my personal experiences in developing, implementing, and assessing an environmental communication campaign. During its 25 years of existence, the National Institute on Alcohol Abuse and Alcoholism (NIAAA) has been influenced by many individuals and organizations. Among those shaping NIAAA's missions and their implementations, the Institute's directors played and continue to play a pivotal role. In return, the position as director of NIAAA had an impact on these men and their careers. Alcohol Health & Research World contacted the former and current directors to record their personal recollections and impressions of the alcohol field and NIAAA's role in it.

This research particularly aims to investigate how the individual differences in gender, age, and internet experience influence citizens' trust in e-government's adoption. The findings of the study revealed that females are confident and have a more positive evaluation of online services compared to males. Interestingly, this study found that old people display greater trust in e-government as compared to the levels of trust reported by younger people. This article addresses a fundamental feature of risk discourse, namely, risk association, defined as the process whereby an agent establishes a connection between something, x, and the notion of risk. In addition, risk association can be defined as the result of such a process, i.e. an established connection between x and risk. A special case of risk association is when x is linked to harmful properties and thus is represented as a risk. Although fundamental to any analysis of socio-cognitive attention to risks, the process of risk association is often taken for granted in risk research. A layered model of risk association is presented taking linguistic practices, i.e. the use of words, as the point of departure. Accordingly, there are both central and more peripheral means of risk association. The central means include the morpheme ‘risk’. More peripheral means of risk association are close synonyms and antonyms of risk (e.g. ‘hazard’, ‘danger’, ‘safety’ and ‘security’) and other related words (e.g. ‘crisis’, ‘protection’ and ‘threat’). For an illustration, the model is applied to an empirical example: the instructions for Swedish government agencies. The example illustrates how the exact vocabulary considered for operationalization in analysis has important consequences for the conclusions that follow with respect to the extent to which government agencies are associated with risk. The current research aims to identify and prioritize the factors affecting public trust in government agencies in Tehran. For this purpose, 39 variables that affect public trust were extracted by reviewing the literature of the context, then, they were used for preparing the questionnaire. Research methods are descriptive, exploratory, applied and fieldwork. Validity and reliability of the questionnaire are evaluated at the appropriate level based on Cronbach’s alpha (0.925) using literature review and the experts' corrective ideas. The questionnaire was distributed among a sample of 303 people from the unlimited population using statistical technique, which includes the clienteles of government agencies in Tehran. By using exploratory factor analysis and according to variance explained percent, the variables were classified into seven main factors respectively including: satisfaction with the performance and services, quality of services, clientele participation, social trust, official corruption, clientele awareness level and information.
