Since the significance of fiscal decentralization and technological innovations cannot be ignored in monitoring the targets of environmental-related sustainable development goals, a full picture of its relationship with environmental quality is vigorous. Thus, this study aims to analyze the influence of financial centralization and technological development on environmental quality in China during the period from 2000 to 2020. The results of this study indicate the positive role of fiscal decentralization in ecological damages by increasing sulfur dioxide emissions. Moreover, technological innovations assist to diminish the pollution levels. The study also confirmed the association between environmental degradation and economic growth in an inverted U-shaped environment Kuznets curve hypothesis. The policy targeting financial decentralization, technological innovation, and economic growth significantly alter sulfur dioxide emissions and vice versa. The progress of this research also has important political effects by restructuring government expenditures and making them more effective by balancing local development and enhancing the quality of the environment. Regarding policy ramifications, we believe that to address declining ecological quality, China should develop measures to diminish the levels of environmental pollution by encouraging an energy-efficient system. Government fiscal support is an important way to improve social welfare and enhance the protection of people's livelihood. This paper uses the entropy weight TOPSIS method, fixed effect model, two-stage least squares regression, moderating effect model, and mediating effect model to comparatively analyze the level of high-quality development of the region and explore the impact and mechanism of livelihood expenditures on the high-quality development of the region. The findings show that increasing government expenditures on people's livelihoods can effectively improve regional high-quality development, but the degree of marginal improvement varies with different periods and locations. People's livelihood expenditure could promote sustainable regional development by increasing the consumption level of residents. Urbanization could strengthen the positive effect of livelihood expenditure on regional high-quality development. This study enriches the theoretical research on institutional economics and explores the effect and role of government behavior in the process of high-quality development from the perspective of livelihood expenditure. Implementing green innovation in megaprojects is an effective way to reduce energy consumption, environmental pollution and eliminate environmental externalities. In order to consider the interactive effects of multiple stakeholders, we constructed a tripartite evolutionary game model including the government, the public, and construction enterprises. And investigated the effects of the initial strategy and various parameter adjustments on the players' choices through simulation. In comparison to previous research, we discover that government penalties and subsidies and the degree of public participation all affect the motivation of construction enterprises to execute green innovation. Government behavior and public participation are also interacting, government incentives can encourage public participation on the one hand, while public participation can inhibit negative government regulatory behavior, and environmental contamination by construction enterprises, effectively promoting green innovation in megaprojects on the other. Finally, we attempt to provide solutions for incentivizing green innovation in megaprojects from a synergistic perspective.

This paper investigates the role of the prospect theory preferences in influencing the relationship between performance goals and subsequent performances. We find an inverted-U relationship between the goal of the central government and the performance of local governments in land supply based on China's land supply data between 2005 and 2013. The higher land supply goals of the central government initially increase and then decrease the land supply by local governments. We further explore the inverted-U relations by considering local governments' prospect theory preferences theoretically and empirically. Under the requirements of a low carbon economy, promoting the transition of energy consumption of power generation enterprises from fossil energy to renewable energy is essential in practicing carbon emission reduction. Taking China as an example, this study investigates the impact of the interactive behavior of central and local governments in fulfilling their green obligations on the green transformation of power generation enterprises by constructing a tripartite evolutionary game model. The main findings of this paper are as follows: (i) Under the trend of reducing subsidies for renewable electricity, if local governments fail to fulfill their regulatory obligations for renewable energy consumption on time, it will discourage power generation enterprises from using renewable electricity; in the short term, it will cause power generation enterprises to turn their backs on green power strategy and choose thermal power strategy. (ii) If the central government releases a strong signal of a considerable amount of renewable energy power subsidy, the local government's enthusiasm for fulfilling the renewable energy consumption supervision obligations will be hurt. (iii) The practical implementation of the responsibility assessment system of renewable energy consumption requires mobilizing all relevant stakeholders in the renewable energy market. It is essential to motivate local governments to fulfill their renewable energy consumption regulation obligation. This study provides a policy analysis for the green transformation of Chinese power generation enterprises and a reference for the green transformation of enterprises in other developing countries. 【Objective/Meaning】In the process of rural urbanization, the continuous disappearance of cultural heritage has made the protection and development of cultural heritage imminent. As the key subject of cultural heritage protection, the government studied its behavior and challenges in the process of protection, in order to provide reference for the cultural heritage protection. 【Methods/Procedures】Through the methods of literature research, and analysis & summary, and by taking the protection of Yongtai Zhuangzhai as a case, the government behavior and challenges of Yongtai County in the protection process of Zhuangzhai were analyzed, and then the relevant countermeasures were put forward. 【 Results/Conclusions】 The government of Yongtai County has played a leading role in the process of protecting Yongtai Zhuangzhai, but at the same time, it was faced with many challenges, such as the absence of laws and regulations and the insufficient investment of funds. Therefore, it was necessary to optimize the protection of cultural heritage by improving the policy measures of cultural heritage protection and accelerating the team construction of cultural inheritance. In recent years, emergencies have emerged one after another, and consumers' panic buying behavior has also intensified. Under this circumstance, how the government can suppress panic buying through official behavior has always been a difficult problem for the government to solve. Since emergencies cause consumers' uncertainty and risk perception, it is particularly important for the government to change consumers' risk perception through various behaviors and to conduct strategic games with them. This paper proposes an agent-based ABM model, which incorporates government behavior into the risk analysis of panic buying, in which government behavior is refuting rumors and aid materials, and the model simulates the impact of two comprehensive government behaviors on panic buying. The model operates against a prospect-theoretic decision-making model, including the impact of government actions and decision-making through Bayesian updates to risk perceptions. Through the analysis of the ABM model, we can see that the higher the government's refutation of rumors and the more aid materials, the higher the consumers' trust in the government, which leads to a decrease in the degree of trust in their own blind judgments, so that they will face their own risks more rationally perception and reduce irrational panic buying behavior. Urban–rural imbalance is a common phenomenon, and its prominent manifestation is the sustained expansion of the urban–rural income gap. For emerging countries, this gap encountered during the development process should be addressed by promoting development, which also puts forward high requirements for economic management. Inspired by political economy theory and the widening urban–rural income gap in China, this study constructs a theoretical framework of "purpose-behavior-performance-structure" based on the urban bias theory, and then quantitatively examines the effect of economic growth target on the urban–rural income gap based on panel data at the provincial level. In addition, we explore the mechanism by which economic growth targets affect the urban–rural income gap with the mediating effect model, and investigate the impact of marketization and spatial structure on the relationship between economic growth targets and urban–rural income gap with the moderating effect model. The results show that the economic growth target significantly contributes to the widening urban–rural income gap in the face of the political promotion incentives and economic growth target accountability system, and this effect exhibits substantial spatiotemporal heterogeneity. In addition, fiscal expenditure, fixed asset investment, and labor mismatch under urban bias are important mechanisms that lead to the widening urban–rural income gap, and the marketization level and spatial structure significantly affect this relationship. The high-tech industry belongs to the core strategic national development category and is essential in promoting social future economic growth and scientific and technological progress. This paper constructs a theoretical framework for high-tech industry land misallocation based on the four-level institutional analysis method. The study selects Zhejiang Province of China as the research area. It uses the literature research method and multiple regression analysis methods to analyze the root causes and influence mechanism of land misallocation for the high-tech industry. The research shows that the land-use support policies for the high-tech industry can effectively alleviate the misallocation of land factors. In contrast, the government’s improper financial support measures and tax incentives increase the degree of land misallocation in the high-tech industry. The higher the R&D expenditure-to-income ratio and profitability, the lesser the land misallocation in the high-tech industry. Government behavior and enterprise behavior impact land misallocation in the high-tech industry, but government behavior has a major impact. Therefore, the government, enterprises, and the market should adopt an integrated strategy to reduce excessive government intervention in land resource allocation, allowing the market to play a decisive role in resource allocation, and stimulate the vitality of enterprise R&D and innovation. This study helps to reveal the deep motivation of land misallocation for high-tech industry and provides practical guidance for optimizing the high-tech industrial land allocation and promoting high-quality industrial development.

Does the representation of women in cabinet and party leadership positions affect whether governments are more or less likely to fulfill the policy promises they make during election campaigns? This research note studies the effects of women's descriptive representation in cabinet and party leadership on policymaking by analyzing the pledge fulfillment of parties in 10 European countries, the United States, and Canada. The empirical analysis suggests that governing parties are more likely to fulfill their election promises when levels of women's representation are higher. The results have implications for our understanding of the descriptive and substantive representation of women, as well as for party competition and policymaking more broadly. [ABSTRACT FROM AUTHOR]

Environmental protection is a basic public service that the government must guarantee and is closely related to public health. An important driver of environmental pollution in China is the local government’s pursuit of a rapid economic development while ignoring environmental protection under the Chinese-style fiscal decentralization system. On the basis of the principal–agent theory between the central and local governments, this study analyzes the environmental deterioration caused by the distortion of local government behavior under fiscal decentralization. In addition, using China’s prefecture-level city data from 2014 to 2018, this study empirically estimates the impact of fiscal decentralization on environmental pollution. SO2 emissions and PM2.5 concentrations are used to measure the degree of environmental pollution. Results show that Chinese-style fiscal decentralization exacerbates environmental pollution and that the impact of fiscal decentralization on environmental pollution differs in regions with varying levels of economic development and cultural penetration. Moreover, fiscal decentralization does not significantly impact environmental pollution in eastern China and in those areas influenced by Confucian culture yet aggravates the environmental pollution in central and western China and in those areas that are not affected by Confucian culture. These results offer important policy implications. Clearly dividing the power and financial power between the central and local governments, establishing an environmental governance system compatible with economic incentives, and building an environmental public finance system can alleviate the impact of Chinese-style fiscal decentralization on environmental pollution.

In this paper, the government behavior of leasing different land use rights in Beijing, China, is analyzed using data analysis based on the multinomial logit model. The factors that lead the government to lease different land use rights are considered from the aspects of the land features, geographical location of the land, district economic development, government finance and political tenure of the district head, etc. Considering the factors as the variables, the multinomial logit model is presented to analyze the factors that affect the district government behavior on leasing different land use rights. The data of the variables are obtained in Beijing at the district level from 2004 to 2015. From the results, we can see that the area and price of the land, gross domestic product, foreign direct investment, distance of the land from airport, distance of the land from city center, distance of the land from the nearest industrial park, government fiscal deficit and tenure of the district head all influence the district government behavior on leasing land. Finally, the policy implications are proposed. The results and implications can be referenced by other metropolises in China and other developing countries with public ownership of land. Textiles release microfibers to the environment during production, use, and at end-of-life disposal. There is a potentially large and growing risk to the environment associated with microfiber pollution, which requires protection and sustainable development in the textile and fashion industry. To date, early-stage research efforts, perhaps the most important initial actions to explore more feasible and effective solutions, into microfiber pollution from the perspective of environmental sustainability have been fragmented. In this study, we discuss the sustainability of the textile and fashion industry for economic and social development. The potential sources of microfiber pollution are analyzed from the supply chain of the textile and fashion industry. Additionally, actionable solutions, including a shift in consumer behavior, retailer recycling programs, and government behavior in the development of a sustainable economy and environment protection for textile and fashion industry, are proposed. Finally, we conclude that there is no silver bullet solution to microfiber pollution until now, but a collaborative cross-sector group of related industries conducting comprehensive research to inform a multi-industry approach must form part of the answer. • This paper incorporate local government fiscal pressure, government behaviors and corporate ESG performance into analytical framework. • Local government fiscal pressure has significant negative effect on corporate ESG performance. • The negative impact of fiscal pressure on corporate ESG performance varies heterogeneously with different city types and corporate communist party branch. • Fiscal pressure reduces corporate ESG performance by reducing green innovation capacity and exacerbating financing constraints. This paper explores how fiscal pressure affects the corporate Environmental, Social and Governance (ESG) performance. By investigating 720 Chinese listed corporates from 2011-2020, we find that fiscal pressure is negatively associated with the corporate ESG performance. The corporates with communist party branch, the corporates located in big cities and cities with strict environmental regulation and high marketization can better resist the negative effects of fiscal pressure on ESG performance. Abstract Researchers of the Chinese bureaucracy generally believe that policy promotion depends on the power of the party committees because they have absolute authority in China. This intuitive argument, however, lacks support from rigorous empirical research and theoretical analyses. Through close observation of the Bureau of Justice, this paper analyzes how differentiated authority affects organizational interaction and triggers the corresponding government behavior. The paper finds that while the functional bureaus could use professional authority to carry out policies, they nevertheless choose to rely on the administrative authority of the government and the political authority of the party committee. We illustrate the process, mechanism, and consequences of attention competition. The process reflects that the party committee has real authority, while the government has formal authority and the functional bureaus have only symbolic authority. This differentiated authority has three consequences: (1) the “Matthew effect” of the authority structure, (2) functional bureaus competing fiercely for the party committees’ attention at the expense of accomplishing routine work, and (3) rule of the leader’s personal preference instead of the rule of law in governance.

Governments are often punished for negative events such as economic downturns and financial shocks. However, governments can address such shocks with salient policy responses that might mitigate public punishment. We use three high-quality nationally representative surveys collected around a key event in the history of the Dutch economy, namely the outbreak of the financial crisis in 2008, to examine how voters responded to a salient government bailout. The results illustrate that governments can get substantial credit for pursuing a bailout in the midst of a financial crisis. Future research should take salient policy responses into account to fully understand the public response to the outbreak of financial and economic crises. [ABSTRACT FROM AUTHOR]

We studied the relationship between investor protection, government behavior, and financial development using data covering six provinces (Guangdong, Jiangsu, Shandong, Zhejiang, Henan, and Sichuan) and two provincial-level cities (Beijing and Shanghai) in China for the period 2005-2014. Using panel data estimation techniques, we found that there is a positive relationship between investor protection and financial development; by contrast, highly-intense government intervention leads to more financial impediments. Moreover, government intervention in education could promote financial development through its contribution to having a higher amount of the fund supply. This study examines the effects of democratization on the size and composition of government expenditure using the data of 125 countries between 1972 and 2010 at most. Specifically, we focus not only on the total expenditure but also on the composition, and we employ dichotomous indices of political regimes rather than score indices. Moreover, we construct instruments for democratization based on the democratization wave and conduct an instrumental variables estimation to address endogeneity problems. Our results show that while democratization does not have a significant impact on total expenditure, it increases expenditure on health. Democratization decreases expenditure on defense, although the result of the instrumental variables estimation is not significant. Furthermore, considering the time-varying effect of democratization, defense expenditure starts decreasing immediately after a regime change and health expenditure increases in the medium and long run, while they do not significantly vary before a regime change. Thus, while focusing only on total expenditure does not uncover the effects of democratization, considering detailed categories of government expenditure enables us to understand how democratization changes governments’ behaviors. The purpose of this paper seeks to investigate the impact that environmental target constraints imposed by local governments have on the quality of economic development. In this paper, the city-level economic high-quality development index was measured, and data on environmental target constraints were compiled from the governmental work reports submitted by 230 cities between the years 2004 and 2013. Using the DID model and the instrumental variable method, it is found that (1) when environmental performance is factored into the performance evaluation of governmental officials, environmental target constraints contribute significantly to the high-quality growth of the local economy and (2) environmental target constraints are heterogeneous across regions and have a greater promoting effect on cities in eastern China than in central and western China. These conclusions are supported by a number of robustness tests. Resultantly, this paper provides a novel perspective for understanding the relationship between environmental protection and the quality of economic development. In addition, it offers the government theoretical and empirical support to strengthen the development of an environmental protection system and promote high-quality economic development. This article presents an analysis of the different theoretical models for the relationship between elections and economics, as well as econometric tests applied to GDP and employment trends in Latin American democracies from 1979 to 1998. Considering that a government's possibilities for pushing its policy objectives forward depends on its agenda power, the article analyzes the majority versus minority nature of governments, seeking to define the political conditions that favor a level of macroeconomic evolution in keeping with the objective of maintaining power. On the one hand, the results of empirical tests show a post-electoral deterioration of target indicators, as predicted by theoretical models. On the other hand, greater economic dynamism in election years is observed more frequently in governments with a majority in the legislature, a characteristic of the political system generally associated with greater macroeconomic policy efficiency, but also a condition favoring electoral manipulation of policy.

This article studies the influence of joint government factors on the relationship between environmental and economic growth and the role the government plays in it. It establishes dynamic analysis models in both the absence and presence of government factors. It shows the impacts on the economic growth generated from production that is related to environmental quality and the production changes brought about by environmental transformation. This article also presents the absolute differences of these impacts in the absence and presence of government interventions through the comparison of the models. The impacts of socioeconomic development on urban land expansion in China vary across space and time; however, comprehensive investigation of this issue remains scarce in the existing literature. This study used a geographically and temporally weighted regression model (GTWR) to examine the spatiotemporally heterogeneous impacts of socioeconomic factors on urban land expansion in China using a newly available annual urban land-use dataset from 2000 to 2015. We found that although the eastern region has maintained its leading role (53.79%) in terms of urban expansion, the share of the central (20.34%) and western (16.13%) regions is gradually increasing. Cities with a higher administrative status tended to expand more rapidly; however, increasingly expansion has also taken place in the prefecture-level cities in recent years. We further found that Gross domestic product (GDP) growth, population density, and capital investment positively contributed to the expansion, although the directions and strengths of association between these factors and urban expansion varied across space and time. Industrial structure and foreign direct investment (FDI) showed a similar variation change trend, with the number of cities evidencing a negative relationship rapidly expanding and increasingly being seen not just in northwest China but also in the southeast during the study period. We also found that the correlation between public finance expenditure and urban expansion presented significant north-south differentiation. It is worth noting that governmental behavior plays a significant role in driving urban land expansion. Our empirical study confirmed the spatiotemporal heterogeneous effects of socioeconomic factors on urban expansion in China, providing useful insights for city governments and urban planners.
