Industrial Development has been a major area of interest among the policy makers throughout the world. This paper explores the status of Industrial Development in North-East (NE) India and examines the disparity in Industrial Development among the North-Eastern States by constructing Industrial Development Index (IDI) using Wroclaw Taxonomic Technique based on the notion of growth pole. The study is conducted at two time points 2007-08 and 2017-18. The study used nine industry indicators and concluded by ranking the states. The result indicates that industrial disparity is persistent among the North-Eastern States. Assam and Sikkim are found to be comparatively more developed than the other states taken under consideration. None of the states are categorized as highly developed and Manipur was found to be industrially less developed. The paper also recommends policies to reduce the disparity and promote industrialization in the North-Eastern region which is unexplored compared to the other parts of the country focusing on its ties with the South-Asian Nations. In the context of interregional socio-economic differentiation and the need for assigning limited financial resources, the most important issue for public administration and private investors is a competent choice of growth points in the regional economy. The article is devoted to the analysis of methodological approaches used for growth points formation of the regional economy. The aim of the article is to aggregate and systematize the available methods for identifying points (poles, centers) of regional economic growth. The author defines the mathematical and statistical methods group and the expert assessment methods group for determining growth points. Within the first group, the author considers examples of growth points searching based on the use of cluster analysis, spatial analysis, analysis of structural shifts in the economy, cyclical analysis (Kitchin waves), descriptive and comparative analysis. The possibility of use the economic, mathematical and econometric modeling is the main advantage of these methods group. Within the second group, the author identifies resource, criteria, innovation, spatial, cognitive (foresight) and directive approaches. The relative simplicity, practical orientation and the possibility of a creative approach in the search for growth points is the main advantage of these methods. The insufficient correlation of the growth points forming process with an increase of the life quality of the population is the common disadvantage of the both methods groups. According to the author, the optimal solution is a combination of mathematical and statistical methods and the expert assessment methods. The scientific novelty of the research lies in the aggregation of existing methods for growth points searching in the regional economy and the systematization of the tools used by researchers. The practical significance of the article lies in the fact that knowledge of approaches and tools aimed at identifying growth points provides state and municipal authorities with opportunities to structural transformation, increase the investment flows into the region, improve the life quality of its population, strengthen and develop interregional economic ties, etc. The following methods are used for the study: content analysis, comparative analysis and a systematic approach.

The development of growth poles, urban activity centers, and service centers in Banda Aceh City has impacted the spread, a complex urban phenomenon challenging to measure due to urban sprawl. The increasing need for space in urban areas drives the development of suburban and random areas (urban sprawl). This is evident from the BPS Banda Aceh City data for 2024, where the population increased by 25.61% post-tsunami, affecting the density of each sub-district in Banda Aceh City. Research using Shannon's Entropy Method and the Gravitational Model is necessary to prevent uneven growth in the city of Banda Aceh. The application of Shannon's Entropy method in Banda Aceh City from 2010 to 2020 can be seen in the Relative Entropy Matrix, which shows that the linear spread pattern (Quadrant C) is more dominant in the districts of Banda Raya, Baiturrahman, Kuta Raja, Kuta Alam, Lueng Bata, and Syiah Kuala. The urban spread pattern of Banda Aceh tends to move towards the East, largely due to the landform factors that are very suitable for being developed into built-up areas. Meanwhile, the results of the gravity analysis show that the area of interaction with the most substantial interaction value as the growth pole is the interaction between Kuta Alam District and Baiturrahman District, with a value of 190,617,812.346 interactions. The results of identifying the factors influencing the development of urban sprawl, such as the distance to the CBD, the GRDP of Banda Aceh City, changes in land use, housing demand, and the availability of infrastructure facilities in the districts of Banda Aceh City, can be concluded that there is an influence of urban sprawl on the spatial structure and regional patterns in Banda Aceh City. The main purpose of this paper is to analyze the current export potential of Kazakhstan, highlight its shortcomings, and implement solutions that will help to avoid them, form the poles of economic development, as well as explore ways to develop and improve them. This paper is aimed at the study of the economy of the border territories of Kazakhstan, it used the method of logical analysis, the method of comparative analysis, the method of analysis of scientific literature, the method of synthesis, the method of deduction, as well as the economic and statistical method. The result of this work is the definition and development of the theoretical and practical foundations of the activities of border territories, their impact on the economy of this region, as well as the creation of an algorithm and methods for the development of the poles of economic development. This article provides an analysis of the economic growth patterns and structures in Ambon City. It identifies four distinct characteristics of economic growth and discusses the leading sectors in Ambon City based on various analyses. The research findings reveal the existence of ten leading sectors in Ambon City, categorized into developed, stagnant, developing, and underdeveloped sectors. The study highlights the significant impact of these sectors on Ambon City's economic growth, with sectors such as government administration, defense and mandatory social security, financial services, wholesale and retail trade, and information and communications sectors having the highest influence. The academic research of the 1950–1980s devoted to polarized development was characterized by methodological eclecticism. The set of generally accepted provisions (the ‘hard core’ of the theory) had not been formed in the framework of the original works of French researchers (primarily F. Perroux and J.-R. Boudeville). This problem of began to worsen due to the expansion of the number of involved researchers. One of the most notable innovations, which arose due to incorrect interpretations of the publications of the French pioneers, was the introduction of the term ‘growth center’, which greatly supplanted the original ‘pole’ terminology from the Anglo-Saxon works. In addition to the unjustified expansion of the list of terms, publications began to appear based on methodological guidelines that run counter to the ones of F. Perroux. In fact, the scientific direction has clearly fallen into the ‘fragmentation trap’. It also failed to form a set of more or less complete auxiliary theories that could form a ‘protective belt’ of the theory of polarized development. As a result, the original methodological basis (which can be characterized as heterodox) began to erode, including through studies using economic orthodoxy typical tools. The end result was a gradual decline in the interest of academic researchers in the original concept, and competing heterodox theories fell into the ‘centers of attention’

The nighttime economy, or NTE—the combination of nocturnal specialties and the extension of the diurnal economy into the night—has been implemented as an effective boosting instrument set to "revitalize the urban space". The instrument, applied in regions around world, develops new socioeconomic dynamics and poles of growth within cities. Although some cases emphasize the functional success of NTE practices, disequilibrium between urban elements—social groups, communities, and the cultures in which they live—are ongoing. The present article argues that urban nights must be considered within a broader reflection on the question of sustainability because a closer integration between brands, cultural elements, employment, and capital in different scales is demonstrated at night. Based on growth pole theory, this study combines data mining, spatial modeling, and other complementary approaches, and successfully (1) identifies the growth poles of the NTE in Lanzhou City, a postindustrial city transitioning towards a nighttime economy that forms dotted and non-uniform nocturnal zones through its geography and demography; (2) characterizes their socioeconomic organization, and (3) analyzes various causes and manifestations of the disequilibrium. For attracting private capital to the economy, African governments allocate territories for commercial and industrial use within Special Economic Zones (SEZ). This is an important factor in export diversification (primarily of manufactured products), expanding country’s participation in global value chains, and creating new jobs. Despite different specialization from labor-intensive (textile production, agriculture, etc.) to high-tech sectors, most of the existing SEZs are ineffective due to the underdevelopment of African markets, weak competition, large-scale corruption, but to a large extent - as a result of insufficient interconnection between individual producers.Economic space organization through the creation of clusters - production efficiency and the emergence of a special type of competition -allows them to use common infrastructure, labor and raw materials markets; jointly export products; exchange knowledge and technologies, which is significant in terms of the industrial revolution 4.0. Clusters have the characteristics of “growth poles” - territorial conglomerates that, due to their special position and infrastructural advantages, become locomotives of industrial growth, spreading to other regions.This is especially important given the prevalence of highly inefficient micro, small and medium-sized companies in African economies, a significant part of which is in the informal sector. Clusters, emerging as a rule “from below”, can turn into structure-forming elements of the economy (both at the national and regional levels), but only on condition of organizational and financial support from individual states and their economic communities. This is in the African economies interest, as evidenced by their gradual reorientation towards the domestic market development, as well the regional market expansion within the framework of integration associations.

The level of digital readiness and the application of information and communication technologies (ICT) are key factors of any innovation policy. This research has highlighted the development of analysis of the degree of digital readiness and assessment methods of digital transformations, which can be used at various levels of business management to formulate digital transformation strategies. The present study investigates the theoretical framework in the field of innovation and spatial development considering the impact of the level of ICT. The research was conducted using index and economic-statistical methods based on a systematic approach. We developed a methodological tool adapted to the regional management level. The ICT development index, Krugman localisation index and Herfindahl-Hirschman index were modified to analyse digital readiness and ICT development at the regional level. The algorithm includes the following steps: assessment of the internet usage level; analysis of the degree of costs for the production of ICT; evaluation of the digital literacy rate of the population; evaluation of the degree of regional industry specialisation in the field of ICT. It was revealed that Kazakhstan’s regions have varying levels of ICT development, which is why they have different prerequisites and prospects for digitalising their economy. The agglomerations that could become “growth poles” of Kazakhstan’s knowledge-based economy were identified, such as Almaty city, Nur-Sultan city, Karaganda, and Aktobe regions. Government bodies can use the research findings for Kazakhstani territories’ digital modernisation.

Economic growth does not happen all at once at different places, but appears only at poles of development to varying degrees, and then spreads to the entire region or economy. This idea of growth pole theory has initially been examined and applied in Quang Ninh province for nearly 10 years, which prioritizes investment promotion and facilitation for Van Don or Ha Long economic center to grow stronger and faster, and consequently boost smaller urban or economic centers throughout the region. This growth pole thinking has somehow been reflected in the impressive development of Quang Ninh province in recent years. The understanding of economic polarization as one of the possible sources of economic development is rooted in a number of scientific papers and in strategic planning documents. This understanding requires the revision of the implications that emerge due to the formation and development of growth poles. The goal of our present research is to develop an approach that will help assess the impact of growth poles on the surrounding space. Scientific novelty of the work consists in the justification of an approach to the identification of direct and reverse effects of the development of growth poles, which allows us to measure the scale of the impact they have on the territories concentrated around. Theoretical and methodological basis of the study is formed by a set of scientific ideas in the field of regional economics, spatial analysis and modeling. Using the assessment of spatial autocorrelation (by determining the values of Moran’s Global Index and Moran’s Local Index) and the implementation of cartographic analysis, we assess the relationships between individual constituent entities of the Russian Federation according to the resulting parameters of territory development such as “permanent population” and “gross regional product”. According to the calculations we prove that the influence of growth poles on the surrounding space is ambiguous: the territories located near large-scale socio-economic systems do not receive a significant impetus to their own development; moreover, they lose the resources they already have. The revealed pronounced reverse effect of economic polarization determines the importance of applying a balanced approach to the use of growth poles as a tool of economic development. The results of our research can be used in the work of public authorities at different levels and can also form the basis for further studies related to the measurement of the effects of development of growth poles and the development of priorities and mechanisms of regional policy, taking into account the interests of the territories that surround them

In 2014, the Russian government adopted a law on strategic planning. In the period from 2015 to 2017, regional development strategies were shaped in accordance with this law. Further, in the period from 2018 to 2019, the government has been developing the national strategy of spatial development, which is clashing with both regional strategies and fundamental principles of the economic theory of spatial development. The article considers the set of such conflicts and assesses their possible consequences. I use the method of comparative analysis, examining how special (for Russian conditions) and theoretical models of spatial development respond to the decisions proposed by the strategy. The strategy includes various concepts that aim to maximize agglomeration effects, identify priority regions, create homogeneous macro-regions, suppress economic and social heterogeneity, and maximize the regions’ competitiveness. I demonstrate that in the strategy, none of the concept’s fragments achieve the proposed decisions correlating with canonical theoretical concepts (the concept of placement of firms and industries, models of spatial development and growth, concepts of spatial diversity and inequality, principles and forms of regional state policy). The strategy identifies the directions of spatial development, which formally correspond to the traditional theoretical models of regional development. However, these directions either are implemented within the inertial development of the spatial system of the Russian Federation, or are modified according to Russian economic and geographical space, while the strategy does not consider these modifications. This leads to a conflict between the goals declared in the strategy and the real problems of the Russian economic space’s functioning in terms of socio-economic inequality, and maximized effects of agglomeration, regional rents, and the regions’ competitiveness. Additionally, I pay particular attention to the problem of shaping the target for strategic spatial planning. The paper has demonstrated that a productive strategy is possible in case of considering the economic space as a system of economically interacting regions, and not an additive set of administrative regions.

Spatial flows between urban and rural area in the form of urban-rural linkages have an important role in the regional integrated development. These flows are change due to natural, economic, social and political factors. One of the geographical territory that has changed naturally is BonRud District and Jolgeh in Isfahan County. Interaction between urban and rural settlements has realized by different flows of population, goods, services, capital, information and communication in this area that has leaded to formation of spatial organization in the area. In this paper, the spatial flows have analyzed by network approach. Present research is explorative based on nature and descriptive-analytic in the aspect of method. Statistical society of the study are all urban and rural settlements of the area. Research required data are collected through field study, interview, and questionnaire. Secondary data collected from archives of responsible organs and institutions. Collected dada have analyzed in the frame of network paradigm, network analyze method and using Nodexl software. Research finding shows that spatial linkage reflects the spatial unbalanced in distribution of possibilities and services in the area. Therefore, settlements of Harand, Varzaneh, Imamzade abdolaziz are in the ranks of one, two and three respectively. The pattern of flows is a daily, regular, and one-sided pattern. This pattern is in many respects consistent with the profile of growth pole theory. This pattern of flows cannot be considered as urban-rural linkage. The recent decade drought has strengthened the urban Polar Regions and strengthened the growth polar pattern in the region.

The optimization of the industrial layout in the Yellow River Basin is of considerable significance to promote its high-quality development. Based on investigating the basic situation of the industrial layout of the nine provinces (autonomous regions) in the Yellow River Ba sin, this paper depicted the distribution map of key industries in the Yellow River Basin and analyzed the current situation of the industrial layout in the Yellow River Basin and its impact on the Yellow River. This paper also discussed the applicability of three industrial layout models, including the growth pole development, point-axis development and network development under the condition of high quality development in the Yellow River Basin. The industrial layout optimization matching the high-quality development of the upper, middle and lower reaches of the Yellow River was proposed and the expected effect of this optimization's implementation was also studied. The results show that the effective industrial layout models matching high-quality development of the Yellow River Basin are expanding the industrial circle radiation range of existing growth poles and developing new growth poles, strengthening the driving ability to exist industrial axes and developing new shafts, as well as carrying out green and sustainable industrial development. The paper is devoted to the development of general methodological approaches to evaluate and identify the possibility for creating IT clusters in Kazakhstan regions. The present study considers the formation of IT clusters as growth poles. These poles are based on the establishing the groups of interconnected companies and institutions in IT industry linked by commonalities. The analysis of previous literature has shown that this approach is a novel approach to IT clusters formation. The study employs methods, which focus on analysing and identifying IT clusters in the interests of innovative development and the possibility of spreading information technology in Kazakhstan regions. We propose the methodological tools for presenting a standard form to assess innovative potential and industry specialization. This assessment allows to objectively and realistically define a potentially important region for creating IT cluster. The empirical analysis has identified certain trends in possibilities to create IT clusters in the cities of Almaty and Astana. Therefore, these regions play the role of specialized platforms for a new generation. This platform is to provide a multiplier effect on the development of the agglomeration and located in close territories or periphery. The results of this research can be used to elaborate important strategic documents in the field of the development of the IT industry, digital technology, knowledge-based and high-tech sectors in Kazakhstan on the way to Industry 4.0.

The article studies the formation of growth pole based in Vanino – Sovetskaya Gavan. It demonstrates the theoretical-methodological platform used during the analysis of conditions of forming the seaport as a pole of economic growth in a region. The conditions in which the task can be accomplished are the following: decreasing the share of expenses on transshipment and increasing the distance of transportation as the port develops technologically; increasing the volumes of transshipments with large added value; the prevalence of transport and logistical services’ share over transshipment services’ share in the overall income received by the port. The author determines the volume and structure of current and prospective cargo base in Vanino – Sovetskaya Gavan port, emphasizing the cargo generated in Khabarovsk Krai economy. Based on the scenario approach the study predicts economic effects localized on three levels (the territory near the port, the port region itself and other regions). The conclusion is that with conditions and limitations taken into account Vanino – Sovetskaya Gavan port cannot be seen as a growth pole of Khabarovsk Krai economy. A large part of economic effect ‘settles’ in regions outside Khabarovsk Krai. Vanino-Sovetskaya Gavan seaport can only be viewed as a growth pole in case of strengthening the connection with the port region through placement of industrial enterprises, logistical centers and developed information technologies near port, which would allow for supply of services with large added value

Theoretically informed by the relationships between growth poles and regional development, this article investigates two industries in Iloilo City, a secondary city in the Philippines: business processing outsourcing (BPO) and English as a second language (ESL). The empirical analysis is based on 46 interviews. First, the results of the empirical investigation demonstrate that Iloilo City should be considered a genuine growth pole with a substantial degree of enabling institutions. Yet, two qualifications need to be made. While information technology–business processing outsourcing (IT-BPO) is booming, the ESL industry is still small and is heavily reliant on Korean students. Second, while banking on offshore services enables the Philippines to encourage regional deconcentration, it remains to be seen whether future growth of the IT-BPO and ESL industries will result in attaining inter-regional balance and providing a decent alternative to overseas migration. The implications of the results relate to labour markets, endogenous regional development theories and international integration.

The article addresses problems of the periphery and peripheralization of Russia's spatial development, a significant part of which experienced negative socioeconomic development during the transition to a market economy and continues to struggle at present. Theoretical approaches of Russian and foreign authors to defining the concepts of periphery and peripheralization of space are considered. By comparative analysis and systematization, the authors have identified the six basic approaches researchers use to define the term periphery: positional, functional, problematical, generative-translational, social, and subjective. The content and features of each approach are also revealed. The authors have highlighted such basic properties of the periphery as multiform remoteness, economic degradation, social marginalization, multiscale character, migration outflow, ubiquity, relativity, and weak involvement in global economic relations. A system of indicators is proposed that characterize the periphery in accordance with the identified approaches. The spatial development of individual centers of Russia along with degradation of most of its territory significantly actualizes the question on the future of the Russian periphery and its impact on the spatial development of the country as a whole. Due to its own weak potential, the Russian periphery cannot independently attract socioeconomic development and requires strengthening of state regulation measures based on the competitive advantages of each territory. As a region that is typical of land consolidation in southwest China, Guangxi has summarized its application regulation and ana⁃ lyzed & determined their main driving factors. This is useful for the promotion of land consolidation. This study used the time series method to deduce and summarize the evolution of land consolidation in Guangxi from 2005 to 2015. This study also used the linear trend analysis method to predict the scale of land consolidation from 2016 to 2020. Consequently, 15 factors had been selected from three aspects including economy, society, and resources to analyze the driving factors of land arrangement, land development, and land reclamation using the improved grey relational analysis method from a urban-rural coordination perspective. The results showed that there were several different growth pole phenomena for land consolidation in Guangxi from 2005 to 2015. During the 11th Five-Year Plan period, land arrangement was the key growth point, and during the 12th Five-Year Plan, land development was the key growth point. Using forecasting and analysis, it was considered that land reclamation would become the key growth point during the 13th Five-Year Plan period. As a result of policies and opportunities, the growing poles of land consolidation would follow the same development pattern as that had occurred in previous years. Influenced by a shortage of high-quality cultivated land resources and weak agricultural infrastructure, land utilization in Guangxi was mainly driven by "resources+society". Due to a large number of "unstable cultivated land" resources and a high rate of agricultural in⁃ surance indemnity expenditure, land development in Guangxi was mainly resource-driven. As a result of the rapid development of the Bei⁃ bu Gulf economic zone, the significant effect of land use agglomeration, and the increase in degraded land caused by unsustainable develop⁃ ment, land reclamation in Guangxi was mainly driven by economic need. Moreover, there were growth pole phenomena that were relevant for regional land consolidation. The core points of land arrangement, development, and reclamation would have numerous implementation scales and driving factors. The demographic dynamics analysed in the context of the relationship between economic development and social inclusion presents an image of the sustainable development of a community as well as the manner how the financial resources have been used. With an allocation of 74.3 million euro in the programming period 2007-2013, the Brasov Growth Pole has pursued the contribution to the achievement of sustainable development since 2005 by the participation in the Agenda 21. The implementation of projects with European financing in areas such as transport, social and educational infrastructure or tourism have generated changes/demographic movements, which this paper proposes to present. The evolution of the stable population, its dynamics at the level of each locality that is part of the Brasov growth pole as well as the dynamics of the number of employees or the development of the unemployment rate are presented by the cluster analysis. The effects of the European financing obtained from Regional Operational Programme 2007-2013 are thus reflected in the sustainable development of the Brasov growth pole from the point of view of the dynamics of the population

This research aims to determine the leading sectors that could be developed in each district in Cilacap Regency as a growth pole area. We use location quotient, shift share, and klassen typology as analysis methods. The research results show that not all of the district at Cilacap regency have a leading sector. Further, districts that have leading sectors are as follows. Wanareja only has a leading sector, i.e. agriculture. Secondly, Kawunganten has two leading sectors, agriculture and finance, rent, and company services. Thirdly, Agriculture becomes the only leading sector of Kampung Laut District. Fourthly, Mining and extraction are the leading sectors of Kesugihan District. Fifthly, Sampang District has buildings and finance sectors as the leading sectors. Sixthly, Kroya District leads in trade, hotel, and restaurant sectors. Seventhly, South Cilacap District leads in mining and extraction sectors. Eighthly, Central Cilacap District has manufacturing, electricity, gas and clean water, building and services as leading sectors. Lastly, North Cilacap District has electricity, gas and clean water, manufacturing, building and services as leading sectors. Abstrak Tujuan dari penelitian ini adalah menentukan sektor unggulan yang dapat dikembangkan di tiap kecamatan di Kabupaten Cilacap sebagai salah satu daerah growth pole. Alat analisis yang digunakan dalam penelitian ini yaitu location quotient, shift share dan klassen typologi. Hasil penelitian menunjukkan tidak semua kecamatan di kabupaten Cilacap memiliki sektor unggulan. Beberapa daerah yang memiliki sektor unggulan diantaranya adalah Kecamatan Wanareja hanya memiliki satu sektor unggulan yaitu pertanian. Kedua adalah Kecamatan Kawunganten memiliki dua sektor unggulan yaitu sektor pertanian dan sektor keuangan, persewaan dan jasa perusahaan. Kecamatan Kampung Laut, dimana sektor pertanian pada kecamatan ini sangatlah unggul. Kecamatan kesugihan juga memiliki satu sektor unggulan yaitu sektor pertambangan dan penggalian. Kecamatan yang kelima yaitu Kecamatan Sampang, unggul dalam sektor bangunan dan sektor keuangan, persewaan dan jasa perusahaan. Keenam adalah Kecamatan Kroya unggul dalam sektor perdagangan, hotel dan restoran. Ketujuh yaitu Kecamatan Cilacap Selatan, sektor pertambangan dan penggalian di wilayah ini termasuk unggul. Cilacap tengah memiliki banyak sektor unggulan, diantaranya adalah sektor Industri pengolahan, sektor listrik, gas dan air bersih, sektor bangunan serta sektor jasa-jasa. Dan Kecamatan Cilacap Utara, sektor yang tergolong unggul dalam kecamatan ini adalah sektor listrik, gas dan air bersih, sektor industri pengolahan, sektor bangunan dan sektor jasa-jasa.

This study aims to show how the polarisation of the economic space can modify the investment attractiveness of the regional space. A thesis has been put forward that the polarisation of the economic space affects the investment attractiveness of the regional space by strengthening the polarising power of the regions with the highest investment attractiveness. This study uses the results of the parameterisation of investment attractiveness of Polish regions for 2015 by gmina; it also identifies growth poles in four five-year time periods: 2008–2012, 2009–2013, 2010–2014, and 2011–2015. The study shows that the permanent growth poles are created at a distance of several dozen kilometres from large cities. It indicates the depletion of development reserves of large and medium-sized cities, especially those with extensive space management. Smaller centres are gaining location attractiveness, especially those located in the vicinity of communication routes, where access to investment areas and lower costs of running a business attract investors. Special economic zones are also located in such places. The poles and their clusters usually form large agglomerations and industrial centres in the development phase. They are usually places with high investment attractiveness, adjusted by management decisions of large enterprises, local government units and the state government. The polarisation of the economic space affects the increase of the investment attractiveness of the regions, strengthening the succession of economic production and service functions in special economic zones. Investments in road infrastructure and revitalisation processes supported by special economic zones are essential.

The present article addresses the local and regional impact of oil and gas activities entering the Norwegian periphery. It demonstrates and analyses Hammerfest case within the framework of Norwegian development. The paper explores the changes in social and economic development of the town during the Snow White exploitation and the construction of the first european LNG (liquefied natural gas) plant at Melkoya as well as all the supporting infrustructure during 2002-2008. Particular attention is paid to the impact of the above-mentioned factors on the local supplies’ position, employment structure, demography, taxation policy and and local wellfare. The article also addresses the theories concerning the oil and gas sector’s role in building new economic growth poles outside already established economic centers.

During the second half of the twentieth century several theories and con¬cepts are defined. These theories at the center of their research put causes and consequences of uneven regional development. The growth poles theory is at the foundation of a broader conceptual circle of polarized development. Also, it represent a starting hypothesis for defining other theories. At the beginning of the second half of twentieth century a few growth poles were formed in Podrinje region. In the fifties, the primary growth pole - fabric for production of the cellulose and synthetic fibers 'Viskoza', and the secondary growth pole - hydropower plant 'Zvornik', were build. Also, there have been built a several smaller industrial facilities in Kru¬panj and Ljubovija, which have had a role of local growth poles. Their join action changed spacious, functional, demographic and economic structure of Podrinje region. Also, these growth poles created a new system of relation in space. Cities have become zones of extreme concentration of population and functions, thus increased uneven development between the centers (cities with suburban surroundings) and periphery (villages at the longer distances in lower zone of influence).

As it raises the concept "Healthy China 2030", China has vigorously focused on promoting national health. This brings into opportunities for development of sports industry. In the paper, documents consultation, method of induction and diamond model were employed, by research means on the basis of growth pole theory, strategic thought -building regional central city sports industrial "growth pole" was put forward. On the basis of the diamond model theory, by means of experts scoring, indicator system that could represent regional sports industrial competitiveness could be screened out, accordingly the major developing central cities were selected; for these central cities, reform in the form of "two characteristics and six transformations" (two characteristics refer to advancement and purity, six transformations refer to professionalize branch secretary, carry out more precise management in party members, strict with discipline supervision, normalize organizational life, operating institutionalization, long-effecting basic guarantee), enhance core competitiveness of central cities' sports industries; use "two characteristics and six transformations" as "growth pole" of regional sports industrial development, driving surrounding areas' sports industrial development from point to place, so that realize the whole regions' common development. The research of minor cities - also due to the development policy context of the topic - draws significant attention to the contemporary Europe. Examination of the economic dynamics and structure of minor cities regarded as potential growth poles is particularly important in the monocentric space structure of Hungary determined by the dichotomy of Budapest and the rural regions. Our study, after an overview of the relevant Hungarian literature, analyses the estimated economic strength (gross domestic product) of settlements and some locally aggregated economic performance indices of companies using the double-entry bookkeeping system. It also examines the economic development tendencies and the changing relative position of the Hungarian minor cities after the turn of the Millennium, based on data of large, medium-sized and potential medium-sized enterprises registered in these cities. A major result of the paper is that the integration into the global production networks led by big foreign companies as well as the re-industrialization process can be primarily observed in the background of the economic success, which is also associated with some potential threats (like one-sided dependency or limits of local value added). The economic duality of Hungary is well reflected in the performance differences of minor cities, showing the advantageous position of centres located closer to the capital, benefiting from both localization economies and borrowed size.
