The research explored the influence of quality service, academic support, institutional fit, and financial factors on the retention rates of third and fourth-year students in paramedical and non-paramedical programs at Liceo de Cagayan University. Utilizing a descriptive-correlational design, data were collected through a researcher-developed instrument administered to 334 participants from 12 colleges within the university. The Spearman Correlation Coefficient was employed to analyze the relationships among the variables. Results indicated that students generally value the quality of services provided, particularly appreciating the expertise of academic advisors; however, they voiced concerns regarding trust and consistency in service delivery. While campus engagement and financial aid services received positive feedback, there were significant gaps in students' understanding of available options and overall institutional support, highlighting areas for improvement to boost retention and satisfaction. The correlation analysis confirmed a significant relationship between retention rates and the factors studied. Consequently, it is recommended that college administrators enhance communication and standardize services, expand academic support and flexible learning options for working students, promote active student engagement, and encourage future research focused on interventions that improve student satisfaction and retention, fostering a more inclusive educational environment. The extent to which rules in a governing arrangement addresses its local conditions is usually defined in the environmental governance literature as the problem of fit. Actors in governing arrangements with decision‐making authority are capable of choosing and designing specific policy tools in order to address specific policy problems. In this manuscript, we combine insights from the literature on policy design and the literature on common‐pool resource governance to assess the extent to which Nebraska's Natural Resources Districts (NRDs), which were created to provide context‐specific solutions to local water problems, design plans, and programs that fit their social‐ecological contexts. Using semi‐automated text analysis approaches and Qualitative Comparative Analysis, we assess how the design of plans and programs created by NRDs vary, to fit their social‐ecological contexts. Results indicate that the biophysical context plays a role in shaping the content of plans and programs, but that broader top‐down institutional mandates may play an even stronger role in shaping the outputs produced by NRDs. Complex social-ecological contexts play an important role in shaping the types of institutions that groups use to manage resources, and the effectiveness of those institutions in achieving social and environmental objectives. However, despite widespread acknowledgment that “context matters”, progress in generalising how complex contexts shape institutions and outcomes has been slow. This is partly because large numbers of potentially influential variables and non-linearities confound traditional statistical methods. Here we use boosted decision trees – one of a growing portfolio of machine learning tools – to examine relationships between contexts, institutions, and their performance. More specifically we draw upon data from the International Forest Resources and Institutions (IFRI) program to analyze (i) the contexts in which groups successfully self-organize to develop rules for the use of forest resources (local rulemaking), and (ii) the contexts in which local rulemaking is associated with successful ecological outcomes. The results reveal an unfortunate divergence between the contexts in which local rulemaking tends to be found and the contexts in which it contributes to successful outcomes. These findings and our overall approach present a potentially fruitful opportunity to further advance theories of institutional fit and inform the development of policies and practices tailored to different contexts and desired outcomes.

Increasing and intensifying the use of land represents a prominent sustainability challenge of particular importance in regions undergoing rapid change while at the same time exhibiting large natural and anthropocentrically induced variability. To reconcile the needs for both human prosperity and healthy ecosystems, a more integrated understanding of key biophysical and adaptation processes is paramount in such dynamic and deeply entangled social and environmental contexts. Interdisciplinary research utilizing a network perspective provides a novel methodological and theoretical approach to that end. We review and synthesize recent network-centric studies, and use this network perspective to show how rangeland managers in a dynamic pastoral region in the Qinghai Province of China form social relationships based on geographic proximity, social status and shared grazing areas. The results indicate that adaption to biophysical and socioeconomic changes is partly a social process in that rangeland managers develop their adaptive capacity jointly and in concert with others they trust and with whom they share grazing areas. Avenues for further development of this network perspective, in terms of how it might contribute important new insights about how to sustainably use land in dynamic landscapes undergoing rapid change, are suggested. Agricultural trade poses dilemmas for adaptive water governance as farmers and irrigation systems become integrated into global food value chains and are affected by their ongoing dynamics. The benefits and risks of agricultural trade and agrarian transitions are unevenly distributed, giving rise to complex interdependencies and externalities. Despite these growing linkages, the understanding of agricultural markets and their influence on water conflict and cooperation remains limited and dependent on context, which can lead to seemingly contradictory evidence. Progress has been hampered by boundary problems, disputed concepts, measurement issues, and divergent normative perspectives. Addressing these challenges will require that water governance scholars account more explicitly for agricultural trade when diagnosing collective action problems and assessing different modes of adaptive water governance. Drawing on the common-pool resource governance literature, we distinguish three separate, but interrelated, conceptual perspectives examining agricultural trade as an external factor in water governance: (1) market integration as a disturbance, (2) market integration as an opportunity, and (3) agricultural trade as a form of telecoupling with nested externalities. We compare these perspectives in terms of the externalities involved, their major claims about the relationship between market integration and collective action in the context of irrigation governance, and the broader implications for adaptive water governance. The comparison demonstrates the prevalence of institutional misfits and the common struggle of boundary shifting, i.e., matching water governance to the expanding problem-shed associated with agricultural markets. Institutional fit offers one important lens through which to consider the shifting boundaries (and actors) relevant for water governance, the scope and limits for strengthening fit through social learning, and the importance of nested governance to address nested externalities. These insights point the way for an agenda of research that examines the evolution of agricultural trade and adaptive water governance and pays explicit attention to the politics and power relations that shape who wins and loses and the different levers and entry points to improve management of the associated transitions and trade-offs. We conclude by arguing that future research should identify and examine pathways of adaptive water governance that strengthen processes of social learning and institutional nesting to address the external pressures and opportunities created by global food value chains. The operations of large hydropower dams in the Mekong basin, while posing detrimental transboundary effects downstream, are not fully recognised in Vietnamese government policies, especially at the regional scale. This study adopts the concept of institutional fit to investigate policy gaps in addressing the transboundary water challenges characterised by falling floodwater flows and accelerating saltwater intrusion in the Vietnamese Mekong Delta. Based on interviews with key stakeholders (including central and provincial government officials, environmental experts, and academics) as well as desk reviews of policy documents, we argue that, while the transboundary water repercussions are increasingly evident on the ground, they are not adequately factored in water policies and strategic development planning for the delta. This study suggests that failure to incorporate co‐evolving effects of climate change and Mekong‐wide hydropower dynamics into local water governance will cause institutional constraints to tackle water stressors (too much or too little water) over the long term. Achieving institutional fit will therefore help align the national water policy framework with local development strategies and reduce policy‐practice gaps at the delta scale. To this end, two key aspects need to be considered: first, how, and in which forms, innovative management decisions and water governance policies can be effectively undertaken towards securing the living delta and its resilience to present and future environmental risks; and second, how reframed water policy and development agendas can holistically capture and resolve the transboundary hydrological problems, while leveraging the Vietnamese government's policy engagement at higher levels to address related impacts. Creating a future for elephants and people is a highly complex and dynamic challenge, involving social, behavioral, and ecological dimensions as well as multiple actors with various interests. To foster learning from human–elephant conflict (HEC) management projects and share best practices, a study was conducted to review the management of conflicts between elephants and humans in 12 African countries by qualitative expert interviews. Based on this information, a HEC management framework was developed in a two-tiered process. In the first phase, the theory of the framework was developed. In a second phase, the theoretical framework was validated and adjusted through stakeholder participation in two southern African projects (in Mozambique and Malawi). This holistic approach considers environmental as well as social, political, cultural, and economic factors directly or indirectly affecting interactions between people and wildlife. The framework integrates six interlinked strategies to guide managers and conservation practitioners to address HWC drivers and mitigate their impact. A legal environment and spatial planning form the basis of the framework. Social strategies, including meaningful stakeholder engagement and design of appropriate institutional structures and processes are considered the heart of the framework. Technical and financial strategies represent its arms and hands. At the top, monitoring steers all processes, provides feedback for adjustment, and informs decisions. The integration and coordination of these six strategies has great potential as a guiding route to human–wildlife coexistence in Africa and elsewhere. [ABSTRACT FROM AUTHOR]

Most issue areas in world politics today are governed neither by individual institutions nor by regime complexes composed of formal interstate institutions. Rather, they are governed by "hybrid institutional complexes" (HICs) comprising heterogeneous interstate, infra-state, public–private and private transnational institutions, formal and informal. We develop the concept of the HIC as a novel descriptive and analytical lens for the study of contemporary global governance. The core structural difference between HICs and regime complexes is the greater diversity of institutional forms within HICs. Because of that diversity, HICs operate differently than regime complexes in two significant ways: (1) HICs exhibit relatively greater functional differentiation among their component institutions, and hence suffer from relatively fewer overlapping claims to authority; and (2) HICs exhibit greater informal hierarchy among their component institutions, and hence benefit from greater ordering. Both are systemic features. HICs have characteristic governance benefits: they offer good "substantive fit" for multi-faceted governance problems and good "political fit" for the preferences of diverse constituents; constrain conflictive cross-institutional strategies; and are conducive to mechanisms of coordination, which enhance substantive coherence. Yet HICs also pose characteristic governance risks: individual institutions may take on aspects of problems for which they are ill-suited; multiple institutions may create confusion; HICs can amplify conflict and contestation rather than constraining them; and the "soft" institutions within HICs can reduce the focality of incumbent treaties and intergovernmental organizations and forestall the establishment of new ones. Background & Purpose: In order to gain social legitimacy and long-term survival of the goals of Education Administration, any change in human resource management practices, must be adapted to the existing institutional context. Therefore, in this research, an attempt has been made to identify and prioritize the institutional pressures of the Ministry of Education and the related components, and to design a human resource management model appropriate to these institutional pressures. Methodology: The present research enjoys a mixed-method design (qualitative-quantitative) with the purpose of being applied study. First, by systematically reviewing the literature and content analysis of the objectives of the Fundamental Reform Document, the initial research model was formed and then explained by using the opinions of experts and evaluating the content validity. In order to use and measure the model, 219 questionnaires were distributed among senior managers, policy makers and experts of the Ministry of Education in a stratified random method and data analysis was performed using confirmatory factor analysis. Finally, a fuzzy expert system was used to achieve the most appropriate combination of pattern dimensions. Findings: The Institutionalism model of human resource management in Education Administration was identified in the form of 7 main categories, 24 components and 68 indicators. The prioritization of institutional requirements showed that normative pressures, coercive pressures and imitation pressures have the greatest impact on the human resource management model of education, respectively. Conclusion: To achieve the optimal combination and alignment of human resource practices, it is necessary to pay attention to different combinations of institutional pressures in each of the dimensions of human resource management.

Flood risk is a growing global concern that is not only affecting developing countries, but also the sustainable development of the most affluent liberal democracies. This has attracted attention to the systems governing flood risk across administrative levels, which vary between countries, but are relatively similar in the Nordic region, with both responsibilities and resources largely decentralized to the municipal level. However, floods tend not to be bounded by conventional borders but demand attention to the catchment area as a whole. Influential voices have long argued the importance of fit between the biophysical basis of an issue and the institutional arrangements of actors engaging in its governance. The article investigates such institutional fit in flood risk governance, based on a case study of flood risk mitigation in the Höje Å catchment area in Southern Sweden. Analyzing a unique dataset comprising 217 interviews with all individual formal actors actively engaged in flood risk mitigation in the catchment area illuminates a ‘problem of fit’ between the hydrological system behind flood risk and the institutional arrangements of its governance. This ‘problem of fit’ is not only visible along the borders of the municipalities composing the catchment area, but also of the spatial planning areas within them. The article deliberates on regulative, normative, and cultural-cognitive elements that align to lock flood risk governance into a regime of practices that, if not addressed, continues to undermine society’s ability to anticipate and adapt to the expected escalation of flood risk in a changing climate.

Contemporary global governance takes place not only throughs formal inter-governmental organizations and treaties, but increasingly through diverse institutional forms including informal inter-governmental organizations, trans-governmental networks, and transnational public–private partnerships. Although these forms differ in many ways, they are all what we call 'low-cost institutions' (LCIs): the costs of creating, operating, changing, and exiting them, and the sovereignty costs they impose, are substantially lower on average than those of treaty-based institutions. LCIs also provide substantive and political governance benefits based on their low costs, including reduced risk, malleability, and flexibility, as well as many of the general cooperation benefits provided by all types of institutions. LCIs are poorly-suited for creating and enforcing binding commitments, but can perform many other governance functions, alone and as complements to treaty-based institutions. We argue that the availability of LCIs changes the cost–benefit logic of institutional choice in a densely institutionalized international system, making the creation of new institutions, which existing research sees as the 'last resort', more likely. In addition, LCIs empower executive, bureaucratic, and societal actors, incentivizing those actors to favor creating LCIs rather than treaty-based institutions. The availability of LCIs affects global governance in multiple ways. It reduces the status quo bias of governance, changes its institutional and actor composition, enables (modest) cooperation in times of polarization and gridlock, creates beneficial institutional divisions of labor, and expands governance options. At the same time, the proliferation of LCIs reduces the focality of incumbent institutions, increasing the complexity of governance. [ABSTRACT FROM AUTHOR]

The global hydrological cycle is characterized by complex interdependencies and self-regulating feedbacks that keep water in an ever-evolving state of flux at local, regional, and global levels. Increasingly, the scale of human impacts in the Anthropocene is altering the dynamics of this cycle, which presents additional challenges for water governance. “Earth system law” provides an important approach for addressing gaps in governance that arise from the mismatch between the global hydrological cycle and dispersed regulatory architecture across institutions and geographic regions. In this article, we articulate the potential for Earth system law to account for core hydrological problems that complicate water governance, including delay, redistribution, intertwinements, permanence, and scale. Through merging concepts from Earth system law with existing policy and legal principles, we frame an approach for addressing hydrological problems in the Anthropocene and strengthening institutional fit between established governance systems and the global hydrological cycle. We discuss how such an approach can be applied, and the challenges and implications for governing water as a cycle and complex social-hydrological system, both in research and practice.

We aim to investigate the governance challenges of many Chinese urban governments to co-deliver migrant integration and urban green space provision. In specific, we examine the existing institutional arrangements applied in the Haizhu Wetland Park Project in Guangzhou and the consequential marginality. Why is it challenging for many urban governments to take social marginality into account in the conservation of urban green spaces? We approach this research question with the concepts of marginality, complex social-ecological systems, and institutional fit. We construct a conceptual framework to identify and explain the types of marginality emerged and to analyze the institutional fit in the case study. Our analysis reveals a segregative effect in the current institutional arrangements. On the one hand, they are cost-efficient in ecological restoration and urban green space conservation; on the other, not effective in addressing migrant integration and wellbeing. Current institutional arrangements segregate these two interconnected issues, leading to the marginalization of urban migrants. The current institutional segregativity reveals the degree of challenge to balance the pursuits between social equity and ecological benefits. For more collaborative and inclusive urban governance, future research is needed to understand whether the lacking integration of urban migrants is an institutional blind spot. This study undertakes an evaluation of candidates and their hireability within programmatic and institutional contexts. The focus is on applicant qualifications, characteristics, and perceived fit within the program and institution. A survey of program contacts for graduate programs in public affairs analyzes candidate hireability. Results indicate clear differences between programs with similar ranking and institutional differences from Carnegie Classifications, but with little clarity on the rationale for the differences. Likewise, findings emerge relating to publishing in discipline-specific academic journals and obtaining a doctorate from online institutions. How do the social and ecological attributes of social-ecological systems enable outcomes of those systems? The high concentration of lake organizations in northern USA enables us to study social, institutional, and ecological attributes that correlate with performance of common pool resource governance—institutional fit. In the summer of 2019, we performed an in-depth comparative study of thirty-one lake organizations in Vilas County, Wisconsin using data collected through semi-structured interviews, websites, and agency databases. We systematically compared the cases using crisp-set qualitative comparative analysis, specifically analyzing how the eight Ostrom institutional design principles lead to different outcomes for the lake social-ecological systems. The Ostrom institutional design principles played an important role in SES governance outcomes where there was low-resource dependence. We found that different combinations of design principles, social, and ecological conditions led to the same lake SES outcomes—equifinality. Although we expected that there were no panaceas for lake governance, we were surprised by the high diversity in organizational goals and the relative low diversity of rules in use.

Flood risk is a complex and transboundary issue that is expected to escalate with climate change and requires to be governed by collaborative networks of actors. Municipal administrations have been suggested to have a particularly important and challenging role in such governance. Although collaborative governance has attracted intense scientific attention, empirical studies generally focus either on the macro-level institutions per se, or on the meso-level interaction between organizations, without corresponding attention to the micro-level interactions between the individual actors constituting the organizations and reproducing the institutions. The purpose of this paper is to contribute to the understanding of how flood risk is governed within municipal administrations, by studying how actors interact within them when implementing tightly coupled policies. The paper draws on comparative case study research of three Swedish municipal administrations (Lomma, Lund, and Staffanstorp). Data were collected through interviews with all 143 actors actively contributing to mitigating flood risk within the municipal administrations, and analyzed structurally and interpretatively using social network analysis and qualitative analysis. Although the Swedish legal framework consists of tightly coupled policies demanding coordination between the actors implementing them, there is a recurrent pattern of relative integration between actors implementing policies for planning and water and sewage, and substantial separation between them and actors implementing policy for risk and vulnerability. This cinderellic fragmentation generates a "problem of fit" between the legal framework and the collaborative networks implementing it, which undermines the effectiveness of flood risk mitigation in municipal administrations. It is not accidental but a consequence of a directional separation of institutionalization, where the more bottom-up and problem-oriented institutionalization of practices in planning and water and sewage, and the more top-down and complianceoriented institutionalization of practices in risk and vulnerability pull the network of actors apart. I demonstrate how the mechanisms of increasing returns, commitments, and objectification may all operate simultaneously but to various degrees in different practices across any collaborative governance network. Catchment resilience is the capacity of a combined social ecological system, comprised of water, land, ecological resources and communities in a river basin, to deal with sudden shocks and gradual changes, and to adapt and self-organize for progressive change and transform itself for sustainability. This paper proposes that analysis of catchments as social ecological systems can provide key insights into how social and ecological dynamics interact and how some of the negative consequences of unsustainable resource use or environmental degradation can be ameliorated. This requires recognition of the potential for community resilience as a core element of catchment resilience, and moves beyond more structural approaches to emphasize social dynamics. The proposals are based on a review of social ecological systems research, on methods for analyzing community resilience, and a review of social science and action research that suggest ways of generating resilience through community engagement. These methods and approaches maximize insights into the social dynamics of catchments as complex adaptive systems to inform science and practice. [ABSTRACT FROM AUTHOR]

A protected area (PA) is essentially a governance system, a spatially defined area encompassing natural and/or cultural attributes, governed by a set of actors with different roles and institutional frameworks. There are many types of PA governance systems, guided by historical-, site-specific- and context-dependent factors. This study has the objective to advance understanding of PA governance systems, their diversity and the implications for management. We take the case of Iceland and five of its major PAs. We develop an analytical framework for the study of PA governance systems, investigating their evolutionary trajectories, conducting a comparative institutional analysis of their environmental governance systems (EGS), and assessing their management implications using nature-based tourism as a key variable. We find this framework effective and applicable beyond this study. We find great diversity in the five PA governance systems that has not come by chance but deliberately negotiated in their protracted establishment trajectories. At the individual park level, such PA diversity can be embraced as a sign of an adaptive approach to governance instead of a one-size-fits-all solution while at the national level, however, such fragmentation constitutes coordination challenges. Our analysis of the current portfolio of PA governance systems reveals they accommodate most of the needed management measures, but a problem remains concerning scattered and locked-in individual governance systems that do not support coordinated action and sharing of expertise and resources. This calls upon policy guidance with more formal coordination, such as a legal and national policy framework embracing PA governance diversity, but also securing more coordinated measures for day-to-day management.

Influential voices have long argued the importance of fit between the biophysical basis of an issue and the institutional arrangements of actors engaging in its governance. The article investigates such institutional fit in flood risk governance, based on a case study of flood risk mitigation in the Höje Å catchment area in Southern Sweden. Analyzing a unique dataset comprising 217 interviews with all individual formal actors actively engaged in flood risk mitigation in the catchment area illuminates a 'problem of fit' between the hydrological system behind flood risk and the institutional arrangements of its governance. This 'problem of fit' is not only visible along the borders of the municipalities composing the catchment area, but also of the spatial planning areas within them. The article deliberates on regulative, normative, and cultural-cognitive elements that align to lock flood risk governance into a regime of practices that, if not addressed, continues to undermine society's ability to anticipate and adapt to the expected escalation of flood risk in a changing climate. Communities of Alaska's North Slope are affected by concurrent, rapid changes due to climate change and industrial activities. Because these impacts are expected to shape community planning agendas into the foreseeable future, increased attention has been paid to decision-making processes that support adaptation. The planning and development decisions that shape adaptation outcomes in North Slope communities take place within complex institutional and policy processes. At the same time, the resilience of rural Alaska communities is closely tied to the extent their interests and local-level priorities are reflected in national- and regionallevel decisions on resources that support local livelihoods. For this reason it is important to survey which adaptive responses are of high priority and what are the risks to adaptation at the community level. Given the nested nature of institutions in the region, comparing perceptions across scales can provide insight into potential areas of agreement and difference. To assess these differences, we surveyed North Slope Iñupiat tribal leaders and Alaska State and U.S. federal resource management professionals about perceived risks to North Slope community sustainability. Results showed shared areas of understanding about the extent of impacts from certain changes. However, there were marked differences in risk priorities, in the evaluations of local capacity to treat risks, and community resilience. Our findings suggest that although there are effective channels of communication to exchange observations and understandings regarding land use and cover changes, the views on risk and resilience held by key actors correlate with their role in and proximity to the social-ecological system under examination. By evaluating scale-specific risk priorities and the resources already in place to respond to change, decision makers can better leverage existing resources and adaptive capacities. Flood risk is a complex and transboundary issue that is expected to escalate with climate change and requires to be governed by collaborative networks of actors. Municipal administrations have been suggested to have a particularly important and challenging role in such governance. Although collaborative governance has attracted intense scientific attention, empirical studies generally focus either on the macro-level institutions per se, or on the meso-level interaction between organizations, without corresponding attention to the micro-level interactions between the individual actors constituting the organizations and reproducing the institutions. The purpose of this paper is to contribute to the understanding of how flood risk is governed within municipal administrations, by studying how actors interact within them when implementing tightly coupled policies. The paper draws on comparative case study research of three Swedish municipal administrations (Lomma, Lund, and Staffanstorp). Data were collected through interviews with all 143 actors actively contributing to mitigating flood risk within the municipal administrations, and analyzed structurally and interpretatively using social network analysis and qualitative analysis. Although the Swedish legal framework consists of tightly coupled policies demanding coordination between the actors implementing them, there is a recurrent pattern of relative integration between actors implementing policies for planning and water and sewage, and substantial separation between them and actors implementing policy for risk and vulnerability. This cinderellic fragmentation generates a "problem of fit" between the legal framework and the collaborative networks implementing it, which undermines the effectiveness of flood risk mitigation in municipal administrations. It is not accidental but a consequence of a directional separation of institutionalization, where the more bottom-up and problem-oriented institutionalization of practices in planning and water and sewage, and the more top-down and compliance-oriented institutionalization of practices in risk and vulnerability pull the network of actors apart. I demonstrate how the mechanisms of increasing returns, commitments, and objectification may all operate simultaneously but to various degrees in different practices across any collaborative governance network. Hence, potentially undermining policy coherence, policy integration, and collaborative governance.

Large hydrologic basins involve multiple stakeholders, and coupled dynamic social and ecological processes. Managing such basins has long been a challenge. Balancing the demand for water from nature against that from humans is always difficult, particularly in arid watersheds. Here, we analyze potential institutional causes of ecological degradation and how it can be reversed by introducing new forms of governance. The framework and assumptions are illustrated using China's second-largest endorheic basin, where empirical evidence shows that the introduction of a new governing authority connecting midstream and downstream actors facilitated the establishment of a new governance regime that is better aligned with the biophysical scales of the watershed. A trans-regional water allocation project initiated by the new higher-level authority successfully rescued downstream oases and restored a dried terminal lake. These outcomes suggest that when social and ecological structures are better aligned our ability to manage the interplay between social and ecological processes increases. However, the lack of direct connection between the actors of the middle and lower reaches resulted in the paradox of an increase in water demand. We therefore suggest that measures to stimulate the emergence of horizontal social ties linking different critical groups of actors across the watershed could further the alignment of the institutional and biophysical structures—without these changes sustainable management of river basins and other common pool resources will remain problematic. Local governments, or municipalities, play a key role in water governance around the world owing to the many administrative competencies they hold, ranging from water service delivery to urban planning. However, the ability of municipalities to carry out their competencies effectively depends in large part on the characteristics of the institutional arrangements in which they are embedded. In particular, the relationship between municipalities and watershed governance institutions has received little attention in the literature on polycentric and multilevel governance. Drawing on insights from diverse cases around the world, we argue that empirical research must pay closer attention to the links, or lack thereof, between municipalities and watershed governance institutions to improve the sustainability of water governance outcomes in practice. We identify a set of critical issues affecting municipalities' engagement in governance at the watershed scale that broadly apply across different contexts, and which we argue deserve more attention in future research: (1) disconnect and ambiguities of authority across hierarchical levels; (2) internal and external challenges to municipalities engaging in effective collaborations; (3) barriers to expanding the scope of traditional municipal affairs; and (4) misalignment of biophysical, institutional, and political timescales. Abstract Although ecosystem-based management (EBM) has been adopted by many management organisations in principle, operationalising EBM has been problematic. A mismatch in institutional arrangements, created by the traditional sectoral focus of marine environmental and resource management, may be one factor acting against EBM implementation. To investigate this potential issue, this study focused on 'sectoral interplay', the challenges and tensions that prevent 'whole of government' cooperation, political consensus among conflicting user and interest groups, and collaboration between government and stakeholders that preconditon implementation of EBM. Four key challenges/tensions to sectoral interplay in marine EBM were found, including: governance structures and mechanisms, communication and sharing, participation and exclusion and fragmentation. Several ways in which these challenges/tensions could be addressed are proposed such as creating co-ordinating structures which operate across sectors and clarifying mandates and precedence between decision-making agencies. There are myriad case study examples from which to learn how to manage, and how not to manage, sectoral interplay in marine governance, and this should be the focus of future research. Abstract Sustainability issues cannot be separated from their social and biophysical context, and collaborative governance responses to interdependent sustainability issues are inherently complex. Governance gaps emerge when responsible actors fail to recognize how multiple issues and actors are interlinked. Closing governance gaps is particularly challenging for sustainability issues that intersect several sectors of society, such as livelihoods, agriculture and biodiversity conservation. This study introduces a new quantitative empirical approach that conceptualizes how governance gaps emerge at the intersection of two networks that are usually studied separately: an actor network and a network of interdependent sustainability issues. We differentiate between (1) integrative gaps that arise when interdependent issues are managed in separation without recognizing their interdependencies, versus (2) collaborative gaps that arise when actors working on common issues do not collaborate. Using data on 60 actors and 38 sustainability issues in southwest Ethiopia, we found comprehensive collaboration networks around, for example, agricultural production and land-use issues, but large collaborative gaps for forest and wildlife issues. While actors actively managed interdependencies around national high-priority issues such as coffee export and family planning, integrative gaps were common for low-profile issues such as access provision of finance, transportation, schools, food and crop markets. In general, smaller specialized actors had a stronger tendency than larger generalist actors to focus their management capacity towards the closing of governance gaps. Surprisingly, greater system complexity did not per se cause governance gaps, except when system interactions were cross-sectoral. Furthermore, our data suggested that integrative system management and collaboration reinforced each other. In conclusion, our network framework advances how governance gaps can be understood and prioritized in different empirical contexts. It enables a theoretically informed empirical identification of the specific sustainability issues for which targeted structural changes are most likely to facilitate improved sustainability outcomes. Kenyan river basin governance underwent a pioneering reform in the Water Act of 2002, which established new community water-management institutions. This article focuses on community water projects in the Likii Water Resource Users Association in the Upper Ewaso Ng’iro River basin on Mount Kenya, and the extent to which their features are consistent with Ostrom’s design principles of natural resource management. Although the projects have developed solid institutional structures, pressures such as hydroclimatic change, population growth, and water inequality challenge their ability to manage their water resources. Institutional homogeneity across the different water projects and congruence with the design principles is not necessarily a positive factor. Strong differences in household water flows within and among the projects point to the disconnection between apparently successful institutions and their objectives, such as fair and equitable water allocation.

A good agricultural burn is characterized by a complete combustion of the biomass and the contained propagation of the fire. This article documents the local knowledge and practices of agricultural fire management in Calakmul, Campeche, and analyzes the extent to which farmers adjust their practices according to environmental conditions, particularly to variations in the precipitation pattern, critical for a good burn. The comparison of practices and meteorological registers suggests the complex understanding of farmers about the weather. Moreover, it allows the identification of the adjustments of fire management practices in dry and wet years. Finally, the paper emphasizes on the relevance of considering climate variability in the design of institutions that best fit the local conditions which are the key for fire management. Ecosystems around the world generate a wide range of services. Often, there are trade-offs in ecosystem service provision. Managing such trade-offs requires governance of interdependent action situations. We distinguished between (1) enhancing action situations where beneficiaries create, maintain, or improve an ESS and (2) appropriation action situations where actors subtract from a flow of ESS. We classified ESSs in order to identify focal action situations and link them to ESS governance types which are likely to strengthen sustainable ecosystem management. The classification is applied to six forest cases in Asia, Africa and Latin America. Our results confirm that ecosystem management, which more strongly supports the provision of public goods and common pool resources, is often under strong pressure to be transformed into systems that mainly provide private goods. This can be partly explained by incentive constellations in the action situations of public goods and common pool resources. Therefore, governance has to be adapted to specific ESSs. ESS governance needs to identify institutions which best fit to different ESSs and to harmonize them for all the ESSs provided by the system. Abstract: Improved natural resource governance is critical for the effective conservation of ecosystems, and the well‐being of societies that depend on them. Understanding the social fit of institutional arrangements in different contexts can help guide the design of effective environmental governance. This empirical study assessed individual‐level variation in institutional acceptance of coral reef governance among 652 respondents in 12 fishing and tourism‐oriented communities in the Wider Caribbean. High institutional acceptance was strongly associated with perceptions of community cohesiveness, underlining the potential contribution of civil society to effective governance processes. Institutional acceptance was also influenced by reef use, awareness of rules, perceived trends in reef fish populations, education, and contextual community‐level factors. Understanding what influences diverse perceptions of coral reef governance among individuals can help to assess the likelihood of support for conservation measures. This study highlights how knowledge of institutional acceptance can inform the design of more targeted interventions that enhance the social fit of conservation governance to local contexts and diverse resource users. Trade globalisation and climate change pose new challenges for food security in Africa. To unlock smallholder productivity, more understanding is needed of the institutional context and the role of development interventions, such as partnerships, in the food sector. This article proposes institutional logics as a theory and methodology for institutional diagnosis to gain insight into context-embedded negotiation and change processes created by project-based partnership interventions. We analyse the institutional logics of organisations active in the development of two value chains in Ghana to subsequently show how, in partnerships, these logics are negotiated in light of the objectives and interests of the intervention. The main findings are that donors, with their market and professionalisation logics, are quite influential, but many other development actors still adhere to principles of grassroots empowerment and social security. In the evolving partnership process, market logic remains strong, but coupled with institutional logics endorsing farmer empowerment and solidarity with the resource-poor. This is done in a process of bricolage in which field level implementers go against the dominant logic of project initiators: showing that newly introduced development logics are mitigated by an existing local structure fostering other development logics. The broader implication is that new development paradigms may need a considerable transition period to become mainstream. The concepts of institutional logics and bricolage as a diagnostic tool allow researchers to characterise the adherence to and blending of institutional logics by actors. This tool helps to understand the mobilisation strategy of the initiator and to follow the negotiation of logics that takes place amongst partners in partnerships. Detailed insights into the blending of potential partners’ logics, pathways of negotiation processes and the plausible outcomes enable development practitioners to strategically prepare and manage their collaborative interventions. During the early 2010s, Finnish wolf (Canis lupus) policy reached an impasse. Unfavorable conservation status, intensifying wolf–human conflict, civil disobedience, legislative confusion, and administrative frustration characterized the situation. As part of a participatory updating process for the Finnish national wolf management plan in 2014, we organized a nationwide wolf management forum to explore how e-participation could be used to nurture deliberation for improved wolf policy. We present our interactive method and the resulting wolf territory-based solutions to the wolf problems that the participants of a nationwide online forum identified. The theoretical and practical significance of our work is that we ascribe value to the functional features of these solutions as modifications to the action environment, shared by people and wolves. In this vein, we discuss the role of e-deliberation on the path toward an institutional fit, and we consider how local decision making could help to implement promising wolf territory-level policy interventions. How to study the effects of social movements on the public policies? The question is relevant because in post-transition Brazil many social movements have engaged in institutionalized politics. It is also a challenging question as far as the theoretical and analytical approaches do not offer yet consolidated causal propositionsand have privileged protest as the social movement type of action. The article faces these challenges. It discusses critically the existing analytical models that propose to explain the political effects of social movements. It also suggests the complementarity between the political mediation model and the polity approach. The latter offers more robust categories to analyze the dimension of the state and the processes of mutual constitution of societal actors and political institutions thought the concept of institutional fit. The first grassroots initiatives for renewable energy in The Netherlands were a small number of wind cooperatives that developed in the 1980s and 1990s. After a few years without developments, new initiatives started emerging after 2000, and after 2009 the movement boomed, growing from around 40 to over 360 initiatives. These initiatives form an active, large and diverse movement that uses various motivations, technologies and connections, which have changed over time. This article uses a mixed methodology, aiming to map the development of these different "waves of initiatives" and relate them to the way in which the initiatives fit with their institutional environment. Institutional changes--such as the liberalization of the energy market, changing energy policies and discourses and a policy field that became increasingly multi-actor and multi-level--have influenced the presence and activities of grassroots initiatives. The article concludes that the growth and increasing visibility of the movement can be attributed to a large institutional fit at the decentral level, but that the low priority for grassroots initiatives and the economic rationale of the national government have hindered the political influence and installed capacity of renewable energy production facilities of the initiatives. Emerging environmental threats often lack sufficient governance to address the full extent of the problem. An example is ocean acidification which is a growing concern in fishing and aquaculture economies worldwide, but has remained a footnote in environmental policy at all governance levels. However, existing legal jurisdictions do account for some aspects of the system relating to ocean acidification and these may be leveraged to support adapting to and mitigating ocean acidification. We refine and apply a methodological framework that helps objectively evaluate governance, from a social-ecological systems perspective. We assess how well a set of extant US institutions fits with the social-ecological interactions pertinent to ocean acidification. The assessment points to measured legal gaps, for which we evaluate the government authorities most appropriate to help fill these gaps. The analysis is conducted on United State federal statutes and regulations. Results show quantitative improvement of institutional fit over time (2006 to 2013), but a substantial number of measured legal gaps persist especially around acknowledging local sources of acidification and adaptation strategies to deal with or avoid impacts. We demonstrate the utility of this framework to evaluate the governance surrounding any emerging environmental threat as a first step to guiding the development of jurisdictionally realistic solutions.
