The globalizing world has forced various actors to look beyond their borders and establish relationships with other actors, in order to reflect the current demands of society. The European Union (EU) was able to reflect on this situation very effectively, since the impact of the European integration process does not end only at the external borders of its member states. The main objective of the article was to define the European Union as an important geopolitical actor that can effectively spread its values and norms across the entire political map of the world. The scope of the EU's external impact beyond the borders of the European integration area was identified through the theoretical approaches of inter-regionalism and External Governance. The author analysed how the EU can spread values and standards towards selected groups of actors, namely candidate countries, countries of EU neighbourhood and other regional integration organizations. The emphasis was not only on the process of how the EU can spread its norms and values, but also on how they are accepted by the affected actors. The large scale and institutionalized form of the EU's external impact documents the effort to actively act beyond its external borders. The spread of values and norms towards external actors contributes to the strengthening of the geopolitical position, where the EU represents an actor with a wide global reach. In addition, the article offered a prognosis of which actors will likely to be exposed to stronger external influence from the EU in the coming years. [ABSTRACT FROM AUTHOR]

This paper analyses the trajectory of Ecuador as a small state within the inter-regional negotiation process for the completion of a Multiparty Trade Agreement (MTA) between the European Union (EU) and the Andean Community (CAN). It considers some of the influential factors that shaped this inter-regional relationship, particularly Ecuador's bargaining power vis à vis the EU, in order to shed light upon the clout the country was able to exert in such a negotiation. It also discusses some dimensions that highlight Ecuador's small country status (smallness) and the variations within inter-regional dynamics. Some findings and remarks are provided to conclude. This research examines the inter-regional security cooperation between ASEAN and the EU with a specific focus on counterterrorism. The research methods are based on a comparison of regional counterterrorism governance between the two regions and a close reading of Plan of Actions for the enhancement of ASEAN-EU relations documents from 2007 to 2018. The results show that CT cooperation is about facilitating a more comprehensive security governance cooperation where European standards and experience are transferred to Southeast Asia for purposes of regional security and diplomatic relations. In addition, this research also shows that EU-ASEAN CT cooperation has not been geared specifically to combat radicalism, or as part of a Counter Violent Extremism program; rather, the inter-regional cooperation has mainly focused on building a common normative framework in responding to terrorism within the corridor of democracy and preempting the terrorist networks from exploiting connectivity networks. Finally, implementation of security and political cooperation between the EU and ASEAN tend to rely on the existing extra-regional dialogue fora within ASEAN as well as direct engagement between the EU and third parties comprising each of the ASEAN states.

7. African Regional and Inter-Regional Health Governance: Early Responses to the Covid-19 Pandemic by ECOWAS and the African Union.

The Covid-19 pandemic brings back to the fore traditions of interconnected health governance in Africa, both at regional and inter-regional levels. Using the early pandemic responses of ECOWAS and the African Union as empirical case studies, we reconstruct (1) how already established regional actors in managing pandemics, such as the West African Health Organization (WAHO), are (2) now interacting with a newly established continental institution, the Africa Centers for Disease Control and Prevention (Africa CDC), established in response to the Ebola epidemic in West Africa (2014–2016). This is bolstered by policy responses coordinated by the African Union Chairperson and (3) forms of inter-regional pandemic governance that are being developed between ECOWAS and the African Union. Against this backdrop, we briefly develop a more conceptual argument on the relevance and nature of inter-regional cooperation between the African Union and ECOWAS. First, when compared to other world regions, interlocking forms of regionalism have allowed many African governments to respond to Covid-19 early on. In view of poorly equipped national health systems, and an array of other demanding challenges, early responses have at least bought affected states time to prepare national health systems, start mutual learning and organize international assistance – despite all shortcomings that still exist. Second, regional crisis response has been an opportunity to (re)negotiate the division of labor between the African Union and ECOWAS, which has been already ongoing in the area of governance, peace and security. The text asks how Europe and Latin America/Caribbean responded to the virus COVID-19 and addressed the challenges for public health. Consequently, we identify five regional governance gaps and explore their application during the management of the pandemic: information and knowledge, norms and principles, public policies, institutions and material resources. From a comparative perspective, we analyse in a two separated sections if the regional governance in the EU and Latin America/Caribbean in these areas increased (or not). The EU’s 2015 new trade strategy: Trade for all: toward a more responsible trade and investment policy, highlights its key role in keeping markets open worldwide and lists the Asia-Pacific region as the priority party for signing Regional Trade Arrangements (RTAs) with the EU. The new strategy allows the EU and its member states to initiate talks on economic cooperation agreement (ECA) with Taiwan. This article takes the EU-Asia interregional cooperation as a case study while exploring the role of Taiwan in the region. The first section describes the shift in EU’s trade policies and the special features of the types of interregionalism between the EU and Asia. The second section explores the bilateral trade relations. The third section evaluates the opportunities and the internal and external challenges and limitations of an EU-Taiwan ECA, emphasizing the factor of mainland China. The final section provides conclusions on the influence of an EU-Taiwan ECA on the relations of EUTaiwan considering economic and non-economic factor

This article assesses EU–Africa inter‐regionalism and the reception of EU norms by African actors, by investigating the relations between the European Parliament (EP) and the Pan‐African Parliament (PAP). By exploring this interparliamentary dialogue, the article draws attention to the contradictions of African perceptions on European integration, which is simultaneously seen as an inspiration and a neo‐imperialist project. The EP was considered a role model to the PAP and was also one of its main supporters. However, European involvement in African issues has not always been regarded as positive. Post‐colonial and pan‐African discourses found in African statements have reinforced their resistance to European engagement in African politics. After discussing these ambivalent narratives on the EU, this article addresses the way that these perceptions impact on AU–EU inter‐regional relations, arguing that these mixed views towards the Europeans have undermined the diffusion of EU norms and the levels of trust in this relationship, preventing the joint Africa–Europe strategy from attaining its ambitions. The 2015 Paris Agreement adopted at the twenty-first Conference of the Parties (COP) of the United Nations Framework Convention on Climate Change (UNFCCC) constitutes a major landmark in the combat against climate change. However, international climate governance and the climate deal have been confronted with concerns about their legitimacy and accountability. In the same vein, while the combat against climate change also takes centre stage in the EU's inter-regional relations, the EU's approach has suffered from democratic deficits as well. Literature on parliamentary diplomacy and interregionalism has pointed at the potential of inter-parliamentary assemblies' monitoring and deliberation functions in addressing the legitimacy gap of intergovernmental agreements. This article puts the focus on the Parliamentary Assembly of the Union for the Mediterranean and climate change, and analyses to what extent and how the Assembly fulfills these monitoring and deliberation functions. In doing so, the article aims to examine how inter-parliamentary assemblies can contribute to the legitimacy of the EU's inter-regional approach to climate change. The analysis is based on quantitative and qualitative text analysis, in-depth semi-structured interviews and participatory observation. The conclusion reads that, while the Parliamentary Assembly of the UfM (PA-UfM) has indeed used its monitoring and deliberative functions, there are several limitations related to the asymmetry between the EU and its Southern and Eastern Mediterranean partner countries, that hamper its potential contribution to add legitimacy to the Union for the Mediterranean's (UfM) climate action. This paper seeks to analyse the policy trajectory of the inter-regional plans to establish a common space in higher education (HE) involving the European Union (EU) and Latin America and the Caribbean (LAC) regions. Although both regions developed different formats of higher education cooperation programmes, it was in 1999 that an institutionalised bi-regional dialogue appeared – and HE was defined as a strategic partnership. In November 2000, ministers of education on both sides of the Atlantic launched the largest HE project to date: the EU-LAC (ALCUE) HE Common Area, involving 60 HE systems. Understanding (inter-)regional HE policies as an expression of global education policies, I conducted a historical analysis of this inter-regional policy from 2000 until 2018 using Roger Dale's framework of pluri-scalar governance of education. The tracing of the events since 1999 helped unveil the mechanisms of changes in this inter-regional policy. As a result, I was able to differentiate between two moments in the policy process: the ALCUE Project (2000–2008) and the EU-CELAC dialogue (2010–2018). Results point to the defining role of the EU in shaping the inter-regional dialogue in terms of regional mandate and actorness. The research shows that the advent of CELAC as a regional actor in Latin America in 2010 has strengthened the role of the EU in defining the inter-regional HE project. [ABSTRACT FROM AUTHOR]

This book explores three key issues to understand the redefinition of relations between the European Union (EU) and Latin America and the Caribbean (LAC): the international context, foreign policies of EU member states towards Latin America, and crucial topics on the EU-LAC agenda. At the theoretical level, the book aims to rebalance two debates on EU-LAC relations. First, in the debate between agency and structure, the book stresses that context is a limiting factor of the agent’s preferences and actions. Second, in the debate between values and interests, it finds that interests should not be made invariably dependent on values. At the empirical level, two aspects stand out. First, the change and continuity in EU member states’ foreign policies also impact the EU’s own role in the continent. Second, new topics on the bi-regional and global agenda have the potential to redefine the relations between the two regions. At a time of European alleged decline, this volume argues that the EU remains a highly significant actor in Latin America and the Caribbean. Rising powers are evolving centres for varieties of conflict as well as development. With a focus on the complexities of the Horn of Africa, we juxtapose Jan Nederveen Pieterse1 on what is rising - States? Inter-regionalisms? Diasporas? Economies? Companies? New technologies? - with the late Jim Hentz2 on non-traditional security (NTS) challenges on the continent. NTS factors include fragile states/ungoverned spaces, migrations and viruses, which continue to undermine contemporary state and governance structures inside and around Africa. In turn, NTS challenges demand alternative and creative ways to address them. We show how the Horn of Africa illustrates all these and other emergent factors in differing proportions over time, including the diversity of diasporas, both intra- and extra-regional. Further, we argue that rising powers internal and regional transnational tensions could impact human security for the foreseeable future. The regionalisation of the world economy is one of the most important developments in global governance in the past two decades. This process has seen ‘inter-regional’ economic agreements emerge between two or more regional groupings. Drawing mainly on the European Union’s external relations, observers accordingly point to the growing importance of regional actors, explaining their agency (or ‘actorness’) with regional attributes such as (supranational) institutional design, size, and member state cohesion. This article challenges this dominant explanation of regional agency. It argues that regional actors are socially, politically, and historically ‘embedded’. Agency reflects the contingency of regional integration processes, the motivations that underpin those processes, and the specific relationships between regions and third parties. This approach explains an important case of inter-regionalism from the Asia-Pacific: CER-ASEAN relations. Since the early 1990s, Australia and New Zealand have used their ‘Closer Economic Relations’ trade agreement for relations with the Association of Southeast Asian Nations. This reflects the ambitions of Australasian officials to shape processes of Asian-Pacific regionalism, and the interests of ASEAN officials in consolidating their own process of transnational market-making. This article comments on the special issue from a political science perspective. It starts with an attempt at interpreting the contributions from a diffusion perspective. The articles show a sophisticated understanding of diffusion as “interdependent decision-making”, that is multi- rather than uni-directional, focuses on diffusion as a process (not an outcome), and takes a decidedly agency-centered view. The article then highlights some of the empirical findings in this special issue. This concerns, among others, the crucial role of the Council of Europe (CoE) as a laboratory for generating new policy ideas and an agenda-setter, as well as the equally important function of the various parliamentary assemblies as mechanisms by which policy ideas diffuse. At the same time, there is also a power story in this special issue. The EC ultimately dominates the processes in most policy areas. The article concludes with remarks on the fruitfulness of an interdisciplinary dialogue between historians and social scientists as documented by this special issue. [ABSTRACT FROM PUBLISHER]

18. Inter-Regionalism Revisited: Theory and Political Reality of Europe-Asia Relations

While some authors have suggested that theoretical contributions to the study of inter-regionalism mostly lack sufficient empirical proof, this article shows that there is ample evidence to support key prepositions of all three schools of thought in the debate (neorealism, liberal institutionalism and social constructivism). Existing cooperation mechanisms in Europe-Asia relations are not just ‘talking shops’ but fulfil important functions in the international system. However, the main shortcoming of the inter-regionalism discourse to-date is its analytical one-eye blindness: the political realities of inter-regional cooperation are reduced to interactions between the two region’s foreign policy elites and have a strong focus on dialogue fora such as ASEM. The article explains that the promotion of good regional governance, economic integration and peace-building through development assistance (ODA) is the more effective part of the European Union’s (EU) foreign relations with East Asia as compared to high-level diplomacy in the framework of ASEM or the official EU-ASEAN dialogue.

This research article takes one step to investigate bargaining in international politics and shows how institutional dynamics influence a regional institution’s ability to realize the own set policy goals. The chosen case, the trade negotiations between the EU and MERCOSUR, presents a way to assess both institutions abilities and dynamical underpinnings in the interaction with each other. Based on a qualitative research design, the article examines the experiences of negotiators on both continents that have directly participated in the EU-MERCOSUR negotiations. The results show that while a high degree improves learning processes, expertise, and external legitimacy, it bears a high risk of rigidity and therefore, failure. The research article draws precise conclusions for the way we study regional institutions examining how their set-up influences strategic choices. RESUMEN Este artículo versa sobre las investigaciones de procesos de negociaciones internacionales y muestra cómo su dinámica institucional influye en la capacidad de las instituciones regionales para concretar sus propios objetivos. El caso elegido es el de las negociaciones comerciales entre la UE y el MERCOSUR, el cual permite evaluar tanto las capacidades de las instituciones como los fundamentos dinámicos de la interacción entre ellos. Con un diseño de investigación cualitativa, el proyecto examina las experiencias de los negociadores de ambos continentes que han participado directamente en las negociaciones entre la UE y el MERCOSUR. Los resultados muestran que, si bien un alto grado de institucionalización mejora los procesos de aprendizaje, la experiencia estratégica y la legitimidad externa, conlleva un alto riesgo de rigidez y, por lo tanto, de fracaso. En el artículo de investigación se sacan conclusiones precisas sobre la forma en que estudiamos las instituciones regionales y la manera en que su configuración influye en las opciones estratégicas de las partes involucradas. RESUMO Esse artigo de pesquisa propõe-se a investigar a negociação no campo da política internacional e apresentar como as dinâmicas institucionais influenciam nas habilidades das instituições regionais em realizar suas próprias metas políticas. O caso escolhido, as negociações comerciais entre a União Europeia e o MERCOSUL, possibilita a avaliação das habilidades e dinâmicas sustentadas por ambas as instituições na interação entre elas. Com base em um desenho de pesquisa qualitativa, o artigo examina as experiências de negociadores dos dois continentes que participaram diretamente das negociações UE-MERCOSUL. Os resultados mostram que embora um alto grau de integração melhore os processos de aprendizado, a experiência e a legitimidade externa, apresenta também um alto risco de rigidez e, portanto, falha. Dessa maneira, esse artigo de pesquisa tira conclusões precisas sobre a maneira como estudamos as instituições regionais e como suas estruturas influenciam escolhas estratégicas.

20. EU-LAC Inter-regionalism during the COVID-19 Pandemic

The COVID-19 pandemic has shown a variety of responses from countries of the two regions, ranging from denialism to regional health cooperation. This article aims to assess how these reactions have impacted European Union (EU) and Latin American and Caribbean (LAC) inter-regional relations, considering multiple and sometimes incompatible approaches taken by national and regional actors. The article contends that the existence of contrasting approaches – coupled with previous institutional and political challenges faced by the EU and LAC regional organisations – have undermined the convergence of national health policies into regional ones, and the promotion of multilateral responses and institutions in a post-pandemic world. First, focus is given to the main characteristics and institutional features of contemporary EU-LAC relations, usually conceived as a multidimensional and multi-tier relationship. Second, it introduces how EU and LAC countries and regional organisations have responded to the COVID-19 pandemic, indicating distinct ways that EU-LAC actors have engaged with the outbreak and the main challenges and successes for regional cooperation in this respect. Colombian relations with European Union on the issue of illicit drugs are mediated by the « Diálogo Especializado de Alto Nivel entre la Unión Europea y la Comunidad Andina sobre drogas », of which Colombia currently occupies the vice presidency. The underlying question that this articles tries to address is how cooperation between these two regional blocks contributes to combatting the illicit drug problem. The general orientations of the international political control structure for illicit drugs is presented, as well as the antidrug policies of the Andean Community and the European Union. Next, the actors, mechanisms and instruments used by the Euroandean dialoue on illicit drugs are presented in order to examine their dynamics and functions as an inter-regional space.

This research article takes one step to investigate bargaining in international politics and shows how institutional dynamics influence a regional institution’s ability to realize the own set policy goals. The chosen case, the trade negotiations between the EU and Mercosur, presents a way to assess both institutions abilities and dynamical underpinnings in the interaction with each other. Based on a qualitative research design, the article examines the experiences of negotiators on both continents that have directly participated in the EU-Mercosur negotiations. The results show that while a high degree improves learning processes, expertise, and external legitimacy, it bears a high risk of rigidity and therefore, failure. The research article draws precise conclusions for the way we study regional institutions examining how their set-up influences strategic choices., Este artículo versa sobre las investigaciones de procesos de negociaciones internacionales y muestra cómo su dinámica institucional influye en la capacidad de las instituciones regionales para concretar sus propios objetivos. El caso elegido es el de las negociaciones comerciales entre la UE y el MERCOSUR, el cual permite evaluar tanto las capacidades de las instituciones como los fundamentos dinámicos de la interacción entre ellos. Con un diseño de investigación cualitativa, el proyecto examina las experiencias de los negociadores de ambos continentes que han participado directamente en las negociaciones entre la UE y el MERCOSUR. Los resultados muestran que, si bien un alto grado de institucionalización mejora los procesos de aprendizaje, la experiencia estratégica y la legitimidad externa, conlleva un alto riesgo de rigidez y, por lo tanto, de fracaso. En el artículo de investigación se sacan conclusiones precisas sobre la forma en que estudiamos las instituciones regionales y la manera en que su configuración influye en las opciones estratégicas de las partes involucradas., Esse artigo de pesquisa propõe-se a investigar a negociação no campo da política internacional e apresentar como as dinâmicas institucionais influenciam nas habilidades das instituições regionais em realizar suas próprias metas políticas. O caso escolhido, as negociações comerciais entre a União Europeia e o Mercosul, possibilita a avaliação das habilidades e dinâmicas sustentadas por ambas as instituições na interação entre elas. Com base em um desenho de pesquisa qualitativa, o artigo examina as experiências de negociadores dos dois continentes que participaram diretamente das negociações UE-Mercosul. Os resultados mostram que embora um alto grau de integração melhore os processos de aprendizado, a experiência e a legitimidade externa, apresenta também um alto risco de rigidez e, portanto, falha. Dessa maneira, esse artigo de pesquisa tira conclusões precisas sobre a maneira como estudamos as instituições regionais e como suas estruturas influenciam escolhas estratégicas.

Reviews the main processes of regionalism and integration in Europe and Latin Americа. In Europe, the 2004 and 2007 enlargements transformed the composition of the European Union. The Treaty of Lisbon sparked a turbulent debate about the scope of the integration process, and the prolonged economic crisis forced painful structural transformations in the Eurozone. In Latin America, the benefits of the democratic reforms and the free market policies raised the expectations of the population, producing a spectrum of decision makers ranging from socialists of the twenty-first century to devoted neoliberals. In the light of the historical moment that both regions are experiencing, the aim of the work is to study the formation of a fruitful interregional dialogue between Europe and Latin America., Рассматриваются основные процессы регионализма и интеграции в Европе и Латинской Америке. Показано, что в Европе расширение в 2004 и 2007 гг. изменило состав ЕС. Лиссабонский договор вызвал бурные дебаты о масштабах интеграционного процесса, а затянувшийся экономический кризис вынудил к болезненным структурным преобразованиям в еврозоне. В Латинской Америке выгоды демократических реформ и политики свободного рынка повышают ожидания населения, что приводит к появлению широкого круга лиц, принимающих решения, от социалистов XXI в. до преданных своему делу неолибералов. In June 2019, after a twenty years-long discontinuous process of negotiation, the European Union and Mercosur announced the conclusion of the commercial chapter of their Association Agreement. This working paper analyzes the negotiations from an international political economy perspective taking into account both structure and agency factors, in order to identify the reasons for explaining their disagreement during that period, and for its final conclusion. The EU-Mercosur negotiations were functional to an interregional strategy for globalization and regionalism, which could not be imposed on the economic interests of the parties. Paradoxically, it is the setback and the crisis of globalization and regionalism the factorthat, among others, has led the parties to the final agreement. These obstacles, however, remain present and will condition the complex process of ratification of this agreement., En junio de 2019, tras un proceso discontinuo de veinte años de negociación, la Unión Europea y Mercosur anunciaron la conclusión del capítulo comercial de su Acuerdo de Asociación. Este documento de trabajo analiza las negociaciones desde la perspectiva de la economía política internacional, atendiendo a factores de estructura y de agencia, para identificarlas razones que explican el desacuerdo en ese periodo, y que finalmente fuera posible. Las negociaciones UE-Mercosurfueron parte de una estrategia interregional funcional a la globalización y el regionalismo, que no pudo imponerse ante los intereses económicos de las partes. De manera paradójica, el retroceso y la crisis de la globalización y el regionalismo representan el factor, entre otros, que ha llevado a las partes al acuerdo final. Esos obstáculos, no obstante, siguen presentes y condicionarán el complejo proceso de ratificación de este acuerdo.

Journalists, academics and politicians portray the European Union and China as unitary actors that follow coherent strategies towards ‘Africa’. These perceptions help in turn to sustain a discourse of geopolitical competition: the EU and China are presented as bitter rivals of a new ‘Cold War’. This ‘new scramble for Africa’ narrative is an illusion. Despite official declarations, Brussels’ ties with ‘Africa’ are only a small part of a complex web of relationships. Moreover, China’s presence in Africa is far less monolithic than outside observers assume. The Trans-Pacific Partnership (TPP) and Transatlantic Trade and Investment Partnership (TTIP) are possibly the largest free-trade areas in the world. Both initiatives, if ever realized (as TPP was, hopefully temporarily, abandoned by Donald Trump in January 2017), can also change the US position in the international system, reinforcing the United States as a crucial rule-setter, hence supporting the dominant American role in global IR despite its relatively decreasing power. Therefore both the Trans-Pacific Partnership and Transatlantic Trade and Investment Partnership may be analyzed as either multilateral institutions-on the basis of functional or neofunctional theories-or as tools of American foreign policy, where both neoliberal, and neorealist theories may be referenced (the latter theories will not be analyzed in this chapter, however). Keeping in mind the scope of the agreements analyzed, interregionalism theories will be applied.

While some authors have suggested that theoretical contributions to the study of inter-regionalism mostly lack sufficient empirical proof, this article shows that there is ample evidence to support key prepositions of all three schools of thought in the debate (neorealism, liberal institutionalism and social constructivism). Existing cooperation mechanisms in Europe-Asia relations are not just ‘talking shops’ but fulfil important functions in the international system. However, the main shortcoming of the inter-regionalism discourse to-date is its analytical one-eye blindness: the political realities of inter-regional cooperation are reduced to interactions between the two region’s foreign policy elites and have a strong focus on dialogue fora such as ASEM. The article explains that the promotion of good regional governance, economic integration and peace-building through development assistance (ODA) is the more effective part of the European Union’s (EU) foreign relations with East Asia as compared to high-level diplomacy in the framework of ASEM or the official EU-ASEAN dialogue.

The study begins by putting on balance different ways to assess the political success of the Pacifi c Alliance (PA) during the few years of its existence. The text insists that the success was very broad among extra-regional governments and very limited among the governments of the countries in Asia Pacifi c (the geostrategic target for the PA projection) countries. In this context, the text proposes explanations for the both situations. On the one hand, the text discusses the basic principles of the Pacifi c Alliance on the basis of legal axes that marked the convergence of the Mexican government with the authorities of the European Union in the Democratic Clause-Mexico Global Agreement European Union; these are legal principles that require contracting parties to respect, within the scope of the sovereignty of each one, fundamental democratic principles. Moreover, the paper analyzes the factors limiting a similar convergence between the members of the PA and the Association of Southeast Asian Nations (ANSEA). On the PA-side, it is the express wish to promote democracy and human rights, illustrated by the reforms of the fraction X of the Article 89 of the Constitution of the United Mexican States. On ANSEA side, it is the vindication of the principles of the Charter of the United Nations; in its fundamental documents, the Association stresses non-intervention in the affairs of other States, renunciation of the threat or use of force, etc., El estudio pone sobre la balanza diferentes maneras de evaluar el éxito político alcanzado por la Alianza del Pacífi co (AP) durante su existencia. Insiste en que el éxito ha sido muy amplio entre gobiernos de países extra-regionales y muy limitado entre los gobiernos de los países de Asia del Pacífi co. El texto propone explicaciones sobre los alcances diferenciados de la proyección de la AP. Analiza principios básicos de la Alianza del Pacifi co sobre la base de los ejes jurídicos que marcaron la convergencia del gobierno mexicano con las autoridades de la Unión Europea en la Cláusula Democrática del Acuerdo Global Unión Europea-México; se trata de principios jurídicos que obligan a las partes contratantes a respetar, dentro del ámbito de la soberanía de cada una de ellas, los principios democráticos fundamentales. Por otra parte, se analizan los factores que limitan una convergencia análoga entre los integrantes de la AP y los de la Asociación de Naciones del Sureste de Asia (ANSEA). Inter-regionalism as a form of effective networking multilateralism comes to be suggested for the task of restructuring a crumbling architecture of global governance unsafe for humankind. Safe for the Commonwealth of Citizens turns to be the global governance of networked global institutions within the multilateral system, raised instead of previous differently power-centred forms of international system (unipolar /hegemonic, bipolar, polycentric multipolar). Assessment of merits and disadvantages of Leaders' Twenty (L20) multilateral initiative proves that inter-regionalism offers the best service for effective restructuring of global governance. Bezbedna za komonvelt građana je globalna vladavina koju daje multilateralni sistem umreženih globalnih ustanova, umesto dosadašnjih različito centriranih međunarodnih sistema (jednopolarni/hegemoni, dvopolni/bipolarni, policentrični/ multipolarni). Ispitivanje dobrih strana i slabosti inicijative Dvadeset predvodnika (P20/L20) potvrđuje interregionalizam kao izlaz za delotvorno restrukturiranje globalne vladavine. "The European Union (EU) perceives itself as a model for regional integration, which it seeks to diffuse by actively promoting the development of genuine (intra-) regional economic and political cooperation, the building of issue-related regimes, and the creation of joint institutions for consultation and decision-making in its neighbourhood and beyond as well as between the world regions and the EU. In this paper, we explore the extent to which EU has sought to promote regional integration beyond its borders. More specifically, we analyze what exactly the EU seeks to export and how it has used its external relations and foreign policy to foster the cooperation between regions (inter-regionalism), on the one hand, and regional cooperation among third countries, on the other. We proceed in three steps. The first part of the paper outlines the mechanisms and instruments through which the EU diffuses the idea of regional integration to other regions and fosters regional integration among third countries. In the second part, we take stock of the EU's attempts to export regional integration focusing on the mechanisms it has drawn upon. We conclude with some considerations to what extent the promotion of regional integration constitutes a genuine EU agenda for global governance." (author's abstract)

This paper is about accomplished understanding of the regions as 'a trigger force in the world policy' in 'new' international regionalism. In the article there are presented the results of 'new' international regionalism and there is extracted a key analysis that the complex of theories and directions within the research under that 'name' had established the region as a new 'third' level in the world politics analysis, an important foundation of the global order and real international relations, that is also the object of scientific analysis of the reality of international relations. Firstly, there are presented leading standings of 'new' international regionalism regarding the significance of the region as an object of research. Then the differences between understanding of globalization and regionalism as the trigger of world politics are underlined. For purpose of cognitive effectiveness there are presented the attempts of new regionalism to avoid the trap of division of these indissolubly connected processes. Within the context there are presented the results of theoretical striving of one Buzan and Vaever on one side, and Peter Katzenstein on other side, to observe the world as the world of regions through comprehension of connection between globalism and regionalism, and not disconnection of that one process from the other one. A short review of basic notions of 'new' research of international regions is presented in third part of the article. Final part of the article is dedicated to descriptive illumination of the most important questions of the world politics from the angle of 'new' international regionalism. Conclusion of the article is that the 'new' international regionalism supplies a fresh influx of knowledge to overall international studies on making of modern world politics by establishment of the research of the regions as a specific level within the global governing. Rad se bavi ostvarenim razumevanjem regiona kao 'pokretačke sile svetske politike' u 'novom' međunarodnom regionalizmu. Predočeni su ostvareni nalazi 'novog' međunarodnog regionalizma i izdvojene ključne potvrde koje je skup teorija i pravaca istraživanja pod tim 'imenom' priložio izvođenju regiona do novog 'trećeg' nivoa analize svetske politike, bitnog gradiva globalnog poretka i stvarnih međunarodnih odnosa, odnosno samog predmeta naučnog proučavanja stvarnosti stvarnih međunarodnih odnosa. Prvo su saopštena noseća stanovišta 'novog' međunarodnog regionalizma o značaju regiona kao predmeta proučavanja. Zatim su u podvučene razlike između razumevanja globalizacije i regionalizma kao pokretača svetske politike. Predstavljeni su pokušaji novog regionalizma da radi saznajne plodotvornosti izbegne 'kljusu' deobe ta dva neodvojivo spregnuta procesa. Izneti su u tom okviru rezultati sprovedenih teorijska nastojanja Bazana i Vivera, na jednoj, i Pitera Kacenstajna, na drugoj strani, da se svet posmatra kao svet regiona, uviđanjem spregnutosti globalizacije i regionalizma, a ne otcepljenosti jednog procesa od drugog. Kratki pregled osnovnih pojmova 'novog' proučavanja međunarodnih regiona dat je u trećem delu rada. Preglednom osvetljavanju najvažnijih pitanja svetske politike iz ugla 'novog' međunarodnog regionalizma posvećen je završni deo. Ponuđen je zaključak da uspostavljajući proučavanje regiona, kao osobenog sloja u sklopu globalne vladavine, 'novi' međunarodni regionalizam pruža sveži dotok znanja celokupnim međunarodnim studijama o tome kako se danas pravi svetska politika.

44. El interregionalismo europeo y la integración regional latinoamericana

La relación Unión Europea - América Latina se inscribe en la lógica del interregionalismo. En este artículo se aborda esa relación, especialmente en lo que concierne a la integración de América Latina. Para ello se ofrece, en un primer momento un panorama conceptual (desde las implicaciones académicas de región, regionalismo e interregionalismo, entre otros). Mediante el método documental se verificó la existencia de una estrategia interregional de la Unión Europea y la posible norteamericanización de la misma. Se obtuvo como resultado que la existencia de la estrategia se ha traducido (entre otras) en la negociación del Tratado de Libre Comercio entre la Unión Europea y la Comunidad Andina de Naciones (TLC UE-CAN). Se llegó finalmente a dos conclusiones mayores. La primera es la constatación de dicha norteamericanización. La segunda es que se observa una profundización de la presencia internacional de Europa como actor regional y que esto es comparable con la profundización de su poder blando en el mundo., The relationship between the European Union and the Latin American region is a part of the logic of inter-regionalism. This article approaches this relation particularly as regards Latin American integration. To this end, it first addresses a conceptual overview (considering the academic implications of concepts such as, e.g., region, regionalism, and inter-regionalism, among others). A documentary method was used for verifying the existence of an interregional strategy for the European Union and the possible Americanization of such a strategy. As a result of this, the existence of this strategy has translated, among other things, into the negotiation of a Free Trade Agreement between the European Union and Andean Community of Nations (FTA EUACN). Two major conclusions can be drawn from this article. On the one hand, there is evidence of said Americanization, and on the other hand, the second conclusion is that the international presence of Europe as a regional actor has grown strong. This strength is comparable with the strengthening of its soft power worldwide.

This article intends to show the results of the VI European Union, Latin America and the Caribbean Summit (LAC) carried out in Madrid, Spain on May 2010. To achieve this goal, the questions what is the development that the European Union, Latin America and the Caribbean summit has had? And Has the VI European Union, Latin America and the Caribbean summit produced any results? will be answered. Thus, in the first part a theoretical framework will be provided about the relationships between the European Union (EU) and the LAC, from the perspective of inter-regionalism, especially from two of its classifications: Transnational and hybrid inter-regionalisms. Subsequently, the development of UE-LAC summits celebrated since 1999 will be described and the results of the VI EU- LAC summit from the Declaration of Madrid 2010 will be presented. Finally, some considerations to concretely highlight the results of the inter-regional encounter carried out in Madrid, Spain, conducive to the strengthening of the EU-LAC association; will be projected., Este artículo pretende mostrar los resultados de la VI Cumbre Unión Europea (UE) - América Latina y el Caribe (ALC) realizada en Madrid, España, en mayo de 2010. Para este fin, se intentará contestar a las preguntas: ¿Cuál es el desarrollo que han tenido las cumbres Unión Europea- América Latina y el Caribe? y ¿Es la VI Cumbre Unión Europea- América Latina y el Caribe una Cumbre de resultados? Así, en un primera parte se ubicará el enfoque teórico de las relaciones UE-ALC vistas desde el concepto del interregionalismo, a partir de dos de sus clasificaciones: interregionalismo transnacional e interregionalismo híbrido. Posteriormente, se describirá el desarrollo de las Cumbres UE-ALC celebradas desde 1999; seguidamente, se identificarán los resultados presentados en la VI Cumbre UE-ALC a partir de la Declaración de Madrid 2010; por último, se proyectarán unas consideraciones finales que resaltan de forma concreta los resultados del encuentro interregional celebrado en Madrid, España, tendientes a reforzar la asociación birregional entre la UE-ALC.

The presented study is an analysis of the regional integration process of the Association of Southeast Asian Nations ASEAN utilizing theories of international relations and integration. The dissertation studies the factors which contributed to its formation, evolution and transformation and the perspectives of its further development. ASEAN was established by virtue of Bangkok Declaration signed on August 8, 1967 among Indonesia, Malaysia, Philippines, Singapore and Thailand. Subsequently Brunei joined the Association in 1984, Vietnam 1995, Laos and Myanmar 1997 and Cambodia 1999. ASEAN's formation falls within the process of creating of regional organizations after World War II, a period of the biggest development of the institutionalization of the international cooperation. Association was based on relatively free and voluntary cooperation and political declarations. With the end of Cold War and bipolarity, with the defeat of communism and the advent of political and economic reforms in the former socialist bloc ASEAN institutionally strengthened and transformed itself, expanded its membership and the decision to form ASEAN Free Trade Area AFTA in 1992 and the Treaty on the Common Effective Preferential Tariffs shifted Association from the stage of cooperation to integration. ASEAN becomes an international organization (based on international legal agreement with the objectives, principles, internal structure etc.) through the adoption of the Charter in 2008. The Charter is the symbol of the transition process from voluntary cooperation based on political declarations to creation of an intergovernmental organization with international legal personality and legal contractual basis for community building, to strengthen the norms and principles. ASEAN has functioned over 40 years based on personal, very frequent and regular contacts between the key elites (who have significantly contributed to its creation and development), as a grouping of common practice and an emerging common identity. It is a form of intergovernmental cooperation, where member states have exclusive position in the decision process; there are no supranational institutions that would have exclusive powers. ASEAN is the initiator of the development of regionalism in Asia, a considerable number of international structures, inter-and trans-regional contacts, forums and programs. Its activities after the Cold War fall into the framework of the new regionalism The thesis tries to point out possible perspectives for its future path, especially in connection to recently born special cooperation ASEAN+3 (China, Republic of Korea, Japan) and plans for building of East Asian Community (ASEAN+3, Australia, New Zealand, India) and its Free Trade Area. Basic characteristics of ASEAN integration process: it takes place in Southeast Asia, it is a process and a state, it consists of economic, political, security, social and cultural part, the emphasis is on economic affairs, its origin is in the postwar period, the main actors are the states and their elites (from the 90's NGO's, think-tanks and civil society become active creating a broad network of socio-cultural relations and interactions), integration expands by the process of ASEAN +3 and EAS, there is a spillover effect within and outside ASEAN, integration process is gradually evolving from a lower to a higher level. Carried out research has its limitations, since it is impossible to generalize the results and formulate a clear assessment of the large international complex, the information is always limited and the social process is miscellaneous. Well-known is the fact that political elites do not act according to the theories, which they often do not know, but based on their own understanding of reality and interests of individual states, eventually groups of countries. No theory is able to explain fully the evolution of ASEAN, failing to capture reality in its full extent, and thus the prospects for the future are some speculations. From the theoretical examination of ASEAN I elect neofuncionalism, since ASEAN represents a process of empowerment, where elites play a crucial role; they share many values and objectives and contribute to the integration process. The rise of transactions in the regional grouping (trade, communication, exchange of ideas), gradually creates a sense of common identity, elites have closer contacts and their values are complementary. Southeast Asia should occupy an important place in the Czech Republic's foreign policy, taking advantage of traditional contacts with the region. Priority should be given to economic ties and active political involvement in the multilateral framework of ASEM, an important part of political dialogue should be question of human rights.
