This report provides key figures relating to grant applications, to the procedures for processing proposals and to international cooperation during the height of the pandemic. The report also offers insights into research funding relating to epidemics, pandemics and COVID-19, and it provides a substantive classification of funding proposals in this thematic area. The analyses indicate an increase in the number of proposals submitted during the pandemic. Yet the processing duration remained stable despite this increased receipt of proposals. The demand for funding of mobility-related international projects declined in the field of international research projects, although there was a continuation of the rising trend in the number of proposals received for internationally oriented funding procedures that do not imply travel activities. The overall proportion of funding proposals for research projects involving participants from outside Germany remained stable during the pandemic, even if shifts were observed in the countries of origin of these international participants. In addition to these findings, the report offers further detailed consideration of the processing procedure and the proposal activities, for instance with regard to the demographic composition of the applicants and the subject-specific proposal volume.

4. Efficiency of international cooperation schemata in African countries: A comparative analysis using a data envelopment analysis approach

Background: Efficiency measurement by means of data envelopment analysis (DEA) in the non-profit sector has focused on the so-called Stage I of non-profit organisations, namely, fundraising efforts (which are the most influential determinants of raising funds in order to increase the amount of contributions). However, for the so-called Stage II of non-profit organisations, namely, spending the achieved resources to program services delivery, DEA studies are very scarce. In attempting to address this research gap and to the best of our knowledge, this investigation is the first study that applies DEA to the assessment of international cooperation schemata. Consequently, we offer a significant contribution to the literature by overcoming the limitations of other techniques used to assess the efficiency and providing new insight into the efficiency of targeted different international cooperation schemata (ICS) in international cooperation development projects. Aim: The purpose of this study is to evaluate and compare the efficiency of the ICS of developmental projects funded by the Spanish Agency for International Cooperation for Development. Setting: Our setting is composed of different international cooperation projects funded with different schemata by the Spanish Agency for International Cooperation for Development between 2002 and 2006 in two African countries that are top priority targets of Spanish international aid: Morocco, and Mozambique. Methods: Using a sample of 48 international cooperation projects carried out in two African countries considered priorities in the Spanish Cooperation Master Plan, we analyse project efficiency using DEA. Results: The findings suggest that some schemata are more efficient than others when applied to international cooperation projects (ICS). Specifically, we find that permanent open-call subsidies are more efficient than non-governmental development organisation subsidies. Conclusion: Measures for evaluating international aid projects with respect to efficiency are problematic. The DEA method provides an ex-post meausure of efficiency that allows for the measurement in a specific and objetive way of the results achieved by each project and to propose corrective actions for the future. The comparison among ICS provides an opportunity to identify the conditions under which an ICs may achieve greater efficiency

Background: In international cooperation projects that are carried out in less developed and developing countries, a large number of children with disabilities present cerebral palsy (CP). Orthopaedic disorders are frequent complications associated with this disorder. Their prevention and early intervention are essential to achieve an appropriate therapeutic approach for children with PC and to improve their quality of life. Objective: To describe the treatment approach that is currently used in international cooperation projects for the rehabilitation management of the orthopaedic disorders in children with cerebral palsy. Methods: This is an observational, descriptive, cross-sectional study, carried out by means of an online questionnaire to professionals in the field of Physiotherapy and Rehabilitation working in international cooperation projects. The inclusion criteria were professionals working in the rehabilitation field in development aid, humanitarian action or emergency projects that provided rehabilitation services, working with children with cerebral palsy from 0 to 18 years old. Results: Ninety-eight questionnaires were analysed. The average age of the participants was 33.2 years, they were mainly working in development cooperation projects (83.33%) that were implemented in rehabilitation centres and through community-based rehabilitation services (60%). The projects were located in countries all over the world but mainly on the Asian continent (71.4%). Physiotherapists and orthopaedic technicians (72.22%) were the main professionals working in these projects, followed by occupational therapists and social workers (55.56%). The results indicated that the orthopaedic disorders were very frequent in the sample (66.67%), with hip subluxation (50%), scoliosis (77.78%), kyphosis (61.1%), clubfoot (88.7%) and varus foot (61.11%) standing out. The most commonly used treatment approaches were positioning (88.89%) and the Bobath concept (83.33%). The technical aids that were used by the professionals were ankle foot orthosis (AFO) (94.44%), bracing (66.67%), standing frames (83.33%), moulded seats (100%), corner seats (93.75%) and adapted seats (92.85%). Conclusions: In international cooperation projects, the rehabilitation treatment of children with cerebral palsy is based on a holistic approach. This is reflected in the interventions that are carried out to treat their orthopaedic disorders and in locally produced devices, awareness raising and community education. However, the professionals surveyed considered that the aids or orthoses used are insufficient in the treatment and prevention of orthopaedic disorders in cerebral palsy.

[ES] El Ayuntamiento de València hace cooperación para el desarrollo desde los años noventa, está ha sufrido distintos procesos al formar parte del modelo de cooperación descentralizada que se estableció en el territorio español, y cada comunidad ha adoptado distintas maneras de aplicar los modelos de desarrollo en cada una de sus convocatorias. Por tal motivo, la finalidad de este análisis está relacionado a analizar de manera crítica si el Ayuntamiento de València, desde el área de cooperación internacional, en sus convocatorias, ha integrado la visión del Enfoque Basado en Derechos Humanos (EBDH) en el período entre 2015 al 2018. Para el desarrollo del análisis se tomará en cuenta los parámetros que cada una de las distintas convocatorias en sus bases para su formulación han propuesto, esto tiene que ver con cada uno de los apartados que conforman una convocatoria, estos parámetros son: ¿ Objeto de la convocatoria ¿ Principios de la convocatoria ¿ Distribución Geográfica ¿ Prioridades Sectoriales ¿ Prioridades Transversales ¿ Presupuesto ¿ Formulación de proyecto de cooperación ¿ Guías para la formulación con EBDH Cada uno de estos incisos provee de la información para comprender la finalidad que cada una de las convocatorias tiene, en cuáles sectores se busca mayoritariamente aplicar proyectos de desarrollo y bajo cuáles enfoques estos se construyen. Por otro lado, se busca identificar a través del análisis de cada formulación, información acerca de la empleabilidad de los distintos enfoques propuestos en las convocatorias del Ayuntamiento, estos tienen que ver con el enfoque de género o el EBDH, esperando determinar si efectivamente las ONGD incorporan estos temas en la formulación de sus proyectos. Además, se entrevistó a distintos titulares envueltos en este proceso y para de esa manera poder analizar a través de los datos obtenidos, cuáles son las distintas interacciones que se van dando en el proceso de formulación y ejecución de los proyectos. Finalmente, [EN] Valencia City Council has been cooperating for development since the nineties, it has been part of different processes as a reason of the decentralized cooperation model that was established in the Spanish territory, and Valencia is applying this development model in their international cooperation announcements. For this reason, the purpose of this analysis is related to analyze, if the area of international cooperation from Valencia City Council, has integrated the vision of the Human Rights Based Approach (EBDH) in the period between 2015 to 2018 in their international cooperation announcements. For the analysis we have considered the parameters that build the announcements, which be part of the bases for the formulation of the international projects, these parameters are: ¿ Object of the announcement ¿ Principles of the announcement ¿ Geographical distribution ¿ Sectoral Priorities ¿ Transversal Priorities ¿ Budget ¿ Formulation of cooperation project ¿ Guidelines for the formulation with EBDH These sections provide the information to understand the purpose of the announcements making for the area of international cooperation of Valencia city council, and information about to the focus of this projects and where are the sector which these projects are mainly applying.
