Land use allocation is the issue of decision allocation of resources that assesses the suitability of each land unit for various land use options. Therefore, it is essential to identify the effective factors in allocating agricultural land. Since Mahidasht Plain is one of the most important agricultural fields in Kermanshah province, this study aims to identify and rank Factors Affecting Agricultural Land Allocation in Mahidasht Plain. This research has used descriptive-analytical methodology, and in terms of goal, it is development-applicative. The general research paradigm is a mixed (qualitativequantitative) type of sequential-exploratory design. Specimens studied in the present study, Agricultural Jihad Organization staff, Research Center, and farmers, were selected by Purposeful. With over 40 examples of samples, instant saturation was achieved, and the articles were simplified.The identified factors were categorized into 7 categories by MAXQDA software, including economic, human, social, political, natural, physical, and cultural factors. Also, the results of ranking and weighting of indicators using hierarchical analysis and Expert Choice software showed that the most important effective factors in allocating agricultural lands based on their weight are economic dimensions (0.254), political dimensions (0.184), human dimensions (0.156), and natural dimensions (0.142), respectively.The results of this study can support land use planning and policy-making and be provided to land users as a decision support system. Land plays a crucial role in the ecosystem for all living beings. It has many functions in human life due to its permanent nature and its necessity from birth until death. Its uses can be diverse, but the most evident is its role as a tool for production or profit extraction. In agrarian countries, land is essential for the prosperity and well-being of the people. However, in Indonesia, there are many agrarian disputes and conflicts caused by the increasing population and the decreasing availability of land, despite numerous legal and political efforts that have resulted in land-related regulations. This study aims to analyze the causes of the proliferation of land disputes in Indonesia. The research uses a normative method, which finds that the government lacks seriousness and political will to address the issue at its roots; government actions are limited to repressive measures and have not yet extended to preventive measures.

After the subjugation operated by the military campaigns of 1878-1885, the native population of northern Patagonia (Mapuche-tehuelche) suffered forced relocation, the breakdown of socio-political and family units, the erasure of the identity of hundreds of minors and the declamation of the extinction of the indigenous cultural and social world. From this genocidal process, the agency of indigenous individuals and collectives was conditioned within the framework of the construction of a new society that was defined as "without Indians". From then on, this became a condition for their possibilities of accessing land, as well as a principle of stigmatization and social differentiation. This paper focuses in addressing a particular instance of the agency of this population: the National Aboriginal Association. This organization stood out for its self-recognition as aboriginal and for its supra-community, trans-territorial and national structure. The ANA was active in a key period defining a political strategy that defended the indigenous producer, encouraged processes of communalization and articulation of the agency of the original peoples with other political actors, both in northern Patagonia and in the national context. In this study, a real plot of abandoned agricultural land overgrown with forest in Russia has been surveyed. The amount of future CO2 sequestration by this forest for the next 20 years has been calculated by means of a mathematical model. The unprofitability of the 20-years climatic reforestation project on this land has been proved, based on the current price of carbon units in Russia and China, because Russia cannot enter the European carbon units' market. To improve profitability, it was proposed to combine the reforestation with timber harvesting, charcoal, natural fertilisers and forage production. Thus, the wood cut for maintenance is used partially for sale, partially for production of charcoal and partially left as a fertiliser on the cleared stripes, where meadow plants will be replaced with alfalfa, using technologies of zero soil treatment. The economic feasibility study has been performed based on the real capital and current expenses of the combined reforestation project. The positive Net Present Value and a very high Internal Rate of Return of the joint project, calculated by the methods of financial mathematics have indicated its economic viability and attractiveness for investors. As Chilean citizens, the Mapuche peoples were landowners of large tracts of lands in Araucanía, Chile's southern borderlands region between the Bío-Bío and Toltén rivers. This article analyzes a series of letters that Mapuche leaders wrote to state authorities and others in the middle of the nineteenth century. The content of these letters reveals multiple ways that Mapuche leaders argued for the protection of their lands and interests, as the state created policies that actively worked to undermine them through a settler colonization plan. This strategy included appropriating Mapuche lands for outside settlers and denying the Mapuche their citizen rights as Chilean citizens. [ABSTRACT FROM AUTHOR]

The article is devoted to topical issues of ensuring the restoration of land in the conditions of the development of market relations. The legislative support for the formation and development of the agricultural land market has been studied. Negative processes are analyzed in detail regarding the current state of lands, the most threatening characteristics of which are their degradation and desertification, and the reasons for the rapid deterioration of their condition in recent years. It is emphasized that the formation of the land market consists of two elements: the land mark et for agricultural and non-agricultural purposes. The concepts of "land turnoverˮ and "land marketˮ are defined. It is noted that the conversion of land plots is carried out both in the conditions of the establishment and development of market relations, and in the conditions of the absence of a land market. The problem of preserving the quality of land, soil fertility, their protection and timely restoration in the conditions of change of owners and tenants of agricultural lands in the conditions of the development of market relations is investigated. Scientific works of scientists on the solution of the specified problem are cited. The influence of the qualitative state of land on the value of land plots and the peculiarities of determining their normative and expert monetary assessment are analyzed. Attention is focused on recording the state of land in the relevant documentation. Attention is drawn to the legal consequences of accidental destruction or damage to the rental object by the user. The shortcomings of the legal provision of obligations of owners and users of land plots to restore soil fertility, as well as other useful properties of the land, are investigated. It is noted that failure by a land user, in particular a tenant, to fulfill its obligations to restore the quality of land is grounds for the compulsory termination of its rights to a land plot. Suggested ways of improving legislation in the specified area. Proposals have been made to establish the quality of the land plot at the time of its alienation. This article analyses the legal regime of land adopted by the Romania and other member states by reference to European legal norms. In this sense, the paper is divided into three parts. The first part is intended for the national legal framework, in the form of a chronological axis before and after the accession at the European Union. The second part is reserved for Union law, by analysing the regulations and the jurisprudence of the Court of Justice of the European Union, in order to observe how the organization's policies regarding free movement should be carried out and how this normative framework is interpreted. The last part is structured in the form of benchmarks of comparative constitutional law of the member states and the ways the Union acts in order to improve the restrictive regime adopted by the states regarding the free movement of land.

Thermal Wave Interferometry (TWI) technique was used to access the thermal diffusivity and thermal conductivity of soils with sandy and clayey textures from Paraná land, specifically from horizons HA (5 to 25 cm) and HB (25 to 76 cm). Experimental setup involved focusing white light on soil samples in titanium wells (100-1200 µm thick), modulated at frequencies from 0.6 to 45 Hz. Results showed that sandy soils had higher thermal diffusivity and conductivity than clayey soils. Open Photoacoustic Cell (OPC) also measured the thermal diffusivity, while TWI determined thermal conductivity ranged from 0.3 to 1 Wm K, and thermal diffusivity from 1 to 9 x 10-7 m²/s. Specific heat was measured using Non-Adiabatic Thermal Relaxation Calorimetry (NATRAC), revealing values between 820 to 920 J/kg·K for HA soils and 940 to 1140 J/kg·K for HB soils. Islamic law (Sharia) came to achieve the interests of people in this life and in the hereafter, and to ward off evil from them, and this includes urging people to revive the dead lands, and make it a condition for ownership, and restrict confinement to special lands only. Many Muslims today are ignorant of this issue, and they are ignorant of its purposes and objectives, and this requires specialists to clarify the ambiguity and remove the confusion. There has been a lot of talk about this topic, whether in the past or at the present time, and scattered in various books. Therefore, it is necessary for researchers to explain and highlight Islam's approach to this issue. This study includes five sections: the first is about the definition of reviving the dead land, and seizing it, possessing it and confining it. The second is about the dead land that is permissible to revive. The third is about the confinement of the dead land, and the rulings on its ownership, selling, and negligence. The fourth is about feudalism in Islamic law (Sharia) and its rulings. The last one is about the purposes of Islamic law in making revival of the dead land as a condition for ownership. The methodology used in this study is the inductive and analytical approach. The jurists' sayings are analyzed and compared to each other, and the purposes of Islamic law (Sharia) are explained and clarified. The study arrives at the following results: the dead land cannot be owned except by reviving it, and that confinement is not considered ownership of the land. Whoever confines a land, has the right to revive it, without the interference of anyone else, for a specific period, and it is not permissible to violate this right during that period. It is not permissible to sell confined land that is not intended to revive, according to the most correct opinion of the jurists, and such a price is considered unlawful. And this land is also not to be inherited from the one who does not intend to revive it, and it is not permissible for the heirs, if they do not revive it, to prevent others from reviving it. The article examines the peculiarities of legal relations in the field of restoration of lands and soils of Ukraine, which suffered as a result of the armed aggression of the Russian Federation. As a result of the fullscale invasion of Russia on more than a third of the territory of Ukraine, there is already or there is a risk of systemic disturbance of the surface layer of soils or their contamination (mines, oil products, unexploded ordnance, etc.). So, with the beginning of a full-scale invasion, the state of Ukraine received a new challenge - the degradation of land and soil as a result of military operations. Therefore, the problem of restoration of these natural objects has become extremely urgent. Legal relations in the field of land and soil restoration are an integral part of land legal relations and have essential features (public nature, volitional nature, dominance of the imperative method of legal regulation, specific subject composition, inequality of the parties to these legal relations, etc.). The article examines lands and soils as objects of restoration, since it is the specificity of objects that largely determines the peculiarities of legal relations in this area. Restoration of lands and soils is: a legally secured system of measures; aimed at returning their original qualitative state; is carried out through their reclamation, conservation, melioration and other measures provided for by law. Legal relations in the field of restoration of the lands and soils of Ukraine, which suffered as a result of the armed aggression of the Russian Federation, are social relations that are formed in the field of returning these natural objects to their original qualitative state, deteriorated due to the action of factors caused by military actions. Legal relations in this area have significant features, since lands and soils are non-reproducible, but renewable natural objects. The specificity of land and soil restoration is that this process is subject to their qualitative condition. Since such significant damage is caused to the lands and soils of Ukraine for the first time since the Second World War, the system of national land protection legislation needs to be reformed. The study aims to present the possibilities of ecological reconstruction of degraded lands in the area of the Ostroveni commune, Dolj county, due to the abandonment of waste by implementing technical works to restore and improve the areas intended for habitats of community interest. Technical works were carried out to uncover the polluted soil layer and to remove the grassy/woody vegetation composed of invasive species, followed by the stage of land preparation for the reconstruction of habitats, the selective removal of woody vegetation or grassland composed of non-useful species, covering with fertile soil, manual or mechanized soil mobilization/scarification, installation of warning signs to limit access to the area of reconstructed habitats for the purpose of developing native species and methods of reconstruction by seeding/planting with native species, monitoring and evaluating the habitats on which quality improvement actions have been applied since the preparation of the land, to highlight the effects of habitat reconstruction. Changes made to the legislation establishing the legal regime of specially protected areas in 2013resulted in the exclusion of resorts and health-improving areas from their content. The norms of the Land code of the Russian Federation and related legislation were also amended, resulting in a number of theoretical and applied problems. To date, the land of the resorts referred to the lands of specially protected areas on Art. 94 of the Land code of the Russian Federation, containing the closed list of lands of especially protected territories, resorts and health-improving areas are not mentioned. Serious discrepancies are found both at the comparative analysis of the Land code of the Russian Federation and FL of 13.07.2015 N 218-FL (edition of 25.12.2018) "On state registration of real estate", and also the town-planning code regarding establishment of borders of zones of the district of sanitary (mounting and sanitary) protection. The basic source of legal regulation of the regime of health-improving areas and resorts is the Federal law of 23.02.1995 №26-FL (ed. of 28.12.2013) "On natural healing resources, health-improving areas and resorts", howev- er, it does not fully meet the real needs in the regulation of relations of the health-resort complex because of its fragmentation and incompleteness. A signiicant adjustment of the resort legislation is required, which makes the topic of the study relevant. The article provides a detailed analysis of the elements of the legal regime of resort lands, including the analysis of the legal regime of the district of sanitary (mounting and sanitary) protection of resorts. Along with the study of the current legislation, the article describes the changes that are planned to be made to the normative legal acts regulating the land and legal sphere of resort relations and concludes that the novelties, if adopted, will lead to unjustiied liberalization of the existing legal regime of land areas of the district of sanitary (mounting and sanitary) protection of resorts. According to the results of the study, the conclusions with novelty concerning the improvement of the legal regime of land resorts are formulated.

State interests are conditioned by historical necessity and always occupy a special place in complex social relations. State interest in land and other natural resources in the Russian Empire in the XVIII century is realized by the legislator in the form of application of the principle of restriction by the state of private land ownership in various spheres of activity. The relevance of the topic of this article is due to the problems that arose in the state in the XVIII century in connection with the formation of state rights and state tasks in relation to land ownership and natural resources, when using the main economic resource - land. The scientific novelty of the research consists in the fact that for the first time the influence of some legal acts expressing, in the author's opinion, state interests on the land policy of the Russian Empire is considered. Some legal acts were just institutions necessary for the state and society as a whole, while the implementation of other legal acts that did not meet the economic interests of the landlords failed. In the XVIII century, in the formation of land policy, the state pursues the goals of settling issues of private land ownership and establishing the order of land disposal. At the same time, the features of the land policy of the state are influenced by areas related to land relations, such as mining and forestry. Ensuring the state interests of the Russian Empire in the XVIII century by the legislator is not stable, which is expressed in the initial establishment of restrictions or prohibitions in order to implement the state interest. Further, on the part of the state, there is a concession to the private interests of landowners, expressed in the subsequent issuance of a legal act that contradicts the objectives of the previously established prohibitions or cancels restrictions. Then prohibitions and restrictions were established again, which indicates the confrontation of private and public interests and the inability to cooperate with the privileged strata of society and the legislator.

Upstream cultivation activities by use intensive fertilization have an impact on water quality degradation. Accumulation within several decades will cause damage to the hydrological conditions the watershed. Residual substances and heavy metals due to intensive fertilization will affect the biotic and abiotic components of the watershed ecosystem. Water in Indonesia is divided into several classes, namely class I, II, III and IV. Every class has a quality standard according to its designation class. This study aimed at evaluating the status of water quality based on physical and chemical parameters in the upstream area (rainfall catchment). Water sampling was carried out at three points, namely water sources (in), locations of aquaculture activities (irrigation), and rivers (out). Chemical parameter results showed that DO was 7.16 mgO2/ L in the river (out), BOD was 7.84 mg/L in irrigation, COD in the river was 25,50 mg/L, the irrigation point nitrate was 6.75 mg/L, and pH average was 6.80 almost at each sample point. As for the physical parameters consisting of colour, smell, and temperature. The physical parameters based on Government Regulation No. 82/2001 were still in accordance with the specified quality standards. Management through monitoring river water quality requires an integrated model as an effort to conserve water resources. Result Rapid Rural Appraisal in the upstream area of the Bedadung Jember watershed showed that the role of institutions at the farm level was less than optimal. Communication between farmers level, agricultural extension workers, and several stakeholders was not good. Meanwhile, the participation of the community and several stakeholders had an important role as users of natural resources in conservation.

The present article aims to analyze the underlying mechanism of accounting for the revaluation and to present the specific treatments of amortizable and non-amortizable tangible assets, as provided for in the Order of the Minister of Public Finance No. 1802/2014 for the approval of the Accounting regulations regarding the individual annual financial statements and consolidated annual financial statements, with subsequent amendments and supplements. Companies may proceed with the revaluation of their existing non-current assets at the end of the financial year, to ensure their fair value presentation in accounting, and to ensure that the results of the revaluation will be reflected in the financial statements of that year.

Since the early 2000s, there have been substantial efforts to transform the concept of ecosystem services into practice. Spatial assessment tools are being developed to evaluate the impact of spatial planning on a wide range of ecosystem services. However, the actual implementation in decision-making remains limited. To improve implementation, tools that are tailored to local conditions can provide accurate, meaningful information. Instead of a generic and widely-applicable tool, we developed a regional, spatially-explicit tool (ECOPLAN-SE) to analyse the impact of changes in land use on the delivery of 18 ecosystem services in Flanders (Belgium). The tool incorporates ecosystem services relevant to policy-makers and managers and makes use of detailed local data and knowledge. By providing an easy-to-use tool, including the required spatial geodatasets, time investment and the learning curve remain limited for the user. With this tool, constraints to implement ecosystem service assessments in local decision-making are drastically reduced. We believe that region-specific decision support systems, like ECOPLAN-SE, are indispensable intermediates between the conceptual ecosystem service frameworks and the practical implementation in planning processes.

Egypt has been suffering from a significant housing problem of unbalanced housing provision for all segments of society. During the past decades, the state addressed this problem through successive land allocation and housing policies. However, those efforts were insufficient to resolve the issue, and there is still a gap between the demand and supply of adequate housing types for low-income groups. This paper, aims to come up with proposals Mechanisms for housing and land allocation policies in Egypt. The methodology of this research is based on monitoring and analyzing the development of land allocation and housing policies and programs from 1952 to 2020 to identify deficiencies in the different implementation mechanisms and their effectiveness. Also, three successful international experiences (Singapore, Australia and Morocco) representing various of housing land allocation policies are examined to identify essential lessons applicable in the Egyptian context. From the results of this analysis, and the outcome of structured interviews with Egyptian stakeholders in Housing field comprising housing academia and housing experts and planners. The paper finally proposes several institutional, legislative, planning, financial administrative and informational mechanisms to fulfill the land allocation policies and link them to the policies and programs of the national housing plans in Egypt. Can disinformation, rumor, and gossip be considered tools for counter-knowledge and resistance that explain multiple conflicts before the courts in the Spanish American colonial world? This research aims to make a general proposal for the study of these concepts and how to address them in land lawsuits in Mexico in the later 18th century. We focus on a group of mulattoes and Indians who used these mechanisms at court. At first, they competed and then they joined forces to form themselves a village. The article analyzes the process of construction of a social issue, Indigenous Community Property, delving into how it has been defined, its characteristics and scope based on draft laws at the national level in an emergency framework of indigenous rights. The trigger has been the follow-up of the process of elaboration of one of these during the year 2015 through participant observation, semi-rigid interviews and analysis of files. The key points of debate were: the concepts "Territory-land"; possession-Property; the subject of law and politics: Indigenous/ Native People or Indigenous Communities?; rural and / or urban areas; and the debate on "other suitable and sufficient lands". The results, analyzed together with other PCI proposals, are indicative and proactive for new discussions by showing the progress and obstacles in the approach to access and titling of lands and territories that challenges other public and private social sectors. This paper considers the coercive sterilization of Aboriginal women in legislated and non-legislated form in Canada. I provide an historical and materialist critique of coercive sterilization. I argue for coercive sterilization to be understood as one of many policies employed to undermine Aboriginal women, to separate Aboriginal peoples from their lands and resources, and to reduce the numbers of those to whom the federal government has obligations. I show how the effects of the sterilization of Aboriginal women, whether intended or not, are in line with past Indian policy and serve the political and economic interests of Canada.

The state of land resources in Ukraine is close to the critical one. Constant deterioration of the quality of land in Ukraine can have catastrophic consequences both for the environment and for human health, as well as for the development of the national economy. Legal problems of land restoration are extremely topical in modern conditions. The choice of the topic of the article is determined by the relevance of individual theoretical issues in the field of land restoration. It should be emphasized that the public relations in the field of land restoration remain insufficiently regulated. In legal literature were proposed different approaches to determination of essence of concept “restoration” natural resources and lands in particular. So, if it is a question of restoring the qualitative properties of the land (in particular, the fertility of the soils), it is expedient to use the term “restoration”. At the same time, the state of the land is being reduced from the existing negative to the original quality state (it is a question of certain positive changes in the account and the soil fertility). It should be noted that the quality of land is characterized by a certain aggregate of both positive and negative properties of lands. Public interest in the use of land is primarily in the preservation and restoration of land as a condition and place of human life, the main national wealth, sources of agricultural production and guarantees of economic and food security in the state as a whole. Land restoration is the direction of their protection. Public relations arising from the restoration of land is an independent component of land relations, and, therefore, included in the subject of land law. Certain specific characteristics are inherent in these relations, such as: a volitional character; in the regulation of social relations arising in connection with the restoration of lands, we are talking about the dominance of the imperative method of legal regulation; inequality of the parties of such legal relations; close relationship of social and legal nature.

The present document provides a short overview regarding the issue of discouraging the ownership of agrarian properties in a municipality located in the savannah of Bogotá. In recent decades, economic and social interests have not only affected the welfare of the population but also the image of such town.This article is aimed at showing the important situation that the adjacent municipalities to the capital city face, which have received little scholarly attention. Semi-structured interviews were conducted in order to collect the memories of the inhabitants. Likewise, historicalarchives provided by the local government, some judicial documents along with some excerpts of written press were analyzed for the preparation of this document. In this way, it was possible to elaborate a shallow follow up of this municipality’s recent history regarding the discouraging of the agriculture in this community, as well as the strong emphasis on the property tax which sometimes was related to the armed conflict, the neoliberal measures of the nineties and the democratic security policy.

The article contains data on degradation of ground resources in regions of the North-Western Pricaspiy: the Astrakhan, Volgograd, Rostov oblasts, Republics of Dagestans and Kalmykia. The data on desertification geography, change index of aridity a climate, degree desertification, and also indicators of falling of productivity of lands is cited.

A leader should be concerned about the influence of his leadership on working culture and environment of the employees. These responsibilities include the ethical responsibility of treating employees with mutual respect, service, fairness, and honesty. This study aimed to determine the influence of ethical leadership and organizational culture on the work ethos and its impact on the performance of the organization on the Department of Lands. A quantitative research method was applied in this study. The sample of research are 69 respondents with cluster sampling method. The research was conducted at National Department of Lands in Lombok Island. The data analysis technique used is SEM using SmartPLS 3.0 program. The results showed that ethical leadership has no significant effect on work ethos, while organizational culture has a significant effect on work ethos. Furthermore, both work ethos and ethical leadership had a significant effect on organizational performance, organizational culture has a significant effect on organizational performance.

This article aims to contribute with the understanding of how the periphery of the Portuguese Empire was occupied during the late XVII and first half of the XVIII century. Taking into account how the Portuguese legal literature ruled lands and the writ of petition, particularly to "persona miserabile", we discuss a case in which indigenous people from the Captaincy of Siará Grande petitioned to the Ultramarine Council to demand the concession of lands over the mountains in the west side of this territory. Examining the documents of the Historical Ultramarine Archive (AHU) and focusing in the arguments of the petitioners and the decision of the Crown, we realize that some indigenous groups were faced as vassals of the Portuguese king and therefore received the title over these lands. This paper exposes a relation between the accumulation and dispossession process of land in Colombia as a product of war, from a perspective of space. The theoretical frame of this paper assumes that coloniality of power is a complex form of dissociation of the land, one that transforms the experience of serfdom. Via reading thinkers like Marx, Harvey, Castro-Gómez, and Mariátegui, this paper problematizes the experiences of dispossession of land in Colombia and the economy of power that it engenders. Our research has its origins in the scientific and practical preoccupations regarding gathering knowledge about determining the risks of the apparition of limiting factors in the land productivity and estimating values for a series of the considered factors: compactness degree, soil reactivity, granular composition, surface and depth humidity. All these factors influence the workability of the land. The importance of this subject comes from the fact that there are close links between the structure of the land fund with its characteristics and the grown species, links that are various and complex. Thus, the properties of the soil can greatly influence the roots, mineral nutrition, the air and water supply needed for all the physiological processes, and the plants themselves will influence directly and indirectly the fertility of the soil and its productivity. Taking into consideration all these aspects, and based upon the research done throughout the PHD course - 28th of September 2015 to the present with the topic RESEARCH ON THE ECO- PEDOLOGY BASES OF LIPOVA HILLS LAND PRODUCTIVITY AND POSSIBLE PRESSURES UPON THEIR QUALITY, this paper presents a few aspects regarding the establishing othe risk of apparition and intensification of limiting factors in fields productivity, characteristics that define land vocation for certain usages or agricultural practices. Through its geographical position, the area known as LIPOVA HILLS, LIPOVA PIEMONTE OR LIPOVA PLATEAU, is situated in the western part of the country, 21°22'30'' and 22°21'30'' east longitude and 45°55' and 46°15' north latitude, as a transition between Western Carpathians and the lower region of Bega- Timis corridor. Thus, the area has specific characteristics of real interest for scientific research. The research is linked up with the fundamentals of durable agriculture, responding to domestic demands of constituting a scientific database needed for the foundation of technology and management measures of agro-eco systems. The article is devoted to the complex research of the actual issues of legal protection of lands of forestry purposes in the conditions of modern land reform. Particular attention is paid to the system of legal protection of land for forestry purposes. Fundamental importance is given to legal measures for the protection of land under forestry, since the establishment of an effective system of measures is one of the key ways of implementing state policy in the field of land protection. System analysis of the legislation in the field of management in the field of use and protection of forestry lands allows to state that it is in the stage of formation and needs improvement. The existing management system has drawbacks that consist of duplication of management functions that are split between individual executive authorities. It is found out that without the state's proper management of land functions, it is impossible to implement measures for the protection of land for forestry purposes. The system of measures on the guard of earths has general character, that contains such measures which behave to earths of any category in composition the landed fund of Ukraine. Consequently, the indicated measures can be named base which do not take into account a specific and features of concrete category of earths and directed on support and providing as quantitative so high-quality indexes of earths. It is necessary to select the next groups of measures on the guard of lands of forest fund. Except for base, fastened Law of Ukraine «On the guard of earths», by the Landed code of Ukraine, it is necessary to select general measures, which touch the guard of lands of forest fund and forests, which are on them. Yes, it is the state complex system of supervision; creation of ecological network; national and regional program of the use and guard of earths development; compensation of losses of lands of forest fund production. The noted group of general measures not only touches as earths so the forests, and also has intercommunication between itself.

Current land use and transportation trends, coupled with increasing consumption of vital resource lands and habitat, are undermining 30 years of environmental progress and threatening the quality of the air, water, land and living resources in the Mid-Atlantic Region. This Trends and Solutions Series is a comprehensive, datadriven, visual presentation that describes the trends and forces behind sprawl development, unsustainable transportation trends, consumption of vital resource lands, and destruction of habitat in the Mid-Atlantic Region. The Series also includes trends in quality of life, economic data, and showcases solutions to current land use problems, including transit-oriented development. For the past three years, the EPA Region 3’s Center for Sustainability has been developing and presenting the Series, which has been viewed by over 1000 people, including government officials, universities, local government officials, and non-profit organizations. The goals of the Series are to 1) concretely link air, water, land pollution, and loss of habitat with current land use and transportation practices; 2) promote better transportation and land use decision-making by local governments and citizens by visually demonstrating land use strategies that protect the land, air, and water, promote healthy communities, and advance a sustainable economy. Data and trends has been synthesized into a complex and telling story of how land use and transportation choices, including the dramatic increased in impervious surfaces such as roads, highways and parking lots, are now being linked with a decrease in water quality and aquatic life. Data includes sources from EPA, DOT, USFWS, U.S. Forest Service, National Resources Inventory Data, American Farmland Trust, and the Chesapeake Bay Program. Most of the indicators have been reviewed for validity by a team of EPA scientists and managers.
