Данная статья описывает причины необходимости повышения эффективности проведения технического обследования при капитальном ремонте объектов строительства. Улучшение жилищного фонда РФ является актуальной повесткой политики, проводимой государством. Это предполагает строительство нового жилищного фонда, а также обновление устаревшего, т.е. модернизацию, реконструкцию или капитальный ремонт зданий. Важным этапом в определении объема, срока и направления работ по капитальному ремонту является техническое обследование объекта, вследствие чего оценка эффективности обследования технического состояния зданий выступает перспективным направлением улучшения методики проведения капитального ремонта., This article describes the reasons for the need to improve the efficiency of technical inspection during major repairs of construction facilities. Тема выпускной квалификационной работы: «Обоснование способа увеличения пропускной способности дождевой канализации». Работа посвящена разработке конструктивной ÑÑ ÐµÐ¼Ñ‹ для модернизации системы дождевой канализации путем капитального ремонта с использованием двойного поперечного сечения, ее математическому моделированию и доказательству эффективности ее применения. В Ñ Ð¾Ð´Ðµ выполнения исследования были поставлены и решены следующие задачи: Оценка факторов, Ð²Ð»Ð¸ÑÑŽÑ‰Ð¸Ñ Ð½Ð° подтопление территории; Разработка расчетной ÑÑ ÐµÐ¼Ñ‹ капитального ремонта системы дождевой канализации и ее численное моделирование;Доказательство эффективности применения двойного поперечного сечения при капитальном ремонте системы дождевой канализации.Для предотвращения затоплений предлагается модернизация системы дождевой канализации путем капитального ремонта, основанная на идее двойного поперечного сечения. The work is devoted to the development of a structural scheme for the modernization of the rain sewer system through major repairs using a double cross section, its mathematical modeling and proof of the effectiveness of its application.During the study, the following tasks were set and solved:• Assessment of factors influencing the flooding of the territory;• Development of a calculation scheme for the overhaul of the rain sewer system and its numerical modeling;• Evidence of the effectiveness of a double cross-section in the overhaul of a storm sewer system.To prevent flooding, it is proposed to modernize the rainwater drainage system through a major overhaul, based on the idea of a double cross section. This will increase the throughput of the system up to 80%. It has been proven that the increase in the flow rate of the system fluid directly depends on the slope and diameter of the additional (upper) pipeline, as well as on the distance between the lower and upper pipelines.

In the military units of the National Guard of Ukraine, a system for repairing automotive vehicles has been introduced, which provides for current, secondary and overhaul repairs. Maintenance of machines is carried out in order to eliminate malfunctions arising from the use of machines, and allows the replacement of individual units, including the main one. The average repair consists in the replacement or overhaul of not more than half of the main units. Overhaul restores the life of the machine and should be carried out at specialized enterprises of the Ministry of Defense of Ukraine or at other enterprises under contracts. Actually, in the military units of NGU, only current repairs are carried out. This is due to the high cost of overhaul and its low quality. Therefore, for the military units of the NGU, a diagnostic and recovery system for repairing automotive vehicles is proposed, including two types of repair: maintenance and restoration. The essence of maintenance repair consists in eliminating malfunctions, violations of adjustments during the operation of the machines according to the inspection, listening ¸ diagnostics with built-in and external diagnostic devices. Reconditioning repair consists in carrying out repair operations related to disassembling, troubleshooting, mechanical or other processing of component parts, assembling units, assemblies, testing them, and, if necessary, replacing them with new or repaired ones. Maintenance and repair repairs of automotive equipment are carried out only if there is a need for their implementation. It is proposed to establish ten parameters of the diagnostic and recovery system for the repair of automotive equipment at NGU and determine the life of the machine only before being discarding. The procedure for determining the number of machines that must be written off and get new ones to increase the non-reduced resource in each operation group is given., Пропонується діагностично-відновлювальна система ремонту автомобільної техніки для військових частин НГУ, що включає два види ремонту: підтримуючий та відновлювальний, які виконуються тільки у разі виникнення потреби в їх проведенні. Також пропонується встановити десять параметрів діагностично-відновлювальної системи ремонту автомобільної техніки НГУ та визначати ресурс машини тільки до списання. Наведено порядок визначення кількості машин, які необхідно списати та замість них отримати нові для нарощування ресурсу, що не знижується в кожній групі експлуатації.

The article is focused on the natural experimental research of injection waterproofing impact on basement areas of existingbuildings brick walls. Two types of experimental installations for waterproofing material injection have been developed. Thesecond type turned out to be more efficient due to the fact that it could cover larger waterproofing wall area. It can possiblyspeed up the process of walls waterproofing and major repairs of buildings in general. According to the experimental data, after the injection waterproofing placement, the wall moisture content decreased by half due to the high quality waterproofingmaterial and performed installation work.

This article is devoted to one of the most important problems of housing and communal services-this article deals with the development of the regional system of capital repairs of the common property of apartment buildings. The author justifies the importance of regional capital repair programs, and also lists the main problems that face the development of the system. As such problems, the author noted such issues as the lack of monitoring data on the degree of physical wear of apartment buildings, the improper organization of the technical accounting system, the decline in the dynamics of improving the energy efficiency of apartment buildings after major repairs, the failure to implement short-term capital repair plans, the repair of apartment buildings that are objects of cultural heritage, etc. In addition to identifying the problems that arise in the field of regional programs for major repairs of the common property of apartment buildings, the author offers possible solutions.

This article is devoted to the main problems of the development of the regional system of capital repairs of apartment buildings, which the author refers to the lack of a modern monitoring system and mechanisms for improving the energy efficiency of apartment buildings during the period of capital repairs, inefficient financial policy of regional programs and their weak financial stability, as well as weak interaction of all participants in the process both vertically and horizontally. The author examines the regulations on the repair of apartment buildings, the general condition of the housing stock, and also offers a solution to the identified problems that hinder the development of the system of major repairs of residential buildings. Thus, it is concluded that it is necessary to increase the use of digital technologies for monitoring dilapidated and dilapidated housing, and in conclusion, the article concludes that a comprehensive solution to the identified problems will contribute to the development of a regional system of major repairs of apartment buildings.

Постановка задачи. Выполнить сравнительный анализ зарубежного и российского опыта при проведении капитального ремонта жилищного фонда с учетом энергоэффективных мероприятий рассмотреть и выявить наиболее эффективные механизмы финансирования и энергоэффективных мероприятий в процессе ведения капитального ремонта. Результаты. При выполнении сравнительного анализа была выявлена наиболее приемлемая модель для устойчивого финансирования капитального ремонта и повышения энергоэффективности жилых зданий в РФ, а также отобран эффективный перечень мероприятий проводимых при капитальном ремонте. Были определены показатели для оценки экономической эффективности проектов по энергетической модернизации объектов МКД. Выводы: Для успешной реализации энергоэффективного капитального ремонта требуется мотивация для всех заинтересованных лиц, а также финансовая поддержка из средств бюджета. Немало важным моментом является тот факт, что возврат вложенных в проведение энергоэффективного капитального ремонта средств будет действовать в долгосрочной перспективе., Statement of the problem. A comparative analysis of foreign and Russian experience in the capital repairs of housing stock was performed taking into account energy efficiency measures in order to consider and identify the most effective financing mechanisms, energy efficiency measures during major repairs. Results. When performing the comparative analysis, the most acceptable model for sustainable financing of capital repairs and energy efficiency of residential buildings in the Russian Federation was identified and an effective list of measures carried out during major repairs was selected. Indicators were determined to assess the economic efficiency of energy modernization projects in apartment buildings. Conclusions. Successful implementation of an energy-efficient overhaul requires motivation for all stakeholders as well as financial support from the budget. The research set the following goals: 1. Information acquisition on the main features of advanced roof structures; 2. Comparative analysis of available types of roof structures; 3. Effectiveness consideration of roof major repairs of the particular apartment building; 4. Proposal for improvements to the most optimal structural and technological solutions for roofing system. An experimental research to improve the energy efficiency of the roof structure was carried out on the example of a residential apartment building in the city of Saint-Petersburg. During the study, technical and economic indicators of modern roofing structures were analyzed in order to determine the most optimal option. The result of major repairs of the roof by completely replacing the existing coating showed that replacing the type of roof can reduce transmission losses for heating the entire building and, as a result, improve the quality of living conditions of the owners.

В данной статье рассматриваются актуальные вопросы жилищного права такие, как конституционное право на жилище, правовое регулирование прав на жилище различных категорий населения (например, детей-сирот), вопросы, связанные с капитальным ремонтом, государственный технический учет жилых помещений. Проводится анализ законодательства Российской Федерации в жилищной сфере с точки зрения его практического применения. Разбираются спорные ситуации, которые происходят в современных жилищных правоотношениях, предлагаются юридически грамотные варианты решения проблем. The analysis of the legislation of the Russian Federation in the housing sector from the point of view of its practical application. Disputed situations that occur in modern housing relations are examined, legally competent solutions to problems are offered. The author formulated a conclusion about the effectiveness of the current housing legislation and set a vector for its further improvement.

The paper investigates into allocation of treasury funds when major repairs are being funded. Slum clearance is part of major repairs costs. It is shown that mortgage lending can be used to reduce loading on treasury funds and make slum clearance quicker. The world experience in mortgage lending improvement is studied. In particular, mortgage securitization effect is looked into. A model of government co-financing of mortgage lending is proposed. The effect on economic performances due to application of this model is assessed. Guidelines are suggested in order to maintain high quality of the mortgage portfolio.
