Впервые в мировой практике предлагаются результаты исследования, посвященного проблеме необходимости учета увеличения риска природных и техногенных аварий на крупных гидротехнических сооружениях в процессе их эксплуатации применительно не только к самим сооружениям, но и к окружающей их территории. Систематизируются факторы, недостаточно учтенные в процессе проектирования и строительства плотин или проявившиеся позднее, в плане особенности законодательного регулирования воздействия гидротехнических сооружений и возникающих в связи с этим рисков. Проведено исследование зарубежного опыта и существующих в действующем законодательстве Российской Федерации норм и правил по обеспечению безопасности территорий вблизи крупных гидросооружений; обосновано введение понятия приплотинной территории как объекта государственного регулирования; разработаны рекомендации по государственному регулированию их эксплуатации. Используются результаты статистической обработки, систематизации и научного анализа данных инструментального вибрационного контроля территории вблизи Жигулевской гидроэлектростанции (ГЭС), систематизации архивной и экспериментальной информации о современной геодинамической ситуации вблизи плотины указанной ГЭС и вблизи иных крупных гидроузлов, а также управления гидротехническими сооружениями. Предлагается: ввести объект государственного регулирования — приплотинную территорию, в границах которой работающее гидротехническое сооружение оказывает интенсивное комплексное многофакторное геодинамическое и вибрационное воздействие, представляющее факторы риска для жизнедеятельности населения и хозяйственного ущерба; разработать специальные государственные регламенты эксплуатации гидротехнических сооружений и приплотинных территорий с учетом всех действующих факторов и определением ответственности различных государственных служб; разработать систему комплексного мониторинга приплотинных территорий и ускорить внедрение научных исследований в практику обеспечения их безопасности; для оптимизации административных мероприятий и оптимального расходования денежных средств провести зонирование приплотинных территорий по степени влияния гидроузла на основе интенсивности его вибрационного воздействия. Показана необходимость разработать механизм финансирования мероприятий на данных территориях с использованием опыта целевого финансирования, введения налоговых льгот, возможности отчуждения подобных территорий по аналогии с зоной чрезвычайных ситуаций., For the first time in the world practice the results of the research devoted to the problem of the necessity to take into account the increase of the risk of natural and technogenic accidents at large hydraulic structures during their operation in relation not only to the structures themselves, but also to their surrounding territory, are offered. The article systematizes the factors that were not sufficiently taken into account in the process of designing and constructing dams or that later appeared in terms of the peculiarities of legislative regulation of the impact of hydraulic structures and the risks arising in this regard. The study of foreign experience and the norms and rules existing in the current legislation of the Russian Federation to ensure the safety of territories near large hydraulic structures is carried out; the introduction of the concept of a dam territory as an object of state regulation is justified; recommendations on state regulation of their operation are developed. The results of statistical processing, systematization and scientific analysis of data of instrumental vibration monitoring of the territory near the Zhigulevskaya hydroelectric power plant (HPP), systematization of archival and experimental information about the current geodynamic situation near the dam of the specified HPP and near other large hydroelectric facilities, as well as management of hydraulic structures are used. It is proposed to introduce an object of state regulation — a dam territory, within the boundaries of which a working hydraulic structure has an intensive complex multifactorial, geodynamic and vibration impact, which are risk factors for the life of the population and economic damage; to develop special state regulations for the operation of hydraulic structures and dam territories, taking into account all existing factors and determining the responsibility of various public services; to develop a system of integrated monitoring of dam territories and accelerate the introduction of scientific research into the practice of ensuring their safety; to optimize administrative measures and optimal spending of funds, zoning of dam territories according to the degree of influence of the hydroelectric facility in terms of its vibration effect. The need to develop a mechanism for financing activities in these territories using the experience of targeted financing, the introduction of tax incentives, the possibility of alienating such territories by analogy with an emergency zone, is shown., Бизнес. The progressing development of civilisation and climate change require access to an appropriate quantity of environmental resources. One of the key resources is water. Both its deficit and excess evidently affect human life. Control over water circulation is possible owing to water management, largely involving introduction of hydraulic structures. The paper analyses the effect of the Jeziorsko dam reservoir on the flows of the Warta River, the third largest river in Poland. It analyses water flows in the Warta River in the years 1993–2020 for hydrological stations above and below the reservoir. The conducted research showed that the construction of the Jeziorsko reservoir also substantially contributed to an increase in minimum flows and a decrease in maximum flows. Moreover, the simulation showed that in the case of abscence of the reservoir, the flows of the Warta River would be higher in the period from January to June, and in the period from July to October the opposite situation would occur. In November and December, the flows would be at a similar level. Results obtained in the study, show that hydraulic structures are an effective solution in the context of stabilisation of the hydrological situation in a given region, particularly in terms of hydrological lows occurring with increasing intensity mitigated on sections of rivers below the reservoirs.
