The implementation of an ecosystem-based approach (EBA) is a core requirement of the EU Maritime Spatial Planning (MSP) directive. Ecosystem-based management presents a fundamental challenge to established practices concerning the planning of marine space and the governance of human activities at sea. Experience to date indicates considerable variation in the application of EBA across Europe. This variation can be attributed in part to differences in underlying planning traditions and cultures. In this article, we examine the specific case of EBA implementation in the current maritime spatial plan for Germany's Exclusive Economic Zone (EEZ). Following an interpretive analysis approach, we critically analyse how the scope and function of planning are understood in German MSP policy and practice. A narrow understanding of planning as solely concerned with the spatial coordination of competing claims on marine space is traced to a legalistic terrestrial planning tradition with a long history in German public administration. This narrow interpretation of the role of planning is found to fundamentally restrict the strategic, performative capacity of German MSP and, in particular, the potential for German MSP to apply ecosystem-based management principles. In conclusion, we contend that the implementation of an EBA requires a fundamental shift in planning paradigms and modes of governance. This empirical case provides a basis for critical reflection on the capacity of EU member states to implement an EBA as understood under the MSP directive and the mode of planning this might entail. Marine spatial planning (MSP) was developed as a process for managing the marine environment under the scenario of increased demand for space with different uses and economic activities. In the last decades, the research interest in MSP has been reflected by the growing number of published scientific articles on this subject. Nonetheless, a systematic scientific literature review on MSP is still lacking. In this context, the present study is aimed at performing a global review highlighting the main trends and patterns of scientific article contents focusing on the concepts, approaches, and tools that have been used to inform and shape MSP. After text screening and application of the eligibility criteria, a total of 476 articles published between 2004 and 2020 were included in the analysis. The results showed that most studies published so far (74%) focused on conceptual aspects of governance issues (n = 98), investigated the role of economic activities in MSP (n = 98), evidenced the solutions that have been adopted to implement national plans (n = 71), or explored the strategies used to involve stakeholders in MSP (n = 83). A trend towards MSP applicability was expressed by the increasing number of studies related to stakeholders’ engagement methodologies, together with the development of decision support tools for MSP implementation in recent years. Socio-cultural dimensions and values in maritime spatial planning (MSP) are gaining momentum worldwide and especially in the European Union (EU), since it is acknowledged that they are the “missing layer” of maritime spatial plans (MSPlans). These values are partly explored through cultural ecosystem services (CES). Coastal and marine CES refer to the benefits that humans derive from the coastal and marine environments in recreational, artistic, spiritual, and educational terms. They reflect the ways in which coastal and marine ecosystems contribute to human well-being, cultural identity, and interactions with nature. The research question is how to map and assess coastal/marine ecosystem services and to integrate them in the MSPlans. Thus, this systematic review sheds light on methodological and technical issues with CES mapping and assessment and provides guidance on how to incorporate CES in MSP for future research. Publications dealing with the spatial aspects of CES were examined with an extra focus on participatory mapping approaches. Initially, 199 articles were identified, and 50 articles were ultimately eligible for the analysis. Papers were concentrated in the European Atlantic, whilst their scope was either local or regional. A large number of articles consider the contribution of CES to efficient marine management rather than to achieving an integrated and coordinated MSP. Social and mixed mapping approaches were met with the most often, especially participatory mapping approaches. Also, non-monetary valuation was prevailing, and a multitude of techniques, tools, and statistical software were used. In most of the cases, the distribution of values in relation to environmental, socio-economic, and demographic factors was examined. This article concludes that an effective integration of CES into MSP is crucial for creating prospects of a more sustainable and inclusive approach to coastal/marine planning and for the well-being of ecosystems and communities both currently and for future generations. This knowledge should become “property” of the maritime spatial planners.

Understanding aspects of maritime/underwater cultural heritage (MUCH) and the associated cultural values and integrating them into maritime spatial planning (MSP) processes is a new global challenge alongside the rapid increase in human activities at sea and climate change impacts on the seas and the oceans. This article highlights the significance of cultural values in shaping human interactions with marine environments and how MSP can address the cultural dimensions of marine resources management. The key research question addresses the prerequisites and methods for a better incorporation of MUCH in the MSP processes. This review revealed a diversity of literature addressing the inclusion of MUCH in (a) coastal and marine management but also in (b) marine/maritime spatial planning (346 articles from the Scopus database). In the first case, there is a strong focus on cultural ecosystem services (CES) and cultural values, the role of indigenous and local communities, the transfer of traditional ecological knowledge, and participatory approaches and tools. As for the latter, this review demonstrated quite a lot of relatively recent MSP endeavors that seem to be influenced by the above approaches identified in the coastal and marine management literature. This article concludes that for MSPlans to be innovative and mainly acceptable by local communities, the “missing layer” of socio-cultural values and data is indispensable. Furthermore, a collaborative MSP between governments and regional/provincial authorities may boost sustainable blue activities while preserving ecological and cultural values.

The Italian coast has about 700 ports, which are different in typology, dimension, role, and ownership. Historically, this has led to the significant fragmentation of governance and space and a lack of cooperation that ports and cities still experience today. Among all ports, small and medium-sized ports (SMPs), such as marinas, small touristic harbors, and moorings, are the most affected. Unlike the main ports, where spatial and strategic regulation planning fall under the port authority's responsibilities, SMPs are a combination of public and private management and are, therefore, excluded from national and regional planning and larger strategies. Improving SMPs' cooperation at the regional level can drive more effective sustainable management among related activities (tourism and the fishing sector) and reduce pressures on the land–sea interaction (LSI). In filling the gaps, this article challenges the existing legal framework, planning tools, approaches, and initiatives and may pave the way to establishing a better-integrated national governance for SMPs. In conclusion, this paper identifies two main opportunities that can support the steady establishment of governance and the systematic harmonized development of these SMPs. The first one is offered by maritime spatial planning (MSP) as a strategic and legal tool whereby SMPs are recognized and, if financially supported, could find incentives and measures for their development. The second one is through European projects, programs, and initiatives such as Framesport as drivers in establishing a common ground among public and private interests and as a cooperation engine at a local scale. We report the outcomes of a comprehensive study of the potential consequences of the implementation of the EU Maritime Spatial Planning Directive (MSPD) in Danish waters. The analyses are anchored in a framework developed in support of data-driven Ecosystem-Based Maritime Spatial Planning. The data for the models include not only human stressors but also information on the distribution of ecosystem components ranging from planktonic communities over benthic communities to fish, seabirds and marine mammals. We have established a baseline, based on state-of-the-art data sets, with respect to combined effects upon ecosystem components. Future scenarios for the developments in human stressors were estimated for 2030 and 2050 based on information on existing policies, strategies and plans and were compared to the baseline. In addition, we developed a scenario for implementation of the Marine Strategy Framework Directive (MSFD), i.e. working towards meeting the objectives of Good Environmental Status. Our results indicate that (1) combined human stressors will possibly increase in 2030 and 2050 compared to the baseline, (2) increased combined human stressors are likely to lead to a worsening of the environmental and ecological status sensu the Marine Strategy Framework Directive and the Water Framework Directive (WFD), and (3) the MSPD implementation process appears to conflict with the MSFD and WFD objectives. Background This study performs an exploratory analysis of current-future sustainability challenges for ocean planning for the regional seas of Catalonia located in the Western Mediterranean (Spain). Methods To address the challenges we develop an Maritime Spatial Planning (MSP)-oriented geodatabase of maritime activities and deploy three spatial models: 1) an analysis of regional contribution to the 30% protection commitment with Biodiversity Strategy 2030; 2) a spatial Maritime Use Conflict (MUC) analysis to address current and future maritime activities interactions and 3) the StressorGenerator QGIS application to locate current and anticipate future sea areas of highest anthropogenic stress. Results & Conclusions Results show that the i) study area is one of the most protected sea areas in the Mediterranean (44–51% of sea space protected); ii) anthropogenic stressors are highest in 1–4 nautical miles coastal areas, where maritime activities agglomerate, in the Gulf of Roses and Gulf of Saint Jordi. iii) According to the available datasets commercial fishery is causing highest conflict score inside protected areas. Potential new aquaculture sites are causing highest conflict in Internal Waters and the high potential areas for energy cause comparably low to negligible spatial conflicts with other uses. We discuss the added value of performing regional MSP exercises and define five challenges for regional ocean sustainability, namely: Marine protection beyond percentage, offshore wind energy: a new space demand, crowded coastal areas, multi-level governance of the regional sea and MSP knowledge gaps.

The global economy is increasingly focusing on the Oceans to meet its needs, for which maritime spatial planning is being fostered to promote this is done sustainably. Thus, assessing the current state and future development trends of the maritime sectors is key to evaluating the performance of the planning process. This is the aim of this study, in which the main maritime sectors related to the blue economy present in the archipelagos of the European Macaronesia Sea Basin, i.e. the Azores and Madeira (Portugal), and the Canary Islands (Spain), were identified and studied. The following maritime sectors were analysed: fisheries, marine aquaculture, marine biotechnology, coastal and maritime tourism, maritime transport, ship repair and maintenance, extraction of aggregates, deep-sea mining, offshore oil and gas, renewable ocean energies, and desalination. As part of the PLASMAR project, partners undertook in 2017–19 a literature review gathering scientific papers, official statistics and reports, which were complemented by interviews with experts from the economic sectors and public administration departments. Results show that while some maritime sectors are well established, others are emerging sectors with varying long-term growth potential. Besides, development patterns vary across the archipelagos. This study represents the first effort in the Macaronesia Sea Basin to set the basis of the current and future development conditions of the blue economy in applicability to maritime spatial planning processes at a regional level. The future post-pandemic context will provide a unique opportunity to promote the blue economy sectors and activities through the support provided by the EU Green Deal and Recovery and Resilience Plans, as well as with the actions envisioned under the United Nations Decade of Ocean Science for Sustainable Development (2021–2030). The European Macaronesia example –given its wide maritime territory, commitment, and capacities in terms of expertise and networking– presents a great potential to act as a good practice to extrapolate the new approach for a sustainable blue economy to other similar geographical settings such as island regions/states. Maritime Spatial Planning (MSP) promotes the sustainable human activities development and uses in the marine space, playing a role in their effective management. The enhancement of connectivity is crucial for the conservation of biodiversity and landscape planning. Ecological Corridors (ECs) are an important type of connectivity for biodiversity conservation in fragmented habitats. The EU Biodiversity Strategy 2030 includes ECs into the network of protected areas and allows for the creation of additional protected areas. MSP studies considering ECs remain still lacking, especially for the design of networks between Marine Protected Areas (MPAs) and Other Effective area-based Conservation Measures (OECMs). In this paper, knowledge, and tools for investigating marine ECs were reviewed, with a systematic bibliometric analysis to summarize the current scientific research. Previous studies integrating ecological connectivity into planning for marine conservation have focused on models of larval dispersal, adult movements, and dispersal of single species by using benthic habitat proxies. Few studies were found on ECs in marine environments: in the coral Caribbean reef systems in the Gulf of Mexico; within benthic habitats along the Pacific coast of Canada; between MPAs in British Columbia (Canada); and by analyzing migratory species in the Yangtze estuary (China). Commonly used approaches to project and map ECs in marine environments are least-cost and circuit theories allowing to incorporate movement with cost or resistance to movement, depending on species and preferred habitats. The systematic bibliometric analysis returned 25 studies, most of which were from North America (40%) and European countries (36%) and the largest share of papers (68%) from 2018 to 2022. This review pinpointed the need of integrating different disciplines to investigate connectivity and the need by policymakers and practitioners to recognize the importance of ecological connectivity, even there are significant challenges for integrating connectivity into policies, planning, and conservation.

Ecosystem-based Blue Growth reflects the need to develop human activities taking place in the marine environment, under the scope of protecting marine ecosystems. To this end, the Marine Strategy Framework Directive identifies the specific ecological characteristics of a marine area, the human activities taking place in it and the main pressures induced thereof. The present work focuses on the semi-enclosed embayment of the Inner Ionian and adjacent gulfs (the Gulf of Corinth and the Gulf of Patras) in Western Greece, in order to present the type of environmental data and information required to be considered in the framework of ecosystem-based Blue Growth. Such data may include oceanographic and physical environmental features, biological and ecological distributions, areas of importance for species, communities, and habitats, along with spatial and temporal information regarding human activities and pressures caused. Data interpretation shows that future economic development in the study area should follow an ecosystem-based approach to maintain/achieve the Good Environmental Status and regulate existing and immerging anthropogenic activities within the framework of marine spatial planning. Ecological systems can be regarded as natural capital that yields ecosystem services vital for human well-being. The provision of these services strictly depends on the protection of natural capital stocks generating them, highlighting the need for conservation and monitoring actions led by proper assessment methodologies. Among the available methods, the Environmental Accounting Model based on the emergy approach is rapidly gaining popularity in ecological applications. We used such method to assess the natural capital value of Posidonia oceanica meadows, widely recognized the most important ecosystems in the Mediterranean basin, at Italian national spatial scale. The natural capital value of P. oceanica was further weighed by the estimates provided by a Habitat Suitability Model. We observed that the estimated level of habitat suitability played an important role as modifier of the average biophysical value of P. oceanica. Our approach allowed to identify the meadows having the highest stability and over space and time, which we defined as the most valuable in biophysical terms, thus with highest natural capital value. The spatially explicit estimates we provided could support managers and policy-makers to ensure the long-term provision of ecosystem services generated by P. oceanica , enhancing ecosystem management and maritime spatial planning. On the roadmap to reach the climate targets, Europe is committed to increase offshore wind power generation substantially from today towards 2050. This raises the question, what infrastructure layout efficiently integrates offshore wind power into the transmission grid. It is commonly addressed via scenario based optimisation studies to benchmark arbitrarily defined grid topology layouts such as radial connections of wind farms to shore against multi terminal offshore hubs or hybrid interconnectors. This paper proposes a new workflow to improve the design and calibration of topology scenarios for offshore grid studies with help of an automated process in a geographical information system. Against the backdrop of the recently adopted maritime spatial plans by EU member states, a high-resolution and large scale search graph of the future offshore grid is created with a multi-criteria analysis. Complexity reduction techniques are proposed to simplify this graph for subsequent investment optimisation studies. It is found that respecting the geographic reality of the heavily managed sea space not only reduces uncertainty for future offshore projects for more accurate cost estimates and cable trajectories. The consideration of designation areas in the sea also consolidates future grid planning options into common paths of transmission which facilitates the identification of relevant scenarios for analysis. It can be shown, that the commonly chosen benchmark of an “all radial” connection of wind farms to shore is a questionable choice to which an alternative is provided. The strategic relevance of the existence of spatial planning and access to high-resolution data for an improved grid development is demonstrated at the example of Baltic and North Sea.

The aim of this paper is to provide the foundations for the development of a spatial decision-support toolset that combines cumulative impacts and ecosystem service supply assessments to support what-if scenario analysis in a maritime spatial planning context. Specifically, a conceptual framework for a toolset has been designed in order to introduce a new approach for place-based assessments of change in relative ecosystem service supply in multiple services at a time due to changes in cumulative impacts. Central to the toolset are two pre-existing approaches for relative ecosystem service supply and cumulative impact assessments and tools that facilitate them. The tools take advantage of available data from various sources, including geodata and expert knowledge, and have already been proven to support maritime spatial planning in a real-world context. To test the new approach and demonstrate the outputs, an ecosystem service supply assessment was done manually using the two currently separate tools. The results of the test case ecosystem service supply assessment for the Gulf of Riga in the Baltic Sea are also presented in this paper and illustrate the assessment steps and data needs. Although presently the focus of the illustrative assessment is the Gulf of Riga, the toolset will be able to accommodate analysis of cumulative impacts and service supply of any location, leaving the scope of the assessment to be determined by the objectives of the assessment as well as data availability (i.e., geospatial data availability and extent of expert knowledge).

The demand on space in the German EEZ is steadily increasing. In August 2021, Germany published a new spatial plan for its marine areas in the exclusive economic zone (EEZ). This article examines the extent to which the revision of the German maritime spatial plans meets the requirements of ecosystem-based management. Although the new spatial plan tries to find answers how to coordinate environmental protection issues with usage interests, not all conflicts were resolved. In particular, clarification is needed of how the expansion of renewable energies can be achieved in harmony with marine biodiversity protection. [ABSTRACT FROM AUTHOR]

Effective sustainable marine management requires the integration of cultural and natural assets, a practice that is rarely attempted. This study developed and tested a new method for Marine Spatial Planning (MSP) that uses interdisciplinary knowledge of the spatial distribution of cultural and natural assets in marine ecosystems along environmental and human pressure gradients and seeks to understand their interrelationships. The study focused on Estonian marine areas in the north-eastern Baltic Sea. Environmental conditions and threats were assessed, and the extent of spatial overlap between underwater cultural heritage (UCH), natural assets and conservation measures was identified. Although nature reserves and UCH sites were generally exposed to different ranges of environmental and pressure gradients, significant overlap with UCH sites was observed for certain natural assets, as well as along gradients of current velocity, oxygen concentration, bottom sediment, and human pressure. These results highlight the value of joint archaeological and ecological analyses to identify natural assets specific to UCH regions that require protection from both a natural and cultural heritage perspective. Some aspects of the formation and realization of the modern maritime policy of Ukraine have been defined in the article. Its legal basis has been considered, its changes and updates have been monitored. The possibility and the ability to develop the documents of long-term planning in the maritime industry have been noted. At the same time, the belatedness and the lack of actual mechanisms for ensuring the execution of their norms lead to a stagnation of systemic reforms and a comprehensive update of public administration of the sphere. The attention is focused on the importance of a systematic approach to the transformation of legislative and law enforcement practices in the sphere of maritime and port activities in Ukraine, ensuring stability and continuity in their administration. The positive and negative practices in the exercise of powers by some subjects of realization of the maritime and port policy of Ukraine have been described. The pernicious practice of distance and situational intervention of a state in solving problems of the maritime and port industries as a strategic component of its political, social, and economic stability has been emphasized. Author suggests that introduction of modern methodology, such as maritime spatial planning may have positive impact on the effectiveness of Ukrainian maritime policy. When considering the development of the coastal regions as one of the directions of the maritime policy of Ukraine, it has been noted the advantages of creating and functioning the free economic zones in them. The characteristic of the experience of creation and work, as well as the specifics of such forms of trade facilitation (the preferential legal and financially-economic regimes, the presence of a particular specialization of entrepreneurial and investment activities, etc.), shows the economic expediency of granting such status to the port cities and the coastal regions. It has been noted that the free economic zones today are an active means of state policy, capable equally of reanimating depressed territory and giving an additional impetus to the regional points of growth.

Maritime spatial planning has become on of the fundamental instruments of managing human activity at the sea. It is mostly due to the rising competition for marine space, which is a consequence of rising number and variety of uses of the sea. Among the principles of marine spatial planning ecosystem approach as well as the taking into account the interaction between land and sea seem to play the most important role. First one is more general and axiological in it’s nature, while the second functions more as technical guide for planners. Together they can be called guiding principles of marine spatial planning. Ecosystem approach is a concept closely related to ecosystem services. It’s main aim is to sustain the productivity of ecosystems in the field of ecosystem services, what is often connotated with the health of the marine ecosystem. Multiple correlations between land and sea can be easily seen in the managerial goals of the marine ecosystem. Trophic relations seems to be reflected in legal regulations, but the question remains if the marine spatial planning regime really reflects the interactions between land and the sea.

In recent years, Taiwan has firmly committed itself to pursue the green energy transition and a nuclear-free homeland by 2025, with an increase in renewable energy from 5% in 2016 to 20% in 2025. Offshore wind power (OWP) has become a sustainable and scalable renewable energy source in Taiwan. Maritime Spatial Planning (MSP) is a fundamental tool to organize the use of the ocean space by different and often conflicting multi-users within ecologically sustainable boundaries in the marine environment. MSP is capable of definitively driving the use of offshore renewable energy. Lessons from Germany and the UK revealed that MSP was crucial to the development of OWP. This paper aims to evaluate how MSP is able to accommodate the exploitation of OWP in Taiwan and contribute to the achievement of marine policy by proposing a set of recommendations. Maritime spatial planning has become on of the fundamental instruments of managing human activity at the sea. It is mostly due to the rising competition for marine space, which is a consequence of rising number and variety of uses of the sea. Among the principles of marine spatial planning ecosystem approach as well as the taking into account the interaction between land and sea seem to play the most important role. First one is more general and axiological in it's nature, while the second functions more as technical guide for planners. Together they can be called guiding principles of marine spatial planning. Ecosystem approach is a concept closely related to ecosystem services. It's main aim is to sustain the productivity of ecosystems in the field of ecosystem services, what is often connotated with the health of the marine ecosystem. Multiple correlations between land and sea can be easily seen in the managerial goals of the marine ecosystem. Trophic relations seems to be reflected in legal regulations, but the question remains if the marine spatial planning regime really reflects the interactions between land and the sea. In 2007 the European Union (EU) launched the Blue Book introducing the Integrated Maritime Policy (IMP) for the sustainable growth of the coastal regions of Member States. The IMP has several cross-cutting areas of intervention such as the Blue Growth Strategy, Maritime Spatial Planning, and Strategies for maritime basins. To ensure this policy’s implementation, the European Commission requested its coastal members to develop integrated maritime strategies. Furthermore, within the United Nations Decade of Ocean Science for Sustainable Development, it is also a priority of the EU to ensure compliance with the 2030 Agenda, in particular the SDG14. This study focuses on countries from the Atlantic Basin, namely France, Ireland, Portugal, Spain, and the UK (before Brexit) comparing key priorities and objectives of national ocean strategies of these countries and how they match IMP guidelines and the 2030 Agenda. The results show that one of the main focuses of these strategies is the mitigation and adaptation to climate change and nature conservation. On the other hand, desalination, exploration and prospection of oil and gas are the socioeconomic sectors of smaller significance. This study also demonstrated that Spain and UK’s ocean strategies cannot be considered as a national ocean strategy in the IMP concept. The national ocean strategy of Ireland was introduced almost 10 years ago, therefore can be considered outdated in several dimensions. France and Portugal are the only countries whose national ocean strategies are aligned with the objectives of the Atlantic Action Plan and the only ones that truly follow the guidelines of the EU Integrated Maritime Policy.

Ecosystem-based Blue Growth reflects the need to develop human activities taking place in the marine environment, under the scope of protecting marine ecosystems. To this end, the Marine Strategy Framework Directive identifies the specific ecological characteristics of a marine area, the human activities taking place in it and the main pressures induced thereof. The present work focuses on the semi-enclosed embayment of the Inner Ionian and adjacent gulfs (the Gulf of Corinth and the Gulf of Patras) in Western Greece, in order to present the type of environmental data and information required to be considered in the framework of ecosystem-based Blue Growth. Such data may include oceanographic and physical environmental features, biological and ecological distributions, areas of importance for species, communities, and habitats, along with spatial and temporal information regarding human activities and pressures caused. Data interpretation shows that future economic development in the study area should follow an ecosystem-based approach to maintain/achieve the Good Environmental Status and regulate existing and immerging anthropogenic activities within the framework of marine spatial planning.

This article employs a multi-disciplinary planning and political science perspective to examine transboundary marine spatial planning (TMSP) in European sea basins through a collaborative governance and planning framework. The article argues that TMSP is a breeding ground for collaborative planning and governance in the Baltic Sea, North Sea and Adriatic Sea Regions. Collaborative governance and planning models can be developed into an effective framework for MSP policymakers, practitioners and researchers to structure and evaluate TMSP practices. The approach can potentially contribute towards overcoming TMSP challenges and to increasing cohesion and alignment of national marine spatial plans within European sea basins. One area where climate adaptation policies are proving difficult to design and implement is at the coast. On one hand, some of the most severe impacts of climate change are being recorded at the coast – especially through erosion and flooding – whilst on the other hand, these areas represent complex land-sea planning and policy interfaces. This paper analyses the coherency of policies along Ireland's coast from a climate adaptation perspective. Results suggest that many policies are developed in an ad-hoc fashion around the needs of single sectors. Improved policy coherence at all levels of governance is required to address this. Due to global changes and changes in land use, ecosystems and their services are increasingly affected. Against this background, it is questionable how ecosystems and the services they provide can be better and sufficiently taken into account in land-use planning as well as spatial development in Germany. Currently little chance is seen to establish new ecosystem service-based processes that would be comprehensively integrated in the spatial planning practice in Germany. However, modernisation of formal and informal planning instruments is conceived in a long-term perspective. The ecosystem service approach can essentially contribute to this modernisation methodically as well as conceptually. Therefore, this paper discusses possibilities how to integrate the ecosystem service approach in formal spatial planning in a short to medium term and which societal and ecological added value can be generated. Human activities and natural processes interact with each other in complex ways along the land-sea interface. In order to promote sustainable use of coastal and marine resources, Land-Sea Interactions (LSI) should be taken into account when developing and implementing Marine/Maritime Spatial Planning (MSP) as required by the MSP Directive (2014/89/EU). Coastal erosion is one of the critical land-sea interaction issues for the Bulgarian Black Sea coast, in particular in its northern part. Erosion can have negative impacts both on marine and coastal environments and on human activities (natural resources, ecosystem services and loss of habitats, with consequent environmental fragmentation, and loss of biodiversity, as well as of landscaping and environmental heritage, impacts on tourism, transport infrastructure, etc.). The present paper provides a detailed investigation with specific focus on coastal erosion driven Land-Sea Interactions as a case study in the Shabla Municipality, North Bulgarian Black Sea coast, where the highest rates of the cliff erosion occur. The study uses the Digital Shoreline Analysis System (DSAS) version 5.0, a GIS extension tool for the analysis of shoreline movement (at sandy beaches – erosion/accretion) and cliff retreat (at rocky coasts). The most erosion-prone coastal segments along the cliff coast in the study area were identified (coastal erosion hot spot areas). Through this specific analysis, the paper aims to increase the knowledge and understanding of coastal erosion driven Land-Sea Interactions issues in Shabla Municipality using the best available data, and to utilise the best obtained results in coastal management and Maritime Spatial Planning, towards mitigation measures of coastal erosion impacts. Marine and coastal environment are under pressure from several pollution sources. Most of the environmental law was developed on a sectoral basis and does not reflect the interdependence of the various issues and their solutions. Since the adoption of Blue Book, EU legislation to protect the marine environment has been progressively implemented in many relevant areas: Fisheries, Shipping, Tourism, energy, etc. The Integrated Maritime Policy covers several cross-cutting policies, more specifically blue growth, marine data and knowledge, maritime spatial planning, integrated maritime surveillance, and sea basin strategies. Oceans and sea are influenced by many activities, interests and policies and are interlinked. A holistic, integrated approach is the best way to handle maritime affairs, with States cooperation not only on an EU States basis but also with third States and International Organizations. International Organizations provide an essential forum for international cooperation in relation to environmental issues. In this context they have two important roles to play: environmental policy-making and the development of international environmental law.

The evaluation of professional-participants' acting in socio-technical domain related to Marine Spatial Planning (MSP) and the exploration of LSI (Land-Sea Interactions) as main complex approach in MSP need to be addressed in the context of Romanian multi-actor network of the involved maritime and coastal stakeholders. Questionnaire-based research can approach LSI in an integrated manner, combining the expert opinion on many aspects about the complexity of land and sea processes in various specific and measurable interactions. The present analysis of the expert opinion questionnaires, combined within an analysis of LSI processes and outcomes, its shows that the comparative assessment in real and perceived environments can proved an effective and promising advance on semi-quantitative methods of professional MSP planners. Despite surveys' questionnaires are qualitative methods to assemble information regarding knowledge, facts, and expert opinions from a stakeholder community, it can provide also a semi-quantitative data and information, which can be used for further research, on different relevant MSP features and aspects related LSI within Romanian coastal and marine areas. Ecosystems all over the world are under increasing pressure from human uses. The UN Sustainable Development Goal 14 (UN SDG 14) seeks to ensure sustainability below water by 2020; however, the ongoing biodiversity loss and habitat deterioration challenge the achievement of this goal. Marine Spatial Planning (MSP) is a developing practice with a similar objective to the UN SDG 14, albeit research shows that most MSP cases prioritize economic objectives above environmental objectives. This paper presents an assessment of how MSP can contribute to achieving the UN SDG 14. Results are presented in three steps. First, a representative definition of MSP is presented. Secondly, activities that can be addressed through MSP are laid out. Lastly, results are used to assess how MSP can contribute to the achievement of the UN SDG 14 targets and indicators. This assessment shows great potential for MSP to play a role in the achievement of the UN SDG 14.

In 2006 the European Union (EU) began a dramatic change in its conception and approach to maritime policy. By developing what was called Integrated Maritime Policy, there was an attempt to coordinate different sectorial policies and thus adding value, through synergies and economies of scale. At the same time, and as a result of scientific and technological advances, five strategic sectors with great growth potential were identified: aquaculture, renewable energies, blue biotechnology, deep sea mining, and nautical tourism. These were the pillars for the Blue Growth Strategy, leading to more jobs and global economic growth. This trend quickly spread to other continents, universalising the concept of blue growth. However, the growing competition for maritime space, due to new uses, led to the realisation that along with the need to ensure confidence and stability for investors, it would be imperative to develop new planning and management instruments for these spaces. During this process, governments quickly realised that this evolution, which had the potential for far reaching economic and social impacts, required a new institutional framework adapted to this new reality, which would end up having an impact on the governments structure itself. We have witnessed, particularly during the last decade, a profound conceptual change in the governance of maritime space. The design of new political, legal, institutional, and governmental frameworks, which are introducing a new model of maritime and marine governance at a global scale, are probably the most critical one since World War II. This article develops this analysis, based on several examples, both in the EU as well as in other countries outside the bloc, particularly those surrounding the Atlantic, in order to demonstrate that the drive towards a blue economy triggered a profound and deep change in marine policies and governance.

In recent years, Taiwan has firmly committed itself to pursue the green energy transition and a nuclear-free homeland by 2025, with an increase in renewable energy from 5% in 2016 to 20% in 2025. Offshore wind power (OWP) has become a sustainable and scalable renewable energy source in Taiwan. Maritime Spatial Planning (MSP) is a fundamental tool to organize the use of the ocean space by different and often conflicting multi-users within ecologically sustainable boundaries in the marine environment. MSP is capable of definitively driving the use of offshore renewable energy. Lessons from Germany and the UK revealed that MSP was crucial to the development of OWP. This paper aims to evaluate how MSP is able to accommodate the exploitation of OWP in Taiwan and contribute to the achievement of marine policy by proposing a set of recommendations. It concludes that MSP is emerging as a solution to be considered by government institutions to optimize the multiple use of the ocean space, reduce conflicts and make use of the environmental and economic synergies generated by the joint deployment of OWP facilities and fishing or aquaculture activities for the conservation and protection of marine environments.

Marine Spatial Planning (MSP) literature identifies various dimensions of integration to deal with fragmented, sectoral, and ad hoc approaches to managing various uses offshore. However, the spatial dimension of MSP has receded into the background, the dimensions of integration remain ill-defined, and there is a lack of appreciation for the institutional changes that these integration efforts induce and require. Moreover, in light of the urgency of energy transition, offshore wind farms (OWF) are often prioritized over other interests in MSP practice. This paper uses the case of the Dutch North Sea Dialogues (NSD) to explore to what extent actors during the NSD pursued formal and informal institutional change to progress the various dimensions of integration in line with the normative principles of MSP to improve spatial integration between OWF and other interests at sea. The NSD provided an, initially temporary, platform that proved key for stakeholders to pursue subsequent formal and informal institutional changes that progressed integration in MSP. While formal institutional changes were achieved during the NSD, informal institutional changes also proved fundamental in progressing various dimensions of integration. The NSD shows that incremental institutional change can be effective in progressing integration, but also shows the limits to this approach. The place-based and temporal dimensions of integration require additional attention because this is where stakeholders most notably rely on existing institutional frameworks and conflicts are most prominent.
