In the article the phenomenon of volunteering is examined in Ukraine through the prism of changes of mentality of the Ukrainian people after the events of 2013–2014. An author proves that Ukrainians reconstruct own mentality, delivered complexes of inferiority, uninitiativeness and to irresponsibility. Public initiative activates in society, a key place among that occupies volunteer motion.Analysis conducted by an author 256 internet-publications in relation to activity of the Ukrainian volunteers during 2014–2015 witnessed, that all volunteers in Ukraine can be divided into 3 conditional groups: mental, situation, criminal. Basis of volunteer motion is made by mental volunteers for that a voluntarily help is a conscious choice. Their activity has different motivation and prospects.For volunteers that expressed a desire to go to the structural collaboration with power, it is extremely important to save the independence and operate so that and a collaboration brought most to the benefit that, who they help. These volunteers prefer to save the reputation and not get in foul plays.Volunteers that decided to be in opposition to power, because disbelieve that she is able to overcome a corruption and bureaucratism, risk to become marionettes in the hands of opposition to power political forces, that can aim to use volunteers for the sake of achievement of own aims.An author underlines that in present tense the basic orientation of volunteering in Ukraine is militarized. However volunteers not only rescue life and health of fighters and other injured in military operations on East but also help them to work out social problems. The rows of volunteers grow constantly. Thus, volunteering in Ukraine is not the temporal phenomenon, it became the consequence of the valued changes in consciousness of Ukrainians, В статье рассматриваются причины активизации и перспективы развития института волонтерства в Украине в связи с изменениями, происходящими в ментальности украинского народа. Доказывается, что волонтерское движение в Украине не является временным явлением, оно стало следствием ценностных изменений в сознании украинцев, а если в стране появится политическая сила, которая будет понимать содержание волонтерства и ценить качество социального капитала, сконцентрированного в волонтерских структурах, то станет возможным расширение этого движения в Украине и повышение качества предоставления волонтерской помощи, У статті розглядаються причини активізації та перспективи розвитку інституту волонтерства в Україні у зв’язку із змінами, що відбуваються в ментальності українського народу. Доводиться, що волонтерство в Україні не є тимчасовим явищем, воно стало наслідком ціннісних змін у свідомості українців, а якщо в країні з’явиться політична сила, яка розумітиме зміст волонтерства і цінитиме якість соціального капіталу, сконцентрованого у волонтерських структурах, то це зможе забезпечити розширення цього руху в Україні та підвищення якості надання волонтерської допомоги

The present study was performed with the aim of identification (Effective Parameters to Improve the Quality of Educational Progress Evaluation View point Teachers and Managers of Men in Third Grade City Yazd High school in Educational Year 2009-2010).In this direction, this study focused on the role of organizational, mental and physical and the design of test questions parameters in Improve the Quality of Educational Progress Evaluation View point Teachers and Managers of Men in Third Grade City Yazd Highschool in Educational Year 2009-2010 of whom,22 Managers and 150 teachers were randomly selected. Research method was descriptive-surveying and research tool was questionnaire provided by researcher with 46 closed questions. Questionnaire simplicity was apparently evaluated and its validity was estimated to 93% by kronbakh α coefficient for Managers and teachers. Data of research was analyzed by descriptive and perceptive. On the basis of research data, it became clear that the effect of organizational, mental and physical parameters and design of test questions parameters on improving the quality of educational progress evaluation was more than average.Managers and teachers sample referred the most effect to mental parameters with average 3.94 and the lowest effect to organizational agents with average 3.60. The differences were significant about parameters like design of test questions in terms of responders positions(Managers,teacher) and physical parameters in terms of area (one and two) and effect of these factors in improving quality of educational progress evaluation and no significant difference was seen about other parameters in terms of position, area, education and record of service.
